Subject : Requirement of Biometric Fingerscan in the issuance of Driving Course Completion Certificate

Dear Sir;

This pertains to requirement to all Driving Institutions to use biometric sign-off in the uploading of TDC
and PDC course completion certificates as required under MC Jmt 2023-2390 Omnibus Guidelines on the
accreditation and supervision of driving Institutions which after a period of 60 days under the transitory
provision all driving instructors are required to use biometric finger scan to upload their issued
certificates to LTMS. The temporary provision allowing the use of username and password has caused
the proliferation of fake TDC and PDC certificates or no show (fraudulent) non-appearance of student
driver applicants.

In order to maintain the integrity of the driving school certificates may we respectfully request the
immediate and strict implementation of the Omnibus Guideline.
