Subject: Clarification on Gain in Wheat with short storage period and Zero Gain in Moisture
Content as per new Storage Loss/Gain norms suggested by ICAR –reg.

Sir,
This Office has received many references from field Offices, mainly from consuming
Regions, on certain inconsistencies in new ICAR Storage Loss/Gain Norms stating that as per
the formula, Gain is required to be given in Wheat stocks even for a short period of storage
without any change in Moisture content.

2. This issue was examined at HQs and was referred to ICAR for clarification. In turn, Director
(ICAR-CIPHET),vide e-mail dated 21.09.22 (copy enclosed) has intimated that there may be
several reasons for such minor gain in weight, such as the condition of bags did not change, no
spillage occurred, no loss happened due to sampling, no bag damage etc., as the formula of
ICAR covers losses due to all such factors. Since these losses do not occur in short term
storage the formula may predict a slight gain.

3. Hence, it has been decided that in cases where storage period of wheat is less than one
month and there has been no change in Moisture Content, the minimum quantity to be
delivered (liquidated) should be equal to the quantity received by the depot/warehouse for
a particular stack/consignment (i.e., no gain no loss) irrespective of the calculated value of
loss/gain as per the formula. However in all cases where moisture content has changed or
storage period is more than one month, losses/gain will be applicable as per the formula
already communicated.

4. This should be brought to the notice of all concerned for guidance and strict compliance.

This issues with the approval of Competent Authority.
