MINUTES OF THE ELECTION PROCEEDINGS

PARTICULAR DETAIL

I. DATE AND VENUE The Panlalawigang Pederasyon Election was conducted on

November 24, 2023 at the DILG Aurora Provincial Office, Baler,
Aurora.

II. PARTICIPANTS The activity was attended by a total of eight (8) SK Chairpersons
from the eight (8) Municipalities of the Province of Aurora, with the
Municipal Board of Election Supervisors (BES) and the Municipal
Panel of Observers, composed of the following:

 III. HIGHLIGHTS OF THE ACTIVITY

(A) Determination Before proceeding with the election proper, the quorum was first
of Quorum and determined by Provincial BES Chairperson, PD ENER P.
Constitution of the CAMBRONERO, CESE. Based on the Registration Form, it was
[C/M/P] Election recorded that:

a total of 8 out of 8 MUNICIPAL SK Chairperson who have been

elected and qualified, or 100% are present in the venue. With a total
of 100% attendees, thus, quorum is hereby declared by the
Provincial Pederasyon BES Chairperson

After the determination of quorum, PD ENER P. CAMBRONERO,

CESE proceeded with the discussion on the rules/policies for an
orderly and successful conduct of the activity. In consideration of the
limited number of SK Pederasyon Pamabayang Presidents in
Aurora which is 8 and the number of positions to be voted for which
is 7, as the temporary presiding officer, BES Chairperson PD ENER
P. CAMBRONERO, CESE, asked for the consensus of the body if
they will allow the DILG personnel present to be the election
committee. All SKs present raised their hands in agreement. There
being consensus, PD Cambronero officially served as the Election
Committee Chairperson. LGOO II Clarissa G. Hess was asked to be
a member. LGOO II Hess, without hesitation, agreed. Then
ELECOM HEAD, PD Cambronero, asked ADA IV Gerardo M.
Gonzales to be the second member of the Election Committee,
without further hesitation, Mr. Gonzales, agreed to take on the role.

(B) Nominations Before the nomination proceedings, it was agreed upon by the body
for the SK Pederasyon to add another Public Relations Officer so that the 8 of them will hold
Positions/Officers all positions.

Election Committee Chairperson Cambronero first read the

rules/manner of nominations. He stressed that an SK who is
nominated in any of the positions, may deny such nomination and
provide reason/s for such denial. ELECOM Chairperson
Cambronero further emphasized that an SK can be nominated in
one (1) position only.

 The Nominations followed right away. Starting from President down
to Sergeant-at-Arms, namely:

VICE PRESIDENT: PATHRICK B. RAMIL - Dilasag

SECRETARY: EUNIE MAY B. FERNANDO - Baler

TREASURER: HERO ANDREW G. BIHASA - San Luis

AUDITOR: WILBERT E. CORPUZ - Dinalungan

PRO 1ST DISTRICT: JOHN HENRICK B. WENCESLAO - Maria Aurora

PRO 2ND DISTRICT: DARWIN A. VILLANUEVA - Casiguran

SERGEANT-AT-ARMS: JOHN REY C. EDRADA - Dipaculao

The above-mentioned nominees were each given two (2) minutes to

speak/provide introduction and proposed plans, priority programs
and projects.

(C) Casting of Votes The rules and regulations in casting of votes were discussed by the
Election Committee Chairperson. Casting of votes started at 1:20
PM, which was done based on the alphabetical order of their
respective municipalities.

The participating SK Pambayang Chairpersons were called one by

one and provided with the election ballot, ballpen and a secrecy
folder before they proceeded to their assigned seat.

No problems were encountered during the casting of votes.

All participating SK Pambayang Pederasyon Presidents from the 8

municipalities have casted their votes at 1:39 PM.

(D) Counting of Votes Before proceeding with the opening of ballots, the Election
Committee Chair reminded all SK Chairpersons to remain seated
and observe silence and proper decorum, as the official counting of
votes will officially start.

Around 1:43 PM, as all ballots were opened, the Provincial Election
Committee, under the Supervision of the Provincial BES, tallied all
votes casted per candidate per position.

The winning candidates were invited by the Election Committee

 Chair Cambronero to stay in front of the function room for the
proclamation ceremony.

He, along with the members of the Provincial ELECOM and BES
congratulated all the winners and officially proclaimed them as the
newly elected Panlalawigang Pederasyon Officers of the Province of
Aurora.

Right after the proclamation Election Committee Chair Cambronero

was requested by the Election Committee Chair to formally start the
Oath Taking Ceremony. The ELECOM Chair provided the elected
Pederasyon Officers with a copy of the Oath of Office and reminded
them to sign their respective form and to provide the Municipal BES
with a photo copy of the signed Oath of Office.

Election Committee Chair Cambronero gave a brief introduction of

the Municipal Mayor who shall administer the Oath of Office of the
newly elected Pederasyon Officers.

The oath taking was administered by Hon. RHETT RONAN T.

ANGARA. Subsequently, the Local Chief Executive congratulated all
the Officers of the Pederasyon and rendered an inspirational
message.

\(E). Issues/Concerns The Municipal Pederasyon Election was conducted in a smooth,

peaceful, safe and orderly manner.

(F). Concluding Election Committee Chair Cambronero facilitated the distribution of

Ceremony Certificate of Attendance to all the participants.

The activity was finally concluded at 2:26 in the afternoon.
