laboratory facilities, they expressed concerns regarding the adequacy of equipment and
the time allotted for their use [1]. This highlights the challenges faced by some
institutions in keeping pace with the evolving demands of maritime education and
ensuring students have sufficient access to practical learning experiences.
Beyond the Philippines, accessibility issues are not unique. A 2019 research paper
published in the Journal of Applied Engineering Education explored the impact of limited
resources on the quality of maritime education in India. The study revealed that many
colleges struggle to maintain and update their facilities due to financial constraints,
ultimately affecting the quality of practical training received by students [2]. This is a
concern echoed in other maritime nations, where inadequate infrastructure can hinder
the development of a skilled workforce and limit the international competitiveness of the
maritime industry.
