FOREWORD
This technical requirements laid down general / technical , testing requirements of 6 litter
stored pressurised water based portable fire extinguishers to be fitted in passenger
coaches of Indian Railways.

1. General:
a. This specification covers general & technical requirements of water based fire
extinguishers to be provided in passenger coaches of Indian Railway.
b. While quoting, the supplier shall submit the following details:

• Technical data sheet of the offered product.

• BIS certification of the offered product as per IS:15683-2018
• Deviation statement with respect to specification, if any.
• In case of an authorized dealer of OEM, letter of authorization from the OEM.
• Test certificates from NABL accredited Labs indicating compliance to all laid
down test parameters in this specification & applicable parameters in IS:15683-
2018.

2. Description of fire extinguisher :

i. The fire extinguisher should be Stored pressure type water based of 6 liters capacity &
shall be useable on Class A,B & F of fires. The details requirements should be as per
Table-1.

ii. The fire extinguisher shall meets all applicable parameters laid down in IS:15683-
2018.
iii. The fire extinguisher shall be made of Stainless steel 304 grade as per para laid
down in IS:15683-2018.

iv. The fire extinguishing agent shall be non-toxic and non-viscous.

v. The fire extinguisher shall be BIS approved with ISI mark.

vi. The release discharge from extinguisher shall be uniform without any pressure
drop.

vii. The fire extinguisher cylinder shall withstand hydrostatic pressure upto 35 bar (
3.5 Mpa) and OEM has to submit hydrostatic pressure testing certificate for the
same.
viii. The fire extinguisher shall be provided with pressure gauge compiling parameters
laid down as per IS: 15683-2018.
ix. The extinguisher should have a controllable discharge mechanism (Discharge
hose, siphon tube, discharge nozzle etc) as per IS:15683-2018 to provide
flexibility of releasing extinguishing agent on targeted fire location.
3. Prototype approval:
The firm, who has not got their prototype sample approved earlier, shall submit
following documents for prototype approval from CDE/RCF for only PO placed by
RCF, before bulk supply:

• Mounting details & dimensions,

• BIS certification of the offered product
• Technical and safety data-sheet of the offered product
• Test certificates from NABL accredited Labs indicating compliance to all laid
down test parameters in this specification & applicable parameters in
IS:15683-2018.
• Letter of authorization from the OEM (in case of an authorized dealer of
OEM).

The prototype and drawings shall be examined from all view points and supplier shall
incorporate modifications suggested by RCF on the basis of this review of prototype
and drawings. Only after getting approval of drawings and prototype from CDE, the
firm can undertake bulk supply.

The prototype approval is applicable on the first supply of material as per this
specification from a supplier. RCF will do prototype approval for POs placed by RCF
only. Approval for PO placed by Railways is to be done by them.

a. Type test : Schedule of testing of fire extinguishers shall be carried out as per
Annexure –D of product manual for portable fire extinguishers- performance
and construction as per PM/IS:15683/1/March-2019 for parameters in this
specification & applicable parameters in IS:15683-2018. The firm shall
submit BIS certification of the same.
b. Acceptance Tests: Tests mentioned in Annexure –E of product manual for
portable fire extinguishers-performance and construction as per PM/
IS:15683/1/March-2019. BIS approval with ISI mark approval of the product,
specifying of fire rating, capacity, extinguishing medium, overall height and
dia. of cylinder are to be checked.

5. Warranty: The manufacturer shall submit 5 years warranty on the fire extinguishers
for failing or proving unsatisfactory in service due to defective deign, material or
workmanship and shall replace the same at his own cost and risk.
