1. Introduction
Proper construction Planning is the core success of any project; Therefore, CREET gives too
much care and attention to this process to make sure that all project elements will be properly
Studied, Planned and Executed to the utmost satisfaction of our valuable Clients.
The objective of this Plan is to show CREET ensure a smooth move with the project phases
from mobilization to construction and delivering the Project on Time, with High Quality,
Safety Standards and within Budget.

2. Site Management
The Project Manager, Logistics Manager together with their site team will be responsible for
the co-ordination of deliveries and access arrangements. They will be responsible, on behalf
of CREET for the implementation and enforcement of all duties and strategies included in
this document. The construction team will reduce as far as possible any potential impacts of
construction on the highway. They will ensure that the development does not prejudice the
free flow of pedestrian and vehicular traffic and conditions of safety on the site routes.
For Complaints and Communication procedure will be in place.
They will also deal with any complaints made and will head up any investigation required.
Records of these complaints will be kept on site along with any corrective measures required
as a conclusion of the investigation.

2.1 Logistics Manager Authorities and Responsibilities


Logistics Manager shall have the authorities to reject/Stop all activities or deliveries that are
not coordinated and not as per Logistics Management Plan and should have full
responsibilities of the following

 Planning and managing logistics, warehouse, transportation and customer services


 Directing, optimizing and coordinating full order cycle
 Liaising and negotiating with suppliers and manufacturers
 Plan site set-up to move labour, plant, and materials around site efficiently (e.g. hoarding,
gates, site accommodation, cranes, hoists, security, temporary services and material
delivery.

 Together with the site Project manager and health and safety adviser, maintain the
Construction Logistics Plan and/or Construction Traffic Management Plan.
 Write formally to all suppliers describing the characteristics of the site, including site
access /egress, storage capacity and arrangement by programme, labour, cranes etc.
Include the requirement for all deliveries to be made in compliance with the Traffic
Management Plan.
 Control materials in and out of site by scheduling deliveries to specific time slots.
 Plan and integrate with key contractors to meet the needs of the planned programme and
de-confliction of on-site space and time where appropriate.
 Create a system to communicate information around the site e.g. noticeboards, email
distribution lists, monitor displays, web pages.
 Ensure local hospital data is regularly updated, communicated and routes are checked.
 Define and organize all site signage to the agreed corporate standard.
 Ensure that signage and signage symbols used are recognized.
 Ensure additional languages are used in signage to ensure messages are understood.
 Manage all movements to and from site and keep associated records.
 Enforce the full use of the organization’s delivery management system.
 Ensure suppliers use appropriate vehicles for delivery.
 Control materials in and out of site by scheduling deliveries to specific time slots.
 Update all logistics records and improving Logistics plans
2.2 Proposed Site Hours & Days
From Saturday to Thursday 7:00 AM to 5:00 PM, additional shifts might be required and
proper communicated prior to its implementation.
For Ramadan month Suggested times: From Saturday to Thursday from 6:00 AM to 12:00
PM
During events timing a noticing MEMO from CREET will be sent to all Project Parties with
the new working hours and duration
No Delivery will be made without permit during events timing, festival timing or Peak traffic
times.

2.3 Communications
The site induction is the primary means of communicating the Construction and Logistics
Plan to all sites personal. The site induction is carried out by the Project/ Site Manager and
the Project Management team to the new operative on the first day at work.

Any issue raised will be addressed by the project manager.

Internal Communications

 Internal quality, environmental and OH&S communication has been implemented to


ensure that personnel at each relevant level and functions are aware of the following:
 The integrated management system.
 The importance of conformance with the HSE policy, procedures and system.
 The potential consequences of system non-conformances.
 Individual roles and responsibilities in achieving conformance with procedures, including
emergency preparedness and response.
 The significant environmental aspects/hazard associated with work activities and the
environmental/OH&S benefits of improved personal performance.

Communications may be accomplished by the use of:

 Notice boards
 Awareness training of facility personnel, as appropriate in line with job function.
 Environmental/OH&S training of relevant job functions, as appropriate.
 Electronic notes.
 Team meetings and meeting minutes.
 Management reviews and meeting minutes.
 Corrective Action Requests.
 Sharing by email by QHSE department

3. Routing information
The site induction and pre-order meetings are the primary means of communicating to Sub-
contractors, Suppliers, deliveries and visitors so they are made aware of the agreed route.
Deliveries of the material will be arranged from Main laydown area to site Lay Down Area.
All the material will be segregate and stored at ground level on hard standing within site
boundaries

3.1 Strategies to Reduce Impacts


This section describes measures that can be implemented to ensure in achieving the aims of
reducing environmental impact, road risk and road congestion.

CREET will set a holding point for all deliveries and heavy trucks to manage and arrange
traffic to decrease or mitigate the traffic impact

Flexible Deliveries and heavy trucks working hours


Creet might use this strategy in order to avoid noise and road congestion due to dumpster
trucks or delivery trucks

Trucks Inspection
The store logistic representative must inspect all the trucks before entering or exiting the site
all the cars, equipment and Trucks will be inspected against.

4. Material Control

All tools and materials, other than trash, that is removed from the project must be
accompanied by a material exit pass, which can be obtained from the logistics office. All
trash that is removed from site will be checked by security to verify the content.

 Incoming Materials.
 All packages for delivery to personnel holding office on site shall be inspected by
the security guards at the access gates. The addressee shall be informed about the
arrival of the package prior to inspection. After inspection, the package may be
collected by the addressee, or stored in the Security office, depending on the
addressee’s advice or the contents of the package.
 All incoming deliveries of supplies, materials and equipment for the project shall
be accompanied by a material entry pass, or a delivery note, if from a vendor.
Security will examine the material and/or equipment and compare with the
delivery note or material entry pass and notify the MAG of the delivery. Security

will retain a copy of the material entry pass or delivery note. Creet/Subcons
materials will have to be escorted from the main gates by the Creet’s
representative, to the warehouse or its final destination.

 Outgoing Materials

 All supplies, materials and equipment to be taken off the sites facilities shall be
presented for inspection to the security guards on duty at the gate and signed off
by the security supervisor. The corresponding gate pass for said items shall be
presented to the security guards on duty. Everyone shall complete material exit
form with the description, number, name of originating office and destination of
said CONTRACTOR’S materials. A designated representative and Project
Management must sign the material exit pass to authorize material exit. All
signatures will be checked against a list of authorized signatories, which will be
maintained at the security office. A copy (original) of the gate pass shall be
retained with the security guard on duty and will be handed to the Project
Security Coordinator at the end of each day for filing.

 Liquor, Drugs, Firearms and Explosives

 Any person under the influence of or in possession of any intoxicating liquor or


illegal substances will not be permitted to enter the project sites or loiter on
property.
 Firearms, alcoholic beverages, narcotics or explosives will not be permitted on
the property.

5. Traffic Regulations

 Driver's license

 Motor vehicle drivers and equipment operators shall be qualified and licensed in
accordance with the regulations of Saudi Law. Vehicle drivers will be in possession of
a valid Saudi driver’s license and equipment operators will be in possession of a valid
Saudi equipment operator license specific to the type of equipment operated.

 Warning flags and lights

 Red flags shall be used during hours of daylight and red lights during the hours of
darkness on any load that extends beyond the front, side, or rear of any vehicle.

 Traffic signs

 All traffic signs and signals, whether fixed or portable, shall be obeyed, and drivers shall
cooperate with representatives appointed to direct traffic.

 Speed limit

 All vehicles shall be operated within the speed limits on the project sites.

 Walks and Roadways

 All personnel and/or subcontractors will use only designated walks and roadways, on the left
side of the road facing on-coming traffic, when entering or leaving the job site, when moving
from one area to another, or when obtaining material. The use of short cuts or undesignated
pathways is prohibited.

 Driving and parking

 Vehicles shall be driven on the right side of street. Parking will be permitted in designated
areas only. Vehicles shall not be parked in such a manner as to slow down, hinder, or
interfere with the free flow of traffic. Vehicles shall not be parked so as to block or interfere
with the use of fire hydrants or fire equipment. Vehicles shall not be left unattended with
the motor running. Vehicles parked on site shall be left open with the keys in the ignition
switch should it be necessary to move it in case of an emergency.
 All vehicles on the property will be there at the risk of the vehicle’s owner. Neither Client/
nor contractor Project Management accepts responsibility for damage to or theft of such
vehicles.

 Right-of-way

 All motor vehicles shall give right-of-way to pedestrians, ambulances, and firefighting
equipment and other emergency vehicles. All drivers of motor vehicles shall practice extra
ordinary driving courtesy.

 Passengers

 Passengers shall be limited to the number according to the design of the vehicle and
manufacturer’s specification and the vehicle shall not be overcrowded. Drivers of motor
vehicles shall not permit passengers to ride on fenders, running boards, tops, or bumpers of
motor vehicles and in the back of pick-up trucks. Passengers shall keep all parts of their
bodies inside the cab or body of vehicles and must be seated while vehicle is in motion.
Tailgates must be kept closed. Passengers shall not get on or off a vehicle while it is in
motion.

 Windshield or window obstruction

 Vehicles/equipment having nontransparent window materials, which interfere with clear


visibility through any side window or windshields with cracks in the windshield, shall not be
operated on the project. All vehicles shall be equipped with adequate rear-view mirrors.

 Obstruction

 Obstructing streets, roads, fire equipment or firefighting facilities Creet and its Subcons shall
not block roads/streets without permission from Project Management. When Creet or its
Subcon work obstructs a road or street, Creet/Subcon shall provide approved lights, barriers,
warning devices, and/or signal men. Parked vehicles must not block fire equipment,
firefighting facilities and fire hydrants.

6. Temporary Works
Creet will engage technical team for temporary work design (TWD) at the outset of the
project to identify, where temporary works are required, the impact of temporary works on
the build, and whether temporary works can be integrated into the permanent scheme.

7. Welfare provisions
7.1 Workers’ Rest Area:

CREET shall provide a shaded rest area for workers to rest. During summer working hours
when workers are prevented from working outside during the hours of 12.00 – 15.00 a
suitable Air-Conditioned rest area must be provided where it is impractical to return them to
their normal living accommodation.

7.2 Toilet & Washing Facilities:

 There will be a provision for adequate toilet and washing facilities for all employees. ‘
Adequate’ means the following must be provided
 Enough toilets and washbasins for those expected to use them - people should not have to
queue for long periods to go to the toilet; as per ministry of labour and social affair
decision 404 and Ratio will be 1:25 workers.
 Clean and orderly facilities - to help achieve this walls and floors should preferably be
tiled (or covered in suitable waterproof material) to make them easier to clean
 A constant supply of toilet paper
 Facilities that are well lit and ventilated
 Facilities with potable running water
 Prayer Room
 Pantry for project staff

7.3 Smoking Areas:

 Smoking is permitted only in designated areas. Clear and legible signs shall be posted
 Smoking will be prohibited at or in the vicinity of operations that constitute a fire hazard.
A sign reading “No Smoking or Open Flame,” will be conspicuously posted.
 Smoking shall be prohibited where refueling activities are in progress.
 smoking will be strictly prohibited in specific areas and buildings. All ‘No Smoking’
areas will be clearly identified
 A working environment where people can work without being irritated by tobacco smoke
shall be provided.

7.4 Drinking Water Station:

Site shall be provided with enough cold drinking water. Water dispenser with coolers shall be
fitted at various locations and maintained from time to time. Shaded rest areas shall be
developed at site for the employees during the break time. During summer the re-hydrate
solutions will be provided to the employees. Rehydrate solutions shall be distributed to the
respective foremen at the beginning of each day as per the manpower working under him.
During cold months’ workers will be given appropriate clothing i.e. high visible
jacket/Raincoat and hot drinks.

7.5 Nurse/First Aid Room

CREET provides a First Aiders at the main construction site and will also provide facilities
which will be local to the work fronts. The room should always be readily available. First aid
room will be including First Aid Boxes, emergency stretcher and rest bed etc. First Aid boxes
/ kits shall be established for all working locations including offices and temporary facilities
and shall be clearly accessible and marked in a highly visible manner. They shall be marked
with ‘FIRST AID” in English and the predominant language of the labor on site.

8. Coordination with other project in the vicinity


CREET will assign Project coordinator to coordinate with other projects in the vicinity, he
will be responsible for coordination but not limited to:

 Exit and entrance time of project staff and labours


 Access permissions
 Will monitor and develop the logistic plan according to monitoring results.

9. Site Security
CREET will assign security officers to ensure site security and to keep records of entrance
and exit, site security will be Providing and maintaining appropriate levels of site security
benefits both the owner and contractors, as it will protect the site, reduce the potential for
theft and restrict entry to only authorized personnel. The security team will periodically make
site assessments This assessment should be reviewed and revised to reflect changes such as,
security risks, project boundaries, progress of work, level of security needed, logistics plan,
etc.

10. Cars Parking/Pick up and Drop Points for Labours:


CREET will provide a shed cars parking for site team, consultant, client and Visitors Parking,
CREET site team is vigilant in ensuring that site personnel or visitors do not park illegally.
Should any sub-contractor decide to continue to park illegally, CREET will not hesitate to
remove that contractor from the site. Parking in neighbors Parking spots will be strictly no
parking for any residents parking around the site and shall be strictly prohibited during site
construction works and until completion / handover.
Heavy trucks and labors buses will be not allowed to Park at site they will only enter the lay
down area for offloading only and they will leave the site according to the Access and Egress
routes.

11. Temporary Water and power supply
CREET will arrange, supply and install all temporary Water & power supply needed for the
project that will include:

 Water service and distribution.


 Sanitary facilities.
 Drinking water.
 Temporary Lights and Power Supply.
 Generators and Water tanks.

12. Pollution/ Waste Management


CREET will, as far as is reasonably practicable, take all precautions and measures to ensure
the effective control of waste/pollution. Procedures will be continuously developed to ensure
that all ‘controlled waste’ produced or held as a broker is disposed of in accordance with
legislation, codes of practice and guidance notes. Only registered or exempted waste carriers
and managers will be used, and regular monitoring will be maintained to ensure compliance
with relevant legislation by carriers and sub or work package contractors. All waste is
recorded via our Site Waste Management Plan which breaks down the waste categories of
how much we expect to dispose.

13. Dust Suppression and Mitigation.


Best Practicable Means (BPM) will be used in controlling dust emissions, in accordance with
the Best Practice Guidance standards for The Control of Dust and Emissions from
Construction. Where operations will create a large amount of dust, appropriate actions will be
taken to keep it to a minimum. Operations to be controlled in this way include:

 Rubbish dumping in skips – sheeting shall be used to prevent the escape of dust,
particularly during transportation.
 Earthworks– Dust will be controlled at source using vehicle speed restrictions and/or
damping down procedures. (Precautions will be taken to ensure that water used in the
damping down process, which may have become contaminated, does not run into a
watercourse or sewer).
 All vehicles will be checked for cleanliness before entering and leaving the site, where
necessary the wheels will be cleaned to minimize debris on the highway.
 All existing highways used by vehicles entering and exiting from the site shall be kept
clean and clear of all dust and debris. All dust, mud etc. spreading onto these highways
shall be immediately cleared with a road sweeper.
 Demolition The works shall also include for all necessary site dust control (dust barriers
to be used).

14. Noise and vibration Control
Best Practicable Means (BPM) will be used, including low vibration methods and silenced
equipment and machinery, in accordance with the Approved Codes of Practice for noise and
vibration control on construction and open sites.
CREET shall employ the best practicable means to minimize noise and vibration produced
by the operations and will have regard to the recommendations in approved codes “Noise
Control on Construction & Demolition Sites”. All mechanical plant and vehicles will
Checked for effective exhaust silencers and will be maintained in good and efficient working
order. All compressors and generators will be sound reduced with acoustic covers which will
be kept closed whilst in operation. Any equipment will be fitted with mufflers of the type
recommended by the manufacturer when it’s required to control the noise.
