1.0 BRIEF DETAILS ON KWALE GENCO

Kwale Genco FZE (KGFZE) intends to set up a captive power plant for the upcoming
industrial facilities in the South part of Ikot Abasi in Akwa Iborn state of Nigeria. The total
installed capacity is around 3000 MW at 330 kV voltage level at generation side and
further power transmission & distribution to the various industries in the complex. The
distance between the Main receiving substation MRSS#1 and Mega power distribution
substation MPDS#5 is approximately 27 kms and will be transmitted via 132kV
overhead transmission line using double circuit.

PACKAGING AND SUPPLY OF 132 KV DOUBLE CIRCUIT TRANSMISSION
2.0 SCOPE OF WORK LINE TOWERS & TOWER ACCESSORIES.

The scope of work comprises of Design, Engineering, and Supply of type tested 132 kV
Double circuit Transmission line towers from Main receiving substation MRSS#1 to
Mega power distribution substation MPDS#5. Bids are invited from prospective
interested parties who meet the qualification criteria given as per clause 3.0.

3.0 QUALIFICATION OF THE BIDDER

Qualification of Bidder will be based on meeting the minimum pass/fail criteria specified
below regarding the Bidder’s Technical Experience and Financial Position as
demonstrated by the Bidder’s responses in the corresponding Bid Schedules. The bid
can be submitted by (i) an individual firm meeting the Qualification Requirement (QR), or
(ii) a qualified licensee of a qualified manufacturer, or (iii) an authorized representative
of a qualified manufacturer meeting the specified requirement.

The Owner may assess the capacity and capability of the Bidder, to ascertain that the
Bidder can successfully execute the scope of work covered under the package within
stipulated completion period. This assessment shall inter-alia include (i) document
verification; (ii) Bidders work / manufacturing facilities visit; (iii) manufacturing capacity,
details of work executed, works in hand, anticipated in future & balance capacity

available for the present scope of work; (iv) details of plant and machinery,
manufacturing and testing facilities, manpower and financial resources; (v) details of
quality system in place; (vi) past experience and performance; (vii) customer feedback;
(viii) Banker’s feedback etc.

The Owner reserves the right to waive minor deviations if they do not materially affect
the capability of the Bidder to perform the contract.

Technical Experience

The Bidder should have carried out the following as a prime Bidder+:

a) The Bidder shall be a manufacturer of Tower with dedicated fabrication shop. The
Bidder’s experience should include the following:

• The Bidder should have manufactured and supplied 4000 MT per annum of
lattice towers during last three (3) years as of the date of bid opening.

• Manufacturer/Licensee shall have adequate design infrastructure and


manufacturing facility and capacity and procedures including quality control.

• Manufacturer should have successfully type tested his designs for at least
one tower of each type for 132kV or higher voltage transmission line.

Financial Position
a. Net worth for last 3 financial years should be positive.

b. Minimum Average Annual Turnover* (MAAT) for best three years i.e. 36
months out of last five financial years of the Bidder should be - XXX.

Note: Annual total income as incorporated in the profit & loss account
excluding non-recurring income, e.g., sale of fixed assets.

c. Bidder shall have liquid assets (L.A) and/or evidence of access to or


availability of credit facilities of not less than- XXX

1.0 SCOPE AND BACKGROUND

1.1 The scope of work comprises of Design, engineering and supply of type tested 132kV Double
circuit transmission lines towers using AL59 Bear Conductors.

1.2 Kwale Genco FZE invites bids from reputed Bidders for supplying towers for the 132 KV
Transmission line.

1.3 The Bidder shall be responsible for the basic and detailed design, engineering, manufacturing,
shop fabrication, assembly, testing, inspection at supplier’s works, packing, dispatch, delivery
to site including insurance, unloading and storage at site as detailed in vol-II Technical
Specification.

1.4 Throughout these Tender Documents, the terms "Bid" and "Tender" and their derivatives
("Bidder/Tenderer", "Bidding/Tendering", etc.) are synonymous, and Day means calendar day
of twenty-four (24) hours. Singular also means plural. "Bidder" or "Applicant" and "Bid" or
"Application" for the purpose of interpretation of Instructions to Bidders (ITB) shall mean the
same. Any other term not defined in Instructions to Bidders should be interpreted in a manner
as defined in General Condition of Contract, Section III, Volume I.

2.0 QUALIFICATION CRITERIA

Refer Vol-I Section-I NIT for details

3.0 COMPLETION PERIOD:

Overall completion schedule will be 6 months from issue of LOI to the successful bidder.

The Bidder shall bear all costs associated with the preparation and submission of his Bid, and
the Owner will in no case be responsible or liable for those costs, regardless of the conduct
or outcome of the Bidding process.

5.0 CONTENT, TRANSFER & COMPLIANCE

The Tender Documents comprise those stated below and should be read in conjunction with
any Addenda issued in accordance with Clarification as per clause 6.0.

Volume I: Introduction or Notice Inviting Tender, Instruction to Bidders, General Conditions of


Contract, Special Conditions of Contact and Forms & Procedures.

Volume II: Technical Specification

Volume – III – BOQ

All the volumes have to be considered together for a correct understanding and interpretation
of the Tender Documents.

Tender Documents are not transferable.

The Bidder shall submit his application strictly in accordance with the Tender Documents and
its terms and conditions. The statements and explanations contained in these Tender
Documents are intended to provide a proper understanding to Bidders but should not be
construed as limiting Bidder's/ Contractor's responsibilities and/or Owner's rights to amend/
change the scope or terms.

6.0 CLARIFICATION OF TENDER DOCUMENTS

The Bidder is required to carefully examine the Tender Documents and fully ascertain himself
as to all the conditions and matters, which may in any way, affect the performance or the cost
thereof.

If any Bidder finds discrepancies or omissions in the Tender Documents or is in doubt as to


the true meaning of any part, he shall at once request in writing by e-mail to the Owner at the
address as mentioned below for any interpretations/ clarifications. The Owner shall issue
interpretations and clarifications in Writing.

Verbal clarifications and information given by the Consultant or his employees(s) or his
representative(s) shall not in any way be binding on the Owner.

7.0 AMENDMENT OF TENDER DOCUMENTS

At any time prior to the deadline for submission of Bids, the Owner may amend the Tender
Documents by issuing addenda.

Any addendum thus issued shall be part of the Tender Documents pursuant to clause 6.0 and
shall be communicated in writing through e-mail. Prospective Bidders shall promptly
acknowledge receipt of each Addendum by E-Mail to the Owner.

To give prospective Bidders reasonable time in which to take an addendum into account in
preparing their Bids, the Owner shall extend as necessary the deadline for submission of Bids.

All correspondence and documentation pertaining to this Contract shall be in the English
language only. The official text of this Contract shall be English, regardless of any translation
that may be made for the convenience of the Parties. All correspondence, information,
literature, data, manuals, definitive documents, notices, waivers and all other communication,
written or otherwise, between the Parties in connection with this Contract shall be in English.

9.0 BIDS TO BE COMPLETE

Bids should be complete in all respects and should be in accordance with the provisions of
the Tender Documents. Part Bids or incomplete Bids, or those Bids which are not in
accordance with the provisions of Tender Documents are liable to be rejected without
assigning any reasons thereof.

10.0 DOCUMENTS COMPRISING THE BID

The Bidders shall complete all Information including, Undertakings, Datasheets, and
Schedules which are a part of the Tender Documents as well as furnish Company Profile,
Experience in execution of similar Project, Audited Balance Sheet for last 3 year financial
years.

11.0 BID PRICES

a) Bidders shall quote their unit price in the BOQ considering the taxes and duties as
applicable for the different identified scopes of work. The individual prices for the
different scopes of work (for which separate contracts may be entered into) should
be indicated comprehensively in the Price Bid in the form of a Price break-up as per
BOQ format given in Volume III of Tender Documents in accordance with the
Tender Documents, General Conditions of Contract, Section III of Volume I.

b) The Price quoted shall remain firm throughout the period of the Contract subject to
contract price variation as provided and comply with the Specifications and other
requirements of Tender Documents.

Bidder shall ensure that the unit price is indicated for all the line items in the BOQ.

c) The Price quoted shall be valid for full or part scope of work.

The Bidders shall, interalia, indicate the following in the Bid:

(i) In respect of VAT as applicable for the Supply and Services.

12.0 CURRENCIES OF BID AND PAYMENT

The prices shall be quoted by the Bidder in USD only.

13.0 BID VALIDITY

The Bids submitted shall remain valid up to 180 days from the due date of submission of the
bid and the Contract price shall thereafter remain FIRM till the tenancy of the Contract subject
price variation provided in the tender.

14.0 BID SECURITY - NOT APPLICABLE FOR THIS TENDER.

15.0 PRE-BID MEETING

• The Bidder's designated representative is invited to attend a Pre- Bid meeting, which,
if convened date, time and venue of meeting will be intimated separately. The Owner
reserves the right, not to hold the Pre-Bid Meeting or to change the location of the
meeting.

• The purpose of the meeting will be to clarify issues on the Tender Documents including
Technical Specifications, Commercial Specifications, Price Schedules, etc.

• It may not be practicable at the meeting to answer questions received late and hence
the Bidders shall not expect answers to questions received late.

• Minutes of the meeting including the text of the questions raised and the responses
given, together with any responses prepared or written clarifications, will be
transmitted without delay to all the Bidders. Any modifications of the Tender
Documents listed in clause 6.0, that may become necessary as a result of the Pre-Bid
meeting shall be made by the Owner exclusively through the issue of an Addendum,
and not through the minutes of the Pre-Bid meeting.

• Non-attendance at the Pre-Bid meeting will not be a cause for disqualification of a


Bidder.

16.0 INSTRUCTION FOR SUBMISSION OF BID


Bidder shall submit their bid on the designated portal as per kwale genco-

17.0 DEADLINE FOR SUBMISSION OF BIDS

• The Bid to be submitted on or before 22-03-2024.

• The Owner may, in exceptional circumstances and at his own discretion, extend the
deadline for submission of Bids by issuing an in which case all rights and obligations
of the Owner and the Bidders previously subject to the original deadline will thereafter
be subject to the deadline as extended.

18.0 MODIFICATION AND WITHDRAWAL OF BIDS

• The Bidder may modify or withdraw his Bid after Bid submission, provided, that
modification or withdrawal is received by the Owner prior to the deadline for
submission of Bids.

• No Bid may be modified by the Bidder after the deadline for submission of Bids.

19.0 BID OPENING PROCESS

Owner will open the Bids after the Bid Submission date.

20.0 PROCESS TO BE CONFIDENTIAL

Information relating to the examination, clarification, evaluation, and comparison of Bids, and
recommendations for the award of a Contract, shall not be disclosed to Bidders or any other
persons not officially concerned with such process, until the award to the successful Bidder
has been announced.

Canvassing in any form shall strictly be prohibited and any applicant found to have engaged
in canvassing shall be liable to have his Bid rejected summarily.

21.0 CLARIFICATION OF BIDS AND CONTACTING THE OWNER

The Owner may at any stage in Bid evaluation, ask any Bidder for clarification of his Bid,
including further breakdown of costs, in order to assist in the examination, evaluation, and
Comparison of Bids. The request for clarification and the response shall be through e-mail
only.

From the time of Bid opening to the time of Contract award, if any Bidder wishes to contact
the Owner on any matter related to the Bid, he should do so in writing.

Any effort by the Bidder to influence the Owner in their Bid evaluation, Bid comparison, or
Contract Award decisions may result in the rejection of the Bidder's Bid.

Owner reserves the right to verify all statements/ information submitted to confirm the Bidders
claim on experience, performance of equipment offered and capabilities to perform the
package. Owner may inspect such works of Bidders. Bidder shall co-ordinate and arrange for
visit to such works. However, all expenses of Owner’s/Officials/ Owner’s/ Representative will
be borne by the Owner.

23.0 EXAMINATION OF BIDS AND DETERMINATION OF RESPONSIVENESS

Prior to the detailed evaluation of Bids, the Owner will determine whether each Bid:

a) Has been properly signed

b) Is substantially responsive* to the requirements of the Tender Documents;

c) Provides any clarification and or substantiation that the Owner may require to
determine responsiveness and;

d) Has all the required Undertakings, Guarantees, Enclosures, Schedules etc.

*For purposes of this determination, a substantially responsive Bid is one that prima-facie
conforms to all the terms, conditions and Specifications of the Tender Documents without
material deviations, objections, conditionalities or reservations. Further, a material deviation,
objection, conditionally or reservation is the one (a) that substantially affects the scope, quality
or performance of the package; (b) that limits in any substantial way, inconsistent with the
Tender Documents, the Owner’s rights or the successful Bidder’s obligations under the
Contract.

The Owner’s determination of a Bid’s responsiveness is to be based on the contents of the


Bid itself without recourse to extrinsic evidence.

If a Bid does not meet the criteria stated in above, it will be rejected by the Owner.

Bids determined to be substantially responsive will be checked by the Owner for any arithmetic
errors. Errors will be corrected by the Owner. Where there is a discrepancy between the
amounts in figures and in words, the amount in words will govern. The amount stated in the
Bid will be adjusted by the Owner in accordance with this procedure for the correction of errors
and, with the concurrence of the Bidder, shall be considered as binding upon the Bidder. If
the Bidder does not accept the corrected amount of Bid, his Bid will be rejected.

25.0 EVALUATION OF BIDS

➢ The Owner reserves the right to accept or reject any variation or deviation. Alternate offers,
for other than the configurations allowed in the Tender Documents will be summarily
rejected. Alternate Offers of only such Bidders will be evaluated whose Primary Bids not
only meet the criteria are not found to be deficient but are also substantially responsive.

➢ The Owner will evaluate and compare only the Bids meeting the qualification criteria and
those not found deficient on detailed scrutiny as detailed in Annexure 1.

26.0 OWNER'S RIGHT AND LIMITATION OF LIABILITY

At any time prior to award of Contract, Owner the reserves the right to accept or reject any
Bid, or to annul the Bidding process and reject all Bids at his sole discretion without assigning
any reason thereof, and without thereby incurring any liability to the affected Bidder or Bidders
or any obligation to inform the affected Bidder or Bidders of the grounds for the Owner's action.

The Owner reserves the right to take the following actions, and shall not be liable for any such
actions:

a) Amend the scope of the Contract to be Bid, in the event of which Bids will be invited
only from those applicants who meet the resulting amended qualification
requirements;

b) Amend the scope (minor in nature) during finalization of detail engineering /


execution of Contract, if required. Such scope change will not entail any extra cost
to be paid to the successful Bidder;

c) Reject or accept any Bid on grounds of disqualification and or late submission.

Owner shall not in any circumstance, way or manner whatsoever be liable to the successful
Bidder for any consequential loss or damage including loss of profits.

Owner shall be the sole judge in the selection of the successful Bidder.

27.0 LETTER OF INTENT

➢ After selection of the successful Bidder, a Letter of Intent ("LOI") shall be released by
the Owner in favour of such a Bidder.

➢ After receipt of the LOI, the Bidder shall enter into the Contract with the Owner.

➢ The Successful Bidder shall be required to execute the Contract Agreements within
ninety (90) days of the date of LOI.

28.0 CONTRACT PERFORMANCE SECURITY

The successful Bidder shall furnish to the Owner a Contract Performance Security, as detailed
in GCC.

The Contract Performance Security is to be provided by the successful Bidder in the format
given with the Tender from any Nationalized bank.

The Contract Performance Security will be denominated in the currencies of the Contract.

Failure of the successful Bidder to comply with the requirements of clauses 30.0, 31.0 and if
applicable clause 32.0 shall constitute a breach of Contract, cause for annulment of the award,
and any such other remedy the Owner may take under the Contract, and the Owner may
resort to awarding the Contract to the next competitive Bidder.

29.0 CORRUPT/ FRAUDULENT PRACTICES

Owner requires that Bidders/ Suppliers/ Contractors observe the highest standard of ethics
during the entire process of Bidding from the purchase of Tender Documents up to the award
of Contract and thereafter in execution. In pursuance of this policy,

a) Owner defines, for the purposes of this provision, the terms set forth below as
follows:

(i) "corrupt practice" means the offering, giving, receiving, or soliciting of


anything of value to influence the action of an official in the procurement
process or in Contract execution; and

(ii) "Fraudulent practice" means a misrepresentation of facts in order to


influence a procurement process or the execution of a Contract to the
detriment of the Owner and includes collusive practice among Bidders
(prior to or after Bid submission) designed to establish Bid prices at artificial
noncompetitive levels and to deprive the Owner of the benefits of free and
open competition.

b) Owner will reject a proposal for award if he determines that the Bidder
recommended for award has engaged in corrupt or fraudulent practices in
competing for the Contract in question.

If at any later date, it is found that Documents, information, averments and data submitted by
the Bidder in the Bid, and based on which the Bidder has been considered eligible or
successful or has been awarded the Contract, is incorrect or false to the extent that had the
correct or true information been made available to the Owner at the time of Tender evaluation,
the Bid would have been declared ineligible or unsuccessful, the Bidder shall be forthwith
disqualified or, as the case may be, the Contract awarded based on such incorrect or false
information, at the option of the Owner, shall be cancelled and Contract Performance Bank
Guarantee deposited shall be appropriated by the Owner as the mutually agreed
reimbursement of Owner’s cost and loss and damage to Owner or treated as a default of
Contractor.

ANNEXURE – 1

BID EVALUATION

1.0 Evaluation of Technical and Un-priced Commercial Bid

1.1 The Owner will examine the Technical and Un-priced Commercial Bids of each
Bidder for determining the responsiveness as per provisions of Tender Document.

2.0 Detailed Scrutiny

The detailed scrutiny shall comprise of Technical Scrutiny and Commercial


Scrutiny.

2.1 Technical Scrutiny

2.1.1 The Owner/Consultant will carry out a detailed technical scrutiny of each
responsive Bid in order to determine whether the technical aspects contained in
the Bid are in accordance with the requirements set forth in the Tender
Documents.
2.1.2 The Technical Scrutiny would also involve the Owner obtaining clarifications from
the Bidders and the discussions with them in order to analyse the variations in
specified scope and / or technical variation from Tender Documents.

2.1.3 Bids which are found deficient on detailed scrutiny will be rejected.

Such deficiencies include :

a) The Fill-in Schedules required to be furnished by the Bidders along with Bid,
are incomplete and not in the prescribed form.
b) The Bid is conditional.
c) Other documents contained or referred to in Bid are found to be incomplete
or incorrect.
d) The Bidder does not furnish all clarifications regarding the Bid requested by
Owner either in writing or through formal meeting as may be necessary.
e) The Bid does not meet minimum acceptable standards of completeness,
consistency and detail as per clause 1.2.1.1 of this Annexure.

2.2 Commercial Scrutiny


2.2.1 The Owner will carry out a detailed commercial scrutiny of each responsive Bid
in order to determine whether the commercial aspects contained in the Bid are in
accordance with the requirements set forth in the Tender Documents.

2.2.2 The Commercial Scrutiny would also involve, the Owner obtaining clarifications,
from the Bidders and the discussions with them in order to analyse the variations
in specified Scope and / or commercial variation from Tender Documents.

2.2.3 In respect of the Bids not found deficient, each relevant Bidder shall be required
to submit Price Implication Bid in respect of resolved Technical & Commercial
issues which together with the Bid is in compliance with the Tender Documents
except for the listed unresolved variations/ deviations prepared by the Owner.

3.0 Final Evaluation

3.1 Evaluated Price in US dollars shall be determined (i.e. Primary Evaluation) by


summing up of the following :

* Any deviation in payment terms would be considered in evaluation. Any


deviation unfavourable to the Owner will attract ten percent (10%) penal interest
in addition to any other extra cost to be borne by the Owner in this regard while
any favourable deviation would be credited with eight per cent (8%) interest.

1.0 GENERAL

Kwale Genco FZE (KGFZE) intends to set up a captive power plant for the upcoming industrial
facilities in the South part of Ikot Abasi in Akwa Iborn state of Nigeria. The total installed
capacity is around 3000 MW at 330 kV voltage level at generation side and further power
transmission & distribution to the various industries in the complex. The distance between the
Main receiving substation MRSS#1 and Mega power distribution substation MPDS#5 is
approximately 27 kms and will be transmitted via 132kV overhead transmission line using
double circuit.

The tower material covered in this specification shall be used in following 132 kV transmission
lines for transferring the power from Main receiving substation MRSS#1 to Mega power
distribution substation MPDS#5, South part of Ikot Abasi in Akwa Iborn state of Nigeria:

(i) 132 kV D/C (AL59 Bear) Transmission line from Main receiving
substation MRSS#1 to Mega power distribution substation 27 Kms
MPDS#5.

2.0 SCOPE

The following 132 kV transmission line work is included in the scope of the BIDDER. The scope
covers.

a. Design & Supply of transmission line towers, tower parts such as stubs, stub extensions,
Leg/Body extensions, tower body, auxiliary cross arm, bolts & Nuts, pack washers, spring
washers, etc as per relevant standards and specifications. The Bidder may supply Type Tested
Tower, alternatively Bidder may propose new tower design, meeting the criteria as given in
Section III A.

b. Bidder shall provide Type test report of Towers as well as structural drawings/erection
drawings, construction drawings and / or shop fabrication drawings, shop sketches, fabrication
details, Bill of Materials for towers/extensions, stub and stub setting templates required for the

successful erection of towers. Any document / detail required for the Erection of tower shall
be in the scope of the Bidder. The documents shall be detailed and indicate all relevant details
such as the type, size, arrangement, dimensions, material description, weight, etc.

c. Bidder scope shall include design, fabrication, proto-assemble, galvanizing and type test of
towers (Type test report for already Type Tested Tower), and bidder shall obtain
Owner/Consultant approval before mass fabrication and supply.

d. Supply of all tower accessories such as Anti-theft step bolts & Ladders, Anti-climbing device,
Danger Plates, Number Plates, Circuit Plates and Phase Plates, Bird Guards, Stub Setting
Template etc.

e. Detailed manufacturing quality plan (MQP) as per relevant standards shall be provided by the
bidder along with the bid.

f. All materials in the Bidder’s scope of supply shall be procured from reputable manufacturers
and suppliers approved by Owner/Consultant. The bidder/ vendor shall not use re rolled
material for fabrication of tower members. All items shall have valid type test certificates.
Dispatch clearance from Owner shall be obtained before dispatch of materials. Materials
received at store without the clearance from inspection engineers will be straight away
rejected. Inspection engineers will conduct inspection in the factory / manufacturing premises
to ascertain the quality and dimensions etc. and will issue a certificate with that effect. Issue of
inspection / dispatch clearance certificate does not relieve the Bidder from its contractual
obligations.

g. The Packaging of Angle Section, Cleat angles, gusset plates, brackets, fillet plates, Bolts, nuts
washers, foundation bolts, anti-climbing device, etc. shall be Tower wise. The material covered
here under this specification shall be inspected before storage at Owner’s store. Any defect /
damage found while storage at Owner’s store shall be replaced by Bidder at no additional cost
to the owner.

h. The Bidder shall be responsible for the freight & insurance, loading of all the materials supplied

from the manufacturer’s facility to port (country of origin) on FOB (free on board) shipping basis
to port. Other tower items required and not specifically mentioned in this specification but are
required for the successful erection of towers (Excluding foundation and earthing material)
shall be in the scope of Bidder.

i. The bidder shall provide the owner foundation forces for all type of towers and extensions and
all load cases for the design of foundations (by others) within two (2) months of Award of
Contract.

j. The approximate quantity for bidder to quote is provided in the Vol-III of the tender document.
The approved tower profile, tower schedule and tower spotting data will be provided to
successful bidder to carry out designs and supply location wise tower type material.

3.0 DETAILS OF LINE DATA

3.1 General Description of the Tower

3.1.1 The Type tested towers proposed, or the towers designed for the transmission shall be of self-
supporting, hot dip galvanized (as specified in Section IV A), lattice steel type, designed to
carry AL59 BEAR conductor with Composite/Glass/Porcelain Insulators, OPGW and all
hardware fittings and accessories under all loading conditions.

3.1.2 The tower shall use mild steel (As per BSEN 10025 - Grade S 275JR or equivalent) and high
tensile steel (As per BSEN 10025 - Grade S 355JR or equivalent) for member sections which
shall be fully galvanized as specified in tower specifications. Foundation Bolts and nuts, Bolts
and nuts with spring washer are to be used for connections.

3.1.3 The towers shall be Vertical Configuration, Double circuit Towers with single AL59 Bear
conductor and OPGW.

3.2 Classification Of Towers

3.2.1 The towers for 132 kV transmission lines are classified as given below:

1.0 GENERAL TECHNICAL CONDITIONS

1.1 General

The following provisions shall supplement all the detailed technical specifications and
requirements brought out here. The Bidder’s submission shall be based on the use of
materials complying fully with the requirements specified herein.

1.2 Drawings

1.2.1 All relevant standard drawings for all the towers/stubs and their extensions shall be prepared
by the Bidder. This shall include structural drawings/erection drawings, construction drawings
and / or shop fabrication drawings, Bill of Materials for all the towers and their extensions.
The Bidder shall obtain Owner’s approval for the tower design.

1.2.2 Apart from the standard drawings mentioned above, some other drawings and documents,
such as BOM, Shop drawings, structural drawings for towers/extensions may need to be
developed based on single line diagram given by the Owner, which shall be required for the
project. These drawings, BOM, shop sketches shall be developed by the Bidder. However,
no extra cost on this account shall be payable to the Bidder.

1.2.3 Such drawings/documents developed by the Bidder shall necessarily have sufficient detail to
indicate the type, size, arrangement, dimensions, material description, Bill of Materials,
weight of each component breakup for packing and shipment, fixing arrangement required,
the dimensions required for installation and any other information specifically requested in
the specifications.

1.2.4 All the structure/erection drawing/ documents shall be complete in all respect for tower
members to be directly fabricated from the drawings. However, if the Bidder is required to
prepare shop fabrication drawings, of their own, in addition to the structural/ erection
drawings with required fabrication details, they may prepare the same without any additional
financial implication to Owner.

1.2.5 After development, all drawings shall be submitted to the Owner in triplicate for approval. In
ordinary circumstances, the Bidder should submit these drawings for approval within 15 days
of receipt of the single line drawing from the Owner.

1.2.6 Each drawing developed by the Bidder shall be clearly marked with the name of the Owner,
the specification title, the specification number, and the name of the Project. All titles, noting,
markings and writings on the drawing shall be in English. All the dimensions should be to the
scale and in S.I. units.

1.2.7 The drawings submitted by the Bidder shall be reviewed by the Owner/Consultant as far as
practicable within 7 days and shall be modified by the Bidder if any modifications and/or
corrections are required by the Owner/Bidder. The Bidder shall incorporate such
modifications and/or corrections and submit the final drawings for approval. Any delays
arising out of failure by the Bidder to rectify the drawings in good time shall not alter the
contract completion date.

1.2.8 The drawings submitted for approval to the Owner/Consultant shall be in triplicate or as per
the direction of the engineer in charge of Owner. One print of such drawings shall be
returned to the Bidder by the Owner/Consultant marked “approved/approved with
corrections”. The Bidder shall there upon furnish the Owner additional prints as may be
required along with soft copy (in PDF and AutoCAD format) of the drawings after
incorporating all corrections.

1.2.9 The work shall be performed by the Bidder strictly in accordance with the standard/approved
drawings and no deviation shall be permitted without the written approval of the Owner, if so
required.

1.2.10 The approval of the documents and drawings by the Owner/Consultant shall not absolve
them from ensuring correctness of the design and drawing. If errors are discovered at any
time during the validity of the contract, then the Bidder shall be responsible for making the
required corrections at no extra cost to the Owner.

1.2.11 All drawings shall be prepared using AutoCAD software version 2023 or later only. Drawings,
which are not compatible to AutoCAD software version 2023 or later, shall not be accepted.
After final approval all the drawings (softcopies (in pen drive) and hardcopies of all structural
drawings, BOMs and shop sketches shall be submitted to the Owner in triplicate).

1.2.12 The following is the general list of the documents and drawings that are to be approved by
the Owner/Consultant:

(a) All drawings/documents of standard towers, which are arranged by the Bidder, alternatively
designed by the bidder shall ensure compliance with project specification.

(b) Structural drawings/erection drawings, construction drawings and / or shop fabrication


drawings, shop sketches, fabrication details, Bill of Materials for towers/extensions and
special towers.

(c) Tower accessories drawings like danger plate, name plate, circuit plate, phase plate, bird
guards, ACD, etc.

(d) Stub Setting Template

(e) Quality plans for fabrication including Quality System.

(f) Sub-vendors approval.

(g) Galvanizing Test Report.

(h) Type test report for materials and Towers (Including Proto Assembly).

1.2.13 All rights of the design/drawing for all types of towers shall be strictly reserved with the
Owner only and any designs/drawings/data sheets submitted by the Bidder from time to time
shall become the property of the Owner. Under no circumstances, the Bidder shall be
allowed to use/offer the above designs/drawings/data sheets to any other authority without
prior written permission of the Owner. Any deviation from the above is not acceptable and
may be a cause for rejection of the bid.

1.3 Design Co-Ordination

Wherever the design is in the scope of Bidder, the Bidder shall be responsible for the
selection and design of appropriate material/item to provide the best coordinated
performance of the entire system. The basic design requirements are detailed out in this
Specification. The design of various components, sub-assemblies and assemblies shall be
so done that it facilitates easy field assembly and maintenance.

1.4 Design Review Meeting

The Bidder may be called upon to attend design review meetings with the Owner, during the
period of the Contract. The Bidder shall attend such meetings at his own cost at the
Corporate Office of the Owner or at mutually agreed venue/online meetings as and when
required.

1.5 Engineering Data

1.5.1 The furnishing of engineering data by the Bidder shall be in accordance with the Schedule as
specified in the Bidding Document. The review of these data by the Owner/Consultant will
cover only general conformance of the data to the specifications and not a thorough review
of all dimensions, quantities and details of the materials, or items indicated, or the accuracy
of the information submitted. This review by the Owner/Consultant shall not be considered by
the Bidder as limiting any of his responsibilities and liabilities for mistakes and deviations
from the requirements specified under these specifications.

1.5.2 All engineering data submitted by the Bidder after review by the Owner/Consultant shall form
part of the contract document.

1.6 Quality Assurance Programme

1.6.1 To ensure that the supply of equipment under the scope of this Contract, are in accordance
with the specifications, the Bidder shall ensure suitable quality assurance programme to
control such activities at all points necessary. A quality assurance programme of the Bidder
shall be in line with ISO requirements/Owner specifications and shall generally cover the

(a) The organization structure for the management and implementation of the proposed quality
assurance programme.

(b) System for Document and Data Control.

(c) Qualification and Experience data of Bidder’s key personnel.

(d) The procedure for purchase of materials, parts, components, vendor analysis, source
inspection, incoming raw material inspection, verification of material purchases etc.

(e) System for shop manufacturing and controls including process controls, fabrication, and
assembly control.

(f) System for Control of non-conforming products including deviation dispositioning, if any and
system for corrective and preventive actions based on the feedback received from the
Customers and internally documented system for Customer complaints.

(g) Inspection and test procedure for manufacture and field activities.

(h) System for Control of calibration of testing and measuring equipment and the indication of
calibration status on the instruments.

(i) System for indication and appraisal of inspection status.

(j) System of Internal Quality Audits, Management review and initiation of corrective and
Preventive actions based on the above.

(k) System for authorizing release of manufactured product to the Owner.

(l) System for maintenance of records.

(m) System for handling and delivery to port (country of origin) on FOB (free on board) shipping
basis at port.

(n) A quality plan detailing the specific quality control measures and procedure adopted for
controlling the quality characteristics relevant to each item of equipment furnished and /or
service rendered.

(o) Bidder must submit the Manufacture Quality Plan (MQP) for transmission line along with Bid,
and got it approved from the Owner/Consultant.

(p) System for various field activities (i.e.) Loading unloading, receipt at port/site, and
transportation of various equipment and maintenance of records. In this regard, the Bidder
must prepare the Standard Field Quality Plan for transmission line, which is required to be
followed for associated works, and got it approved from the Owner/Consultant.

The Owner or his duly authorized representative reserves the right to conduct quality audit
and quality surveillance of the system and procedure of the Bidder/his vendor’s quality
management and control activities.

1.6.2 Quality Assurance Documents

The Bidder shall ensure availability of the following Quality Assurance Documents:

i) All Non-Destructive Examination procedures, stress relief and weld repair procedure used
during fabrication, and reports including radiography interpretation reports.

ii) Welder and welding operator qualification certificates.

iii) Welder’s identification list, welding operator’s qualification procedure and welding
identification symbols.

iv) Raw Material test reports on components as specified by the specification and in the quality
plan.

v) The Manufacturing Quality Plan (MQP) indicates Customer Inspection Points (CIPs) at
various stages of manufacturing and methods used to verify that the inspection and testing
points in the quality plan were performed satisfactorily.

vi) Factory test results for testing required as per applicable quality plan/technical specifications/

vii) Bidder shall provide structural drawings/erection drawings, construction drawings and / or
shop fabrication drawings, shop sketches, fabrication details, Bill of Materials for
towers/extensions required for the successful erection of towers. Any document / detail
required for the Erection of tower shall be in the scope of the Bidder. The documents shall be
detailed and indicate all relevant details such as the type, size, arrangement, dimensions,
material description, weight, etc.

1.6.3 Project Supervision

1.6.3.1 To eliminate delays and avoid disputes and litigation to the Contract, all matters and
questions shall be resolved in accordance with the provisions of this document.

1.6.3.2 The manufacturing of the product shall be conducted in accordance with the specifications.
The scope of the duties of the Bidder, pursuant to the contract, will include but not be limited
to the following:

(a) Interpretation of all the terms and conditions of these Documents and Specifications.

(b) Review and interpretation of all the Bidder's drawings, engineering data etc.

(c) Witness or authorize his representative to witness tests at the manufacturer's works or at
site, or at any place where work is performed under the contract.

(d) Inspect, accept, or reject any equipment, material, and work under the Contract, in
accordance with the Specifications.

(e) Issue certificate of acceptance and/or progressive payment and final payment certificate.

(f) Review and suggest modification and improvement in completion schedules from time to
time.

(g) Supervise the Quality Assurance Programme implementation at all stages of the work.

(h) All safety procedures of the Owner protocols shall be followed at all locations, during

transport from port (country of origin) on FOB (free on board) shipping basis to port.

1.7 Inspection, Testing & Inspection Certificate

1.7.1 The Bidder shall procure bought out items from sub-vendors approved by the Owner, after
ensuring compliance to the requirements/conditions mentioned therein. The Bidder shall
submit proposed vendor list along with the Bidder for Owner/Consultant review and approval.
The Bidder shall explore the possibilities of procuring the bought-out items only from Owner
approved vendors. In case of their unavailability/ non-response, Bidder may approach Owner
for additional sub-vendor approval during execution. In that case, the Bidder shall prepare
the assessment report of proposed sub vendor and shall be submitted to owner. The
proposal shall be reviewed, and approval will be accorded based on the verification of the
document submitted and/or after the physical assessment of the works. Any delay due to
vendor approval process shall not be acceptable as a reason for delay in project.

1.7.2 Bidder shall submit MQP for all items along with the bid for Owner/Consultant approval.

1.7.3 Inspection Levels: For implementation of projects in a time bound manner and to avoid any
delay in deputation of owner or its authorized representative, involvement of Owner for
inspection of various items / equipment will be based on the level below:

Level –I: Bidder to raise all inspection calls and review the report of tests carried out by the
manufacturer, on his own, as per applicable standards/ Owner specification, and submit to
concerned owner inspection officer/Inspection Engineer. CIP/MICC will be issued by
Owner/Consultant based on review of test reports/certificates of manufacturers.

Level – II: Bidder to raise all inspection calls and carry out the inspection on behalf of Owner
on the proposed date of inspection as per applicable standards/specification. However, in
case Owner wishes to associate himself during inspection, the same would be intimated to
Bidder and CIP/MICC will be issued by Owner. Else, Bidder would submit their test
reports/certificates to Owner/Consultant. CIP/MICC will be issued by Owner/Consultant
based on review of test reports / certificates.

Level - III: Bidder to raise inspection calls for both stage (as applicable) & final inspection
and carry out the stage inspections (if applicable) on behalf of Owner on the proposed date
of inspection as per applicable standards/specification. However, in case Owner wishes to
associate himself during stage inspection, the same would be intimated to Bidder and CIP
will be issued by Owner. Else, Bidder would submit the test reports / certificates of stage
inspection after their own review and CIP will be issued by Owner/Consultant based on
review of test reports / certificates. Final inspection will be carried out by the Owner and
CIP/MICC will be issued by Owner.

Level – IV: Bidder to raise inspection calls for both stage (as applicable) & final inspections.
Owner will carry out the inspection for both stage & final inspection as per applicable
standards/specification and CIP/MICC will be issued by Owner.

Level – V: Bidder to raise inspection calls for both stage (as applicable) & final inspections.
Owner will carry out the inspection for both stage & final inspection as per applicable
standards/specification through virtual mode by using video conferencing facilities and
CIP/MICC will be issued by Owner.

1.7.4 Bidder shall ensure that to implement the above inspection levels, particularly for the quality

1.7.5 The Owner, his duly authorized representative and/or outside inspection agency acting on
behalf of the Owner shall have at all reasonable times access to the Bidder’s premises and
shall have the power at all reasonable times to ensure that proper Quality Management
practices / norms are adhered to, inspect and examine the materials, to carry out
Quality/Surveillance Audit during manufacture and if part of the Works is being manufactured
or assembled at other premises or works, the Bidder shall obtain for the Owner and for his
duly authorized representative permission to inspect as if the works were manufactured or
assembled on the Bidder’s own premises or works. The item/equipment, if found
unsatisfactory with respect to material is liable to be rejected. The observations for
improvements during product/ process inspection by Owner/Consultant shall be recorded in
Quality Improvement Register (available & maintained at works) for review & timely

compliance of observations.

1.7.6 The Bidder shall make inspection calls through e-mail. After raising the inspection calls, the
Bidder shall then proceed as per the response received from the Owner.

1.7.7 The Owner reserves the right to witness any or all proto assembly, type test, acceptance and
routine tests specified for which the Bidder shall give the Owner/Inspector Twenty-one (21)
days written notice of any material being ready for testing for each stage of testing as
identified in the approved quality plan as customer inspection point (CIP) for indigenous
inspections. All inspection calls for overseas material shall be given at least forty-five (45)
days in advance. Such tests shall be to the Bidder’s account except for the expenses of the
Inspection Engineer. The Owner/inspector, unless witnessing of the tests is waived by
Owner, will attend such tests within Twenty-one (21) days of the date of which the equipment
is notified as being ready for test/inspection, failing which the Bidder may proceed with the
test which shall be deemed to have been made in the Inspector’s presence and he shall
forthwith forward to the Inspector three copies of tests, duly certified. The Bidder shall
ensure, before giving notice for the type test, that all drawings and quality plans have been
approved. The equipment shall be dispatched to designated owner store only after approval
of Routine and Acceptance test results and Issuance of Dispatch Clearance in writing by the
Owner. CIP/Material Inspection clearance certificate (MICC) shall be issued by the
Owner/Consultant after inspection of the equipment or review of test reports as applicable.
Owner may waive off the presence of Owner’s inspecting engineer. In that case a test will be
carried out as per approved QP and test certificate will be furnished by the supplier for
approval. CIP/MICC will be issued only after review and approval of the test reports.

1.7.8 Bidder shall minimize the number of inspection calls by offering optimum quantities in each
inspection call at the respective manufacturer’s works.

1.7.9 Bidder shall inspect the material themselves and only after they are fully convinced about the
Quality, they shall offer the material for Owner inspection and shall also ensure that relevant
portion of LOA, approved drawing and data sheets along with applicable Quality Plans are

available at the works of Bidder or their Sub-vendor before the material is offered for
inspection.

1.7.10 The Bidder shall ensure that material which has been cleared for dispatch after inspection
will be dispatched within 60 days in case of Off-shore supplies from the date of issuance of
CIP. Material which is not dispatched within the stipulated time above will be reoffered for
Owner inspection or specific approval of Owner QA & I shall be obtained for delayed
dispatch.

1.7.11 The Owner or Inspection Engineer (IE) shall give notice in writing to the Bidder, of any
objection either to conformance to any drawings or to any equipment and workmanship
which in his opinion is not in accordance with the Contract. The Bidder shall give due
consideration to such objections and shall either make the modifications that may be
necessary to meet the said objections or shall confirm in writing to the Owner giving reasons
therein, that no modifications are necessary to comply with the Contract.

1.7.12 All Test Reports and documents to be submitted in English during final inspection of
equipment by Owner or as and when required for submission.

1.7.13 When the factory tests have been completed at the Bidder’s or Sub-Bidder’s works, the
Owner shall issue a certificate to this effect within fifteen (15) days after completion of tests &
submission of documents by Bidder/manufacturer but if the tests are not witnessed by the
Owner, the certificate shall be issued within fifteen (15) days of receipt of the Bidder’s test
certificate by the Owner. Bidder shall, on completion of all tests, submit test reports within
Ten (10) days to Owner. Failure of the Owner to issue such a certificate shall not prevent the
Bidder from proceeding with the Works. The completion of these tests or the issue of the
certificate shall not bind the Owner to accept the equipment should, it, on further tests after
erection, be found not to comply with the Contract.

1.7.14 In all cases, where the contract provides for tests whether at the premises or works of the
Bidder, except where otherwise specified, shall provide free of charge such items as labor,
materials, electricity, fuel, water, stores, apparatus and instruments as may be reasonably

demanded by the Owner or his authorized representative to carry out effectively such tests of
the equipment in accordance with the Contract and shall give facilities to the Owner or to his
authorized representative to accomplish testing.

1.7.15 The inspection and acceptance by Owner and issue of Inspection Certificate thereon shall in
no way limit the liabilities and responsibilities of the Bidder in respect of the agreed quality
assurance programme forming a part of the Contract, or if such equipment is found to be
defective at a later stage.

1.7.16 The Owner will have the right of having at his own expenses any other test(s) of reasonable
nature conducted at Bidder’s premises or at site or in any other place in addition of aforesaid
type, Routine and Factory Acceptance Tests to satisfy that the material complies with the
specification.

1.7.17 Bidder shall ensure that all steps are taken to avoid damage to the equipment during
transport.

1.7.18 The Owner reserves the right to increase or decrease their involvement in inspections at
Bidder’s works or at his sub-vendor’s or vendors premises or at any other place of work
based on performance of Bidder/sub-Bidder.

1.7.19 Unless specified otherwise, inspection shall be made at the place of manufacture prior to
dispatch and shall be concluded so as not to interfere unnecessarily with the operation of the
work.

1.7.20 Should any item being supplied be found not to comply with the supplied design, it shall be
liable to rejection. No item once rejected shall be resubmitted for inspection, except in cases
where the owner or his authorized representative considers that the defects can be rectified.
All rejected material shall be disposed of / destroyed under intimation to Owner QA & I
representative as per laid down procedures.

1.7.21 The specified grade and quality of material from the approved source shall be used by the
Bidder. To ascertain the quality of material used, the inspector may at his discretion get the

material evaluated at an approved laboratory.

1.8 Tests

1.8.1 The type, acceptance and routine tests and tests during manufacture shall be carried-out on
the material and shall mean as follows:

1.8.1.1 Type Tests shall mean those tests which are to be conducted to prove the process of
manufacture and general conformity of the material to this Specification. The Type test shall
include Destructive test. These tests shall be conducted on samples prior to commencement
of commercial production against the order. The Bidder shall indicate his schedule for
conducting these tests.

1.8.1.2 Acceptance Tests shall mean those tests which are to be conducted on samples taken from
each lot offered for pre-dispatch inspection, for the purposes of acceptance of that lot.

1.8.1.3 Routine tests shall mean those tests which are to be conducted on the material to check
requirements which are likely to vary during production.

1.8.1.4 Tests during manufacture shall mean those tests, which are to be carried out during the
process of manufacture and end inspection by the Bidder to ensure the desired quality of the
end product to be supplied by him.

1.8.2 The norms and procedure of sampling for these tests will be as per the Quality Assurance
Programme to be mutually agreed between the Bidder and the Owner.

1.8.3 The standards and norms to which these tests will be carried out are listed against them.
Where a particular test is a specific requirement of this Specification, the norms and
procedure of the test shall be as mutually agreed between the Bidder and the Owner in the
Quality Assurance Programme.

1.8.4 For all type and acceptance tests, the acceptance values shall be the values specified in this
Specification or guaranteed by the Bidder, as applicable.

1.8.5 In case of any failure or defect / deficiency observed in material supplied, Owner reserves

the right to carry out any tests on the material supplied to site, if required to prove conformity
of material to the specification for which, testing charges shall be borne by Bidder /
manufacturer.

1.9 Testing Expenses

1.9.1 The break-up of the testing charges for the type tests specified shall be indicated separately.

1.9.2 Bidder shall indicate the laboratories in which they propose to conduct the type tests. They
shall ensure that adequate facilities are available in the laboratories and the tests can be
completed in these laboratories within the time schedule guaranteed by them.

1.9.3 The entire cost of testing for the acceptance and routine tests and Tests during manufacture
specified herein shall be treated as included in the quoted unit price.

1.9.4 In case of failure in any type test the Bidder/ Supplier is required to repeat all the test
successfully at his own expenses.

1.9.5 In case of failure in any type test, if repeat type tests are required to be conducted, then all
the expenses for deputation of Owner's representative shall be deducted from the contract
price. Also, if on receipt of the Manufacturer/Bidder's notice of testing, the Owner's
representative does not find 'plant' to be ready for testing the expenses incurred by the
Owner for re-deputation shall be deducted from contract price.

1.10 Additional Tests

1.10.1 The Owner/ Consultant reserves the right of having at his own expenses any other test(s) of
reasonable nature carried out at Bidder/ Supplier’s premises, at site or in any other place in
addition to the aforesaid type, to satisfy himself that the materials comply with the
Specifications.

1.11 Type Testing

1.11.1 The Bidder shall offer material for type testing only after getting Quality Assurance Plan
approved from Owner/ Consultant ’s Quality Assurance Dept. All material shall be

manufactured strictly in accordance with the Quality Assurance Plan approved by Owner/
Consultant.

1.11.2 The Bidder is required to carry out all the Type tests including destruction test successfully in
presence of Owner/ Consultant’s representative.

1.12 Test Report

3.9.1 Copies of type test reports shall be furnished in at least three copies along with one original.
One copy will be returned duly certified by the Owner/ Consultant only after which the
commercial production of the material shall start.

3.9.2 Test Certificates of material tests during manufacture shall be maintained by the Bidder/
Supplier. These shall be produced for verification as and when desired by the Owner/
Consultant.

1.13 Inspection

1.13.1 The Owner/ Consultant’s representative shall at all times be entitled to have access to the
works and all places of manufacture, and representative shall have full facilities for
unrestricted inspection of the Bidder/ Supplier’s works, raw materials and process of
manufacture.

1.14 Test facilities

1.14.1 Calibration certificates of various testing and measuring equipment shall be available for
checking at Test Facilities.

1.15 Packing

1.15.1 All the materials shall be suitably protected, coated, covered, or boxed and crated to prevent
damage or deterioration during transit. The Bidder shall be responsible for any loss or
damage during transportation, handling due to improper packing.

1.15.2 The Bidder shall include and provide for securely protecting and packing the materials so as
to avoid loss or damage during transport by air, sea, rail and road.

1.15.3 All packaging shall be allowed for easy removal and checking on site. Wherever necessary,
proper arrangements for attaching slings for lifting shall be provided. All packages shall be
clearly marked with signs showing ‘up’ and ‘down’ on the sides of boxes, and handling and
unpacking instructions as considered necessary. Special precautions shall be taken to
prevent rusting of steel and iron parts during transit by sea.

1.15.4 The cases containing easily damaging material shall be very carefully packed and marked
with appropriate caution symbols, i.e., fragile, handle with care, use no hook etc. wherever
applicable.

1.15.5 Each package shall be legibly marked by the Bidder at his expense showing the details such
as description and quantity of contents, the name of the consignee and address, the gross
and net weights of the package, the name of the Bidder etc and shall be tower wise.

1.15.6 Angle sections shall be wire bundled tower wise.

1.15.7 Cleat angles, gusset plates, brackets, fillet plate, and similar loose pieces shall be tested and
bolted together in multiples or securely wired through holes tower wise.

1.15.8 Bolts, nuts washers and other attachments shall be packed in double gunny bags accurately
tagged in accordance with the contents.

1.15.9 The packing shall be properly done to avoid losses & damage during transit. Each bundle or
package shall be appropriately marked.

1.16 Storage of Material

Brief guidelines for storage of different type of construction material used in the transmission
line projects during transport are as under:

1.16.1 Structural Steel or Tower Parts

The structural steel of different classification, sizes and lengths shall be stored separately.
These shall be stored above ground level at least 150 mm upon platforms, skids, or any
other suitable supports to avoid any distortion of sections. Also, to prevent white rust

formation sufficient care should be exercised while handling, transporting galvanized


products. The structural steel/tower parts shall be stored in an adequately ventilated area.
The article shall be stored with spacers in between them and kept at an inclination to
facilitate easy drainage of any water collected on the structural steel/tower parts and
accessories during transport.

1.0 TRANSMISSION TOWER

The tower shall be Vertical Configuration, Double circuit Towers with single AL59 Bear conductor
with OPGW and shall meet the technical requirement described in the chapter.

1.1 Scope

1.1.1 Bidder shall supply available type tested towers, designed as per relevant IEC/EN/IS standards
and complying to the technical requirement specified herein for successful erection and
commissioning of the transmission line (Separate Package). Alternatively, bidder may offer to
design towers if type tested designs are not available, then the Bidder shall design, fabricate, proto-
assemble and type test the towers and shall obtain Owner/Consultant approval before mass
fabrication and supply. Design of tower shall be carried out as per the IEC-60826/IS-802 and
technical specification. Bidder shall submit a design basis report before the start of design for
approval to Owner/Consultant.

1.1.2 All the drawings shall have a proper name plate clearly displaying the name of Owner on right hand
bottom corner. The exact format of the nameplate will be handed over to the successful Bidder for
incorporation of the same on all the drawings. Also, all the drawings shall carry the following
statement and shall be displayed conspicuously on the drawing:

1.1.3 While submitting the structural drawings, bill of materials, shop drawings and any other drawings
pertaining to the subject transmission line, the Bidder shall clearly indicate on each drawing,
Owner/Consultant Specification No., Name of the specific Transmission line and Project, letter
reference no. and date on which the submission are made. The same practice is also to be followed
while submitting distribution copies.

1.1.4 The tower accessories drawings like Number plate, Danger plate, Phase plate, Anti climbing
devices, Circuit Plate, Step Bolt and Stub Setting Templates shall be as per relevant standard

drawing shall be furnished by the Bidder to the Owner/Consultant for approval.

1.1.5 Galvanizing of Tower materials shall also be in the scope of Bidder.

1.1.6 The tower parts, stubs, Foundation bolts and pack washers shall be hot dip galvanized. The
galvanization shall be done as per requirements of ASTM-A394 after all fabrication work is
completed. The Bidder shall also take guidelines from the recommended practices for hot dip
galvanizing laid down in BS 729 while deciding and implementing galvanizing procedure. The
mandatory requirements, however, are specified herein.

1.1.7 Unless otherwise specified the fabricated tower parts and stubs shall have a minimum overall Zinc
coating of 900 gms per sq. m of surface except for plates & sections below 5mm which shall have
Zinc coating of 760 gms per sq. m of surface. The average zinc coating for all sections & plates
5mm & above shall be maintained as 125 microns and that for sections below 5mm shall be
maintained as 95 microns.

1.1.7.1 Bidder shall provide the owner, tower support reactions with and without factor of safety for each
tower extensions with the respective load case for design of tower foundations.

1.2 Design Parameters

Either Type Tested Towers or new tower design are proposed for transmission line. Design
parameters shall be considered as follows:

1.2.1 Wind

Wind speed shall be selected based on the wind zone under which the transmission line falls.

• Wind Zone: A shall be considered.


• Basic wind speed: 33.5 m/sec
• Design wind pressure: 966.14 N/m² for towers. The wind pressure per square meter should be
applied to one and half times the projected area of the member of one face.
• Narrow front & oblique wind: Wind application is at 0°, 15°, 30°, 45°, 60°, 75° and 90° to the line
and tower.

1.2.2 Terrain Categories

a) Category 1 - Coastal areas, deserts, and large stretches of water.


b) Category 2 - Normal cross-country lines with very few obstacles.
c) Category 3 - Urban built-up areas or forest areas.
Note: For lines encountering hills/ridges, value of K2 will be taken as next higher value.
For design Category 1 shall be considered.

1.2.3 Reliability Level:

Transmission lines shall be designed for reliability levels as per IEC 60826. Reliability level 1 shall
be adopted for the 132 kV transmission line.

1.2.4 Design Temperature

a) Max. temperature of AL59 conductor = 85 °C


b) Max. temperature of earthwire /OPGW = 53 °C
c) Minimum ambient temperature = 20 °C.
d) Maximum ambient temperature = 40 °C.

1.2.5 Sag & Tension loads:

➢ Sag loads to be calculated as per IEC 60826 and IS 5613 (Part 2/ Sec 1) based on conductor
type and configuration.
➢ Tension limits of the conductor’s ultimate tensile strength shall be in accordance with IEC 61089.
➢ The final tension limit after creep or permanent stretch due to ice/wind loads should not exceed
the damage limit of the conductor, i.e., 70 % UTS.

1.2.6 Load Combinations:

Load criteria shall consist of all the cases of Reliability, Safety, Security, Narrow front wind, oblique
wind and Anti-Cascading condition. The explanation of these conditions would be as per IEC
Standard/ EN 50341/IEC 60826.The loading combinations shall be in accordance with IEC60826
based on tower type and configuration. For loading calculations, IEC 60826:2003 shall be followed
along with technical specifications.

1.2.11 Electrical Clearances:

• The minimum electrical clearances shall be maintained at tower and at mid span between live parts
of transmission line and from live parts to tower members for the various types of over voltages to
which transmission lines of different voltage levels are subjected in service.
• The minimum ground clearances, effect of span length on clearances and the requirements
regarding electrical clearances of power line crossing over telecommunication circuits, railway
tracks, rivers, lakes etc. shall be as per relevant standard.

1.2.12 Live Metal Clearances:

• The minimum live metal clearance to be provided between the live parts and steel work of Tower
structure shall be as per IEC 61936.

1.2.13 Mid span clearance

The mid span clearance between the conductor and ground wires is kept more than the clearance
at tower to avoid flash over from ground wire to conductor when hit by the lightning stroke. The
usual practice in this regard is to maintain ground wire sag 90% of that of conductor at minimum
temperature condition for normal span.

3. In addition to standard towers mentioned above the scope of work shall also include fabrication of
special towers (Type tested or Bidder can design new tower) higher extension towers etc. if
required along the route. The quoted rate for design shall include design of any type of towers as
required during execution and for optimization of number of towers.

4. All the tower designs shall be optimized design and Bidder shall incorporate any comments
provided by Owner/Consultant on the tower design and re submit the design for approval by
Owner/Consultant.

1.2.15 Tower Outline shall be fixed from the requirement of minimum ground clearance, terrain type, right
of way limitation, conductor crip, conductor max sag, electrical clearances etc.

1.2.16 Towers Body Extensions shall be used to increase the height of tower to obtain the required
minimum ground clearance over road crossings, river crossings, ground obstacles etc. Body
extensions up to 9.0 m height in steps of 3 m may be used. For body extensions having heights
greater than 9 m (say 12, 15, 18, 21, 25 m etc.), the suitability of the loading of standard tower must
be checked by reducing the span length and/or angle of deviation. Negative body extension, i.e., a
portion of the tower body is truncated shall also be used for lines traversing in hilly terrain in tension
towers from the consideration of economy.

1.2.17 Leg Extensions shall be used either with anyone leg or combination of legs at locations where
footings of the towers are at different levels. Leg extensions are generally used in hilly regions to
reduce benching or cutting. The alignment of leg extension is done with the first section of a tower.
Installation of leg extension calls for high degree of expertise in tower erection. Leg Extensions are
also used with negative and positive body extension in suspension and tension towers from the
consideration of economy.

1.2.18 Tower Analysis and Design:

New Tower design geometry with all extension shall be analyzed and designed by PLS (powerline
systems) tower software. The Bidder shall provide detailed design report, single line diagram,
clearance diagram, load calculations, loading tree, along with the softcopies (PDF, PLS.bak & Auto
CADD file) of Type Tested Tower/ New Tower design to Owner/Consultant for approval.

2.0 MATERIALS

2.1 Tower Steel Sections

Steel Sections of tested quality shall have conformity with EN 10025-2 [S4], with designated Yield
Strength 275 MPa and high tensile strength steel with designated Yield Strength 355 MPa which
shall be used in towers, extensions, stubs, and stub setting templates. The Bidder can use other
equivalent grade of structural steel angle sections and plates conforming to latest International
Standards. However, use of steel grade having designated yield strength more than that of EN
10025 grade S355 JR/JO (designated yield strength 355 MPa) is not permitted, unless otherwise
indicated in this specification.

Steel plates below 6mm size exclusively used for packing plates/packing washers produced as per
NF EN 10163-2 [S6] are also acceptable. However, if below 6mm size plate are used as load
bearing plates viz gusset plates, joint splices etc. the same shall conform to NF EN 10163-2 [S6]
or equivalent standard meeting mechanical strength/metallurgical properties corresponding to
designated yield strength not more than 355MPa, depending upon the type of grade incorporated
into design. Flats of equivalent grade meeting mechanical strength/ metallurgical properties may
also be used in place of plates for packing plates/ packing washers.

2.1.1.1 Supply of Bolts, Nuts and Washers, storage & handling, local transportation, loading & unloading
at Owners store etc. are included in the scope of this Package.

2.1.1.2 All the tower members shall be joined together with hexagonal bolts and nuts with spring washers.
All hexagonal bolts and nuts shall conform to ISO 7411. They shall have hexagonal head and nuts,
the heads being forged out of the solid, truly concentric, and square with the shank, which must be
perfectly straight.

2.1.1.3 All bolts and nuts shall be galvanized as per BS 729.

2.1.1.4 Bolts up to M16 and having length up to 10 times the diameter of the bolt should be manufactured
by cold forging and thread rolling process to obtain good and reliable mechanical properties and

effective dimensional control.

2.1.1.5 Nuts for hexagonal bolts should be double chamfered. It should be ensured by the manufacturer
that nuts should not be over tapped beyond 0.4mm oversize on effective diameter for size up to
M16.

2.1.1.6 Fully threaded bolts shall not be used. The length of bolts shall be such that the threaded portion
will not extend into the place of contact of the members.

2.1.1.7 All bolts shall be threaded to take the full depth of the nuts and threaded for enough to permit firm
gripping of the members, but not further. It shall be ensured that the threaded portion of each bolt
protrudes not less than 3mm and not more than 8mm when fully tightened. All nuts shall fit tight to
the point where the shank of the bolt connects to the head.

2.1.1.8 Flat and tapered washers shall be provided wherever necessary. Spring washers shall be provided
for insertion under all nuts. These washers shall be steel electro-galvanized, positive lock type and
3.5mm in thickness for 16mm dia bolt and 4.5 mm for 24 mm bolt.

2.1.1.9 To avoid bending stress in bolts or to reduce it to minimum, no bolt shall connect aggregate
thickness of members more than three (3) times its diameter.

2.1.1.10 The bolt positions in assembled towers shall be as per structural drawing.

2.1.1.11 Bolts at the joints shall be so staggered that nuts shall be tightened with spanners without fouling.

2.1.1.12 To ensure effective in-process Quality control it is desirable that the manufacturer should have in
house testing facility for all tests like weight of zinc coating, shear strength and other tests etc. The
manufacturer should also have proper Quality Assurance System which should be in line with the
requirement of this specification and ISO 6789 series Quality System Standard.

2.2 Special Towers

2.2.1 Special towers shall be used for major river crossing, for very long spans and railway track or line
crossings. The special towers shall be offered in such a way that after suitable extension the same
tower can be used for crossing the spans of 700 M, 800 M, 900 M or 1000M. These towers design

and proto assembly and approval from owner/consultant shall form part of the scope. The Bidder
shall submit the most economical design for the towers.

2.2.2 The angle of deviation shall be considered for special tower as minimum 2 degree and all the live
metal clearance to be computed considering double 'I' suspension string.

2.2.3 The minimum factor of safety for conductor and OPGW shall be 2.5 for the maximum tension
corresponding to 2/3 full wind pressure at 10°C or full wind pressure at 25°C such that the initial
unloaded tensions at 250C do not exceed 30 % of their ultimate strength and the final unloaded
tension at 250C do not exceed 20 % of the ultimate strength of conductor and OPGW.

2.2.4 The procedure for wind load calculation on tower, conductor and OPGW shall be the same as
adopted for normal structure. The wind pressure acting at an angle of 45 degree to the tower body
and 90 degrees to the conductor acting simultaneously shall also be considered for designing the
structure.

2.2.5 Under normal condition, unbalanced longitudinal pull due to difference in tension in ruling span for
river crossing towers on one side and span of the line on the other side shall also be considered
for the design of anchor towers on case-to-case basis. During designing and detailing for the river
crossing tower, provision for ladders, platform etc. shall be made.

2.2.6 The rates for special towers shall be quoted based on per ton. However, the payment shall be
released as per the approved BOM weight.

2.2.7 The minimum factor of safety for special tower shall be as follows:

a) 2.0 under normal conditions

b) 1.5 under broken wire conditions

2.3 Tower Accessories

Arrangement shall be provided for fixing of all tower accessories on the tower, at a height between
2.5 meters and 3.5 meters above the ground level.

2.3.1.1 Supply of step bolts and ladders, from the manufacturer’s facility on FOB (free on board) shipping
basis till port are included in the scope of this Package.

2.3.1.2 Each tower shall be provided with step bolts as per drawing enclosed in the section of drawings.
The Bidder shall submit distribution copies of the same endorsing the package details (i.e., line
name, LOA No. etc.). The step bolts of not less than 16mm diameter and 175 mm long, spaced not
more than 450 mm apart and extending from 3.5 meters above the ground level to the top of the
tower shall be provided. However, the head diameter shall be 50mm as indicated. For Single circuit
tower the step bolt shall be fixed on one leg up to waist level and on two diagonally opposite legs
above waist level up to top of the towers. For double circuit tower the step bolt shall be fixed on
two diagonally opposite legs up to top of the towers. Each step bolt shall be provided with two nuts
on one end to fasten the bolt securely to the tower and button head at the other end to prevent the
feet from slipping away. The step bolts shall be capable of withstanding a vertical load not less than
1.5 KN. For special towers, where the height of the super structure exceeds 50 meters, ladders
along with protection rings as per the owner approved design shall be provided in continuation of
the step bolts on one face of the tower from 30 meters above ground level to the top of the super
structure. From 3.5m to 30m height of super structure step bolts shall be provided. Suitable platform
using 6mm thick perforated chequered plates along with suitable railing for access from step bolts
to the ladder and from the ladder to each cross-arm tip and the ground wire support shall also to
be provided. The platform shall be fixed on tower by using counter-sunk bolts.

2.5 Redundant design:

The Redundant members placed at less than 15° to the horizontal shall be designed for bending
stress with ultimate vertical load of 150 kg acting at the center. The redundant shall also be
individually designed for 2.5% of max axial load of connecting members (i.e leg members, bracing

2.7 Anti-Climbing Device

Barbed wire type anti-climbing device, as per enclosed drawing shall be supplied and by the Bidder
for all towers. This shall be provided at 3.5m above ground level on the tower. The barbed wires
shall be given chromating dip as per procedure laid down in relevant code.

2.8 Danger, Number, Circuit and Phase Plates

Danger Plates, Number Plates, Circuit Plates and Phase Plates shall be supplied by the Bidder.
These Danger/Number/Phase/Circuit Plate shall be as per the drawing enclosed in the section of
drawings. The Bidder shall submit distribution copies of the same endorsing the package details
(i.e., line name, LOA No. Owner’s name, etc.). Its handling, local transportation, loading &
unloading and storage at Owner’s store etc. are included in the scope of this Package.

(a) Each tower shall be fitted with a danger plate, number plate and a set of phase plates for single
circuit tower and two sets of phase plates for double circuit tower. The transposition towers should
have provision of fixing phase plates on both the transverse faces. Circuit plates shall be provided
on all the Double Circuit and Multi Circuit towers.

(b) The letters, figures and the conventional skull and bones of danger plates shall be in a signal red
on the front of the plate.

(c) The corners of the danger, number and circuit plates shall be rounded off to remove sharp edges.

(d) The letters of number and circuit plates shall be red enameled with white enameled background.

2.9 Bird Guards

To prevent birds perching immediately above the suspension insulator strings and fouling the same
with dropping, suitable bird guards shall be provided at cross arm tips of all suspension towers.
The bird guard arrangement shall be such that it shall either prevent bird from perching in position
where they are liable to the cause the damages or ensure that if birds do perch, dropping will fall
clear of the insulator string.

3.0 TOWER FABRICATION

3.1 Fabrication

Fabrication of tower materials is in the scope of Bidder. The fabrication of towers shall be in
conformity with the following.

3.1.1 Except where hereinafter modified, details of fabrication shall conform to the relevant international
standards.

3.1.2 The tower structures shall be accurately fabricated to connect together easily at site without any
undue strain on the bolts.

3.1.3 No angle member shall have the two leg flanges brought together by closing the angle.

3.1.4 The diameter of the hole shall be equal to the diameter of bolt plus 1.5mm.

3.1.5 The structure shall be such that all parts are accessible for inspection and cleaning. Drain holes
shall be provided at all points where pockets of depression are likely to hold water.

3.1.6 All steel sections before any work done on them, shall be carefully leveled, straightened, and made
true to detailed drawings by methods which will not injure the materials so that when assembled,
the adjacent matching surfaces are in close contact throughout. No rough edges shall be permitted
in the entire structure.

3.1.7 Before any cutting work is started, all steel sections shall be carefully straightened and trued by
pressure and not by hammering. They shall again be trued after being punched and drilled.

3.1.8 Holes for bolts shall be drilled or punched with a jig but drilled holes shall be preferred. The
punching may be adopted for thickness up to 16mm. Tolerances regarding punch holes are as
follows: -

3.1.9 Holes must be perfectly circular and no tolerances in this respect are permissible.

3.1.10 The maximum allowable difference in diameter of the holes on the two sides of plates or angle is
0.8mm. i.e., the allowable taper in a punched hole should not exceed 0.8mm on diameter.

3.1.11 Holes must be square with plates or angles and have their walls parallel.

3.1.12 All burns left by drills or punch shall be removed completely. When the tower members are in
position the holes shall be truly concentric/ matching to each other. Drilling or reaming to enlarge
holes shall not be permitted.

3.1.13 Each individual member shall have erection mark conforming to the component number given to it
in the fabrication drawings. The mark numbers shall be marked with marking dies of 16mm size
before galvanizing and shall be legible after galvanizing.

3.2 Quantities And Weights

3.2.1 Supply of Tower materials is in the scope of Bidder. The quantities of the following items have been
envisaged in Metric Tonne (MT) in the relevant price Schedules for various types of towers:

I. Basic Body.

II. Body Extensions.

III. Leg Extension.

IV. Stubs & Cleats

V. Bolts & Nuts including spring washers, step bolts, plate etc.

VI. Stub Setting Template

3.2.2 Shop drawings of towers shall be prepared by the Bidder for fabrication and manufacturing as per
the technical specification. The Bidder shall carry out the proto assembly of all tower types and get
it witnessed by the Owner/Consultant. The Bidder shall get the proto assembly reports of all the
tower types prior to mass production.

3.2.3 The provisional quantities required are mentioned in the respective Schedules of BPS. Final
quantities shall be determined after completion and approval of the detailed route survey. The final
quantities of tower shall be confirmed by the Owner/Consultant based on the requirement of
quantities of various towers furnished by the Bidder after completion of detailed survey.

3.2.4 The estimated total weight of tower/tower parts as well as bolts & nuts along with spring washers
step bolts and stubs to be supplied by the Bidder have been envisaged in the relevant Price
Schedule. Though fully galvanized tower parts are to be supplied, the weight of tower shall mean
the weight of tower calculated by using the black sectional (i.e., ungalvanized) weight of steel
members of the size indicated in the approved fabrication drawings and bill of materials, without
taking into consideration the reduction in weights due to holes, notches, and level cuts etc. but
taking into consideration the weight of the strain plates, pack plates, gusset plates and pack
washers etc. The weight of stub and cleats also shall be calculated in similar manner. The weight
of gusset plates shall mean the weight of its circumscribing rectangle, without taking into
considerations the reductions in weight due to holes, notches etc. For bolts and nuts along with
spring washers and step bolts, the weight per tower shall be calculated from the bolt schedule
applicable to each type of towers and body extensions as approved by the Owner/Consultant. The
rate quoted by the Bidder for tower/tower parts supply, is deemed to be inclusive of galvanizing
charges including the cost of zinc.

3.2.5 The Bidder is permitted to get inspected and supply up to 2.5% extra fasteners to take care of
losses during erection. No payment shall be admissible for these extra supplies.

3.3 Galvanizing

3.3.1 Galvanizing of Tower materials is in the scope of Bidder.

3.3.2 The tower parts, stubs and pack washers shall be hot dip galvanized. The galvanization shall be
done as per requirements of ASTM-A394 after all fabrication work is completed. The Bidder shall
also take guidelines from the recommended practices for hot dip galvanizing laid down in BS 729
while deciding and implementing galvanizing procedure. The mandatory requirements, however,
are specified herein.

3.3.3 Unless otherwise specified the fabricated tower parts and stubs shall have a minimum overall Zinc
coating of 900 gms per sq. m of surface except for plates & sections below 5mm which shall have
Zinc coating of 610 gms per sq. m of surface. The average zinc coating for all sections & plates

5mm & above shall be maintained as 125 microns and that for sections below 5mm shall be
maintained as 85 microns.

3.3.4 The zinc coating shall be adherent, reasonably uniform, smooth, continuous, and free from
imperfections such as black/ bare spots, ash rust strains, bulky white deposits / wet storage strains
and blisters.

3.3.5 The surface preparation for fabricated tower parts and stubs for hot dip galvanizing shall be carried
out as indicated herein below:

3.3.6 Degreasing & Cleaning of Surface: Degreasing and cleaning of surface, wherever required, shall
be carried out. After degreasing the article shall be thoroughly rinsed. However, if acidic degreasers
are used rinsing is not required.

3.3.7 Pickling: Pickling shall be done using either hydrochloric or sulphuric acid. The actual concentration
of the acids and the time duration of immersion shall be determined by the Bidder depending on
the nature of material to be pickled. Suitable inhibitors also shall be used with the acids to avoid
over pickling. The acid concentration, inhibitors used, and maximum allowable iron content shall
form part of plant standard to be formulated and submitted to OWNER/CONSULTANT along with
Quality Assurance Programme.

3.3.8 Rinsing: After pickling, the material shall be rinsed, preferably in running water to remove acid
traces, iron particles or any other impurities from the surface. Two rinse tanks are preferable, with
water cascading from the second tank to the first to ensure thorough cleaning. Wherever single
tank is employed, the water shall be periodically changed to avoid acid contamination, and removal
of other residue from the tank.

3.3.9 Fluxing: The rinsed article shall be dipped in a solution of Zinc ammonium chloride. The
concentration and temperature of the flux solution shall be standardized by the Bidder depending
on the article to be galvanized and individual circumstances. These shall form part of plant standard
to be formulated and submitted to Owner/Consultant along with Quality Assurance Programme.
The specific gravity of the flux solution shall be periodically monitored and controlled by adding

required quantity of flux crystals to compensate for drag-out losses. Free acid content of the flux
solution also shall be periodically checked and when it is more than two (2) grams of free acid per
liter of the solution, it shall be neutralized. Alternatively, Ph value should be monitored periodically
and maintained between 5.0 to 5.5.

3.3.10 Drying: When dry galvanizing is adopted the article shall be thoroughly dried after fluxing. For the
purpose of drying, the Bidder may use hot plate, air oven or any other proven method ensuring
complete drying of the article after fluxing and prior to dipping in the molten zinc bath. The drying
process shall be such that the article shall not attain a temperature at which the flux shall
decompose. The article thus dried shall be galvanized before the flux coating picks up moisture
from the atmosphere or the flux layer gets damaged or removed from the surface. The drying
procedure, time duration, temperature limits, time lag between fluxing, drying, galvanizing etc shall
form part of plant standard to be formulated and submitted to Owner/Consultant along with Quality
Assurance Program.

3.3.11 Quality of Zinc: Any one or combination of the grades of zinc or other comparable international
standard shall be used for galvanizing. The Bidder shall declare the grade(s) of zinc proposed to
be used by them for galvanizing. The molten metal in the zinc bath shall contain minimum 98.5 %
zinc by mass. It shall be periodically measured and recorded. Zinc aluminum alloy shall be added.

3.3.12 Dipping Process: The temperature of the galvanizing bath shall be continuously monitored and
controlled. The working temperature of the galvanizing bath shall be maintained at 450+/ - 10-
degree C. The article should be immersed in the bath as rapidly as possible without compromising
on safety aspects. The galvanizing bath temperature, immersion angle & time, time duration of
immersion, rate of withdrawal etc shall be monitored and controlled depending upon the size,
shape, thickness, and chemical composition of the article such that the mass of zinc coating and
its uniformity meets the specified requirements, and the galvanized surface is free from
imperfections and galvanizing defects.

3.3.13 Post Treatment: The article shall be quenched in water. The quench water is to be changed /
drained periodically to prevent corrosive salts from accumulating in it. If water quenching is not

done, then necessary cooling arrangements should be made. The galvanized articles shall be
dipped in chromating solution containing sodium dichromate and sulphuric acid or chromic acid
base additive at a predetermined concentration and kept at room temperature to retard white rust
attack. The temperature of the chromate solution shall not exceed 65-degree C. The articles shall
not be stacked immediately after quenching and dichromate. It shall be ensured that the articles
are dry before any further handling operation.

3.3.14 Packing and Handling: In order to prevent white rust formation sufficient care should be exercised
while handling, transporting galvanized products.

3.3.15 The Bidder shall prepare a detailed galvanizing procedure including Flow Chart with control
parameters and all plant standards as required above and submit to Owner/Consultant for approval
as part of Quality Assurance Plan.

3.3.16 The galvanizing shall be done with centrifuging arrangement after all mechanical operations are
completed. The nuts may however be tapped (threaded) or rerun after galvanizing and the threads
oiled. The threads of bolts & nuts shall have a neat fit and shall be such that they can be turned
with finger throughout the length of the threads of bolts and they shall be capable of developing full
strength of bolts. Spring washers shall be electro galvanized as per Grade-IV of IS-1573.

3.4 Packing (Tower Wise)

3.4.1 Angle section shall be wire bundled.

3.4.2 Cleat angles, gusset plates, brackets, fillet plates and similar loose pieces shall be bolted together
in multiples or securely wired through holes.

3.4.3 Bolts, nuts washers and other attachments shall be packed in double gunny bags accurately tagged
in accordance with the contents.

3.4.4 The packing shall be properly done to avoid losses and damages during transit. Each bundle or
package shall be appropriately and properly marked.

4.0 STANDARDS

4.1.1 The material and services covered under these specifications shall be performed as per
requirements of the relevant standard code referred hereinafter against each set of equipment and
services. Other internationally acceptable standards which ensure equal or higher performance
than those specified shall also be accepted.

4.1.2 The design, manufacturing, fabrication, galvanizing and materials used for manufacture shall
conform to the following International Standards which shall mean latest revisions, with
amendments/changes adopted and published, unless specifically stated otherwise in the
Specification. In the event of supply of material conforming to Standards other than specified, the
Bidder shall confirm in his bid that these Standards are equivalent to those specified. In case of
award, salient features of comparison between the Standards proposed by the Bidder and those
specified in this document will be provided by the Bidder to establish their equivalence.

4.1.3 The material and services covered under these specifications shall be performed as per
requirements of the relevant standard code referred hereinafter against each set of equipment and

1.0 TOWER LOAD TEST

1.1 Testing of Tower

1.1.1 A galvanized tower of each type complete with requisite extension for 132 kV shall be
subjected to design and destruction tests by first applying test loads applied in a manner
approved by the Owner. The tower shall withstand these tests without showing any sign of
failure or permanent distortion in any part. Thereafter, the tower shall be subjected to
destruction by increasing the loads further in an approved manner till it fails. The tower shall
be tested for all the conditions considered for the design of tower. The Bidder shall submit
to the Owner, for approval, the detailed programme and proposal for testing the towers
showing the methods of carrying out the tests and manner of applying the loads. The
maximum number of load cases may be tested for all the loading conditions and design
load cases considered for the design of tower and the numbers of test loading cases for
tower testing shall be finalized by Owner. After the Owner has approved the test procedures
and programme, the Bidders will intimate the Owner about carrying out the tests at least
30 days in advance of the scheduled date of tests. Owner will arrange to depute his
representative to be present at the time of carrying out the tests. Three (3) copies of the
test reports shall be submitted after completion of the tests. The Bidder shall submit one
set of shop drawings along with the bill of materials at the time of prototype tower testing
for checking the tower material. Further, at the time of submitting test report, the Bidder
must submit the final structural drawings, shop drawings and bill of materials for Owner’s
reference and record.

1.1.2 In case of premature failure, the tower shall be retested, and steel already used in the
earlier test shall not be used again. However, in case of minor failures, the Bidder can
replace the members with higher section and carry out the testing. The Bidder shall provide
facilities to the Owner or their representatives for inspection of materials during
manufacturing stage and also during testing of the same.

1.1.3 In case of any premature failure even during waiting period, the tower is to be retested with
rectified members. However, if the failures are major in nature and considerable portion of
tower is to be re-erected, in such cases, all the tests which has been carried out earlier are
required to be re-conducted again in compliance with specification without any cost

implication of re-test on the Owner.

1.1.4 No part of any tower subject to test shall be allowed to be used on the line. The price for
the tower tests shall be quoted after allowing rebate for the scrap value of the tower material
which will be retained by the Bidder.

1.1.5 The Bidder shall ensure that the specification of materials and workmanship of all towers
supplied conform strictly to the towers which have successfully undergone the tests. In
case any deviation is detected, the Bidder shall replace such defective towers free of cost
to the Owner. All expenditure incurred in erection, to and fro transportation and any other
expenditure or losses incurred by Owner on this account shall be fully borne by the Bidder.
No extension in delivery time shall be allowed on this account.

1.1.6 Each type of tower to be tested shall be a full-scale prototype galvanized tower and shall
be erected vertically on rigid foundation of the stub protruding above ground level as
provided in the design/ drawing between ground level and concrete level. This portion of
the stub shall be kept un-braced while testing. The tower erected on test bed shall not be
out of plumb by more than 1 in 360.

1.1.7 All the measuring instruments shall be calibrated in systematic/ approved manner with the
help of standard weight/ device. Calibration shall be done before commencing the test of
each tower up to the maximum anticipated loads to be applied during testing.

1.1.8 The suspension tower is to be tested with an arrangement similar to ‘I’ string. The tension
tower is to be tested with strain plate as per approved design/ drawings.

1.1.9 The sequence of testing shall be decided by the Owner at the time of approving the rigging
chart/ test data sheet.

1.1.10 The Owner may decide to carry out the tensile test, bend test etc. as per the relevant
standard on few members of the test tower after completion of the test or in case of any
premature failure. The Bidder shall make suitable arrangement for the same without any
extra cost to the Owner.

1.1.11 Prefix ‘T’ shall be marked on all members of test tower in addition to the Mark No. already
provided.

2.0 Method of Load Application

2.1.1 Loads shall be applied according to the approved rigging arrangement through normal wire
attachments angles on bent plates.

2.1.2 The various types of loads, transverse, vertical and longitudinal shall be applied in such a
way that there is no impact loading on the tower due to jerks from the winches.

2.1.3 All the loads shall be measured through a suitable arrangement of strain devices or by
using weights. Positioning of the strain devices shall be such that the effect of pulley friction
is eliminated. In case the pulley friction cannot be avoided, the same will be measured by
means of standards weights and accounted for in the test loads.

3.0 Tower Testing Procedure

3.1 The procedure for conducting the tower test shall be as follows:

3.1.1 Bolt Slip Test: In a bolt slip test, the test loads shall be gradually applied up to the 50% of
design loads under normal condition, kept constant for two (2) minutes at that loads and
then released gradually. For measurement of deflection, the initial and final readings on the
scales (in transverse & longitudinal directions) i.e. before application and after the release
of loads shall be taken with the help of theodolite. The difference between readings gives
the values of the bolt slip.

3.1.2 Normal Broken Wire Load Tests: All the loads, for a particular load-combination test, shall
be applied gradually upto the full design loads in the following steps and shall also be
released in the similar manner: 25 percent, 50 percent, 75 per cent, 90 percent, 95 percent
and 100 percent.

3.1.3 Observation Periods: Under normal and broken wire load tests, the tower shall be kept
under observation for sign of any failure for two minutes (excluding the time of adjustment
of loads) for all intermediate steps of loading up to and including 95 percent of full design
loads. For normal, as well as broken wire tests, the tower shall be kept under observation
for five (5) minutes (excluding the time for adjustment of loads) after it is loaded up to 100
percent of full design loads. While the loading operations are in progress, the tower shall
be constantly watched, and if it shows any tendency of failure anywhere, the loading shall

be immediately stopped, released and then entire tower shall be inspected. The reloading
shall be started only after the corrective measures are taken. The test shall be considered
to be satisfactorily passed if it is able to support the specified full design loads for five (5)
minutes with no visible local deformation after unloading (such as bowing, buckling etc.)
and no breakage of elements or constituent parts. Ovalization of holes and permanent
deformation of bolts shall not be considered as failure.

3.1.4 Recording The deflections of the tower in transverse and longitudinal directions shall be
recorded at each intermediate and final stage of normal load and broken wire load tests by
means of a theodolite and graduated scale. The scale shall be of about one meter long with
marking up to 5 mm accuracy.

3.1.5 Destruction Test: The destruction test shall be carried out under normal condition or broken
wire condition. Load condition for destruction test shall be mentioned in approved rigging
chart/ test data sheet. The procedure for application of load for normal/ broken wire test
shall also be applicable for destruction test. However, the load shall be increased in steps
of five (5) per cent after the full design loads have been reached.

3.1.6 Material test: In case of failure of towers after retest, coupons shall be cut from test tower
members and tested in a laboratory to ascertain conformity of the material to the governing
standard. Retest: In case of failure of tower during testing, and retest is to be conducted at
a later date, all the expenses for witnessing of test, by the representative of the Owner,
shall be borne by the Contractor.
