1. PROJECT DESCRIPTION

 Overview of the Project: Haddah Al sobahah Road is 8.630 km long and starts
(from Haddah intersection to Al Sobahah Intersection ), And one of the entrances to
the Yemeni capital of Sana'a, where it is used for the passage of many vehicles
coming from several districts , In addition to its use by the coming from the provinces
West of the capital to reach the quick to the heart of the capital due to the heavy
traffic density at the entrance to Many Roads .
Scope of Construction Works: Maintenance for the Asser Street, The maintenance
works are , Cleaning of Pavement, Side-Walks, Median Island, Cleaning of Median
Canal ,Cleaning of culverts , Cleaning of ditches, Supply and plant of Ficus Nitida
trees ,Potholes and Failure Repairs < 25m2 , Potholes and Failure Repairs > 25m2 ,
Stone Pavement , Hot Mix Asphalt Concrete For Overlay 3cm , Crack Sealing ,
construct Gabion, construct Boulder Mortared Masonry& Stone Masonry , construct
New Grouted Riprap , Diverting Channels & Repair Grouted Riprap for ditches and
culverts complete & Repair damaged Walls & cement mortar for the joints in
roadside , reinforced concrete (C25/30) for Ditch Slab , pre-cast concrete curb
stones 35cm , build laid curbstones 40 cm, cement tiles 25x25x2.5 cm , cyclopian
concrete for walls , Irrigation Plastic Pipe 12inch and Ancillary Works .

Timing of Works: Works it will be completed during five month.

 Reports to the Project Management


Engineer and is the primary advisor to the
EPCC contractor on all HSE issues
associated with the construction site;
 Is empowered to halt construction
operations if any unsafe acts or conditions
are witnessed;
 Ensures all managers and employees are

 Facilitates HSE risk assessments and JSAs;
 Undertakes regular HSE inspections of the
construction site in accordance with the
contractor’s HSE policy;

3. TRAINING, AWARENESS AND COMPETENCY

Arrange weekly environmental training , awareness and competency will be delivered /


assessed throughout the project, to ensure the relevant aspects of this CEMP are
communicated to the project team and front line staff (including contractors and sub-
contractors).

4. ENVIRONMENT AND HERITAGE RISK MANAGEMENT

The following environmental management areas:

 Temporary disruption of economic activities, including disruption of traffic and


congestion due to road closure and detours
 Public safety during the maintenance phase
 Dust generation during maintenance excavation, backfilling, and compaction of the
pavement layers
 Increased levels of noise and vibration due to heavy vehicles and construction
equipment, which are a nuisance to the community around the site.
 Air pollution due to emissions from construction vehicles and equipment.
 Production and disposal of reconstruction debris and waste materials
 Poor coordination, planning and sequencing of construction could lead the breakage
of underground pipes (electric power cables, telephone lines, water distribution) or
paved roads

4.12 Grievance Mechanism for Workers

- Provision of information. All workers should be informed


about the grievance mechanism at the time they are hired,
and details about how it operates should be easily available..
- Transparency of the process. Workers must know to
whom they can turn in the event of a grievance and the
support and sources of advice that are available to them. All
line and senior managers must be familiar with their
organization's grievance procedure.
- Keeping it up to date. The process should be regularly
reviewed and kept up to date, for example, by referencing
any new statutory guidelines, changes in contracts or
representation.
- Confidentiality. The process should ensure that a complaint
is dealt with confidentially. While procedures may specify that
complaints should first be made to the workers’ line manager,
there should also be the option of raising a grievance first
with an alternative manager, for example, a human resource

- Non-retribution. Procedures should guarantee that any
worker raising a complaint will not be subject to any reprisal.
- Reasonable timescales. Procedures should allow for time
to investigate grievances fully, but should aim for swift

afterwards. Time limits should be set for each stage of the
process, for example, a maximum time between a grievance
being raised and the setting up of a meeting to investigate it.
- Right of appeal. A worker should have the right to appeal
to UNOPS or national courts if he or she is not happy with
the initial finding.
- Right to be accompanied. In any meetings or hearings,
the worker should have the right to be accompanied by a
colleague, friend or union representative.
