CHAPTER I

INTRODUCTION

Barangay Resident’s Profile and Livelihood Monitoring System is an

automated system that facilitates barangay management by enabling the client to

maintain their resident records as complete and up-to-date as possible and as

easily accessible for verification, monitoring and reference purposes based on the

available resident’s census data kept by the client. Data provided by this system in

the form of comprehensive reports are invaluable for planning, program

implementation and related purposes.

Computerization is a control system that manages processes in the

industrial workplace. It reduces human errors and processing time, thus it can

boost productivity and result in a high quality of production. This can result in a

system well integrated process that can perform much faster and more accurate

than the manual system. The Barangay Resident’s Profile and Livelihood

Monitoring System is appropriate for use of barangay employees, who have

access to profile information of barangay residents for the direct reports.

Moreover, departmental organizational staffs which have a business need for this

information for their business unit can also benefit. This is responsible for an

effective and efficient approach for barangay employees and residents. It will help

them accomplish tasks faster and would also eliminate the need of a large staff. It

will provide profile-based information for residents. Thus, the researchers

proposed Barangay Resident’s Profile and Livelihood Monitoring System for

Barangay Sto. Tomas, Pasig City that will give safer storage, fast retrieval of files,

maintains reliability and accuracy, and faster tracking of the files.

Background of the Study

The barangay was named after its patron saint, Sto. Tomas de Villanueva.

The barrio was formerly named Pulo because it is surrounded on the west by a

river and on the east by rice fields. On rainy and flood days, the barrio is a virtual

island, hence the name Pulo is very appropriate. The yearly celebration of the

feast of the barrio is held on September 12 in honor of its patron saint. The barrio

folks also celebrate the feast day of Saint Del Pilar every October 12. The old

residents of the barrio are used to giving names or bansag to their ka-baryo. For

example, the Demano Families also known in the place as Sabaw while the San

Juan’s are called Palaka.

The old chapel and the monument of Elias Angeles are no longer in their

original places but have since been rebuilt in another part of the barangay. The old

house in Sto. Tomas is owned by Roman Angeles, was built in 1910, and still

standing. The boundaries of the barangay Sto. Tomas are San Miguel in the north

and San Nicolas in the south, east and west with a total land area of 6 hectares.

Barangay Sto. Tomas is equipped with one (1) Barangay Hall, one (1) Health

Center, one (1) Day Care Center, and three (3) Private Schools. It has a

population of 3,749 males and 3,950 females with a total of 7,699 as of 2015. With

the increasing population of the Barangay Sto. Tomas, employees had a hard time

keeping their records updated. Their current system is they encode the gathered

data of the residents in an Excel file. This method of monitoring system shows that

the employees may have a chance to change their information which the

proponent and the Barangay Chairman considered that all information was not

secured and that serves this study to propose a new system. The proposed

system will be able to reduce effort of the employees, minimize errors, and will

help to secure and maintain the records.

Barangay is the small administrative division in the Philippines and is the

native Filipino term for a village or district. Barangay are further subdivided into

smaller areas called Puroks. A barangay is led and governed by its barangay

officials. It is composed of a Punong Barangay or barangay Captain/Chairman,

seven (7) Barangay Councillors or Barangay Kagawad and a Sangguniang

Kabataan Chairman together with this is the Barangay Secretary and a residing

midwife or a doctor that manages and supervises the barangay health center.

Barangay Sto. Tomas is a barangay in the city of Pasig. Having the

population of 9,338 people determined by the 2015 census. This represented

1.24% of the total population of Pasig. The Captain of the barangay is Hon.

Amelia Lati-Raymundo. The councillors are ----------------------- the Barangay

Secretary is

The barangay is in charge of keeping track of the records of each and

every one living in the place. These records are important for different purposes

that the barangay is being used. The system that the barangay is being used is

the manual based process for all the services it gives to its constituents. They

manually handle files and information they get. Through with the storing of the

files, they used folders to store the files. The organization experienced hard and

long procedure in accessing the records they have when it is needed and the

redundancy of the records.

Concerning to fix the issue, the proponents propose a Barangay Resident’s

Profile and Livelihood Monitoring System. Wherein, the proposed system will

automate the whole process of storing resident’s information.

Statement of the Problem

Barangay Sto. Tomas, Pasig City were using manual record in storing

information of their residence resulting in slow process and hard time for the staff.

In addition, the current system is facing problems such as: (a) lack of security,

(b) human error, (c) time consuming, (d) missing files, and (e) lack of storage.

a) Lack of security the current manual Barangay Resident’s Profile and

Livelihood Monitoring System has a lack of security, the papers containing

residents census is accessible by anyone and can be the cause of the leak of

information which is a big problem.

b) Human error the staff of the barangay is inevitable to have errors.

c) Time consuming finding a paper from a stack of document is time

consuming. The staffs have to arrange the documents alphabetically which takes

too much effort and energy.

d) Missing files due to too much number of papers, there’s a tendency that

one of the staffs will be able to misplace or lost a document.

e) Lack of storage the barangay yearly goes house to house to be updated

of the resident’s profile. This causes for a massive number of documents and lack

of storage.

Specific Problems

1. How would the system be able to provide the barangay officials an updated

report of their current livelihood program?

2. How would the system help in easing the daily workload of barangay staff

(i.e. Census) and ensure the security of the data gathered and encoded?

3. How would the system help in improving the quality of service that is fast

and accurate?

System Design Paradigm

The system development Input-Process-Output (IPO) as shown in figure

1.1 represents how the proponents conducted the research conceptualization to

solve the identified problem and give an acceptable solution.

The following inputs help the proponent on developing the system.

Wherein, the proponents identified the differently available information

contributions such as Data Gathering, problem identification, objectives, project

scope and delimitation, and the System Development Life Cycle (SDLC), then as

the development of the system continues with SDLC's help the proponent

determined that requirement analysis, process development, system testing, and

system deployment is the process to attain a desired Barangay Resident’s Profile

and Livelihood Monitoring System.

Input

Data gathering – the proponent conducted a face to face interview with the

barangay captain to determine the important information such as current Resident

Profile and Livelihood monitoring system ‘s problem.

Problem Identification – base on the interview that the proponent conducted the

current system’s problem are enumerated and given to the proponent by the

Barangay Captain and validated with observation of the current system at this

phase the proponent conducts a brainstorming to evaluate and determine the true

problem of the current system.

Objectives – at this phase, the proponents derive an objective that will address

possible proposed solution given by the client and actual observation through

the gathered information.

Scope - The proponent identified the system coverage based on the proposed

solution during the objective identification of this developmental study. Wherein,

the proponent at this phase created a matrix that will identify if the proposed

solution will directly answer the identified problem.

Standalone Desktop Application – The proponents will create an informative

offline barangay system for residents’ profile and livelihood monitoring.

Reports Request – The system will provide a report request, wherein automated

printing of Population within Barangay and puroks, list of employed and

unemployed within barangay.

Resident’s Database – The proponents should register each resident to the

database and will input the residence’s personal information.

Delimitation – Since that in all developed systems there are limitations to be

considered the proponent identified the system limitation to make sure that the

set objective will be met.

System Development Life Cycle (SDLC) – The waterfall algorithm was

identified to be appropriate on developing the proposed system since that this is

a developmental study that the waterfall algorithm is much applicable and

reliable to attained the project scope and delimitation.

Process

Process Development – The proponents will use the residents existing records

that have been saved in excel, which are offered by the barangay captain. The

existing data are gathered by the barangay staffs through census.

Testing Development - The proponents will do a manual testing through a user

interface wherein, the proponents ensures the system behaves as expected.

System Deployment- The proponent’s system will be ready to use and meet

the client’s expectations. The client will give a feedbacks and suggestions about

the system. These feedbacks and suggestions will help to improve the system.

Output

Barangay Residents Profile and Livelihood Monitoring System – The

proponent’s system will produce an informative offline barangay system for

residents’ profile and livelihood monitoring that can access by the barangay

secretary and barangay staff.

The Objective of the Study

The General objective of this study is to design and develop a Barangay

Residents Profile and Livelihood Monitoring System for the Barangay of Sto.

Tomas, Pasig City, the proposed system will automate the record-keeping process

in order to produce efficient and accurate reports and proper automated residents

profile management, and to monitor the livelihood of the residents in the barangay.

Furthermore the system will be able to secure residents confidential records, to

easily update resident’s profile, provides backup database of all records. The

specific objectives of the proposed system are as follows:

3. Evaluate the system through review, integration and acceptance testing

4. Develop a system that will automate the managing of barangay resident’s

profile, and livelihood.

5. To maintain their residents record as complete and up-to-date as possible

for verification.

Scope and Delimitation of the Study

The proposed Barangay Resident’s Profile and Livelihood Monitoring

System provide efficient, reliable, and accurate information to provide good quality

service and secure the file to satisfy the needs of the client. The developed

system Barangay Resident’s Profile and Livelihood Monitoring System is intended

only for Barangay Sto Tomas, Pasig City.

This study aimed to determine with office automation which includes

pertinent information such as name, birth place, date of birth, gender, civil status,

religion, occupation, citizenship and etc. This will make the work of the secretary

faster and easier and more comprehensive.

The following are the system capabilities:

1. The system that can be accessed through Local Area Network

2. The system that is protected and safe for it will require authorization before

someone can access the system

3. The system can generate report in population and livelihood within the

barangay.

In creating an automated system there are delimitations that the researcher

would like to emphasize such as:

1. The Developed System can’t be accessed online.

2. This system will focus only in Barangay Sto. Tomas, constituents and it

will doesn’t care about its neighboring Barangay’s.

3. The system is limited to all registered user and admin only therefore,

only registered accounts may access all barangay transactions.

Significance of the Study

The significance of the study is very timely for wherein technology is getting

bigger and in demand. The proposed system will have a significant effect on both

the residents of the barangay and barangay employees who manage the system

as well as the barangay itself. The implementation of the system will change the

methods and process that the barangay is accustomed to for keeping their files.

The following are the people who will be benefited from the proposed system:

To the barangay officials. The one who manages the files and information of the

barangay for it will bring easy access to the data they need. This will also

eliminate the tons of papers they usually keep and allow the system to store it in

such a manner that can be easily accessed.

To the residents. It will be easy for them to access their accounts if there are

some changes to be done on their part. It will also be easier for them to request

some information and services because of the information that barangay have

about them. This will also assure the residents that their information is properly

secured and maintained through the use of the proposed system.

To the future researchers. The ideas presented may be used as a reference

data in conducting new research. The outcome of the study will serve beneficial to

the neither present researchers or the future researchers for their cross-reference

that will give them a background or an overview. This study may be one of the

bases where a new theory in learning will arise.

To the researchers. In order to increase the personal knowledge of problem

solving and contributing to that of humanity, developing skills and interest in

programming.

Definition of Terms

System – it is an assemblage of interrelated elements, which we find interesting

to study. It could be a process, a machine or a program.

User – the user here refers to the library staff or the people who make use of the

library. It also refers to the person who uses the program (e.g. barangay staff).

Database – is an organized collection of data. (en.wikipedia.org, 2013) The

proponents use the database as a set of data that has a regular structure and that

is organized in such a way that a computer can easily find the desired information.

Staff – a group of people who work for an organization or business.

Software – it is a group of interrelated components working together towards a

common goal by accepting input and producing output in an organized

transportation process.

Testing – the process of trying out the performances of the system.

Program – A specific set of ordered operations and code for computer to perform,

sequence of instruction that the computer follows.

The project was developed to automate the daily transactions such as requesting

and printing local documents that are needed by the residents for their jobs,

scholarship, residency and businesses. This is also to have an easy access on the

barangay wherein, the resident can be informed on the barangay

events and announcements by just visiting the website and can request document

online. The barangay staff can have a safety storage and easy access of

resident’s information wherein, they can easily see the total number of population,

male, female, child, senior, employed and unemployed. The project used PHP as

programming language for front and back end of the system, VS code used as

code editor, XAMPP server to create a local server and Google Chrome as web

browser.

The project’s objective was met, particularly, it could automate the local document

request transactions, storing of files, updating, and accessing of data, generate

and store barangay resident information, enhance the current system of the

barangay, generate real-time report, test and evaluate the accuracy of the system.
