Transportation, Access and Circulation

Road transport is the primary mode of transportation in the province particularly in


the urban areas. Sea transport is also available in the coastal municipalities and barangays.
There is also the presence of airport facilities for air transport services.

a) Land Transport

The province has a total road length of 1,550.448 kilometers, 236.394 kms.
national roads; 154.808 kms. provincial roads; 169.988 kms. municipal roads; and
989.258 kms. barangay roads (Table 67).

Concrete roads totals to 248.913 kms. (16.05%); asphalt road is 279.719


kms. (18.04%); gravel and earth roads are 472.404 kms. (30.47%); and 549.411
kms. (35.44%), respectively. This shows that there is almost 65.91% of the total
roads in the province to be upgraded to either asphalt or concrete.

Of the 235.160 kms. national roads, 79.710 kms. (33.90%) are concrete and
133.000 kms. (56.56%) are asphalt. The Daang Maharlika which is part of the
national roads, has a total length of 123.965 kms. consisting of 121.559 kms.
asphalt and 2.406 kms. concrete.

The full stretch of this highway passes along the towns of Basud, Daet,
Labo and Sta. Elena which are the main routes in going to and from the provinces
of Quezon and Camarines Sur. These roads are likewise the main route in going to
the different municipalities of the province.

There are still a 1.259 kms. gravel surface road which is found along the
Bagong Silang-Capalonga Road which need to be upgraded because this connects
the municipality of Capalonga.

These national secondary roads also serve as access roads to the different
barangays and municipality of the province.

At present, there is a total of 2,617.91 linear meter National Bridges in the


province, of which 2,385.79 linear meters are concrete and 49.50 linear meters are
steel.

The province has nine (9) tertiary school/colleges. Seven (7) are offering complete degree
courses wherein five (5) of these are also offering post secondary school/vocational courses.
Camarines Norte State College is the only public college in the province with four campuses located
in Daet, Jose Panganiban, Mercedes and Labo.

Of the 106,747 households in Camarines Norte, 50,173 households or 47% are served by
Level I and II Water System.

The Level III Water Supply of the province as of 2003 is


served by the Camarines Norte Water District which covers 7
municipalities. Four (4) municipalities such as Jose Panganiban, Paracale,
Sta. Elena and San Lorenzo Ruiz have their own Level III water systems
and 1 Barangay Waterworks Service Association in Talobatib, Labo,
Camarines Norte. A total of 50,173 individual connections is being served
by these Water District and Municipal Water Systems in the 11
municipalities of the province. Only the municipality of Capalonga is not
yet being served by a Level III water facility.
Level III Water Supply of the province still proved deficient in
responding to the requirements since these existing water District and
Municipal Water Systems served only 63.90% of the total population in the
area. Meanwhile, household connections have only 26.29% individual
connections in relation to the number of households in the service areas.
This means that a very large percentage of households in the covered area
are not yet served with Level III facilities. As to water supply assets,
sources are 10 springs, 2 dams and 10 deep wells.

In terms of households served by piped water supply system, as of


2003, 19,420 households (21.1%) were served out of the 91,866 households
in the province. The municipality of Daet has the highest of 9,547
households or 58.7% of the total number of households in the municipality.

This situation shows that the low percentage of population served


is due to the low percentage also of individual connections and minimal
number of water sources for Level III. It may also be noted that the
Camarines Norte Water District, which serves 7 municipalities, population
served is still a small percentage of the total population in the service area
(Table 107). It is however, notable that 4 municipalities have existing
municipal Water Systems and Barangay Talobatib in Labo has an existing
Rural Waterworks and Sanitation Association which provides Level III
water supply. (Figure 34)

Power

The efficient provision of power services is one major factor of


development especially in the rural and far-flung areas. The demand of
population and industrial activities will depend on the pronounced
availability of services.

There is one (1) rural electric cooperative, the Camarines Norte


Electric Cooperative, operating in the province under the supervision of the
National Electric Administration (NEA). CANORECO covers the 12
municipalities of the province. As of 2003, a total of 252 barangays or
92.31% of the 273 barangays in the province have been energized. The 9
additional barangays in Sta. Elena are not yet included in the service
coverage of CANORECO, which are still under the service area of the
province of Quezon. Number of house connections stood at about 61,893
or 94.51% of the potential households to be connected. (Table 109)

In an effort to energize island and coastal barangays, CANORECO


has served 105 solar system, 65 units in Mercedes, 20 in Paracale and 20 in
Vinzons. (Table 1110)
