Dear Comrades,

In banking career, transfers are inevitable. While some transfers add more comfort, some
lead us to new challenges. Either way, transfers open doors to learning new skills and adapting
to changing environments. While the general transfer process is getting completed, we thank our
Management to have favourably considered almost all the representations taken up. We are glad
that discrepancies in the list could also be resolved to a large extent through deliberations. We
will be working on the bare minimum pending cases too on settling the same to the satisfaction
of the officers as far as possible.

As a boon for officers in this transfer season, there are a number of allowances and rights we
have become eligible for through decades of struggle and accomplishments which will help us to
minimize our expenses related to transfers. A consolidated data is given below for the ready
reference and easiness of availability. Members are requested to go through the same and avail
the benefits without omission. Referring the same will also help to improve the correctness of
applications, thereby simplifying the whole process and ensuring timely availment of benefits.

A. Reimbursement of expenses in connection with Transfer

● A confirmed Officer on transfer will be reimbursed his expenses for transporting his
baggage by goods train rate up to the following limits: *
Basic pay range Married Unmarried
Below 48170/-Rs. 3000 kg 2000 kg
Above 48170/-Rs. 6000 kg 2500 kg

● Scale IV Officers are eligible for 9000 kg in case of extra large truck and 6000 kg for
transport by regular truck.

● Those confirmed Officers drawing basic pay above Rs. 48170/- and eligible to transport
6000 kg. can avail themselves of one container by railway if they are in scale I, II and III
and two containers, if they are in scale IV and above.

● Actuals shall be paid for transporting goods by road upto stipulated weights, by an IBA
approved transport operator, if there is no railway station or railway out agency at the old
or new place of posting of the Officer. The rates should not include any charges for
packing, loading, unloading, insurance, local transportation etc.

● The Officer can transport the house hold articles by road by IBA approved lorry transport
even if the two places are connected by rail subject to the following conditions:

1. The actual expenses incurred for transporting goods by approved lorry or the
goods train rate applicable for transporting the household articles whichever is
less will be reimbursed, if the two places are connected by rail. If the two places

are not connected by rail or partly connected by rail, full amount of the IBA
approved lorry charges will be reimbursed.
2. The weight of the goods transported should be specifically mentioned in the
lorry receipt to be obtained from the IBA approved transport operator which
should be provided along with the T.A. Bills. All relevant columns in the LR
should be filled up properly.

● The Officers are also allowed to engage private lorry, instead of IBA approved lorry for
transportation of household articles, irrespective of whether the two places are connected
by rail or not, after getting prior sanction from H.O. and in such cases the reimbursement
will be restricted to railway goods rate per quintal applicable to the distance subject to IBA
Guidelines. While submitting TA bill, a list of articles transported, lorry receipt stamped by
the check post authorities showing the quantity (in quintals) transported and cash receipt
should be produced.

● If the Officer owns and maintains a car, can transport the same to the new place of posting
by train or IBA approved transport operator in addition to the limits mentioned in 1st clause
above and the actual expenses incurred subject to IBA guidelines, will be reimbursed. If
the car is brought to the new place of posting by road after getting prior sanction from HO-
HR Dept., reimbursement will be made at the below mentioned rate as per running
kilometer, on production of petrol bills.

In such cases the Officer and the family will not be eligible for separate T.A. for their travel
to the place of posting. Two wheeler is treated as a part of household articles.

● An Officer on transfer and the members of his family will be eligible to travel to the place
of posting by the same mode of travel and class of accommodation, as on duty. When the
members of family travel by road the actual amount incurred will be paid only on production
of bus tickets. If family is not accompanying the Officer and if he wishes to bring the family
at a later date, prior sanction from H.O. has to be obtained before his relieving to the new
branch.

● At present, Officers are reimbursed @ 125% of railway parcel rates as transporting


charges from the nearest railway station to the place of posting. In addition to the above,
if the household items are transported by rail, Officers are also eligible for 125% of the
applicable railway parcel rates from house to railway station and railway station to house.

● Officers are not eligible for the reimbursement of expenses in connection with transfer
other than actual TA Bill, in case of request transfer within 2 years.

C. Compensation on Transfer
An officer on transfer will be eligible to draw a lumpsum amount as indicated below for
expenses connected with packaging, local transportation, insuring the baggage etc

● In addition to breakage, confirmed Officers are eligible for the following amount towards
coolie, porterage etc., where actual transportation of household articles is done

D. Joining time and halting allowance on transfer

Joining time on transfer to a new centre and halting allowance will be allowed to confirmed
Officers as under:

a. An Officer on transfer shall be eligible for joining time not exceeding 7 days exclusive of
holidays plus the number of days spent on travel to enable him to join at the new centre. The
joining time has to be availed immediately on his relieving from the branch and in single
stretch.
b. During the joining time, an Officer shall be eligible to draw halting allowance as applicable
to the new centre. During this period he shall not be entitled to any house rent allowance or
house rent. But if residential accommodation is provided by the Bank or he is having his own
accommodation at the new place of posting no halting allowance will be payable from the date
of such accommodation made available to him.

c. No joining time or halting allowance shall be admissible to an Officer when the transfer is
within the same centre /urban agglomeration or if there is no change of residence or in case
of request transfer within 2 years.

d. Further, where an Officer is transferred to another centre and no accommodation was


available immediately, he shall be eligible for lodging expenses during joining time as on
duty, subject to a maximum of 7 days.

e. Probationary Officers are not eligible for joining time and halting allowance on transfer.

f. If the Officer wishes to avail the joining time at a later date, prior HO sanction has to be
obtained

E. Probationary Officers on transfer

On transfer a probationary Officer can travel by AC 2 tier along with spouse and dependent
children. In the case of probationary Officer in scale II & above, they can travel by flight in
lowest economic class along with spouse and dependent children if the distance is more than
1000 Km.

F. TRANSFER DISCOMFORT LOAN

● Eligibility : Confirmed Officers, while on transfer.



● Quantum of Loan : Loan amount is fixed according to the distance from the place of
transfer to the place of posting:

For transfers upto 500 kms - Rs. 50,000/-


500 kms to 1500 kms - Rs. 75,000/-
Above 1500 kms - Rs. 1,00,000/-

● Rate of interest : Free of interest

● Repayment : This loan should be repaid in 36 equal monthly instalments, repayments


starting from the same month, from the salary. If the balance service is below 36 months,
repayment shall be equated monthly instalments for the remaining period of service.

● Sanctioning Authority : All applications have to be forwarded to HO HR Dept. In case of


branch heads, the application to be routed through concerned RO.

G. General :
∙ Previous Transfer Discomfort Loan outstanding if any, is to be closed before availing new
Transfer Discomfort Loan.
∙ In case both the Officer and spouse are working in our Bank as Officers, any one of them
can avail the loan.
∙ Transfer Discomfort Loan cannot be availed if the transfer is within the agglomeration or
within 50 kms.
∙ Family shifting clause is waived irrespective of the place of posting w.e.f previous internal
settlements .
∙ Loan should be availed within 4 months from the date of joining at the new branch.

for your ready reference
