2024 BARMMAA MEET IN COTABATO CITY


TECHNICAL GUIDELINES AND GROUND RULES
TAEKWONDO EVENT
ELEMENTARY AND SECONDARY

1. GENERAL RULES
1.1 Taekwondo Competition in the 2024 BARMMAA meet in Cotabato City
shall strictly abide the Current World Taekwondo Federation (WTF)
Competition Rules and Interpretation and the Palarong Pambansa
Technical Guidelines and Ground Rules.

1.2 Taekwondo Competition consists of two events, The Kyorugi (Sparring)


and the Poomsae (Form) Competitions.
1.3 The weight and height requirements for the Elementary and Secondary
Divisions of the Poomsae Competition will no longer apply.

2. SPECIFIC RULES

2.1 PARTICIPANTS
The Competition shall be participated mainly by both Elementary and
Secondary Athletes (Boys and Girls) from the 11 Divisions BARMM.

2.2 PRESCRIBED COMPETITION ATTIRE AND EQUIPMENT


2.2.1 Competition Uniform
Regardless of the brand, athletes for Kyorugi and Poomsae events
must wear the prescribed taekwondo competition uniform according
to the standard of World Taekwondo Federation.
 Poomsae competition uniform
 Kyorugi competition uniform

NOTE: Use of the “PHILIPPINES” PHI, PH print on the uniform is


reserved for members of the National Taekwondo Team and for those
who have represented the country in international competitions.
Otherwise, such usage is strictly prohibited.

2.2.2 Competition Belt


All Athletes who are not blackbelts shall be allowed to wear either the
competition belt (blue/black combined colors) or colored belts as
prescribed by the current WTF standard.

2.2.3 Competition Equipment: The Athletes shall wear the prescribed


protectors/protective gears, regardless of brand during the match to wit;
 Head protector,
 Body protector

 Arm & shin guards


 Groin guard (must be worn inside the uniform)
 Hand gloves(white optional),
 Mouth guard (white or Transparent)
 E-foot protectors (sensor sock)

2.2.4 Coaches’ attire


 Coaches shall wear the delegation attire with ID during
the competition.

Note: Coaches without their delegation ID will not be


allowed to enter the field of play.

 Shorts and slippers are not allowed.

2.3 ELIGIBILITY RULES


2.3.1 For KYORUGI Event Elementary Boys and Girls
FOR PALARONG PAMBANSA

 Group 1 Over 144 cm. to 152 cm. On or after January 1, 2011


 Group 2 Over 152 cm. to 160 cm. On or after January 1, 2011
 Group 3 Over 160 cm. On or after January 1, 2011

FOR REGIONAL COMPETITIONS AND OTHER LOWER LEVEL


MEETS

 Group 1 Over 144 cm to 150 cm on or after January 1,


2011
 Group 2 Over 152 cm to 158 cm on or after January 1,
2011
 Group 3 Over 160 cm on or after January 1,2011

NOTE: Height measurements are being adjusted to avoid future disqualification in


the Palarong Pambansa 2024

2.3.2 FOR KYORUGI EVENT SECONDARY BOYS AND GIRLS

2.4 SPORTS SOLIDARITY MEETING

The Coaches and chaperons who are representing their Division are
required to attend the Sports Solidarity Meeting. However, failure to
attend the said meeting, they will not be permitted to compete unless a
legitimate excuse is provided and is approved by the Division Sports
Officer and Regional Sports Officer of MBHTE BPESD.

2.5 COMPETITION GROUND RULES:

2.5.1 KYORUGI EVENT


A. Method of Competition
The competition shall be individual, single elimination
B. No. of Athletes
Each delegation should have only one athlete in each of the
categories.

C. Duration of Matches
 The duration of the contest shall be three rounds of 1.5 minutes
each with a 30 seconds rest period between rounds during
elimination matches. Then matches in the semifinal and
championship rounds must be 3 rounds of 1.5 minutes each with
a 30-second break.

 The best of 3 system shall be applied, meaning, the majority of


the 3 possible rounds.

 In the event the winner cannot be decided after 3 rounds, a 4th


round (golden round) shall be conducted in one-minute round.

D. Weigh-In: and Height verification shall be conducted a day prior to


the competition.
A Maximum of three hours and a maximum two trials
for weight in. *Height verification will only be done
once
E. Coaches
Only one official coach (as registered in the gallery of pictures of
every delegation) per player shall be allowed in the coach’s chair
during the matches. A GAMJEOM will be given if other than him
/her will be caught sitting on the coach’s chair.

F. Mouth Guard
The use of the mouth guard shall be required for all level. Mouth
guard must be transparent.
G. Waiver
If the required weight for a certain category is not achieved, a
waiver must be prepared, signed by the coach and parents,
noted by the respective DSO and then addressed it to the
Tournament Manager allowing his/her player to compete one
weight higher than his/her present weight. The coach shall take
full responsibility for any untoward or unforeseen incidents that
may occur during the competition.

2.5.2 DRAWING OF LOTS


An automatic system for the drawing of lots will be used by the organizing
committee.
2.5.3. Scoring System
a. The LPSS will be used as the Protector and Scoring System (PSS) during the
competition.
b. Permitted techniques i. Fist technique; using the knuckles of a tightly clenched
fist to deliver a straight punching technique to the opponent-s trunk protector. ii. Foot
technique: kicks delivered to the trunk or the head using any part of the foot below
the ankle bone.
c. Valid points i.Point(s) shall be awarded when a permitted technique is i.
delivered to the colored area of the trunk protector with a proper level of impact. ii.
Points shall be awarded when a permitted technique is delivered to the head
protector.
d. Different valid points
i. One (1) point for a valid punch to the trunk protector
ii. Two (2) points for a valid kick to the trunk protector
iii. Four (4) points for a valid turning kick to the trunk protector
iv. Three (3) points for a valid kick to the head protector
v. Five (5) points for a valid turning kick to the head protector
vi. One (1) point is awarded for every one "Gam-jeom" (see Prohibited Acts
and Penalties iii) given to the opponent

2.5.4 Prohibited Acts and Penalties


a. Penalties shall be decided by the referee.
b. Prohibited acts (see Annex C) shall be penalized with a "Gamjeom" by the
referee
c. A "Gam-jeom" shall be counted as one (1) point for the opposing contestant

2.5.5 Invalidation of Points


Recorded points will be invalidated when a competitor acquires the score right after the
execution of a prohibited act. The referee would declare the penalty for the prohibited act
and invalidate the acquired score.
2.5.6 Appeal Card
a. The Appeal Card is the means for the coach to object to a judgment of the refereeing
officials during the contest and request for a correction of the decision.
b. The situations a coach can use the Appeal Card are the following.
i. Penalties against the opponent for instances of falling down or crossing the boundary
line or attacking the opponent after "Kal yeo" or attacking the fallen opponent.
ii. Technical point.
iii. Any penalty against your own contestant.
iv. Any mechanical malfunction or error in time management.
v. When the referee forgot to invalidate point(s) after "Gamjeom" was given for the
prohibited act.
vi. Wrong identification of fist-attacking contestant by the judge.
vii. Head kick that is not scored.
c. When an appeal is requested, the assigned referees of the court will convene.
a. If the appeal is successful and the contested request is corrected, the coach shall
retain the appeal right for the pertinent contest.
b. If the appeal is unsuccessful, the coach shall forfeit the right to appeal to the pertinent
contest.
c. The decision of the convening referees is final, and no further appeals during the
contest or protest after the contest will be accepted.

Additional Competition Rules


 The 12-point gap and 5 GAMJEOMS per round shall be applied in the Competition.
 The best of 3 system shall be applied in all matches in Kyorugi Event.
 Wearing of unprescribed competition uniform in KYORUGI event, the player will be given
a Gamjeom.

POOMSAE EVENT ( Elementary and Secondary)


 No compete prescribed competition uniform for POOMSAE compertition, the player
will be deducted a major deduction of 0.3.

2.5.7 PENALTIES FOR KYORUGI EVENT

 Crossing the boundary line.


 Falling down
 Avoiding the match.
 Grabbing, holding or pushing the opponent.
 Kicking below the waist.
 Lifting the knee.
 Attacking the opponent after kalyeo.
 Attacking the fallen opponent.
 Hitting the opponent’s head with a hand.
 Butting or attacking with the knee.
 Misconduct of contestant or coach

2.5.8 CODES OF CONDUCT


TAEKWONDO GUIDING PRINCIPLES
 The taekwondo competition is a family affair.
 The taekwondo competition rules have a purpose.
 To protect the competitor
 To ensure fair competition management
 To encourage appropriate and ideal technique.
 It is everybody’s desire that the competition be conducted fairly
 Professional behavior is displayed during competition.
 The taekwondo tenets are practiced in competition.
 The taekwondo competition is a valuable opportunity for learning

2.5.9 CONDUCT OF TAEKWONDO ATHLETES


 Players shall strictly observe taekwondo courtesy by bowing in the
proper manner.
 to the weigh-in officials before and after weigh-in.
 to the coach before starting and after the match.
 to the other coach after the match.
 to the opponent before and after the match.
 to the instructors and senior players.

 Players shall wear the authorized taekwondo uniform with the


approved WTF seal and prescribed belt.
 Players shall strive to keep their appearance clean and neat.
 Protectors shall be worn in the proper manner.
 Players shall also observe courtesy in handling over the
protectors to the coach.
 Players shall report to the inspection area once their names are
called.
 Players shall observe order and cleanliness within the
competition venue by throwing all waste materials into the
proper receptacle and by encouraging others to do so.
 Players shall display a high level of sportsmanship by strictly
adhering to the rules of the taekwondo competition.
 In the quest for knowledge and self- improvement, the players
shall make effort to have a deeper understanding of the spirit of
the taekwondo competition rules.

3.0 CONDUCT OF TAEKWONDO COACHES


 Coaches shall wear the proper attire. slippers, shorts, caps and
sleeveless shirts are not allowed.
 Coaches shall wear their coach’s ID during the competition
 Only one coach shall be allowed in the coach’s position.
 Coaches shall be seated while coaching.
 Coaches shall not approach the judges, referee or head of court
while the match is in progress except when filing a protest.
 Coaches shall not intimidate or provoke the judges, referee or
head of court by language, gesture or looks.
 There shall be no vulgar language or undesirable remarks.
 Behave as sportsmen: accept defeat as gentlemen,
congratulate the winner by returning the bow or a handshake.
 Coaches shall not speak badly to the officials .
 The coach should respect the decision of the referee and the
other competition officials.
 Coaches are responsible for updating themselves with the
current WTF competition rules.
 Coaches shall comply strictly with the PTA competition ground
rules.
 Coaches shall be responsible for the discipline and the orderly
behavior of their delegation.
 Coaches shall make sure that the members of their delegation
maintain order and cleanliness within the competition venue.
 Coaches shall treat their players in a dignified manner.

3.1 CONDUCT OF COMPETITION OFFICIALS

 Judges shall sit/stand straight and keep alert.


 Judges shall score immediately when they see a point/points
and indicate penalties as called by the referee.
 Judges shall keep their eye on the game.
 Avoid glancing at other judges as to verify a score.
 Be careful about interchanging scores.
 Referees shall call the penalties as the see it.
 If in doubt about a call or a situation, consult with the head of
court.
 Duties shall be performed without regard for seniority, position
or affiliation.
 Competition officials shall not coach players, mingle with
coaches and delegations
 Officials or act in any other manner that may indicate
preferential treatment for a particular group.
 Avoid giving opinions or observations to coaches, players or
spectators regarding matches you have officiated.
 It is the duty of competition officials to join rehearsals before
competition in order to practice officiating skills.
 Before the competition, have a sufficient rest to be able to face
the demands of a hard day’s work.
 It is the duty of the competition officials to master the rulebook.
 Competition officials shall make it their duty to maintain order
and cleanliness within the competition venue.
 Wear the proper uniform specified for the competition.
 Referees shall remove watches, I.D. cards, cell phones and
other which may cause discomfort, impede movements, reduce
concentration or accidentally cause players injury.
 All competition officials shall be punctual to avoid delay.

3. Winning a Match
Using the Best-of-Three-(3)-System; the competitor winning the most matches in three
(3) rounds win the match.
i. Winning a Round in the Best of Three System I Winning by points: the competitor who
has acquired more points in a round wins that round.
1. Winning by point gap: in case of a twelve (12) point difference between the
athletes, the referee will stop the contest and declare the competitor with more
score the winner of the round.
2. Winning by "Gam-jeom:" when a competitor receives five (5) "Gam- jeorn" in a
round, the opponent will be declared the winner of the round.
ii. Round with Tied-Scores
The round winner shall be decided by superiority based on the following order of
criteria.
1. Most points scored by turning or spinning kick
2. If the number of turning and spinning kicks are the same, the competitor who
has more scores using higher value techniques, in the following order.
A. Head
B.Trunk

C. Punch
D. “Gam-Jeom”

3. If the high value points are the same, the competitor with the higher number of
registered hits.
4. If the three (3) above criteria are the same, the referee and judges shall
determine superiority
3.1 PROTESTS
1. Protests shall be made in writing using the Protest Form.
2. The protest shall be submitted to the TOURNAMENT MANAGER no
more than 30 minutes after the match in question.
3. VIDEO COVERAGE or clipping from any member of each
team, officials, audience or anybody shall not be honored as
basis for protest or complaint.
 No suspension of games in case of protest.
 Coaches are not allowed to see the score sheets unless there is a
proper filing of protest.

3.2 INQUIRY
In the event that there is an inquiry to a judgment, the Coach of the
team will submit a letter to the jury of appeal duly signed by the
delegation head or his/her authorized representative thirty (30) minutes
after the match.

3.3. SELECTION OF COACHES AND ASSISTANT COACHES

A. FOR ELEMENTARY BOYS AND GIRLS


To qualify as coach or assistant coach for the Palarong Pambansa 2024,
the team must have won most number of gold medals in KYORUGI and
POOMSAE Events. In case of tie in the number of golds, the most number
of silvers and bronzes respectively will be considered. If all cases resulted
to deadlock of gold, silver and bronze medals, a tossing of coin for the
concerned teams shall be applied.

B. FOR SECONDARY BOYS AND GIRLS


To qualify as coach or assistant coach for the Palarong Pambansa 2024
the team must have won most number of gold medals in the in KYORUGI
and POOMSAE Events. In case of tie in the number of golds, the most
number of silvers and bronzes respectively will be considered. If all cases
resulted to deadlock of gold, silver and bronze medals, a tossing of coin for
the
concerned teams shall be applied.

3.4 VICTORY/CEREMONIES
 The awarding of medals will take place immediately following the
Kyorugi and Poomsae competitions, which will be facilitated by the
Elementary and Secondary Tournament Managers and secretaries
accordingly.
 The Athletes must wear the prescribed Taekwondo uniform (Dobok)
during the conduct of awarding Ceremony.

3.5 LEGAL BASES


The tournament manager shall strictly follow the Regional Memorandum no.
004 series of 2018 otherwise known as the Manual of the conduct of School,
Division and Regional Meets and the participation to the Palarong Pambansa
particularly on the following provisions:

3.6 BARMAA STANDARDS:


A. Code of Conduct
Section 9,1-9,10 Code of Conduct for Athletes
Section 10, 1-10,1,6,12 Code of Conduct for Coaches
Section 11-11, 8 Code of Conduct for Officials

The competition rules is anchored from Palarong Pambansa Competition technical


guidelines and Ground Rules 2023.

3.7 ADDENDUMS

Other provisions as deemed necessary may be added or edited in this ground


rules upon the agreement of the coaches and the tournament officials and
subject for approval of the Regional Sports Coordinator.

3.8 UNFORESEEN ITEMS


As regards the specific items not expressly foreseen in this regulation,
the Tournament Manager will decide in consultation with the Current
World Taekwondo Federation (WTF) Competition Rules and Interpretation
and the Palarong Pambansa Technical Guidelines and Ground Rules.

3.9 OFFICIALS AND REFEREES


All competitors will be judged and scored by qualified, MBHTE accredited
technical officials. This is to ensure that the method of competition and scoring is
in accordance with the WT Rules & Interpretations.
SITUATION NOT COVERED BY THE RULES AND COMPETITION CODE OF
CONDUCT If any situation arises which is not covered by the rules in these Kyorugi
Ground Rules, the The Palaro competition Management team,,Shall deliberate and give
their decision on the matter and the NSA (PTA) code of conduct shall be strictly followed

4 AWARDS
4.1 AWARDS FOR THE KYORUGI EVENT:
 Winning contestants in the Individual KYORUGI categories shall be
awarded the following medals:

First Place - Gold Medal


Second Place - Silver Medal
Third Place - Bronze Medal (2)

 SPECIAL AWARDS: (if available)


Best players for Elementary and Secondary boys and girls.

4.2 AWARDS FOR THE POOMSAE EVENT


A. Individual Poomsae:
 Winning contestants in the Individual Poomsae categories
shall be awarded with the following medals.

First Place - Gold Medal


Second Place - Silver Medal
Third Place - Bronze Medal (2)

B. Mixed Pair Poomsae:


 Winning contestants in the Mixed Pair Poomsae categories
shall be awarded with the following medals.
First Place - Gold Medal (2 Gold)
Second Place - Silver Medal (2 Silver)
Third Place - Bronze Medal (2 Bronze)
C. Team Poomsae:
 Winning contestants in the Team Poomsae categories shall
be awarded with the following medals.

First Place - Gold Medal (3 Gold)


Second Place - Silver Medal (3 Silver)
Third Place - Bronze Medal (3 Bronze)

Note: Medal tally for mixed pair poomsae will be recorded in the girls
Division.
Mixed Pair Poomsae Competition shall be counted as one gold , the
same with the Team Poomsae Competition .
 Girls Division: 3 Golds
( Individual A, Mixed Pair and Team Poomsae Competition)

4.3 BARMMAA QUALIFYING STANDARDS FOR PALARONG PAMBANSA

POOMSAE EVENT

GENERAL GUIDELINES:
 There shall be 2 divisions. (Elementary and Secondary) * Each
division is divided into MALE and FEMALE.
 There shall be 3 players for the MALE, 3 players for the FEMALE in
both elementary and secondary.
1. CATEGORIES FOR BOTH ELEMENTARY AND
SECONDARY:
a. INDIVIDUAL POOMSAE EVENT (Elem. M/F)
b. MIXED PAIR POOMSAE EVENT (2 participant,
M/F for both elementary and secondary)
c. TEAM POOMSAE EVEN (3 male, and females
for both elementary and seconday)

2 REQUIRED POOMSAE:
Elementary: Elimination: Taeguk 8, Finals: Koryo
Note: In case of tie in the final round, the player will perform
the Kuemgang.
Secondary: Elimination: Koryo Finals: Keumgang
Note: In case of tie in the final round, the player will perform
the Taebek.
3 METHOD OF COMPETITION:
A player is allowed to participate in a maximum of two
events only. The cut off system shall be applied in this
competition. It shall comprise of the following stages:
ELIMINATIONS:
Contestants shall perform the required poomsae for the
elimination and top 8 contestant shall be selected for the final
round based on their point rankins.
FINALS:
Contestant shall perform the required poomsae for the finales
and top 3 players will be awarded medals based on their point
rankings.
4. DURATION OF THE CONTEST:
The time limit for the performance of the required poomsae for
all events shall be 1 minute and 30 seconds.
5. UNIFORM: the contestant shall only use the prescribed
poomsae uniform.

4.4 HEIGHT IN AND WEIGH IN PROCEDURES

4.5 FOR ELEMENTARY BOYS AND GIRLS

 The height in procedures shall be conducted a day prior to the


Competition.
 The height requirements based on the new guidelines shall be strictly
implemented.

 The height in procedures shall start 7:00 am until 10:00 am on the


day before the competition. The management shall not entertain any
transaction on the part of the coach or each team beyond the time
mentioned.
 First come, First serve basis shall be employed.
 The team shall wear a complete delegation attire and observe
courtesy.
 Each player shall wear short pants that will not cover both knees
before stepping on the height measurement device one at a time.
 Only the height master and the members of the height in officials
shall be allowed to execute the height in procedures together with the
coach as witness.
 Before leaving the venue, make sure that the area utilized by each
team shall be clean and in order.
 Parents, guardian and other none Taekwondo officials are not
allowed to be in the height in area.

4.6 FOR SECONDARY BOYS AND GIRLS

 The weight in procedures shall be conducted a day prior the


Competition/
 The weight requirements based on the new guidelines shall be
strictly implemented.
 The weight in procedures shall start at 7:00 am until 10:00 am on
the day before the competition.
 The management shall not entertain any transaction on the part of
the coach or each team beyond the time mentioned.
 First come, First serve basis shall be employed.
 The team shall wear a complete delegation attire and observe
courtesy.

 Each player shall wear shorts or cycling shorts attire before


stepping on the weighing scale .
 Only the weight master and the members of the weight in officials
shall be allowed to execute the weigh in procedures together with
the coach as witness.
 Before leaving the venue, make sure that the area utilized by each
team shall be clean and in order.
 Parents, guardian and other none Taekwondo officials are not
allowed to be in the height in area.

A. For ELEMENTARY and SECONDARY Boys and Girls INDIVIDUAL


EVENTS
All Gold Medalists in the individual and Mixed pair poomsae events
boys/girls divisions shall be qualified Athletes for Palarong Pambansa
2024 .

B. The THIRD MEMBER who won in the TEAM POOMSAE EVENT
both Secondary and Elementary levels shall complete THE TEAM for
Palarong Pambansa 2024.

C. Poomsae Team Members


Only 3 athletes of the Poomsae Competitions shall advance to Palarong
Pambansa 2024.
