GUIDANCE FOR RECORDING OF OPERATIONS IN THE
OIL RECORD BOOK PART I – MACHINERY SPACE OPERATIONS
This Guidance only includes Sections ‘C’ to ‘I’.
Operations should be recorded in Chronological order as they have been executed on board. “Executed”
Implies completion of the operation.
Dates should be entered in dd-MMM-yyyy format, eg., 16-OCT-2011
Incineration or landing ashore of oily garbage and used filters should be recorded in the Garbage Record book
only.
In order to maintain a legible and well presentable Oil Record Book all entries required to be recorded in the
ORB must be recorded by the Ch/Eng and signed by the engineer in charge of carrying out the operation. (this
may at times be solely the Ch/Eng, depending on the operation)
Ch/Eng must countersign all entries for operations under charge of other engineers. This is proof of revie w as
per Flag state and Company requirements.
Master must promptly review and sign each completed page.
Do not leave any full lines empty between successive entries.
Quantities recorded should be rounded off to the first decimal point.
If a wrong entry has been recorded in the Oil Record Book (ORB), it should immediately be struck through with
a single line in such a way that the wrong entry is still legible. The wrong entry should be signed and dated,
with the new corrected entry following.
Tank nomenclature should be recorded as per the format noted within the International Oil Pollution
Prevention Certificate (IOPPC) - Form B.
Recording of quantities retained in bilge water holding tanks listed under section 3.3 of the IOPPC is required.
These should also correspond to record of Bilge alarms, if any.
The recording of general maintenance of items pertaining to the OWS is not required to be recorded in the
ORB. These maintenance jobs are recorded in the PMS on board.
Only Failures of the OWS shall be recorded in ORB and reported to Company & Flag State. Any
servicing/calibration of OCM operation done by shore personnel to be recorded in ORB
The application or removal of MARPOL seals on valves/flanges for operational reasons is not required to be
recorded in the ORB. This operation is recorded in Seal Register.
Additionally, refer to Flag State requirements and Guidelines.
Vessels provided with Bilge water incineration system shall not utilize this procedure to incinerate Bilge water
until the administration/authorities have provided clear instructions on recording this in the ORB.
Soot water collected after washing of economizer and separated from solid soot particles, can be transferred
manually into a sludge tank for eventual evaporation or disposal ashore .
For vessels fitted with “Clean Drain Tanks” and issued with IBTS statement, the disposal of water overboard
from this tank via the 15ppm monitoring device, is not required to be recorded in ORB. If contents of Clean
drain tank are transferred to Bilge Holding tank, then record in ORB as per Example #12A
It is recommended to use Ships Mean Time (SMT) to record all operations in ORB. UTC can be additionally
recorded along with the SMT, but it is not mandatory.

Code C.11 – Collection of oil residues (sludge).
Example #2: Recording of sludge collected by manual operation into sludge tank
Note: Operator initiated manual collection where oil residue (sludge) is transferred (transfer with
a pump) into the oil residue (sludge) tank(s). Examples of such operations could be:
1. Collection of oil residue (sludge) from fuel oil separator drain tanks.
2. Collection of oil residue (sludge) by draining engine sump tanks.
3. Adding fuel oil to an oil residue (sludge) tank (all content of a sludge tank is considered
sludge).
4. Collection of sludge from bilge water holding tanks – in this case a disposal entry for bilge
water is also needed.

Code F – Condition of oil filtering equipment
Note: The condition of the oil filtering equipment also covers the alarm and automatic stopping
devices, if applicable.
A code 'I' entry should also be made indicating that the overboard valve was sealed shut
due to non-working Oil Filtering Equipment or Oil Content Meter.
On the date where the system is functional again, a new entry, using code F 19 / 20 / 21
should be made where F 19 is the date and time of the initial failure and F 20 is the time
the system is functional again.

Code G – Accidental or other exceptional discharges of oil
Note: If failure of Oil Filtering Equipment or Oil Content Meter related equipment is involved,
appropriate (F) entry is to be made in ORB.
Relevant sections of the SOPEP (SMPEP) are to be used to combat oil spills at sea.
Examples of Circumstances of discharge include, but are not limited to:
Oil Content Meter failure.
Fuel tank overflow.
Ruptured bunkering hose/flange.
Fuel tank leakage (due to collision or grounding).

Note: Code D – Item 10 – When an individual tank has more machines than can be operated
simultaneously, as described in Operations and Equipment Manual, then the section being
crude oil washed should be identified – eg- No. 2 Port Forward.
Irrespective of the fact that COW is carried out at the last stage of discharge operation, the
Code C and Code D entries must be made and signed separately ( First all Code C entries
followed by the Code D entries ).
Pressure measurement to be recorded in recognized units, for example, MPa, Bar,
KGF/CM².

Note: In accordance with MARPOL/Annex I/Reg 18.3, in no case shall ballast water be carried in
cargo tanks except:
.1 on those rare voyages when weather conditions are so severe that, in the opinion of the
Master, it is necessary to carry additional ballast water in cargo tanks for the safety of the
ship; and
.2 in exceptional cases where the particular character of the operation of an oil tanker
renders it necessary to carry ballast water in excess of the quantity required under para 2
of this regulation, provided that such operation of the oil tanker falls under the category of
exceptional cases as established by the organization.
The above mentioned “exceptional cases” are set out in MARPOL Annex I UI [32] and include the following cases:
1. When combination carriers are required to operate beneath loading or unloading gantries;
2. When tankers are required to pass under a low bridge;
3. When local port of canal regulations requires a specific draught for safe navigation;
4. When loading or unloading arrangements require the tanker to be at a draught deeper than that
achieved when all segregated ballast tanks are full;
5. Closeup inspection or/and steel thickness measurement using rafts where permitted by the rule; and
6. Tank hydrostatic pressure tests.
In accordance with MARPOL/Annex I/Reg. 18.4, the additional ballast permitted as above mentioned in
crude oil tankers shall be carried in cargo tanks have been crude oil washed, in accordance with
Regulation 35 of this annex, before departure from an oil unloading port or terminal.

When Discharging into Shore Reception facilities which include barges and tank trucks, a
receipt / Certificate of disposal of Tank washings detailing the quantity of Tank Washings

Note: The discharge of dirty ballast into the sea is allowed only when all the following conditions
are satisfied: the tanker is not in a special area; the tanker is more than 50 nautical miles
from the nearest land; the tanker is proceeding en route; the instantaneous rate of
discharge of oil content does not exceed 30 litres per n.mile; the total quantity of oil
discharged into the sea does not exceed 1/30,000 of the total quantity of the particular
cargo of which the residue formed a part; the tanker has in operation an ODMC system;
When Discharging into Shore Reception facilities / barges obtain a Receipt / Certificate of disposal of Dirty Ballast
detailing the quantity of Dirty Ballast transferred together with the Date and Time of transfer
The entries made under code H should be consistent with ODMC system records.
The ship speed recorded in item 36 should correspond to the distance between the position recorded under items
33 & 34 and the relevant time duration estimated from the same recordings

Note: The item 43 is used alternatively to item 42 in cases when the discharge follows a previous
discharge from the same tank without in the meantime new washings to have been added
to the tank: the tanker is not in a special area; the tanker is more than 50 nautical miles
from the nearest land; the tanker is proceeding en route; the instantaneous rate of
discharge of oil content does not exceed 30 litres per nautical mile; the total quantity of oil
discharged into the se does not exceed 1/30,000 of the total quantity of the particular
cargo of which the residue formed a part; the tanker has in operation an ODMC system;
Item 47 refers to “bulk quantity” and item 48 refers to “final quantity”. As it is known the discharge of slop tanks
should take place in two phases as follows:
Phase (a): during the first phase, the main or “bulk” part of wate r in the slop tank is discharged.
Phase (b): when the oil/water interface is coming close to the tank bottom, a lower discharge rate is employed, so
as not to disturb the oil/water interface thus preventing any oily water discharging overboard.
Therefore, the quantity of discharge and rate of discharge of Phase (a) is recorded in item 47 while in item 48 the
details of Phase (b) should be recorded.
Decanting operation must be manually stopped when Oil Water interface is at least 1.0 mtr above suction point or
remaining quantity of water is 10m3, whichever occurs first.
The entries made under code I should be consistent with ODMC system records.
The ship speed recorded in item 52 should correspond to the distance between the position recorded under items
44 & 49 and the relevant time duration estimated from the same recordings.

Note: The master should obtain from the operator of the reception facilities, which includes
barges and trucks, a receipt or certificate detailing the quantity of the slops disposed,
together with the time and date of the transfer. This receipt or certificate should be kept
together with the ORB – Part II.
Disposal of residue from two or more different tanks need to be recorded separately
against item 56 if these tanks are disposed to the same reception facility e.g. If disposal is
done from Slop tank and R.O.T. to the same reception facility, then this operation shall be
recorded as separate entry in item 56.
The quantity recorded under Item 57.1 will be the total quantity disposed to the reception
facility from all tanks involved in the deslopping operation.
If the deslopped tank(s) is/are subsequently washed and disposed directly to same
reception facility then the quantity disposed by such washing will not be included in the
above 57.1. This quantity will be captured in the entry as per Example #12

Note: In accordance with MARPOL/Annex I/Reg. 1.17, Clean Ballast is considered to be the
ballast which is loaded in a tank which since oil was last carried therein, has been so
cleaned that effluent therefrom if it were discharged from a ship which is stationary into
clean calm water on a clear day would not produce visible traces of oil on the surface of
the water or on adjoining shorelines or cause a sludge or emulsion to be deposited
beneath the surface of the water or upon adjoining shorelines.
If the ballast is discharged through an oil discharge monitoring and control system
approved by the Administration, evidence based on such a system to the effect that the oil
content of the effluent did not exceed 15 pp, shall be determinative that the ballast was
clean, notwithstanding the presence of visible traces.
Therefore, the Master could consider the ballast loaded in a cargo tank as “clean ballast”
provided the COW (for a crude oil carrier) and thorough tank cleaning had been previously
carried out to this tank. IT IS THE MASTER’S RESPONSIBILITY TO DETERMINE IF THE
BALLAST IN A CARGO TANK IS “CLEAN BALLAST” DEPENDING ON THE
EXTENT/THOROUGHNESS OF COW AND TANK CLEANING THAT HAS BEEN CARRIED OUT.
MARPOL/Annex I/Reg. 34.2 and 34.4 do not prohibit the discharge of “Clean Ballast” at sea (even within a Special
Area).
