1. GENERAL

For the design, manufacture and supply of the equipment and services, the
Vendor shall apply a quality system that:

• complies with the requirements of AS 9001-2000, with a scope that covers


the design, manufacture and supply of the equipment in the scope of
supply , and is currently assessed as conforming to the standard by a
recognised third party accreditation agency.

2. TENDER

The Tenderer shall submit with the tender:

(a) a statement on the current compliance status of their quality system with
respect to AS 9001 (the statement shall be made by completion of the
Quality Assurance Questionnaire), and

(b) a copy of the third party certificate and schedule,

(c) a draft Quality Plan for the works.

(d) a draft Inspection and Test Plan (ITP) for the works.

3. CONTRACT

Following the award of the contract:

3.1 Quality Plan

The Vendor shall prepare and submit for review and approval by the Purchaser a
Quality Plan.

The Quality Plan shall contain, as appropriate, the elements identified in


AS 9004.5:1998

In addressing clauses 5.6 & 5.10 (AS 9004.5) the Vendor shall define;

• Which products or services are to be sub-contracted and specify the quality


systems to be applied.

• How the Vendor will verify the Sub-Contractor’s conformance to specified


requirements by one or more of the following methods:

• Inspection and test by the Sub-Contractor

• Inspection and test by the Vendor at the Sub-Contractor’s facility

• Surveillance by the Vendor

• Incoming inspection at the Vendor’s premises.

The Quality Plan shall be controlled for the duration of the contract.

3.2 Inspection and Test Plan (ITP)

The Vendor shall prepare and submit an ITP for review and approval by the
Purchaser.

The ITP shall indicate where each inspection and test point is located in the
manufacturing/construction cycle. Incoming inspection, preservation of products,
packaging, and any site inspection and testing shall be indicated. ITPs for
significant sub-suppliers shall also be submitted.

The ITP shall contain all the elements identified by clause 5.10 of
AS9004.5:1998.

3.3 General

The required timing for submission of the Quality Plan and the ITP for review and
approval by the Purchaser is listed on the Vendor Data Commitments sheet.

The Vendor shall nor commence any manufacture or construction until the
Inspection and Test Plan(s) have been approved by the Purchaser

The Vendor shall submit copies of inspection and test procedures to the
Purchaser on request.

The Purchaser reserves the right to survey the level of implementation of the
Vendor’s quality system both before and after award.

In order to assess the level of implementation, the Purchaser and/or the


representative of the Purchaser has the right of access to the Vendor’s premises
and working area in order to audit, survey and verify that specific requirements
are being met. The rights of access shall extend to the sub-contractor premises
and working area.

The Vendor shall make provision for a ‘pre-inspection meeting’ to be held at the
Vendor’s premises and/or those of any major sub-contractors. The meeting will
be held, when deemed necessary by the Purchaser, prior to the start of
fabrication or manufacture. The agenda will be provided by the Purchaser and
will cover issues of safety, quality assurance and control, schedule, milestones,
training, and manufacturing surveillance (Inspection and Expediting)

The Vendor shall supply the certification listed in the Vendor Data Commitments
in addition to any other required by the Project Specification, relevant statutory
legislation and applicable Australian Standards
