1 Introduction
1.1 This mandatory document is intended to be used by:

SSEN and Third-Party Designers and Installers

1.2 Approved plant items are as listed in this document:


1.2.1 Where plant items listed in this document are stock coded or ORO (On Request Only)
referenced using a Scottish and Southern Electricity Networks (SSEN) codes, these are the
only approved primary plant.
1.2.2 Where a form is referenced (external to this document), the form provides all the options
available for that approved plant.
1.2.3 Some items are only partially approved; these are marked as “subject to FAT” (Factory
Acceptance Test).
1.3 Third parties obtaining plant from our approved supplier(s) shall quote the SSEN stock code
or ORO reference to ensure that the correct item is being ordered. Where a supplier drawing
reference is given, this shall be quoted on the order.
1.4 Where the term “shall” or “must” is used in this document it means the requirement is
mandatory. The term “should” is used to express a recommendation. The term “may” is
used to express permission.

4 Deviations from this Standard


4.1 There may be times when it is necessary to propose a deviation from this Design Standard.
4.2 Where this is required a Deviation Request must be submitted to SSEN in accordance with
PR-NET-ENG-039. This process also applies to SSEN Designers.
4.3 SSEN can refuse, or require, an alteration to a request. It is therefore imperative that signed
agreement is obtained before installation to avoid the possibility or rework or rejection of the
scheme. Requests for deviations which could compromise the safety of the Public or SSEN
staff will be rejected.

5 Guidance Notes
5.1 Where applicable, SSEN staff shall follow the ordering process detailed within
TG-NET-SST-202 (SSEN internal use only) or use stock codes/ references provided within
the relevant specification.
5.2 IDNOs, ICPs and other Third Parties:
5.2.1 When contacting the supplier, where given, the relevant SSEN stock code/ORO reference
shall be quoted to ensure that the item is the approved one and not a derivative which
subsequently may not be acceptable.
5.2.2 Plant from alternative suppliers may be offered without prejudice:
Items not listed in this document may be considered by SSEN. However, the Approval
process may take some time and will attract a charge for the work: see also

PR-NET-ENG-001 ‘Technical Approval of Products for use by SSEN on the Distribution


Network’. In such cases, the form FO-NET-ENG-015 should accompany a deviation
request, as per PR-NET-ENG-039.
5.2.3 In addition, there shall be a requirement to provide operational spares where replacements
cannot be made for SSEN standard strategic stock.
5.3 Where “Subject to FAT” is indicated for transformer equipment, this means that the item
requires to be Type Approved before it can be connected to SSEN networks. Type Approval
means that the manufacturer is required to put the first-off through a series of additional
tests to demonstrate compliance to the relevant parts of BS EN 60076. The additional tests
shall include:
• Tank leakage
• Lightning Impulse with chopped waves (LIC)
• Applied Voltage
• Induced Voltage with Partial Discharge (1 hour)
• Sound Power Level of Cooling equipment (if used)
• Temperature Rise
• For Power Transformers at 66 kV and above: Capacitance and Frequency Response
Analysis
5.4 IDNOs, ICPs and other Third Parties wishing to use items indicated “Subject to FAT” shall
raise a request via FO-NET-ENG-015 as soon as the requirement becomes known. The
manufacture of large power transformers takes considerable time, and the FAT has to be
undertaken at the end.
5.5 The FAT is a Witnessed process usually involving travel to the manufacturer. The cost of the
FAT shall be covered by SSEN for items only when listed “Subject to FAT” in this catalogue.
5.6 For items not listed in this catalogue, the IDNO, ICP or other Third Parties shall cover the
cost of the FAT process as per PR-NET-ENG-001. The IDNO, ICP or other Third Parties
may choose to appoint a suitably qualified consultant at their cost to act as Witness and
submit a report covering the additional tests as listed.

6.1 Approved equipment is indicated in Table 6.1.
6.2 The equipment manufacturer and type are subject to SSEN rules relating to network
diversity. For SSEN and SSEN adopted equipment, these rules are incorporated within the
order form FO-NET-SST-201, and SSEN Asset Policy reserves the right to alter them as
necessary.
6.3 FO-NET-SST-201 shall be used for ordering SSEN and SSEN adopted equipment. This
form provides all busbar and circuit ratings and includes an order schedule providing the
various panel options including protection requirements; all panel types are standardised
through a framework agreement with each manufacturer.
6.4 All panel types have approved protection and control schemes. Deviation from this shall be
by a formal deviation request, Section 4 refers, subject to Lead Protection Engineer
approval.
6.5 Refer to the notes for Table 6.1 for additional mandated requirements. Deviation from these
shall be by a formal deviation request; Section 4 refers.
6.6 Current Transformers shall NOT be mounted in cable basements, pits or trenches.

8 Extensions to switchboards
8.1 Extensions to switchboards can only be considered if either one of the following two apply:
8.1.1 The switchgear is shown in the current version of TG-NET-SST-200.
8.1.2 The switchgear:
• is not shown in TG-NET-SST-200, i.e., is legacy equipment connected to the SSEN
network; and
• is still currently manufactured; and
• the extension has been approved by Asset Policy via a Design Deviation.
8.2 In all other cases an extension is not permitted, and the switchgear will have to be replaced.
The use of joggle chambers, non-OEM switchgear, second-hand switchgear and refurbished
switchgear is not permitted.

9 33 kV Indoor Metal Enclosed Switchgear


9.1 Approved equipment is indicated in Table 9.1.
9.2 The following switchgear all have approved protection and control schemes. Any deviation
shall not be implemented until approved by the Lead Protection Engineer.
9.3 Current Transformers shall NOT be mounted in cable basements, pits or trenches.

13 132 kV Circuit Breakers


13.1 Approved equipment is indicated in Table 13.21 and Table 13.2.
13.1.1 SSEN require that the use of a non-SF6 option is the first consideration and only a technical
reason can justify selection of an SF6 product.
13.2 All equipment ordered for SSEN use shall be provided with an extended filling point. This is
to make it accessible from ground level and to ensure compliance with SSEN safety for a
distance greater than 1.4 m from live parts - the minimum Safety Distance at 132 kV.
