Procedure for obtaining Proof of Solvency

You have been (conditionally) admitted to a study programme at Thomas More and, like all incoming
new students with non-EEA nationality, you are obliged by Belgian law to provide evidence of sufficient
financial means to cover your study and living expenses for the duration of the studies.

Moreover, the proof of sufficient funds is an essential condition to obtain an Authorization for Provisional
Sojourn as a student (student visa type D) for living and studying in Belgium.

The blocked account implies that you choose to transfer the appropriate amount of money to the bank
account of Thomas More, that will in turn forward this amount on a monthly basis to your personal
Belgian bank account in Belgium. Should you change your Belgian bank account during the academic
year it is your responsibility to adjust it in KULOKET yourself and inform student administration via email.
Thomas More is not responsible for any consequences in case you fail to inform us about the change of
bank account (as stipulated above).

Thomas More offers you the option of a blocked account as proof of solvency, under the
conditions described in this document. Please read the conditions carefully and sign the agreement
and return the document along with the other requested documents via email to
Admissions (admissions@thomasmore.be) in order to benefit from this procedure.
Agreement
Within this framework, you will need to sign the following agreement and transfer EUR 11.300 to the bank
account of Thomas More Mechelen-Antwerpen.
Please be aware of any bank charges if you transfer the money via an international bank transfer. The bank
charges are to be paid by you.

Thomas More Mechelen-Antwerpen will reserve immediately the transferred amount on your name for the
duration of your studies. Upon arrival in Mechelen you set up a current account in Belgium onto which
an amount of EUR 850 will be transferred each month (EUR 1,700 for the first month) starting
from 2024-09-01 till 2025-08-01 to cover some of your daily expenses.
This procedure has been agreed upon with the Immigration Office of Belgium, which must be assured
that you will have financial means each month of your stay in Belgium and that you will not become
financially dependent on the Belgian State. As the money is reserved on your name, no interest is foreseen
for you nor the university.
The administration fee amounts to EUR 250 (and this is already included in the EUR 11.300 transfer). This
fee is an all-in lump sum and covers all administration costs and services of Thomas More with regard to
this procedure. The administration fee again applies if you extend an existing blocked account.
In case you fail to arrive on time to start your studies at Thomas More or you deregister during the
academic year (only by showing a new enrolment in another higher education institute or showing you
deregistered from the Belgian Commune) the money will be refunded to the account where it originally
came from. The administration fee of EUR 250 will be deducted from the amount.

Please note that the EUR 850 a month is just sufficient for proving your financial means at the
Belgian Embassy. However, this will not be sufficient to cover all your living expenses in Belgium.
Make sure you have extra pocket money at your disposal when you come to Belgium. You will
receive the first payment of EUR 1,700 in September. The second payment will be executed October
1st.

A refund can only be done on the account from which it has been paid to Thomas More Mechelen-Antwerpen!
As soon as Thomas More Mechelen-Antwerpen has received the requested amount on the account men-
tioned above, you will be issued a Financial Attestation, as proof of solvency for the application of your visa
and legal residence. Do note that such an international bank transfer can take up to ten working days.
