Preface
Bangladesh University of Engineering and Technology (BUET) is the
oldest and leading university in the area of engineering and technology,
with more than fifty years of international reputation, and the Institute
of Information and Communication Technology (IICT) is one of the
most prestigious institutes of BUET. It was established by the Syndicate
of BUET in its 362nd meeting held in June 2001 by converting the
erstwhile Computer Centre. In the present world, the importance
of promoting and providing facilities for the development of skilled
manpower in Information and Communication Technology (ICT) can
never be overstated. This branch of education plays a vital role in
modernizing and improving the quality of life of the people on earth.
For this purpose, IICT was founded to provide a platform for teaching,
learning, and research in ICT that will contribute to industrial and
infrastructural development, economic growth, and social prosperity.
One of its main aims and objectives includes offering courses leading
to diplomas and degrees in the field of ICT and initiating, organizing,
and performing studies and research on practical applications of ICT.
This booklet provides general information about this university, its
historical background, faculties and teaching departments, University
administration, etc. The main emphasis of this booklet is to provide
a detailed syllabus for the postgraduate courses this institute offers.
Additionally, the booklet also provides information about the research,
support services, and consultancy services of the institute. I genuinely
hope that this booklet will be of much use to the students and anybody
interested in the activities of IICT.

CHAPTER 1

G ENERAL I NFORMATION

1.1 The University


Bangladesh University of Engineering and Technology (BUET), is the
oldest institution for the study of Engineering and Architecture in
Bangladesh. Today’s BUET originated as a Survey School at Nalgola in
1876 to train Surveyors for the then Government of Bengal of British
India. As the years passed, the Survey School became the Ahsanullah
School of Engineering, offering three-year diploma courses in Civil,
Electrical, and Technical Engineering. In 1948, the School was up-
graded to Ahsanullah Engineering College (at its present premise) as a
Faculty of Engineering under the University of Dhaka, offering four-
year bachelor’s degrees in Civil, Electrical, Mechanical, Chemical, and
Metallurgical Engineering. This action was taken with a view to meet
the increasing demand for engineers in the newly independent country
and to expand the facilities for quicker advancement of engineering
education, in general. To create facilities for postgraduate studies and
research, in particular, Ahsanullah Engineering College was upgraded
to the status of a University, giving a new name of East Pakistan Uni-
versity of Engineering and Technology in the year 1962. After the birth
of Bangladesh in 1971, it was renamed the Bangladesh University of
Engineering and Technology.

Until today, it has produced 30,000+ graduates in different branches of


engineering and has established a good reputation worldwide for the
quality of its graduates, many of whom have excelled in their profession
in different parts of the globe. The university attracted students from
countries like India, Nepal, Iran, Jordan, Malaysia, Sri Lanka, Pakistan,
Palestine, etc.

BUET campus is located at the heart of the city of Dhaka. It has a


compact campus with residential halls within walking distance from
the academic buildings.

1.2 Faculties, Departments, Institutes and


Degrees Offered
The University has eighteen departments under six faculties. Not all
of them are degree-offering. Undergraduate programs in the Faculties
of Chemical and Materials Engineering, Science, Civil Engineering,
Electrical and Electronic Engineering, and Mechanical Engineering
extend over four years and lead to B.Sc. Engineering degrees. On the
other hand, in the Faculty of Architecture and Planning, the degree
of Bachelor of Architecture is obtained in five years and the degree of
Bachelor of Urban and Regional Planning in four years.
Postgraduate studies and research are now among the primary func-
tions of the University. Faculty of Postgraduate Studies has been intro-
duced to manage the postgraduate degree programs of the university.
Most of the departments under four faculties offer Master of Science
in Engineering (M.Sc. Engg.), Master of Engineering (M. Engg.), and
Master of Philosophy (M. Phil) degrees. Master in Architecture (M.
Arch.) and Master in Urban and Regional Planning (MURP) degrees
are offered by the Faculty of Architecture and Planning. Almost all
departments under these faculties offer Doctor of Philosophy (Ph.D.)
programs. Besides the departments, eight institutes offer different
postgraduate degrees, including Ph.D.
In addition to its own research programs, the university undertakes re-
search programs sponsored by external organizations, viz., UN Organi-
zations, Common-wealth, Bangladesh University Grants Commission
(BUGC), European Union (EU), Ministry of Science, Information and
Communication Technology (GOB), etc. The expertise of the university
teachers and the laboratory facilities of the university are also utilized
to solve problems and to provide current engineering and technolog-
ical knowledge to various organizations in the country. A list of the

1.4 The Central Library


The four-storied library building which has a floor space of 20,000
sft stands close to the academic buildings. It is a compact library that
has built-in facilities to provide various services to students, teachers,
and researchers and to perform administrative and technical jobs. The
university library is primarily a reference and research library for use
by teachers, staff, students, and visiting scholars.

1.4.1 Facilities
The Library provides the following educational and research facilities
to the students and teachers of this university:
1. Reading Facility: The reading room can accommodate 200 stu-
dents at a time to provide reading facilities of rare and out-of-print
books, ready reference, and prescribed textbooks.
2. Reference, Periodicals, and Research Facility: The facilities avail-
able here include inter alias document delivery, current awareness
service, preparation of directories, indexes, and abstracts, and bib-
liographies of various types, user orientation, literature searches,
guide and preparation of report for researchers and advice and
problem-solving of individual inquires.
3. Reprographic Facility: The library provides reproduction facili-
ties for articles, part of rare and out-of-print textbooks, and other
published materials at nominal fees to meet the research and
educational needs of both the students & teachers.
4. Rental Facility: The Rental library provides textbooks of foreign
origin to the students for one academic session on a rental basis
through payment of nominal fees at the rate of 10% of the total
cost of the original price of the book. This helps the students gain
access to the textbooks of all types.
5. Lending Facility: Borrowing facilities are extended to all members
of the university, including students of both graduate and post-
graduate levels. Inter-library loan facilities are also available.
6. Browsing Facility: Both undergraduate and postgraduate stu-
dents are eligible to use the internet for two hours at a time on
the production of their valid ID cards along with the user name

and password obtainable from IICT. There are 42 PCs available


for this purpose.

(IICT)

The Institute of Information and Communication Technology (IICT)


is one of the institutes of Bangladesh University of Engineering and
Technology (BUET). The Syndicate of BUET had taken the decision on
28th June 2001 to start the institute and the formal inaugural ceremony
of the institute was held on 2nd September 2001. The syndicate had
taken the decision following a decision of the government in order to
produce more professionals in the IT sector. The erstwhile Computer
Center of BUET has been taken as the backbone of the institute, and
the previous center has been modified accordingly to form the institute.
The main objectives of the institute include offering postgraduate pro-
grams in addition to the services that were provided by the erstwhile
Computer Center.
The institute is located on the sixth and seventh floor of the ECE Build-
ing, West Palashi Campus, BUET. Located within the serene environ-
ment of BUET, IICT is an ideal place for technology-based education. It
is easily accessible by major roads from all parts of the city. Its proxim-
ity to residential areas, markets, universities, industries, and research
centers makes it an excellent spot for its members to avail all their
necessities.

2.1 Vision
The vision of the Institute of Information and Communication Technology is
to provide a platform for teaching, learning, and research in information
and communication engineering and related engineering fields that
will contribute to industrial and infrastructural development, economic
growth, and prosperity.

2.2 Mission
The missions of the Institute of Information and Communication Technology
are as follows.
1. To provide students with a high-quality education in information
and communication engineering and related engineering fields
while preparing them to use their education to solve problems in
the real world.
2. To actively pursue research at postgraduate level in information
and communication engineering and related engineering fields;
3. To perform impactful advanced research, develop ICT facilities,
nurture innovative ideas, and incubate promising initiatives;
4. To produce manpower and expertise in ICT by carrying out train-
ing in diverse areas for those interested to step-in ICT profession
as well as those already engaged in the profession
5. To provide ICT consulting and advisory services to public and
private organizations.

2.3 Board of Governors


The overall responsibility for administration and management is en-
trusted to the Board of Governors. The Vice-Chancellor is the chairman
of the Board of Governors. The Director and Associate Directors of the
institute conduct the overall administration and management with the
permission of the Vice-Chancellor.

2.5 Organizational Structure


The Institute performs the activities under two wings:
1. Academic Wing, and
2. System and Support Wing.

2.5.1 Activities of the Academic Wing


• To offer courses leading to postgraduate degrees in the field of
ICT.
• To initiate, organize, and perform studies and research on practi-
cal applications of ICT.
• To promote and provide facilities for the development of skilled

2.6 Research and Academic Committee


There shall be a Research and Academic Committee (RAC) consisting
of the following members:
• Director of the institute;
• All Professors, Associate Professors, Assistant Professors, and
Lecturers of the Institute;
• Any other teacher from the institute or from outside who offers a
course in a term will be a member for that term;
• All Associate Directors of the institute;
• One nominee of the Board of Post-Graduate Studies (BPGS) of the
Department of Computer Science and Engineering from among
its members not below the rank of Associate Professor;
• One nominee of the BPGS of the Department of Electrical and
Electronic Engineering from among its members not below the
rank of Associate Professor;
• One member nominated by the Vice-Chancellor; and
• One nominee of the Committee for Advanced Studies and Re-
search (CASR) from amongst its members.

The Director of the Institute shall be the chairman of the RAC. One
of the members, as decided by the committee, shall act as Member
Secretary.
The term of office of the nominated members shall be two years, but
they shall continue in office till their successors are nominated. The
function of the RAC shall be as follows:
• To develop the syllabuses and courses for the post-graduate stud-
ies;
• To deal with matters related to admission of students;
• To suggest a panel of names of paper setters and examiners in
the subject or subjects concerned;
• To identify target groups for training, assess training needs, and
develop training strategies;
• To prepare an annual program on short courses, training, and
workshops;
• To identify the areas of research on the basis of national need and
formulate research plans;
• To review the research proposals submitted by teachers and tech-
nical personnel or select experts for reviewing the proposal, if
necessary;
• To recommend the research proposals to the Board Of Governors
(BOG) for its approval;
• To monitor the progress of ongoing research projects;
• To recommend to the BOG for the appointment of exceptionally
reputed technical personnel with vast experience as Visiting Fel-
low in the institute if it feels that the appointment would help the
Research and Human Development activities of the institute, on
such terms and conditions as the BOG may decide;
• To do other things as assigned or referred to by the Vice-Chancellor,
the BOG, or the Syndicate.
The RAC shall ordinarily meet at least four times a year and report the
proceedings to the BOG. The time and place of the meeting shall be
fixed by the Director of the institute. The quorum for the meetings of

the RAC shall be one-third of the members, fractions being counted as


one.
At least seven clear days’ notice shall be given for all ordinary meet-
ings of the RAC, and the agenda papers shall be circulated at least
twenty-four hours before the meeting. Extraordinary meetings of the
committee may be convened with at least one day’s notice only when
the nature of the business to be brought before the committee, in the
opinion of the chairman, necessitates immediate action. Every member
of the committee resident in Dhaka shall receive a notice of the extraor-
dinary meeting, and no business that is not of immediate urgency shall
be transacted at the meeting. The minutes of the meetings shall be cir-
culated among the members within seven days of the meeting and shall
be placed before the following ordinary meeting for confirmation. The
Research and Academic Committee (RAC) is responsible for preparing
the syllabus and monitoring the progress of different research projects.

2.7 IICT Resources and Establishments


The institute extends its services through a good number of computers
and peripherals. The institute has a spacious lounge, office, conference
room, two seminar rooms, three classrooms, two computer labs, one
browsing lab, and one library.
• Conference Room: There is a spacious conference room with a
multimedia projector with audio-visual capabilities. The room
has a capacity of 30+ people.
• Seminar Rooms: The institute has two seminar rooms: one
gallery seminar room with 65+ person capacity and another
seminar room with a 40-person capacity. Both the seminar rooms
have multimedia projectors and built-in sound systems. The sem-
inar rooms are used by different entities of BUET for different
programs.
• Computer Labs: The institute has two computer labs with 30
computer workstations in each lab. These are used for different
computing purposes, e.g., undergraduate sessionals, program-
ming labs, IT training, etc.
• Smart Classroom: The institute has a smart classroom equipped
with an interactive smart board. The smart board has features like

Whiteboard, Multi-writing, Annotation, File saving & transfer,


Image Edit, Document viewer, PowerPoint presentation, Web
browsing, Screen sharing, Video conferencing, etc.
• Classrooms: The institute has three modern classrooms, each hav-
ing a multimedia projector with audio-visual capabilities. These
classrooms are used by the postgraduate students of IICT and
also by different departments for their undergraduate programs.
• Programming Lab: IICT has established a programming lab with
30 computers for practical classes of programming courses.
• Library: IICT also has a library for teachers and students. The
library not only contains modern books on information and com-
munication but also maintains a collection of basic conception
books, which are very rare these days. Along with different ver-
satile books, this Library also contains updated journals and re-
search papers on IT-related topics. The library of the institute has
a good collection of books and manuals, around 3000 in number,
as well as a number of computer-related journals.
The normal office hours of the institute are from 9 am to 5 pm through-
out the week except Thursday and Friday. However, the institute does
operate 24 hours a day and on weekends to meet emergency require-
ments.

CHAPTER 3

A CADEMIC AND R ESEARCH A CTIVITIES

The academic goal of IICT is to enrich the students by providing knowl-


edge of modern technology in both course format and thesis-based
research format. The courses offered in IICT are updated periodically
with the changes in science and technologies. The research work is
performed with the involvement of teachers who are the best fit for
their respective fields of study.

3.1 Degrees Offered by IICT


Since its establishment in September 2001, IICT has been running its
programs with great success and dedication. In the beginning, there
was only a Post Graduate Diploma (PG. Dip.) program in Information
and Communication Technology (ICT). However, its immediate suc-
cess encouraged the authority to launch the Master’s Program in ICT.
Recently, three postgraduate have been introduced, including a Ph.D.

3.2 Admission Requirements


3.2.1 Ph.D
For admission to the Ph.D. in ICT program, a candidate
• must have a minimum GPA of 3.50 out of 5.00 or a first division
or equivalent in S.S.C. and H.S.C. or in equivalent examinations.
• must have a Bachelor’s degree in Computer Science and Engineer-
ing or Computer Engineering or Computer Science or Information
Technology or Information and Communication Technology or
Electrical and Electronic Engineering or equivalent degree hav-
ing at least 50% marks or minimum GPA of 2.5 out of 4.0 or its
equivalent from any recognized university.
• must have an M.Sc. Engg. / M.Engg./ M.Sc. degree in Computer
Science and Engineering or Computer Engineering or Computer
Science or Information Technology or Information and Commu-
nication Technology or Electrical and Electronic Engineering or
equivalent degree having at least a minimum GPA of 2.75 out of

examinations and must not have a GPA less than 2.00 out of 5.00
or a third division or equivalent in any of the aforementioned

4.0 or its equivalent in B. Sc. Engg. / B. Sc. Ag / B. Sc. Econ. or B.
Sc. / BSS degree / M. A or M. Sc. or MSS degree / BURP degree

• For admission to the courses leading to the PG. Dip (ICT) an
applicant must have either B.Sc. Engineering degree OR Mas-
ter’s degree / Four-year Bachelor’s degree in Computer Science,

For admission to the courses leading to a PG. Diploma (Business IT)
an applicant
• must have a four-year B.Sc. Engg./ B.Sc. In Mathematics, Physics,
Statistics, or equivalent/ BBA, or equivalent degree from any

3.2.4 Credit Transfer


A student, on the recommendation of the relevant RAC and as approved
by the CASR, may be transferred to the Masters Programme and may
be allowed to transfer a maximum of 12 credits of courses provided
• he/she has completed the academic requirement for the PG.
Diploma (ICT) from this university, but results not published.
• the courses are common to both P. G. Diploma and Master’s
Program and
• he/she has earned a minimum GPA of 3.00 out of 4.0 in individual
courses.

3.3 Admission Procedure


Applications for admission to the above courses shall be invited through
regular means of advertisement. Application is generally submitted
online as described in the following.

3.3.1 Application Procedure


BUET now uses an online application procedure as described below:
Step 1: Submission of Online Application
The facility for the submission of online Applications is available through
the website of BUET (http://www.buet.ac.bd) during the application
period.
1. An applicant must fill in electronically the information related to
admission (Desired Program, Status of Studentship, etc.), his/her
personal information (Name, Father’s Name, Mother’s Name,

Date of Birth, Addresses, Gender, Nationality, etc.), his/her aca-


demic information, his/her experience (if any), names and ad-
dresses of two referees.
2. To upload a digital photograph, locate the image file by clicking
the Browse button. The photograph to be submitted online should
be in any of the .JPG, .JPEG, .GIF, .PNG, or .BMP formats, although
.JPG format is preferred. Most digital cameras and scanners on
the market today utilize this format. If there is any doubt, the
applicant can submit the photo to check if it meets the necessary
criteria.
3. After filling in all necessary data in the online Application Form
on the website, the applicant must electronically submit the Form.
The submission of the Online Application should be followed by
Steps 2 - 5 as stated below.
4. The applicant must also submit the printed copy of the submitted
Application Form within the due date. Failure to do this will
result in the cancellation of the online application.
Step 2: Printing the Application Form and Stapling Photographs
1. After electronically submitting the Online Application Form on
the website, the applicant must download this form (in PDF) and
take a printout of the same. The information pertaining to the Pho-
tograph, Name in Bangla (Item No. 4 in the Application Form),
and Signature will have to be provided by the applicant on the
printed Application Form. Two attested copies of recent passport-
size color photographs should be stapled at the appropriate place
provided in the Form. The name of the applicant must be written
on the reverse side of each photograph. Be informed that the
hardcopy (automatically generated in PDF format) will not print
the photograph.
2. Please note that the Serial No. of the Application Form will be
generated automatically and almost immediately if the online
application has been successfully sent. Please take note of this
Serial No. of Application Form for future use.
3. If an applicant has completed and submitted the online Appli-
cation Form but has not downloaded the PDF file for printing,
he/she can download the PDF file later by entering the Serial

No. of the Application Form and the Date of Birth through the
website of BUET.
Step 3: Attaching All Supporting Documents
1. Documents submitted in support of your application are non-
returnable. Please submit only attested and clearly legible photo-
copies of documents. Original documents should not be submit-
ted. The University will not be responsible for the loss or damage
of original documents if submitted.
2. The printed copy of the completed Application Form, together
with the following supporting documents, must be submitted to
the Registrar’s Office to complete the application procedure.
a. Attested copies of certificates of all public examinations.
b. Attested copies of transcripts/ grade-sheets/ mark-sheets of
degrees obtained.
c. Attested copies of testimonial/ character certificate from the
institution last attended.
d. Letter of Consent, in the prescribed form, from the employer
for applicants in part-time or full-time employment.
Step 4: Payment of Application Fee
The non-refundable application fee (as advertised) must be paid as
the application fee at the time of the submission of the complete appli-
cation to the Registrar’s Office, BUET. fee payment must be made by
online methods described on the postgraduate admission prospectus
on the BUET website. Please DO NOT send cash payment by post.
The University will not be responsible for any loss of cash payment
submitted by post.
Step 5: Submission of the Complete Application
A complete application includes the printed copy of the completed
online Application Form as described in Step 2, attached with all nec-
essary supporting documents as described in Step 3. The complete
application must be submitted to the Registrar’s Office, BUET, by the
application deadline during office hours (9:00 am to 5:00 pm except
on Thursdays, Fridays, and any other holidays). Failure to submit the
same will result in the cancellation of the online submission.

Please note that the Application submitted by mail will NOT be ac-
cepted.
The Registrar’s Office will provide a “Receipt of Application Form
(Applicant’s part)” as soon as the complete application is submitted.
Please note that
• Failure to submit the complete application directly to the Regis-
trar’s Office will result in the cancellation of your online submis-
sion without further notification.
• Application submitted by mail will NOT be accepted.
• Incomplete Application will result in cancellation of the same.
• Wrong or false information provided in the application form will
lead to the cancellation of the application
• For any help regarding the online application, please contact the

3.3.2 Selection procedure


• The applications will be scrutinized by the Institute, and a list
of eligible candidates will be displayed in the Institute Notice
Board and website. The candidates will have to appear in tests
conducted by the Selection Committee of the institute
• The MCQ-type and written test will be held on the date published
by the Institute
• On the basis of the result of the written test, a list of preliminar-
ily selected candidates will be published. A viva of successful
candidates in the written test may be held.
• Original documents of all provisionally selected will be verified.
• All provisionally selected candidates must get approval from the
Degree Equivalence Committee.

3.3.3 Admission Test


Post Graduate Diploma
Written test for the PG. Dip. program is generally MCQ-type, and there
will be a total of 50 questions. Subject areas are:
• IQ
• English
• Computer Fundamentals
There will be 25% negative mark for the wrong answers.
Master’s Degree
An MCQ-type test followed by a descriptive-type written test will be
conducted for the Master’s admission. The topics that will be covered
are as follows:
• Programming Languages
• Computer Networks
• Data Structures and Algorithms
• Database Management System
• Computer Architecture and microprocessors
• Operating systems
• Communication Theory
• Digital Logic Design
• Electrical Circuits
• Electronic Device
For the descriptive written test, the applicant needs to answer any six
sections. The selected candidates from the written test may have to
appear for a viva. Details of the admission test may also be found at
the website: iict.buet.ac.bd.
Ph.D
An applicant will have to submit a Statement of Purpose (SOP) and
appear for a viva voce. Applicants are encouraged to communicate
with prospective supervisors before the viva.

3.5 Research
Now is an era of Information and Communication Technology (ICT). The
dream of the country is poverty reduction and economic growth by creating a
knowledge-driven economy and society based on ICT. To realize the goal of the
Govt., our graduates produced from Universities should have good knowledge
of ICT. So, it is now essential to establish a strong ICT infrastructure in every
university in the country and create an environment of teaching, learning, and
research on ICT.

IICT encourages its students and teachers to research on IT-related topics


like data structure and algorithm, software engineering, information system
design, computer networks, database and distributed systems, e-governance,
information security, developing teaching and learning methodologies in an
academic environment, fuzzy logic systems, machine translation, pattern, and
data science, etc. Students are involved in the research through courses or
group activities. Students of M.Sc. Engg. or M. Engg. are bound to take
a thesis under course no. ICT 6000. Teachers are also involved in research
either through individual effort or group work. To provide research materials,
IICT allows its students to access the Internet or library facilities. In addition,
teachers can access the facility of the central library. IICT library and central
library have a good number of books and updated journals on IT-related topics.

Advanced Embedded System Laboratory

The advanced embedded systems lab is tailored with advanced tools and tech-
nologies for design and development of intelligent electronic system. This
Lab is enriched with various facilities including huge number of microcon-
trollers, microprocessors, FPGA boards, sensors and actuators. The lab also
has a number of Laptops and desktop computers with different kind of simu-
lation and design software. Here the students can learn design and hands-on
development of hardware and firmware for an embedded system. In the past,
a number of research works have been conducted using the facilities of this
Laboratories.

Advanced Networking Laboratory


Lab In-Charge: Dr. Md. Saiful Islam
This lab is equipped with the latest networking devices, allowing researchers
and students to set up, work, and experiment with computer networks. The
lab has both wired and wireless networking facilities and includes switches,
routers, Wi-Fi routers, computers, and servers. The computers in the lab have
Matlab, OMNeT++, mininet, etc., software for simulation.

Data Analytics Laboratory


Lab In-Charge: Dr. Md. Rubaiyat Hossain Mondal
Data analytics is critical for processing and evaluating large amounts of data
generated in studies and experiments. Some significant application areas
include informed decision-making, increased efficiency and productivity, cus-
tomer insights, risk management, healthcare improvements, fraud detection
and security, and marketing strategy optimization. The data analytics lab is cur-
rently conducting research on a variety of topics, including the standardization
of clinical data in the form of test names and test results, the prediction of the
number of cases of infectious diseases, the use of image processing and deep
learning for disease diagnosis from X-ray, CT scan, and MRI images, medical
image segmentation, and object detection. Furthermore, this lab is collabo-
rating with the eSRD lab at CSE, BUET, and other organizations to possibly
develop Bangladesh’s National Clinical Data Warehouse (NCDW). The lab
is equipped with multiple computers for students and researchers for data
analysis.

Information Security Laboratory


Lab In-Charge: Dr. Hossen Asiful Mustafa

This lab has facilities that will help researchers from different areas, including
Network and information security, Wireless and IoT security, Blockchain, Data
analytics for enhanced security, etc. The lab is equipped with several worksta-
tions, deep learning workstations, etc. Additionally, there are routers, switches,
botnet detection modules, and software facilities to capture network packets.
The lab is going to have Universal Software Radio Peripheral (USRP) with the
capability to transmit and receive wireless data in a wide range of frequen-
cies, antenna for different frequencies, software to design new protocols or
analyze existing protocols, etc. The lab provides advanced computing facilities
to enable research regarding blockchain technologies as well as security data
analytics.

IoT Laboratory

In today’s connected world, our IoT lab is a vital space where students turn
ideas into reality. Through this lab, they can learn how to make everyday
devices smarter and more efficient, preparing them for the tech-driven future.
The newest models of computers are available for design and programming
in the IoT Lab. The lab also contains single-board computers (such as the
Raspberry Pi 5) and FPGA development boards (like the Xilinx Basys 3) in
addition to microcontrollers (like the Atmega328p and Arduino Mega 2560).
The lab also includes a variety of input and output devices, accessories, and
other items that combined offer a flexible framework for developing Internet
of Things projects.

Computer Vision and AI Laboratory

Machines replicating human intellect could be invaluable for increasing human


productivity and improving the quality of life. Thus, our research group works
on technologies that enable machines to precisely perceive and interact with
their environment, like humans. Our research interests span a broad spectrum
in artificial intelligence, machine learning, and computer vision. We gather data
(images or videos, for example), preprocess it, and then feed it to machines
so they may use it to learn and make decisions later on. We study various
machine learning and deep learning algorithms for pattern recognition, object
detection and classification, and text recognition.

Intelligent and Optoelectronic Devices Laboratory


Lab In-Charge: Dr. Md. Jarez Miah
Our research team works on improving the power, efficiency, and beam quality
of semiconductor lasers and laser bars. Currently, we simulate, measure, and
analyze thermal profiles generated within the laser chips during operation. We
also develop and investigate novel approaches for manipulating in-chip thermal
profiles by improving laser structures. We use the ANSYS thermal simulation
tool for simulating the thermal profiles and a thermal camera for measuring
temperature distributions within the laser chips. Our research interests also
include the development of improved epitaxial designs for enhanced laser
performance. We work in close cooperation with Ferdinand-Braun-Institut
gGmbH (FBH), Leibniz-Institut für Höchstfrequenztechnik, Berlin, Germany.

DIVERSASIA: Embracing diversity in Asia through the adoption of


inclusive practices

Students with disabilities have limited access to HE (Higher Education) in India
and Bangladesh. This project aims to tackle this issue by making accessible
HE OERs (Open Education Resources) and MOOCs (Massive Open Online
Courses), and personalization using AI (Artificial Intelligence), which will
enable better provision of open distance learning for those that experience
architectural barriers.
DIVERSASIA will build the capacity of 2 HEIs (Higher Education Institutions)
in India and 2 HEIs in Bangladesh to integrate these students that have dis-
abilities, using know-how and an inclusive education toolkit developed by
experienced inclusive education experts from the United Kingdom Bulgaria,
Belgium, Latvia, Turkey, and Serbia.

National Clinical Data Warehouse (NCDW)

Researchers, analysts, and professional experts working on health data in


Bangladesh have faced significant challenges because of unstructured and
isolated sources of health data. The data analytics lab of IICT, BUET is work-
ing with the eSRD lab at CSE, BUET, and other institutions to possibly build
Bangladesh’s National Clinical Data Warehouse (NCDW). In the NCDW project,
researchers are creating a widely used method of data warehousing to store
health data in a structured way that can be utilized for knowledge discovery,
data mining, decision support systems, and other reasons. Machine learning,
distributed file systems, parallel computing, and other techniques are used
entirely in the implementation to make the platform very scalable and robust.
Data privacy and security are two of the most pressing concerns in ensuring
that public identities remain as safe and secure as feasible.

Distributed and Cloud-based Network Defense System (DCNDS)

The main objectives of the project are two-fold: firstly, to setup a Distributed and
Cloud-based Network Defense System, which enables NREN operators in the
four partner countries to detect malicious botnet behaviour, and to introduce
a cloud-based web security service platform for managing web security, and
secondly, to conduct two capacity building workshops in each of the Asian
partner countries. These aim to train NREN and academic personnel on current
topics such as building and securing cloud-based service offerings and security
best practices for managing distributed botnet threats.

Advanced Network/System Administration and Security


Duration: Jan 2019 to Dec 2019
Funded by: Asi@Connect Project, European Union
Under this project, an international workshop was organized which focused
on installation, operation and management of the networks and computer
systems that normally helps information flowing in a computer network. As
such, the workshop prepared the trainees to operate and maintain network
hardware and software, to troubleshoot network problems, and to ensure
network security, availability and performance standards. The course was
designed to train the trainees in three different ways: Building Theoretical
Knowledge, Demonstration of Configuration and pure Hands-on activities.
The objective was to give the trainees a complete picture and thorough concept
about the functionality as well as configuration of network services and to instill
confidence within the trainees to work on the attained knowledge by themselves
once they complete the training and go back to their job environment.

Train the Trainer for Nationwide Teaching and Learning in


Embedded System Design and Development
Duration: May 2017 to Sep 2018
Funded by: HEQEP, University Grants Commission
The objectives of this project were to arrange a nationwide training in the area
of embedded systems for the Lecturers and Researchers of EEE, CSE, ICT and
other related programs in public and private universities and other research
organizations and to help develop an Embedded System Laboratory in the
public and private Universities in Bangladesh. The sub-project had a direct
impact on the quality of teaching, research, and learning in the postgraduate
programmes through the establishment of an advanced embedded systems
laboratory, a modern training center/seminar room and the modernization of
the existing Library at IICT. Additionally, a hands-on basic training programme
and another three-day advanced training on embedded system design and
development were arranged for ten batches (20 participants in each batch, who
participated from EEE, CSE, and ICT Departments of all the major universities
in Bangladesh). Educational kits have been awarded to all the trainees to get
them started on their laboratory works/research on embedded system design
and development.

3.5.4 Collaborations
SOI Asia Project
The SOI Asia Project (Chair: Prof. Jun Murai, Keio University) was launched
in 2001 as a platform for inter-university education programs among univer-
sities throughout Asia, with the purpose of establishing a wide area Inter-
net education platform utilizing satellite technologies, collaborating with AI3
project (Asian Internet Interconnection Initiatives project). IICT is an active
member of this project; the faculty members participate in online/offline meet-
ings/seminars regularly. IICT also arranged the bi-annual partner meeting
twice. The students of IICT participate in different activities of the SOI Asia
Project regularly.

Exchange Program with NAIST


BUET has a Memorandum of Understanding (MoU) with Nara Institute of
Science and Technology (NAIST) for academic exchange and student exchange.
This MoU has been effective since June 19, 2014. Even though the MoU is
between BUET and NAIST, IICT is the main collaborator at BUET. Under this
MoU, the following alumni from IICT went to NAIST in different programs so
far:

HUAWEI-BUET ICT Academy


Funded by Huawei, HUAWEI-BUET ICT Academy has been established in col-
laboration with the Department of EEE to provide professional training in the

field of ICT communication and networking. The academy is highly equipped


with modern facilities such as cloud servers, cloud storage, 5G systems, IP
networks, etc. IICT faculty members teach in this academy with active help
from the technical members. The academy provides the following training

3.5.5 Seminar and Workshop


IICT often arranges both national and international seminars where renowned
expatriates from different sectors of science come to give a talk and share
knowledge and ideas, which is necessary for being updated with modern
science. For this reason, IICT maintains a Seminar Room inside it with the
facility for projector-based presentations. IICT creates an opportunity for the
students and faculties to attend such educative seminars and workshops to
raise interest and enthusiasm and gather opinions and feedback from the
participants. IICT also participates in different seminars arranged by the other
departments/faculties in BUET.

3.5.6 Research Paper/Journals


IICT always supports and encourages its teachers and students to publish
research papers in national and international conferences and journals. The
students who take the thesis under the teachers are supervised and guided in
a proper and directive way, which later leads to an international research work

CHAPTER 4

RULES AND R EGULATIONS FOR


A CADEMIC P ROGRAMS

4.1 Academic Calendar


There are two postgraduate semesters every year. generally, one semester
starts in April and the other in October. Each postgraduate semester has 14
weeks of classes. Generally, there is a 3-hour class every week for a 3-credit
course. The normal class time is generally between 5:00 PM to 8:00 PM. The
evaluation of a course will be carried out by assignment, term project, term
paper, examinations, etc. There will be two mid-term examinations and one
final examination. The first mid-term examination will be held in the 5th week
and the second in the 9th week. The mid-term examination will be held during
the normal class hour. The duration of the mid-term examination will be at
least one hour.

At the end of classes, the final examination will be held in the following weeks
without any break (preparatory leave). The duration of the final examination
for each course will be one and a half hours. The result of the term-final
examination and the registration procedure will be finished as per the academic
calendar.

4.2 Registration Procedure


Students must register for each class in which they will participate. Each
student will submit his/her course registration in the BIIS system and pay
the fees online. The advisor of the students and the Director approve each
registration application. The timeline of registration, course add/drop, and
late registration are published in each academic calendar.

A part-time student may not register for any credit in a particular semester;
however, a full-time student must register for at least 12 credits in each semester.

4.3 Calculation of GPA


Grade Point Average (GPA) is the weighted average of the grade points ob-
tained in all the courses passed/completed by a student. For example, if a
student passes/completes five courses in a semester having credits of C1, C2,
C3, C4, and C5 and if his/her grade points in these courses are G1, G2, G3, G4,

4.4 Extract from Ordinance


• For the PG. Dip. degree, a student must earn a minimum of 36 credit
hours, including a project of 6 credits.
• The minimum duration of the PG. Dip. program shall normally be
three semesters. A candidate for the PG. Dip. must complete all the
requirements for the diploma within four academic years from the date
of his/her first admission to the respective program.
• For the M.Sc. Engineering degree, a student must earn a minimum of 36
credits, including a thesis of 18 credits. Additionally, the student must
publish a paper in an indexed journal.
• For the M. Engineering degree, a student must earn a minimum of 36
credits, including a project of 6 credits.
• The minimum duration of the M.Sc./M. Engg. degree shall normally
be three semesters. A candidate for the Master’s degree must complete
all the requirements for the degree within five academic years from the
date of the first admission in the program.
• For the Ph.D. degree, a student must complete a minimum of 54 credit
hours, of which a maximum of 45 credit hours shall be assigned for a
thesis. The students must earn the remaining credit hours from theory
courses. Additionally, the student must publish two papers in an indexed
journal.
• The minimum duration of the Ph.D. course shall be four semesters from
the date of provisional admission. A student must complete all require-
ments for the Ph. D. degree within six academic years from the date of
his provisional admission.
• There shall be two categories of students, namely, full-time students and
part-time students.
• Students serving in different organizations may be admitted as part-
time students with the written consent of the employer. A part-time
student may be assigned a maximum of 9 credit hours of course work in
a semester.
• Full-time students must register for a minimum of 12 credit hours and a
maximum of 15 credit hours per semester. A full-time student shall not
be allowed to be in the employment of any organization (even as a part-
time employee). However, they may be employed as teaching/ research
assistant at the University. If a full-time student becomes an employee
(full-time or part-time) of any other organization in the middle of a
semester, he/she may, with the approval of the Director of the Institute
and his/her Employer, be allowed to continue as a full-time student for
that semester.

• A student may be allowed to switch from part-time to full-time or vice


versa on the recommendation of the respective BPGS/RAC before the
commencement of a semester.
• A student, on recommendation of the relevant BPGS or the RAC and
as approved by the CASR, may be allowed a transfer of credits of the
courses completed by the student at a recognized institution provided
that the courses were not taken earlier than three calendar years from the
date of his first enrolment in the respective program at BUET and that
the student obtained a minimum GPA of 3.0 out of 4.0 or its equivalent
and that the courses are equivalent to the approved courses of BUET.
• The qualifying requirement for the diploma or degree is that a student
must earn a minimum grade point of 2.65 based on the weighted average
in his/her course works.
• Courses in which the student gets F grades shall not be counted towards
credit hour requirements and for the calculation of Grade Point Average
(GPA).
• Grade I is given only when a student is unable to sit for the examination
of a course at the end of the semester because of circumstances beyond
his control. He/she must apply to the Head or Director of the concerned
Department or Institute within one week after the examination to get
an I grade in that course. It must be completed within the next three
semesters; otherwise, the I becomes an F grade. He/she may, however,
be allowed to register without further payment of tuition fees for that
course.
• A student may withdraw officially from a course within two working
weeks of the commencement of the semester; otherwise, his/her grade
in that course shall be recorded as F unless he/she is eligible to get a
grade of I. A student may be permitted to withdraw and change his/her
course within the specified period with the approval of his/her Adviser,
the Head of the department, or the Director of the Institute and the
respective teachers(s) concerned.
• If the cumulative number of F grades obtained by the student is three or
more in the same or different subjects taken together, he/she shall not
be allowed to continue in the program.
• If at the end of the second or any subsequent semester, the cumula-
tive GPA falls below 2.5, he/she shall not be allowed to continue in the
program.
• Caution money may be refunded if the student withdraws officially from
all the courses, including the project, at the end of his academic program,
and the amount will be determined from the statement of clearance from
all Departments/Institutes/Offices.

4.5 Conduct and Discipline


A student shall conform to a high standard of discipline and shall conduct him-
self within and outside the precincts of the university in a manner befitting the
students of a university of national importance. He should show due courtesy
and consideration to the employees of the university, good neighborliness to
his fellow students and the teachers of the university, and pay due attention
and courtesy to visitors.

4.5.1 Cancellation of Studentship


The name of the student shall be struck off and removed from the rolls of the
University on the following grounds:

• Non-payment of dues within the prescribed period. Postgraduate stu-


dents residing in the halls of residence shall be subject to the same con-
ditions as allowed in the Ordinance Relating to the Board of Residence
and Discipline.
• Failing to proceed with the program by the exercise of the Art. 4.1 or 7.2
or 7.3 of this Ordinance.
• Failing to make satisfactory progress in his/her program as reported by
the supervisor through the BPGS/RAC and approved by CASR.
• Forced to discontinue his/her studies by the Board of Residence and
Discipline.
• Withdrawn officially from the Degree Programme.

4.5.2 Restrictions
A student participating in the program part-time will not be considered a reg-
ular student of BUET. Any other benefit except directly related to the program
during class hours will not be permissible. The following restrictions will apply
to all postgraduate students:

• Accommodations in the residential halls and availing university trans-


port services.
• Use of central library. However, they will be entitled to use the institute’s
own library.
• Participation in any of the student’s union activities.
• Availing university medical facilities.

However, full-time students can apply for accommodation in the Shahid Smriti
Hall.

6.4.11 ICT 6901: Special Topics Related to Information


Security: 3 Credits
A selected topic of current interest on information security. The syllabus should
be approved by RAC prior to the commencement of the term. In each term,
only one such course title under this course number can be offered. However,
a student can register only once for this course regardless of the topic offered
under this course number and title.

S YSTEM AND S UPPORT W ING

7.1 Introduction
The System and Support Wing of IICT bears the responsibility for the opera-
tion, maintenance, and development of the IT infrastructure of the university,
which has evolved into one of the most essential tools of modern technological
education and research. Being congruent with the role of BUET as a premier
institution of technical education and research in the country, the System and
Support Wing of IICT is devoted to incorporating state-of-the-art technology
and knowledge regarding information and communication engineering in the
development of infrastructure, enhancement of education, and provision of
research facilities. The following section illustrates a few of the major services
of the wing.

7.2 Key Services


7.2.1 Internet Services, DNS, Public IP and Web
The wing facilitates various kinds of internet services which include providing
DNS service, web hosting, and maintenance of the official website of BUET
including the web sites of different departments of the university and, making
arrangements for internet browsing for the students, teachers, officers, and
staffs of the University. BUET has two blocks (512) of public IP from APNIC
for internal usage. BUET is currently connected to the internet through BdREN
with a bandwidth of 3.0 Gbps.

7.2.2 Operation & Maintenance of Campus Network


In order to enhance the educational and research capacity, BUET has estab-
lished an optical fiber-based campus backbone network. Based on Gigabyte
Ethernet technology, the network connects the main functional components
of the university including departments, administrative offices, classrooms,
laboratories, libraries, residential halls, and teacher, and staff quarters. Wi-Fi

hotspots are available in different areas of the campus. A dedicated team works
24/7 to maintain the network operations of the University.

7.2.3 Data Center (DC)


BUET established a fully functional data center in 2017. Right now, it has a
total of 10 racks containing general purpose Rack servers, High Performance
Computing (HPC) servers, Blade servers, Switching-Routing devices, Firewalls,
etc. Additionally, it has a 360 TB SAN storage. To maintain the standard
temperature, the DC has six five-ton and two two-ton comfort ACs as well as
two dehumidifiers. For power management, the DC has one 60 KVA generator,
one 60 KVA and one 30 KVA UPS, enough AVR, ATS, MDB, SDB, Timer, EMS,
etc. Moreover, there is a rack of fiber termination points and ODF. The IICT
team maintains this data center 24/7.

7.2.4 Disaster Recover Site (DRS)


BUET has established a Disaster Recovery Site (DRS) on the 4th floor of the
Jamilur Reza Chowdhury building, BUET in 2021. Currently, it has four racks
containing general purpose Rack servers, Comvault backup systems, Distribu-
tion switches, fiber ODF, etc. It has a 150 TB SAN storage as well. To maintain
the standard temperature, the DRS has enough comfort ACs and dehumidifiers.
For power management, the DRS has UPS, AVR, Timer, DB, EMS, etc. The IICT
team maintains this data recovery site.

7.2.5 Computing Facilities for the Students


Through modern and fully equipped classrooms and laboratories, the System
and Support Wing satisfies the educational and computing needs of the facul-
ties, researchers and students of the university. These classrooms are equipped
with powerful computers, multi-media projectors, software, etc. Also, all the
classrooms are provided with intranet and Internet connectivity. Moreover,
BUET has a private cloud computing facility for Students and Faculties. These
Virtual Machines(VM) are accessible from the campus, halls, residential areas,
and outside of the campus. Besides academic purposes usage, those VMs
are currently used for deploying and running about 60 onsite Applications,
Services, and APIs.

7.2.6 Research Facilities


Through highly powerful computers, servers, virtual machines, sophisticated
equipment, and a rich software repository, the System and Support Wing

facilitates high-quality research work for the students of different depart-


ments/institutes of BUET as well as the graduate and postgraduate diploma
students of the institute. Currently, there are about 90 high-performance vir-
tual machines being used for research purposes. An additional 20 servers are
equipped with GPU nodes and HPC facilities. The IICT System Support team
configures, monitors, and maintains these machines.

7.2.7 Hardware & Software Related Services


With an objective of optimal utilization of the expertise of the institute, the
wing provides consulting services to the departments, institutes, and offices of
the university in connection with procurement, operation, and maintenance of
the hardware and software. The IICT team maintains the BUET Institutional In-
formation System (BIIS) and continuously makes improvements in the system
as per University requirements. The IICT development team developed and
maintains the following key software systems to enhance university services:

7.2.8 Virtual Seminar Room Facility


IICT has a modern and highly equipped Virtual Seminar Room on the 7th
floor of ECE Building, which is being used for arranging online or offline
seminars, workshops, meetings, etc., by different departments, institutes, and
offices. During the COVID-19 pandemic, IICT provided the facilities to the
departments/institutes to conduct online classes using interactive flat panels
through Microsoft Teams, Zoom, Google Classroom, etc.

IICT has evolved into a Center of Excellence for providing high-quality con-
sultation services for information and communication-related activities. The
institute regularly provides consultation and ancillary services in this regard
to the government and private agencies.

8.1 Types of Consultancy Services


8.1.1 OMR Based Result Processing System
IICT has been providing OMR-based result processing service to different
organizations for the last 20+ years. Recently, IICT has introduced a scanning-
based technology where OMR sheets and attendance sheets are scanned, and
data is captured from the image. IICT has a meticulous process in place to
ensure an error-free result.

8.1.2 Digital Question Paper Generation and


Download System
IICT developed a solution where a digital question paper can be uploaded to a
central server and distributed all over the country in a highly secure way. It
uses USB dongle digital signature along with multi-factor authentication to
ensure the secure transfer of digital questions. The system has been used by
different organizations is the last few years.

8.1.3 Admission Processing System for Colleges,


Technical Colleges, Madrasa
Based on the verified data of SSC or equivalent, IICT provides a selection mech-
anism for admission into different HSC or equivalent educational institutions.
The system includes confirmation of admission from the institutions.

8.1.4 Development of Management Information


System
Since its inception, IICT has been working with different organizations for
automation processes by developing custom management information systems
(MIS). IICT is deeply involved in the gas sector, where it helped organizations
to automate the complete billing processes.

8.1.5 Network and Data Center Design


IICT provides network design and data center design services. The design
includes physical layouts, infrastructure requirements, IT equipment require-
ments such as racks, servers, routers, switches, etc., specification of all necessary
equipment, RFP preparation, acceptance testing, documentation, etc.

8.1.6 System Study for Software Specification


IICT provides system study services for the preparation of software require-
ments. The study includes infrastructure, IT equipment, manpower, admin-
istrative processes, existing software, reports, etc. At the end of the study,
IICT provides a comprehensive report with software specifications to be imple-
mented, infrastructure requirements, RFP documents, etc.

8.1.7 Software Security Analysis


IICT provides a security analysis of different software, including code vul-
nerabilities, data security, authentication mechanisms, library vulnerabilities,
misconfigurations, security compliances, workflow mechanisms, system ad-
ministration, etc.

8.2 Testing Service


Besides consultancy services, IICT provides testing services to different kinds
of government and private organizations. A list of testing services is given in
the following.
