VACANCIES -
MONITORING AND EVALUATION MANAGER
RECRUITMENT MANAGER

The Young African Leaders Initiative (YALI) Regional Leadership Centre (RLC), West Africa
– Accra, was set up in 2015 to offer leadership training and networking opportunities to young
leaders from nine (9) West African countries. The Accra RLC is made up of eight (8) units,
namely Recruitment, IT, Curriculum & Content, Alumni, Partnerships, Participant Affairs,
Finance & Administration, and Monitoring & Evaluation. USAID is the key development
partner, and the Ghana Institute of Management and Public Administration (GIMPA) is the
implementing partner.
The Accra RLC seeks to engage a Monitoring & Evaluation Manager who will provide the
Center with technical support for the successful design, monitoring, and reporting on its
performance framework and Recruitment Manager who will lead all processes required for
the successful recruitment of young Africans from the nine West African countries under the
Accra RLC, onto the Center’s training programs.
1. MONITORING & EVALUATION MANAGER
The M&E function is a full-time role, critical to the strategic decisions made by the
implementing and development partners, and to management’s choices of approaches to adopt
in the delivery of the project. The M&E Manager will play a leadership and technical advisory
role in the project’s drive towards tracking and reporting impacts achieved by YALI alumni.
The M&E manager will work in close collaboration with managers of the other units of the
project.

REPORTING RELATIONSHIP
The Manager shall report to the Project Director. Accra RLC.

JOB DESCRIPTION

The M&E Manager will carry out the underlisted duties.


Strategic Management of Activity Implementation
● Regularly review the Center’s performance against its strategies for achievement of
inclusivity in recruitment of participants, relevance of training content, effectiveness of

delivery, vibrance of alumni networking, and impact of alumni initiatives; and advice
management team on ways forward.
● Follow participants’ discourse on YALI Cohort WhatsApp platforms and provide
feedback to management team on recurrent messages on participants’ experience for
management response and action.
● Follow alumni’s engagement on YALI Alumni platform (Alma base) and provide
feedback to management team on emerging needs, initiatives, and impact stories, for
management response and action.
● From the above processes, draw out and document, on a quarterly basis, best practices
and lessons learnt for submission to the Center’s implementing and development
partners in quarterly reports and at Governing Council meetings.
● Update Performance Plan and Report (PPR) and Performance Monitoring Plan (PMP)
forms for timely submission to USAID.
● Track progress on performance indicators and raise red flags as needed.
● Coordinate quarterly and annual reporting by managers and compile into reports for
timely submission to USAID.
● Design and deploy feedback loops across stakeholders.

Knowledge management & Information sharing


 Maintain a shared, virtual system for uploading and updating data on the RLC’s
programs, participants, and alumni for real-time access by RLC staff and key partners.

Planning
 Guide members of the various units of the RLC to develop and coordinate their work
plans.
 Develop overall work plan based on PPR and yearly targets.
Data Collection & analysis
 Develop a MEL Plan, Learning Agenda and Collaborating, Learning and Adapting Plan
that will set clear priorities for knowledge capture and utilization and translate YALI
Theory of Change into progress-tracking questions.
 Design and administer pre-, post-, and ex-post participant surveys.
 Devise and administer non-intrusive methods for random gathering if real-time
feedback from onsite and online participants on training content and delivery of core.
 Carry out alumni training/support-needs assessments and draw out common threads for
management decision making and response.
 Analyse quantitative and qualitative data on development of key leadership
competencies in YALI participants.
 Identify emerging stories that could be used to strengthen how the YALI story is told
externally.

Learning and Adaptation
 Deploy adaptive measures to activity implementation based on knowledge gleaned
through data collection and analysis process.
 Systematically track adaptions to activity implementation in order to build knowledge
and understanding of practices and success factors.
Support Strengthening of Alumni Engagement
 Coordinate with the Recruitment, Corporate Affairs, and Alumni managers to develop
and implement systems for engaging Alumni chapters in participant recruitment and
awareness creation.
 Coordinate with Participants’ Affairs and Alumni Managers to update and maintain the
Center’s Alumni database.
Foster project monitoring culture and capacities at all levels of the RLC
 Periodically offer learning sessions to strengthen staff members’ capacity to recognize
developments along the YALI TOC and performance framework and host adaptive
management meetings (pause and reflects, strategic reviews, etc.) to get staff feedback.
Any other duties assigned by the Project Director.

EXPERIENCE AND COMPETENCIES


a. Strong competencies in analytical reporting on qualitative and quantitative indicators.
b. Strong competencies in report-writing.
c. Capacity to create a variety of monitoring and learning frameworks, tools, and
processes.
d. Ability to work and deliver on schedule, with minimal supervision.
e. Familiarity with the project life cycle and Theory of Change concept.
f. Experience with adaptive management and/or data utilization strategies.
g. Able to set clear objectives and manage feedback loops to adjust approaches as
necessary.
h. Experience with data storytelling and visualization.
i. Computer literacy.
j. Strong team spirit.
k. A minimum of ten (10) years’ experience in senior monitoring, evaluation, and learning
roles within NGO, INGO, and/or Development Partner settings.
l. Minimum of a Master’s degree in M&E, Development Studies, Business
Administration, Social Sciences, or related field.
m. Experience with youth organizations and networks will be an advantage.

2. RECRUITMENT MANAGER

The Recruitment Manager will lead all processes required for the successful recruitment of
young Africans from the nine West African countries under the Accra RLC, onto the Center’s
training programs
REPORTING RELATIONSHIP
The Manager shall report to the Project Director, Accra RLC.

JOB DESCRIPTION
The Recruitment Manager will be responsible for:
a. Supporting the implementation of the RLC’s strategy for training young Africans
towards taking up leadership positions in all sectors of their respective economies.
b. Managing the full lifecycle of the participant recruitment process from outreach through
the opening of the online application process, management of requisite inclusivity
quotas, shortlisting, interviewing, and final participant selection.
c. Advising on participant recruitment strategies and processes.
d. Forming and managing an in-house recruitment team to carry out the above process
transparently, efficiently, and accountably.
e. Communicating with applicants in real-time to address their questions regarding the
application process.
f. Identifying, engaging, and training assessors for interviewing of shortlisted applicants.
g. Planning and implementing a consistent screening and evaluation process for
applicants.
h. Assisting in assessing applicants’ skills and experience to determine best fit for the
YALI RLC program.
i. Organizing outreach programs, targeting marginalized groups, to achieve diversity and
inclusivity in the recruitment of participants.
j. Regularly evaluating and upgrading the applicant tracking system.
k. Providing timely updates on the recruitment process to the Project Director and other
team members.
l. Preparing the necessary paperwork and process documentation requested by auditors
assigned to audit the recruitment process.

EXPERIENCE & COMPETENCIES

a. Capacity to design and lead processes of assessment of youth potential, motivation, and
capabilities.
b. Capacity to design and lead processes of recruitment of youth into professional and
personal development programs.
c. Track record of teamwork, accountability, transparency, resourcefulness, and
professionalism in previous organizational roles.
d. Excellent planning and time management competencies, detail-orientation, and a
capacity to deliver results under intense pressure.
e. Strong competencies in verbal and written communication.
f. Ability to engage the youth professionally and harness their potential.

g. Basic IT skills, particularly in Excel and familiarity with social media platforms and
applications.
h. Work experience in multi-cultural settings.
i. At least five years’ working experience, two (2) of which much have been in active
recruitment, head-hunting, and/or talent acquisition.
j. A Masters’ degree in Business Administration, Human resource management, or a
related field.

TERMS OF APPOINTMENT
The successful candidates shall hold office for one year renewable, subject to satisfactory
performance.
