Overview
ANSI is a private, non-profit
organization that coordinates the
development and use of voluntary
consensus standards in the United
States. It was founded in 1918 and
is headquartered in Washington,
D.C.

ISO Representative:

ANSI is the official U.S. representative to the International


Organization for Standardization (ISO).

IAF Member:

ANSI is also a member of the International Accreditation


Forum (IAF).

ANSI uses voluntary consensus, it does not write standards.


The organization also coordinates U.S.
standards with international standards so that
American products can be used worldwide.

For example, standards ensure that people who


own cameras can find the film they need for
that camera anywhere around the globe.

The purpose of ANSI is to promote and facilitate the

ANSI helps enable the development of international standards
for all aspect of modern life. When manufacturers worldwide
comply with the same set of standards, people and
organizations are empowered to expect standardized
experiences and products related to almost every activity of
daily life.
Without standards, making products and services
interoperate globally would become difficult:

Process
Although ANSI itself does not develop standards, the Institute
oversees the development and use of standards by
accrediting the procedures of standards developing
organizations. ANSI accreditation signifies that the procedures
used by standards developing organizations meet the
institute's requirements for openness, balance, consensus, and
due process.
ANSI & ANS
What is ANS?

The American National Standard (ANS) is a voluntary consensus standard


that is developed in accordance with the ANSI Essential Requirements:
Due process requirements for American National Standards and subject
to ANSI’s neutral oversight and approval. These requirements are
designed to ensure that development of American National Standards is
a fair and responsive process that is open to all directly and materially
interested parties.
ANS Process
The American National Standards process involves:

01 consensus by a group that is open to representatives from all interested parties

02 broad-based public review and comment on draft standards

03 consideration of and response to comments

incorporation of submitted changes that meet the same consensus


04 requirements into a draft standard

availability of an appeal by any participant alleging that these principles were


05 not respected during the standards-development process.
ANSI Accreditation
Several hundred standard developers are accredited by ANSI. For a standard
to be approved as an American National Standard, the American National
Standards Institute (ANSI) must verify that the standards developer has met
all of the requirements of the approval criteria such as consensus and due
process.

Receiving ANSI Accreditation shows that procedures were used by that


standards developing organization to meet ANSI's due process requirements
which include openness, balance, and consensus. To maintain ANSI
accreditation, standards developers must consistently follow the "ANSI
Essential Requirements" governing the consensus development process.
Consensus
"Consensus" means that all views and objections were considered, effort was
made toward their resolution, and substantial agreement was reached by the
affected parties. The American National Standards are referred to as "open
standards", involving the following principles:

International
Standardization
ANSI promotes the international use of US Standards. ANSI
is the only US representative member of the International
ISO logo
Organization for Standardization (ISO) and the
International Electrotechnical Commission (IEC). ANSI
was a founding member of ISO and has a strong
leadership role in that organization as well as in IEC, and
IEC logo participates in most of the technical programs of both
organizations.
Conformity Assessment
'Conformity Assessment' is the process used by manufacturers and independent
third parties for determining that standard requirements are fulfilled. This
process is a high priority for ANSI, and they continue to grow their accrediting
programs for third-party certification, and continue to work towards their goal of
global standardization.

ANSI continues for work towards their primary goal of enhancing the global
competitiveness of business and quality-of-life in the United States, by promoting
and aiding voluntary consensus standards.
'The ANSI calls itself "the voice of the U.S.
standards and conformity assessment system."
What is JTC 1?
ANSI serves as the secretariat for the ISO/IEC Joint Technical
Committee on Information Technology (IT), which is also called
the JTC 1. It works on IT and communications standards in the
following areas:

Design and development Interoperability

Performance and quality Unified tools and environments

Security Consistent vocabulary

Application portability User-friendly and ergonomic user interfaces

WHAT IS A NETA CERTIFIED
TECHNICIAN?
❑ NETA Certified Technicians are technicians who are employed by a NETA Accredited
Company. They have achieved NETA Certification at Level 2, Level 3 or Level 4
through successful completion of the NETA examinations and meet continuing
education, training, and years of experience requirements. NETA provides
recognition of four levels of competency within the electrical testing industry in
accordance with ANSI/NETA ETT Standard for Certification of Electrical Testing
Technicians.

❑ The ANSI/NETA ETT establishes:


• Minimum requirements for qualification and certification of the electrical
testing technician (ETT)
• Minimum training and experience requirements for ETTs and provides
criteria for documenting qualifications and certification
• Minimum qualifications for an independent and impartial certifying body to
certify electrical testing technicians
LEVELS OF CLASSIFICATION:
❑ Four levels of classification are defined in terms of the skills and
knowledge required in a given method or methods to perform
specified electrical testing and maintenance activities. To proceed to
a higher level, an individual shall meet the qualifications set forth
and pass the examination for all previous levels.

▪ Level 1: Trainee Technician

duties include providing assistance to
higher-level technicians, pre- and post-
test sequence assembly and
disassembly, and performing simple
measurements and/or tests under direct
supervision.

certified technicians

LEVELS OF CLASSIFICATION:
▪ Level 2: Certified Assistant Technician
- performs limited testing and service work
while generally requiring direct supervision. The
individual has sufficient knowledge and
experience to be qualified for assuring the safety
of him/herself. Safety knowledge includes an
understanding of lockout/tagout procedures and
requirements, arc-flash and shock hazard
analyses, and other facets of hazardous electrical
energy control procedures.
- The ETT Certified Assistant Level 2
generally requires direct supervision of a Level 3
ETT Certified Technician or Level 4 Certified
Senior Technician.

- 160 hours of electrical

LEVELS OF CLASSIFICATION:
▪ Level 3: Certified Technician
- capable of supervising ETT Trainee Level I
and ETT Certified Assistant Level 2. Typical duties

management of routine and moderately
complex tasks and projects, record keeping,
evaluation of test data, and responsibility for the
safety of others. Individual is qualified to provide
guidance and is capable of performing electrical
power switching.

LEVELS OF CLASSIFICATION:
▪ Level 4: Certified Senior Technician
- supervises large projects and multiple
crews and can work independently. Individual
performs complex investigations, tests, and
evaluations, and prepares written reports as
needed.

- 40 hours of safety in addition to Level 2
and Level 3 requirements (104 hours total)
- 200 hours of electrical in addition to Level
2 and Level 3 requirements (600 hours total)

equipment and systems supplied by either contractor
or owner are operational and within applicable
standards and manufacturer’s published tolerances and
are installed in accordance with design specifications.

- These specifications are designed to assure that tested electrical
equipment and systems are operational, are within applicable
standards and manufacturers’ tolerances, and are installed in
