12.RESPONSIBILITIES OF KEY PERSONNEL:

Project Manager

The Project Manager has responsibility for the effective implementation of the Site EHS Plan
throughout all phases of the Project. The Project Management Team shall support the Project
Head in this endeavour. Project Head is required to demonstrate leadership and commitment
and provide resources to enrich the Project’s EHS Culture in the following ways:

 Ensure legislative obligations are met and Owner/PMC policy is effectively deployed
to the operational areas through the planning process.
 Develop a positive safety culture and foster behavioral change.
 Develop and implement Continuous Improvement Processes at all levels in the
organization.
 Ensure adequate training is provided for all employees in EHS issues.
 Monitor and regularly review safety performance against predetermined targets.

Site Manager (Resident Construction Manager)

The Site Manager plays a critical role at the interface of the planning and implementation
phases of the Site EHS Plan. The Manager will:
 Provide leadership to the BSL Project Team as it meets the overall objectives of the
EHS Program.
 Monitor the completion of Project activities in accordance with the requirements of
this Plan.
 Ensure comprehensive risk management practices are engaged for hazards
specifically relevant to the Project.

 Demonstrate commitment through the effective allocation of resources and the


active promotion of EHS in the workplace.
 Develop safe working practices for all potentially hazardous tasks where there is
potential to injure persons or damage plant or equipment.

Review reports prepared by the Project on Audits, Incident/ Near miss Reports
and Performance Indicators.

Actively participate in incident/ Near miss investigations, reviewing findings
and promote recommendations to prevent recurrence.

Ensure all plant and equipment provided is relevant to the task, is well maintained
and can be operated safely.

Establish procedures and facilities to manage first aid and emergency
response capabilities.

Ensure compliance with the relevant legislative, policy and client requirements.

Ensure Subcontractors are fully informed of EHS requirements prior to
establishing a presence on the workplace.

Review Subcontractor safe working procedures and EHS Plans, where required,
prior to approval to commence work on the Project workplace.

Attend toolbox talks, EHS meetings and construction meetings on a regular basis.

Ensure all personnel are suitably qualified, experienced and trained to undertake
their work activities in a safe manner.

Ensure control measures are implemented and monitored to ensure effectiveness as
part of the Continuous Improvement Process.

Lead EHS

EHS Manager’s main duty is to advise and guide BSL’s Senior Management on EHS management
issues and will be on site daily. The responsibilities and account-abilities of the EHS Manager are:


Development of Project EHS elements of the Project Management System, supporting
plans and procedures in line with Owner/PMC EHS procedures & guidelines.

Ensure EHS Plans are consistent with Project requirements and are implemented.

Provide EHS expertise in support of the risk management process.

EHS liaison with Owner/PMC, Subcontractors and regulatory authorities.

Ensure site team co-ordinate EHS data collection to meet Project reporting requirements.

Ensure Project Compliance Assurance program is implemented effectively.

Analyse the EHS training requirements and ensure training's are provided.

Ensure EHS organization is established and manage the EHS team.

Provide support to Project Head, Site Manager and team on all technical and
commercial EHS related issues throughout all Project phases.

Develop in conjunction with BSL Project Team/ Owner/PMC Management EHS Targets/
Performance Standards for the Project.

Ensure that all the hazards associated with the development are identified and assessed,
and that appropriate controls are put in place to reduce risks to ALARP.
 Monitor, audit and review implementation of the BSL EHS MS and this Plan.
 Provide advice to the BSL Project team to resolve EHS issues in a timely and effective
manner.
 Maintain a daily working relation ship with the EHS team, line management and
Subcontractors in relation to their compliance with the provisions of the EHS Plan
and regulatory requirements.
 Coordination and scheduling of EHS review activities.
 Ensure the Project EHS requirements are communicated to all and verify compliance
at site and through follow-up meetings and audits.
 Review the effectiveness of the EHS Performance and report as required.
 Lead/ participate in the investigation of incidents and near misses.
 Direct, manage and train other field health and safety staff as necessary to attain EHS
management standards set by the Project.

EHS Officers/ Advisors


The EHS Officers provide specialist information to the Project Management team, field personnel
and subcontract staff and will be present on site work locations all the time.

The EHS Officers/ Advisors will:

 Finding site Unsafe act/unsafe condition and take necessary action


 Provide field support to Construction Manager and Construction Supervision in
implementing EHS matters.
 Advise Project and site personnel of the requirements of legislation, guidelines,
Standards, Risk Assessments and Method statements relevant to the workplace.
 Ensure the requirements of this Site EHS Plan are consistently and comprehensively
deployed on site.

 Co-ordinate the workplace inspection program and assist with regular internal EHS
audits of the system and/ or associated processes, procedures and work practices.
 Lead and assist in the development, implementation/ delivery and revision of the EHS
induction and training programs.
 Lead and assist in the identification, assessment and development of control mechanisms
for hazards in the workplace.
 Assist in the investigation and reporting of incidents on Site as required.
 Ensure EHS information is systematically disseminated to all personnel. • Co-ordinate
the collection, recording and analysis of EHS data.
 Ensure that the requirements of all PTW system/ procedures are understood and
implemented.
 Provide information to Site Construction Supervision, promoting EHS issues/ lessons
learned etc., participate in Tool box talks and related site activities.
 Encourage personnel to actively engage in the training program.
 Ensure personnel receive all EHS training applicable (classroom and on-the-job) to
effectively perform their role and position.
 Liaise with function Managers/ Supervisors to ensure training requirements are
consistent with Project requirement procedures.
 Develop and maintain a database to monitor and track all EHS training provided on the
Project.
 Assist in the translation of training material where applicable.

PERMIT-TO-WORK (PTW) COORDINATOR


The PTW Coordinator will:

 Maintain up-to-date registers of Permits and Certificates, together with cross-


references.
 Ensure that all relevant documents including Risk Assessments (RA’s), Method
Statements, drawings, etc. are attached to the PTW as applicable, and are signed by all
relevant parties.
 Coordinate with Permit Applicant, Area Authority, and Issuing Authority and process
all PTW applications and ensure to obtain required authorization and approvals from
Area Authority and Issuing Authority.
 Periodically inspect/ audit the PTW system implementation at work site.

ENGINEERS/SUPERVISOR

The Engineers/Supervisor (BSL and/or Subcontractor) is responsible for overseeing the day to
day activities and as a consequence are directly responsible for the practical application of EHS
requirements in the workplace and are accountable/ responsible for EHS compliance
throughout their daily work scope throughout the Project duration accepting individual
responsibility for their own safe behaviour as well as sharing responsibility with their
workforce.

The Engineers/Supervisors are required to:

 Demonstrate EHS leadership and management skills for their scope of work.
Have an understanding of EHS requirements for the Project.
 Know, understand and supervise their work with the expectations and standards of
EHS policies and procedures and fully apply the Site EHS Plan.
 Ensure that all Method Statements, JSAs, PTW, Heavy Lift procedures, and related
documentation required ensuring safe working practices are in place prior to daily
start of work.
 Ensure that all plant and equipment to be used is fully inspected as “Fit for Purpose”.
 Promote a positive safety culture.
 Be directly responsible and accountable for EHS performance and compliance with
requirements applicable to their areas of supervision.
 Ensure all work is progressed in a safe manner.
 Adhere to Golden Rules of Safety, Risk Assessments, Environmental Aspects Register
and other EHS procedures.
 Respond positively to employee safety suggestions and take appropriate action to
correct any unsafe conditions.
 Attend toolbox meetings on a regular basis and/or after a significant event. • Release
employees for safety training as required.
 Reinforce positive safety initiatives and behaviour.
 Implement disciplinary procedures when any employee fails to comply with
responsibilities.

ALL PROJECT PERSONNEL/EMPLOYEES :

All personnel employed on the Project are responsible and accountable to:

 Accept individual responsibility for their own safe behaviour as well as sharing
responsibility with their fellow workers and line supervision to “look out for their
own as well as their co-workers” safety.
 Comply with and constructively participating in the Project EHS activities of the
Project EHS MS.
 Work in a safe manner at all times and contribute to the implementation of the
“Incident and Injury Free” philosophy.
 Take reasonable care for the safety of themselves and other personnel who are at the
workplace and who may be affected by any acts or omissions on their part.
 Comply with the safe working policies, procedures and practices adopted by the
Owner/PMC as part of the safe working system.
 Co-operate with their employer in ensuring that their workplace is as safe and
healthy as is reasonably practical.
 Report to their Supervisor any hazard or potential hazard in the workplace or any
incident, personal injury, accident or near miss that may have occurred during the
course of the work to the supervisory staff immediately.

 Correctly use, store and maintain personal protective equipment issued for the
protection of workers against workplace hazards.
 Follow all verbal or written safe work procedures, practices and directions.
 Observe all warning signs and notices.
 Attend toolbox meetings and pre-start meetings.
 Comply with EHS requirements which apply to an individual’s work activities.
 Wear PPE appropriate for the work activities.
 Comply with work instructions and permits.
 Active participation in promotion of monthly EHS theme announced by Owner/PMC.
 Discipline employees of BSL and Sub-Contractor shall demonstrate leadership while
executing the quarterly drills based on scenario.

SUB-CONTRACTORS
All Subcontractors engaged on the Project will conduct their work activities and meet their duty
of care responsibilities in compliance with the relevant legislation for the work activities
performed under the Head Contract.

The Subcontractor has the responsibility to:

 Implement and enforce the requirements of this Plan and procedures, regulations and
codes as they apply to the scope of work.
 Provide the necessary resources, equipment and materials for the safe execution of
his scope of work in accordance with the requirements of his contract and the specific
requirements defined in this Plan.
 Meet their legal and EHS obligations as required by Contract.
 Provide sufficient information in the form of an approved EHS Management Plan or
procedures that clearly outlines how the Subcontractor intends to meet the EHS
requirements of the Project.
 Consult and co-operate with BSL personnel to ensure EHS plans and procedures are
effectively implemented, and a safe working environment is maintained.
 Provide sufficient performance data and information that will demonstrate the
Subcontractor’s compliance with prescribed performance targets and commitment to
continuous improvement.
 Complete designated safety activities and submit weekly and monthly performance
reports to the BSL Project EHS Manager.
 Respond positively to employee safety suggestions and take appropriate action to
correct any unsafe conditions.
 Release their employees for safety training as required.
 Attend toolbox and construction meetings as per Project schedule.

13.RULES & REGULATIONS:


All persons deployed at site shall be knowledgeable to comply with the environmental
laws, rules & regulations & the EHS Plan relating to the hazardous materials and wastes.
Sub-contractors shall not dump, release or otherwise discharge or dispose off any such
materials without proper authorization from the Client/Owner.

14.SITE EHS MANAGAMENT AWARENESS & TRAININGS

Awareness/Motivational programme:

For promoting and developing awareness on Health, Safety and Environmental protection
among all personnel working for the Contractor. Regular awareness programs at least on
monthly basis shall be arranged on EHS activities to cover hazards/risks involved in various
operations during construction.

The BSL shall arrange EMERGENCY MOCK DRILL like fire, WAH (work at height) Rescue, earth
quake, etc. at site at least once in three months, involving site workmen and site supervisory
personnel & engineers. The BSL shall maintain adequate record of such fire drills at project
site.

Workmen & Supervisory staff will be motivated and encouraged by issuing/awarding them
with gifts, mementos, incentives & Certificates etc.

Periodical assessment will be carried, and behavioral change of its site engineers/supervisors
periodically and constantly motivate/encourage them to implement EHS practices at project
works.

Job Specific training/ Onsite training's:

To strengthen the EHS skill and improving compliance of trades man and individuals in the
work, separate Job specific / on site training's shall be conducted for carrying out the assigned
job safely. The training's will be specifically about.

- Potential hazards to which they may be exposed at their workplace


- Measures available for prevention and elimination of these hazards

The topics during training shall cover, at the maximum: -


- Why Safely should be considered during work – explain
- Education about hazards and precautions required.
- Employees duties and responsibilities
- Emergence and evacuation plan
- EHS requirements during project activities
- Fire fighting and first aid
- Use of PPEs
- Occupational health issues
– dos & don't
- Local laws on intoxicating drinks, drugs, smoking in force
- Common environmental subjects
– lighting, ventilation, vibration, smoke/fumes etc
- Pandemic diseases like COVID-19, etc.

TRAINING & COMPETENCY

EHS Induction and EHS training for the Project will be established in line with Owner/PMC
requirements. Training will be competency based wherever possible. Training’s will be
delivered in multilingual languages to the Project workforce as applicable so that they
understand. Training's will be conducted by a qualified and competent Trainer(s).

INDUCTIONS

All Project BSL and Subcontractor staff shall attend BSL ’s EHS Induction before commencing
work.

The Induction course will cover:


 BSL and Owner/PMC EHS Policies, Commitment Statement and safety rules.
 Behaviour based safety.
 Employees’ duties & responsibilities.
 Hazard Identification.
 Working at Heights requirements.
 Emergency Response.
 Safe work practices and Safe Driving.
 Handling Dangerous materials and MSDS.
 Colour coding.
 Power tools and Hand tools.
 Environmental Protection and Waste Management
 Heat stress.
 Basic fire-fighting.
 Occupational health issues – dos & don't.
 Local laws on intoxicating drinks, drugs, smoking in force.
 Medical Facilities and first-aid.
 Incident Reporting & Observation cards.
 Encourage Safe behaviors and discourage Unsafe behaviors.
 Commuting policy compliance to ensure safe driving/ travel.
 Pandemic diseases like COVID-19 and other regional/ seasonal diseases.
 Inductions may be performed by BSL provided and Owner/PMC approved Induction
presentation.

All visitors to Site shall be given an outline briefing of their responsibilities as contained in the
formal Induction in the form of a shortened Visitors EHS Induction containing essential safety
and emergency response information.

TRAINING

Following the Induction course, subsequent general and Project-specific training's will be
conducted to improve and maintain HSE-related competency levels of all relevant personnel. In
the course of execution of the Project, BSL will arrange required training's based on the scope
of the work needs and they will be completed as per the approved Project mobilization plan.
All training's will be recorded in attendance rosters and kept for records throughout the
duration of the Project. Additionally, as applicable, all Project employees will be provided with a
EHS Passport and all training's shall be appropriately recorded, including for Subcontractors.
As per the Owner/PMC EHS Specifications for BSL , the following additional EHS Training's
will be carried out at training centre and at site (for workmen & staff members) as when
required:

15.TOOL BOX TALKS


Daily Tool Box Talks will be given at the start of each shift. These will be conducted by the line or
task supervisors, in a language understood by the workforce and will address the application of
safety rules and procedures to the hazards of current work.
The TBTs will specifically address:

 Hazards related to work assigned on that day and precautions to be taken.


 Briefing of Unsafe condition and unsafe action at site premises.
 Social related news with respect to environmental health safety.
 Updates of site evacuation and emergency contact details.
 Discussion about welfare facility issues at site.
 Any forthcoming EHS hazards/events/instruction/orders, etc.
 Two-way communications will be encouraged, and an interpreter will be present if
needed (20 Min= 15min delivery TBT + 5min Feedback from workers).
 Tool Box Talks record sheets will be filled in and held at the workplace for the k
duration of the work, before being returned to the EHS department for filing.
 Mass tool box talk also shall be held for the entire project workforce following major
incidents or to raise awareness on pertinent topics such as heat stress. EHS milestones such as
LTI free man-hours will also be celebrated in the mass tool box talks.
16.WORK PERMIT SYSTEM
BSL work permit system shall be honored. “No permit, no work “shall be followed. The ‘Permit to
Work’ (PTW) Procedure is a formal written system that utilizes a document (Work Permit) to
control work by means of potential hazard identification and risk assessment. The work permit is
also a means of communication among various Supervisors or their representatives belonging to
construction, Maintenance, Controlling Teams and Contract personnel, who are involved in work
preparation and / or its execution.
The system is intended to ensure personnel and environmental safety as well as plant &
equipment integrity. The work permit is not simply a permission to carry out the job; rather
it is a cornerstone for a safe system of work, which determines how that job can be carried out
safely. A work permit is not just an exercise in form filling.
The permit procedure to be followed for this project will be based on BSL document - Permit to
Work Procedure.

The Permit to Work System incorporates the use of 8 types of Work Permits:
1) General work permit
2) Height work permit
3) Hot work permit
