COMPANY’S POLICIES & OBJECTIVES
2.0 GENERAL

1. Purpose
To define the Company’s Health, Safety, Quality and Environment protection policy.
To document the top management commitment to the development and implementation of the Company’s
Management System and continually improving its suitability & effectiveness for the management of Bulk Carrier
and Other Cargo Ship.

2. Scope & Application


This chapter covers the Company’s health, safety, quality and environmental policies and the procedures of setting
safety and environmental objectives.

2.1 HEALTH, SAFETY, QUALITY & ENVIRONMENTAL POLICY

ISM SHIP MANAGEMENT PTE LTD is a ship management company strategically located in Singapore
offering technical ship management of various ship types and related shipping services to Ship owners
worldwide.

HSQE POLICY
(Policy is defined as the a plan or course of action, as of a government, political party, or business intended to influence and determine
decisions, actions, and other matters)
CARRY OUT SAFE AND EFFICIENT SHIPMANAGEMENT & RELATED ACTIVITIES WITHOUT HUMAN INJURY OR
LOSS OF LIFE, DAMAGE TO THE ENVIRONMENT AND PROPERTIES, AT A MINIMUM COST.

HSQE OBJECTIVES
In line with the Company’s stated HSQE Policy, the Company aims to achieve the following objectives:
 Achieve highest level of customer’s satisfaction through quality management, enhanced training, efficient
maintenance program and optimum utilization of resources;
 Achieve environmental excellence by identifying areas of operations that may have negative environmental
impact and provide measures to prevent pollution and protect the environment;
 Achieve total health, safety and security awareness among Company’s personnel and ship staff in all their
actions.

TOP MANAGEMENT COMMITMENTS


To achieve the stated HSQE Policy and Objectives, the top management of the Company is fully committed to:
 Comply with all applicable statutory, class, international and local rules and regulations & other legal
requirements relating to safety at sea, quality and pollution prevention;
 Recognize the importance of individual and team efforts of its employees ashore and afloat;
 Establish safeguards against all identified risks, environmental aspects & potential emergency situations;
 Provide resources in support of the Company’s Management System and those necessary to achieve the
Company’s policies; and
 Continually improve the effectiveness and suitability of the Management System through continuous and
systematic review, monitoring and measuring of its performance.

COMPANY OPERATIONAL AIMS


 Provide for safe practices in ship operations and a safe & secure working environment on board and ashore;
 Set realistic, measurable and achievable health, safety, quality and environmental objectives & targets yearly;
 Monitor and review regularly the policies, set KPIs and various procedures for continuous suitability &
effectiveness;
 Document and communicate the Company’s policies, objectives & targets to all employees ashore and afloat;
 Encourage continual improvement in safety awareness and safety management skills;
 Provide necessary training including refresher training after an appropriate period, to seafarers and office
staff;
 Establish Key Performance Indicators (KPI) at all levels of the Company to monitor performance; and
 Influence public perceptions by making the Company’s safety, quality and environmental policy available to
the public.

2.2 SAFETY OBJECTIVES


The Company’s safety objectives are set before the beginning of each year either during the last QAC Meeting of the
year or during the Management Review.
The following shall be the basis of establishing safety objectives:
 Hazards to seafarers
 Vessels conditions
 Safety in operations
 Flag state and port state inspections
 Regulatory requirements

Safety objectives on board and in the office may be set to have a basis for measurement of the safety awareness
and culture of the organization.
During the regular QAC Meetings, the safety objectives are reviewed to ensure their realization.
On board, the safety objectives & their status are discussed during the monthly meeting of the Shipboard
Management Committee.
An amendment to set safety objectives maybe done to ensure suitability.

2.3 QUALITY OBJECTIVES


The Company’s quality objectives are set before the beginning of each year either during the last QAC Meeting of
the year or during the Management Review.
The following shall be the basis of establishing quality objectives:
 Customer satisfaction
 Quality Service through monitoring of vessel’s off-hires
 Company’s Performance
 Vessels Performance
 Regulatory requirements
The Company’s performance will be based on the total safety, quality and environmental objectives and targets met.
The QAC shall establish the criteria for rating the Company’s performance.
During the regular QAC Meetings, the quality objectives are reviewed to ensure their realization.
On board, the status of achieving the quality objectives set by the Company is discussed during the monthly meeting
of the Shipboard Management Committee.
An amendment to set quality objectives maybe done to ensure suitability.

2.4 ENVIRONMENTAL OBJECTIVES & TARGETS


The Company has identified the sources of pollutions from ships and has established procedures to identify activities
with environmental aspects. The sources of pollutions were identified and the procedures to identify environmental
aspect are documented in MPM 18.1.
The identified environmental aspects were screened through the criteria set to determine their significance. The
criteria for significance are documented in MPM 18.2.
From the list of significant environmental aspects, the Company will set the environmental objectives and targets.
An environmental management program that includes the designation of responsibility, methods and the time frame
of achieving the objectives and targets will be developed from the environmental objectives & targets set.

The form QMR 35 – Environmental Management Program is used to document the means to achieve the set
environmental objectives & targets.

2.5 DRUG & ALCOHOL POLICY

The effects of drugs and alcohol abuse among personnel, particularly those on board ships performing critical
operations, is being looked upon as a serious threat to a safe and efficient operation and therefore steps must be
taken to eliminate or control drugs or alcohol abuse on board.
To eliminate drugs and alcohol abuse, the Company adheres to the following policies:
 The use, possession, distribution or sale of illicit or un-prescribed controlled drugs of any kind or quantity and
the misuse of legitimate drugs are totally prohibited on board ships.

 Consumption of alcohol while on duty whether in port or at sea is strictly forbidden.

 When in U.S. waters, consumption of alcohol is totally prohibited on board ships.

 When in Arab or Muslim Country Waters all beverages that contain alcohol including empty bottles must be
secured and sealed in a seal locker.

 When in other countries, a 4 hours abstinence period of alcohol consumption before going on watch-keeping
duties is imposed.

 The distribution of alcohol on board must be controlled and limited to not more than 2 cans of beer per day
per person.

 Screening for drug and alcohol abuse shall be required for all personnel before being employed on board and
ashore.

 Random and unannounced drug and alcohol testing shall be carried out to deter any abuse.

 The Company considers a blood alcohol content of 40 mg/100ml or greater as impairment.

 When an accident of significant nature occurs on the ship, the Company shall arrange for drug & alcohol testing
by a qualified medical practitioner as soon as possible to the Master, Chief Engineer, officers and ratings on duty
and other ship’s crew involved in the accident.

2.6 GUIDELINES ON DRUGS & ALCOHOL CONTROL

All Masters has standing orders to carry out a thorough search for illegal drugs on board as and when required by
organizing search parties to carry out the searches using the sample checklist QMR 21-Drug & Stowaways
Search Checklist in the Quality Document File Manual.
To prevent the abuse of alcohol consumptions on board, Masters should ensure that the supply of alcohol are as per
stated in the D&A Policy and avoid issuing “in bulk” at one or two times in a month or weekly to prevent the crew
going over the limit.

Masters, as a means of monitoring, should carry out in random an alcohol breath analyzer test to some officers and
ratings before carrying out any critical operations. The random testing should be done using the alcohol breath
analyzers provided on board. Masters should ensure that the alcohol breath analyzers are in good working condition
at all times and there is enough supply of mouth pieces for all crew. Any malfunction of the analyzer should be
reported to the office immediately.

Masters when carrying out random alcohol testing of officers & ratings should offer himself to be tested by any
officer of his choosing, but preferably by the Chief Officer or by the Chief Engineer or any officer present.

The name, rank & key shipboard operation performed of the crew tested by alcohol breath analyzer should be
recorded in the form QMR 10 - Record of Alcohol Testing. The completed form is to be filed on board and send
to office only when requested.

The use of prescribed controlled drug which causes or contributes to unacceptable job performance or unusual job
behavior should require the seafarer to be excused from duty until such time as he is repatriated or treated and its
after-effect gone.

As a guideline, Masters must ensure that there is a copy on board of the Guidelines for the Control of Drugs
and Alcohol Onboard Ship and its contents discussed during monthly meetings of the Shipboard Management
Committee.
