Accelerating Indonesia’s
Electric Vehicle Industry
Revised TKDN Targets and Incentives
The Indonesian government has revised the
target value for the domestic component level
(TKDN) in the assembly of battery-based elec­
tric vehicles (KBLBB) to attract more investment
and accelerate the KBLBB market in Indonesia.
Hendro Martono, Director of the Maritime In­
dustry for Transportation Equipment and De­
fense Equipment at the Ministry of Industry,
announced in a press conference that the mini­
mum TKDN value of 40 percent, initially set un­
til 2024, will now extend to 2026. Additionally,
the TKDN composition will increase to a mini­
mum of 60 percent during the 2027-2029 period
and a minimum of 80 percent in 2030 and be­
yond.
Martono stated, “The calculation of local con­
tent, or TKDN, for electric vehicles is proposed
to be changed to 50 percent for the main com­
ponents in 2020-2029 and increase to 60 per­
cent in 2030.”
Under the revised calculation, the TKDN weight
for supporting components remains at 10 per­
cent, while the weight for assembly compo­
nents increases from 10 percent to 20 percent.

Martono outlined the three stages of TKDN
calculation: the first stage focuses on mar­
ket creation until 2026 to attract new invest­
ment through assembling KLBB in completely
knocked down (CKD) form. The second stage
targets industrial penetration in the 2027-2029
period by necessitating the use of battery packs
and modules for the domestic KBLBB industry.
The third stage involves industrial deepening in
2030 by mandating the use of main components,
namely battery cells, from the domestic market.
To facilitate achieving the maximum propor­
tion of TKDN values, Martono noted adjust­
ments made by the government to the TKDN
calculations in painting and assembling aspects.
In addition to revising TKDN targets, the gov­
ernment is providing various incentives for the
electric vehicle industry. These include tax hol­
idays and corporate income tax exemptions for
companies producing KBLBB, tax allowances for
companies investing in the KBLBB industry, and
a zero percent import duty incentive for imports
of KBLBB components.
Furthermore, consumers purchasing two-
wheeled electric vehicles will receive incentives
in the form of a discount of Rp7 million per unit.
These measures signify Indonesia’s commit­
ment to bolstering its electric vehicle industry,
attracting investment, and promoting the adop­
tion of environmentally friendly transportation
