MASTER’S RESPONSIBILITIES & SHIPBOARD MANAGEMENT

5.0 GENERAL

1. Purpose
To define the Master’s responsibility and overriding authority and the shipboard management
structure, responsibility, authority and interrelation of all seafarers who manage, perform and verify
works relating to safety and environment protection on board.

2. Scope & Application


This chapter covers the organization, responsibilities and authorities of the shipboard management on
board each vessel under the management of the Company.
This chapter is applicable to shipboard personnel and relevant office personnel.

5.1 MASTER’S AUTHORITY & RESPONSIBILITIES

1. Master’s Authorities
a. The Master has the overriding authority and the responsibility to
make decisions with respect to safety and pollution prevention including signing
for a salvage contract and to request the Company's assistance as may be
necessary.
b. The Master should exercise his judgment to prevent loss of life or minimize
damage if the situation does not permit him to wait for instructions.
c. The Master has the support and authority from the Company in doing the
needful actions in order to comply with these manuals and the ISM Code. He may delegate
or change certain tasks/duties and document to the ship staff as required.
d. Discipline errant crew and officers including their repatriation as per
guidelines given in Collective Bargaining Agreement
e. As delegated by the Company

2. Master’s Responsibilities
a. Accountable to the Technical Superintendent in charge.
b. In full command of the vessel and is overall in-charge of the Shipboard Management through
which the Company's Management System and the Safety, Quality and Environmental Policies
are implemented and enforced effectively.
c. He shall ensure that the company’s various policies are communicated to all his crew and to
motivate them to contribute in achieving of the policies including fulfillment of stated
objectives and targets.
d. He shall ensure that the vessel complies at all times with applicable legal requirements and
the vessel's statutory, classification and trading certificates are valid at all times.
e. He shall issue appropriate orders and instructions in a clear and simple manner and ensure
that these are understood and obeyed.
f. He shall ensure that all shipboard personnel are aware of the Company’s Environmental
Management Program and all identified significant environmental aspects in his vessel are
monitored and measured and operational control are in place to prevent damage to
environment.
g. He shall initiate Master Internal Audits upon receipt of instructions from QA/Safety Manager,
or recommend to the office to carry out internal audit if he finds it necessary to do so, to
verify that specified requirements are fulfilled and ensure the effective implementation of the
Company’s Management System on board.
h. He shall carry out review, together with the member of shipboard management, of the
Company’s Management System within Master’s service period before off-signing or
required by company, whatsoever, at least once a year and submit reports of the
results of the review including recommendations for improvements of the Management
System.
i. He is responsible for the safe navigation of his vessel at all times, maintaining the safety
standards and the efficient operation of the vessel in all aspects.
j. He is to ensure that the vessel is well maintained and performs according to the Charter Party
as well as Customers requirements.

k. He is in-charge of the implementation of Document and Records Control Procedures on


board.
l. He is to ensure that the vessel's life saving appliances, fire-fighting equipment & oil spill
equipment are well maintained and ready for use at any time.
m. He must also ensure that regular drills and training in the use of the above equipment are
conducted to ensure "preparedness" among all the crew and maintain a high degree of safety
awareness.
n. He is to ensure that new crewmembers are given the required familiarization before they are
assigned to perform tasks on board
o. He is to carry out weekly inspection and acknowledgement of the job given/done at the daily
deck work book (which is maintained by Chief Officer) and daily engine work book (which is
maintained by Chief Engineer).
p. He shall ensure safe and unhindered cargo operations in port and the safety of cargo while it
is on board his vessel.
q. The Master shall take personal charge of navigation when maneuvering at anchorage or
berthing, heavy traffic situations, during heavy weather or reduced visibility and in
circumstances where the safety of the vessel may be in jeopardy.
r. In the event of a casualty or the vessel or personnel in distress, the Master's primary duty is
to protect lives and limit damages in any form to the ship, cargoes & properties, as far as
possible. To this end, the Master shall utilise all the resources available onboard and/or enlist
assistance as deemed necessary.
s. The Master, together with the members of shipboard management shall carry out weekly
sanitary & safety inspection of his vessel to ensure that good working environment is
maintained on board.
t. While the remote survey being conducted on board, responsible to gather the supporting
information, confirm it accurately represents the condition on board, confirm it meets any
applicable class and/or statutory requirements and to submit to class.
3. Transferring the Duties of the Master by Deputation, Delegation of Authority
a. Transferring the Duties of the Master by Deputation
- If the Master becomes incapable of exercising or maintaining his authority as a result of injury
sickness or other reasons, the Chief Officer shall assume the authority to take command until
such time as formal instructions are received from the Company.
- The Master shall ensure that log-entries are made regarding the fact of the Chief Officer took
over the command. The signatures of the other officers and Chief Engineer shall be affixed
to validate the fact. In addition, this fact shall be reported to the Company immediately.
- If instructions are given by the Company to effect that a deputy be nominated or the Master
be replaced, these instructions should be complied with.
b. Delegating the Duties of the Master
- When the Master leaves his ship, he shall delegate his authority to command the ship to a
Deck Officer.
- The orders of the officer whom authorized shall be considered as the orders from the Master.
The relevant officer, in his temporary capacity as the highest person in charge, shall be
responsible for his own decisions and actions to the Master and the Company.
- As a general rule, the Master and the Chief Officer shall not be absent from the ship at same
time.
- The Master shall remain his emergency contact means when he leaving ship.
c. Obligation of the Master to Remain On board
While the ship is in port, the Master shall have the obligation to remain on board, and shall
not

spend night off the ship without a special reason. If the Master has to do so, he shall observe
the above Par. 3.b.

5.2 COMPANY’S INSTRUCTIONS

Various procedures and instructions in the implementation and operations of the Company’s
Management System for the Shipboard Management are documented and described in the Ship
Operations Manual.

5.4 SHIPBOARD MANAGEMENT

1. Shipboard Management Committee (SMC)

The Shipboard Management Committee is composed of the following members:

Master - Chairman

Chief Officer - Member, Head Deck Dept

Chief Engineer - Member, Head Engine Dept

A. Functions

The Shipboard Management Committee is tasks with managing all the aspect of operations of the ship
and should ensure that voyages & cargo operations are executed safely and pollution-free.

The Shipboard Management Committee shall have a formal meeting at least once a month, preferably
at the end of the month to evaluate the activities carried out in that month and to discuss the
activities for the coming month including reports to be made.

The SMC meeting can be held at the same time with meetings of other committees such as PEC, SCC
and Food Committee. At the SMC meeting, the Chief Officer reports as head of Deck Dept while the
Chief Engineer reports as head of Engine Dept.

The following are mandatory topics to be discussed during SMC Meeting:

a. Activities carried out by Deck Dept. (hold/tank cleaning, berthing/unberthing safely in various
ports, navigation in restricted waters & visibility, coastal navigation & heavy weather
navigation, maintenance on deck & accommodation, requirements of spares/stores);

b. Activities carried out by Engine Dept. (bunkering, maintenance activities in engine room,
requirements of spares/stores for upcoming maintenance, pollution prevention activities,
housekeeping);

c. Plans for management system audits & review;

d. Plans or status of corrective actions for nonconformities, findings & observations generated
during the audits;

e. Plans or status of corrective actions for deficiencies found during port state & flag state
inspections;

f. Charter party & voyage instructions requirements;

g. Plans for review of Ship Security Plan;

h. Ship security issues during ship-port interface;

i. Crew welfare;

j. Other topics deemed necessary by the Master.

The minutes of SMC meetings shall be recorded in the form QMR 02 & filed on board. If required by
the office, the minutes can be sent as e-mail attachment or by fax.

2. Departmental Responsibility

The Shipboard Organizational structure consists of the Deck Department and the Engine Department.

The Deck Department is headed by the Chief Officer. The Engine Department is headed by the Chief
Engineer. The catering personnel are under the direct supervision of the Chief Officer.

A. Deck Department
The main areas of responsibility are:

1. Safe navigation
2. Cargo operations
3. Personnel safety
4. Maintenance and upkeep of hull, deck, cargo holds/tanks, hatch covers, ballast tanks,
superstructure.
5. Maintenance of all life-saving, fire-fighting and oil spill equipment.
6. Operations of deck cranes and other deck machinery.
7. Maintenance of navigation and GMDSS equipments
8. Any other responsibilities and duties as may be assigned by the Master and the Company
The responsibilities of personnel in-charge of catering are:

1. In charge of maintaining the victualling costs within the budget under the supervision of the
Master.

2. Maintain the accommodation spaces including provision spaces, messrooms and galley in a
clean and hygienic condition.

3. In charge of the ship's laundry.

4. Food preparation, cleanliness and maintenance of food preparation and serving utensils.

5. Suggestions to purchase of provision and stock keeping of provisions.

B. Engine Department
The main areas of responsibility are:

1. Maintenance of all the machinery and all the spaces in the engine room and steering room.
2. Maintenance of the machinery part of all deck machinery and fittings.
3. Maintenance of lifeboat engines.
4. Maintenance of pipelines on deck.
5. Personnel safety
6. Any other responsibilities and duties as may be assigned by the Master and the Company.

1. Responsibilities

a. He is accountable to the Master.

b. Head of the Deck Department, Safety Officer and a member of the Shipboard Management
Committee.

c. To assist the Master in implementing and maintaining the Company's Management System as
well as the Safety, Quality and Environmental Policy and contributes towards in achieving of
the policies including fulfilment of stated objectives and targets.

d. Responsible to the Master for the effective administration and supervision of general discipline
onboard.

e. Planning the maintenance of the vessel together with the Master and the Chief Engineer.

f. To ensure that all identified significant environmental aspects in his department are monitored
and measured and operational control are in place to prevent or reduce the impact to the
environment.

g. To supervise and delegate work to the Deck Officers and the crew.

h. To monitor performance of deck officers and crew and submit Appraisal Report.

i. In charge of cargo handling/preloading planning, discharging and cargo hold cleaning.

j. Maintain a daily deck work book to reflect all the jobs that he has given to his deck officers
and crew and to monitor closely the jobs given.

k. Maintain records of the deck stores inventories and prepare requisitions for replenishment as
required.

l. Upkeep of the log books and the maintenance records.

m. Navigation watch keeping including reception of navigational and meteorological warnings and
broadcasts during watch keeping period.

n. To ensure that proper maintenance and upkeep of all the life-saving appliances and recording
in the deck logbook by the 3rd Officer.

o. To ensure that proper maintenance and upkeep of all fire fighting appliances in
accommodation and on deck including those concerning the machinery spaces by the 3 rd
Officer

p. To assume the Master's responsibilities in case the Master is incapacitated.

q. Any other duties as assigned by the Master.

2. Authority

a. In the absence of the Master, he shall assume the Master’s responsibilities and authorities.

b. As delegated by the Master.

5.6 SECOND OFFICER

1. Responsibilities

a. He is accountable to the Chief Officer

b. Upkeep and maintenance of the navigation & GMDSS instruments and equipment.

c. Updating, correcting and requisitions of charts and nautical publications, ENCs, ENP, ADP.

d. Voyage planning and charts, ENC preparation on advice from the Master.

e. Testing of navigational equipment during arrival and departure as per the standing bridge
procedures.

f. Upkeep of the medicines and the medical log books.

g. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

h. To keep cargo watches and deck duties when vessel is in port.

i. Navigation watch keeping including receiving navigational and meteorological warnings and
broadcasts during watch keeping period.

j. All communications including Inmarsat and GMDSS communications.

k. Upkeep of log for communications

l. Maintenance & testing of GMDSS equipment.

m. To familiarize himself with Company's Safety, Quality & Environmental Policy &
contribute towards achieving the Company’s Safety, Quality & Environmental
Objectives.

n. Any other assignments as directed by the Chief Officer.

2. Authority

As delegated by the Chief Officer and/or the Master.

5.7 THIRD OFFICER

1. Responsibilities

a. He is accountable to the Chief Officer

b. Assist the Chief Officer in maintenance of all the safety and contingency equipment on board.

c. Upkeep of the visual & aural communications gears and equipment.

d. Assist the Second officer in testing of the navigation equipment on arrival and departure and
corrections of nautical publications.

e. Maintenance and upkeep of all the life-saving appliances and record in the deck logbook.

f. Maintenance and upkeep of all fire fighting appliances in accommodation and on deck
including those concerning the machinery spaces.

g. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

h. To keep cargo watches and deck duties when vessel is in port.

i. Navigation watch keeping including receiving navigational and meteorological warnings and
broadcasts during watchkeeping period.

j. Prepare and submit crew’s salary account, cash advance, crew list and port documents as
directed by Master.

k. Assist the Chief Officer in the upkeep of logbooks.

l. To familiarize himself with Company's Safety, Quality & Environmental Policy &
contribute towards achieving the Company’s Safety, Quality & Environmental
Objectives.

m. Any other assignments as directed by the Chief Officer.

2. Authority

As delegated by the Chief Officer and/or the Master.

5.8 CHIEF ENGINEER

1. Responsibilities
a. He is accountable to the Master

b. He is the Head of Engine Department and a member of the Shipboard Management


Committee.

c. To assist the Master in implementing and maintaining the Company's Management System as
well as the Safety, Quality & Environmental Policies.

d. He is responsible to the Master for the effective administration and supervision of general
discipline in the engine department & to monitor the performance of the engine room staff
and submit the Appraisal Reports.

e. To supervise, plan and delegate maintenance and repair work to engineers and the engine
crew.

f. He is in full charge of the efficient operation and maintenance of all the machinery in the
engine room and on deck.

g. Maintain a daily engine work book to reflect all the jobs that he has given to his engine
officers and crew and to monitor closely the date of completion of the jobs given.

h. To ensure that all identified significant environmental aspects in his department are monitored
and measured and operational control are in place to prevent or reduce the impact to the
environment.

i. To inform the Master promptly any malfunctioning of equipment/machinery which could


jeopardize the safety of the ship.

j. To seek approval from the Master should the immobilization of engines be required.

k. To analyze the Main Engine & Auxiliary Engine operating data and advise the Company
through the Master of their performance and deficiencies, if any.

l. To maintain the records and documents relating to the Engine Department & report to the
Company on technical matters as per the Company's reporting guidelines.

m. To ensure that there is sufficient fuel onboard for the proposed voyage, taking into account a
suitable reserve and any tank cleaning/tank heating requirements.

n. He is fully in-charge of the bunkering operations and the quantity of bunkers received.

o. He is to monitor and maintain the spares, stores and luboil stocks on board and requisition for
replenishments in good time.

2. Authority

As delegated by the Master.

5.9 SECOND ENGINEER

1. Responsibilities

a. He is accountable to the Chief Engineer

b. To supervise and delegate daily maintenance work to the Engine room crew and engineers.

c. He is responsible for the maintenance, testing and upkeep of :

- Main engine and related accessories

- Maintenance of records/running hours and submission of monthly maintenance


reports to the Chief Engineer

- Control air-unit plant, refrigeration & A/C Systems

- Grabs/deck cranes/derricks

- Ballast water treatment system

- Engine store/spares inventories.

d. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

e. To familiarize himself with Company's Safety, Quality & Environmental Policy &
contribute towards achieving the Company’s Safety, Quality & Environmental
Objectives.

f. As a member of the Emergency Party, he should be fully conversant with his assigned duties.

g. Any other assignments as directed by the Chief Engineer.

2. Authority

As delegated by the Chief Engineer.

5.10 THIRD ENGINEER

1. Responsibilities

a. He is accountable to the Second Engineer

b. He is responsible for the maintenance, testing & upkeep of:

- all auxiliary engines

- lifeboat engines

- Auxiliary Boiler and chemical treatment

- Incinerator

c. Daily soundings & records of F.O., D.O. & L.O. Tanks.

d. Main engine fresh water system dosing & records

e. Engine room watch keeping

f. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

g. To familiarize himself with the Company's Safety, Quality & Environmental Policy
and contribute towards achieving the Company’s Safety, Quality & Environmental
Policies & Objectives.

h. To assume the duties of the Fourth Engineer if there is no Fourth Engineer on board.

i. Any other assignments as directed by the Second Engineer or Chief Engineer

2. Authority

As delegated by the Chief Engineer.

5.11 FOURTH ENGINEER

1. Responsibilities

a. He is accountable to the Second Engineer

b. Maintenance, testing & records of all pumps and auxiliary machineries in the engine room.

c. Maintenance of the main air compressor and the harbour air compressor .

d. Maintenance and test of the emergency fire pump and engine .

e. Maintenance & records of the Oily water separator and Sewage Plant.

f. Ballast water treatment System

g. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

h. Engine room watchkeeping as required

i. To familiarize himself with Company's Safety, Quality & Environmental Policy and
contribute towards achieving the Company’s Safety, Quality & Environmental
Policies & Objectives.

j. Any other assignments as directed by the Second Engineer or Chief Engineer.

2. Authorities

As delegated by the Chief Engineer.

5.12 ELECTRICAL ENGINEER

1. Responsibilities

a. He is Accountable to the Chief Engineer and under Second Engineer’s instruction/supervision.

b. Daily inspections of all the electrical equipment

c. Maintenance and testing of all alarm system of all machinery

d. Testing and maintenance of the CO2/fire alarm detection systems and emergency shut down
system

e. Keeping the records of the electrical stores and spares.

f. Insulation resistance testing of all machineries in engine room & deck.

g. Assist 2/E in the upkeep and maintenance of deck cranes and grabs.

h. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

i. Assist in maintenance & upkeep of refrigeration & A/C Systems.

j. To standby in the Engine Control Room during arrival/departures, maneuvering and bad
weathers, as required by the Chief Engineer

k. To familiarize himself with Company's Safety, Quality & Environmental Policy and
contributes towards achieving the Company’s Safety, Quality & Environmental
Policies & Objectives.

l. Any other assignments as given by the Chief Engineer

2. Authorities

As delegated by the Chief Engineer.

5.13 BOSUN

1. Responsibilities

a. He is accountable to the Chief Officer

b. In charge of the deck crew & their discipline

c. In charge of the deck stores inventory of items such as:

- paints & painting equipment

- blasting equipment & accessories

- personal protective gears & clothings

- cargo lashing gear and its maintenance

- mooring ropes & wire ropes

- tank cleaning & gas freeing equipment (on tankers)

d. Responsible for training of the Deck Crew on Safety Procedures and also training in the use of
life-saving and fire-fighting equipments, under the guidance of the Chief Officer.

e. To monitor overtime work of all deck crew.

f. To ensure cleanliness and good housekeeping of all the decks, stores, forepeak stores,
accommodation, toilets and the laundry room of the vessel.

g. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

h. Report to the Chief Officer on operating condition of deck machinery such as: anchor windlass
& mooring winches, fairleads & rollers in fore, deck & aft stations, hatch cover
opening/closing system, accommodation ladders & pilot ladders including motors, deck cranes
& grabs, stores handling cranes & hose davits, tank cleaning machines & gas freeing
equipment (on tankers)

i. To arrange for picking up stores, lubricants, spares, etc. received in ports.

j. Renewal of the crane wires.

k. Hold cleaning to prepare the vessel for cargo loading.

l. Prepare & secure vessel’s deck for arrival/departure port vessel

m. Depute crew for additional watches.

n. Familiarize himself with Company's Safety, Quality & Environmental Policy and
contribute towards achieving the Company’s Safety, Quality & Environmental
Policies & Objectives.

o. Any other work as assigned by the Chief Officer.

2. Authorities

As delegated by the Chief Officer and/or the Master.

5.14 ABLE SEAMAN (A/B)

1. Responsibilities

a. He is accountable to the Chief Officer through the Bosun.

b. Familiarize himself with the vessel's general arrangement of decks, hatches, cargo
holds/tanks, ballast/cargo holds/tanks sounding/ullaging ports & various stores.

c. His duties include:

 operation of deck cranes, hatch covers & mooring winches

 operation of blasting & painting equipment

 operation of cargo valves, tank cleaning & gas freeing equipment, etc. (on tankers)

 daily soundings of ballast tanks, cargo hold bilges, cofferdams, etc.

 standby for stations at arrival and departure port

 Helmsman's duty or lookout during navigation

 securing cargo gears for departure or preparation for loading/discharging operations

 keep gangway watch in port

 assist in picking up stores, spares and lubes being received by the vessel

d. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

e. Familiarize himself with Company's Safety, Quality & Environmental Policy and
contributes towards achieving the Company’s Safety, Quality & Environmental
Policies & Objectives.

f. Any other duties as assigned by the Bosun or the Chief Officer

2. Authority

As delegated by the Chief Officer and/or the Master.

5.15 ORDINARY SEAMAN

1. Responsibilities

a. He is accountable to the Chief Officer through the Bosun.

b. Familiarize himself with the vessel's general arrangement of decks, hatches, cargo holds/tanks
and various stores.

c. His duties include:

 operation of deck cranes, hatch covers, windlass & mooring winches

 operation of gangway ladders & provisions davits

 operation of blasting & painting equipment

 standby for stations at arrival and departure port

 Assist during cargo hold cleaning

 securing of cargo gears for departure or preparation for loading/discharging


operations

 Act as additional gangway watch in port if required

 assist in picking up stores, spares and lubes being received by the vessel

a. He is accountable to the Master.

b. To cook wholesome and palatable meals for all the officers and the crew.

c. To keep an update of inventory of the provisions on board and assist the Master in preparing
the Requisitions for provisions.

d. To regularly clean the meat, fish, vegetable and dry provisions room.

e. To take steps to prevent breeding of pests/cockroaches by resorting to Pest Control.

f. To ensure that the meals for all officers and crew are prepared in time and that meal times
are maintained.

g. To maintain the cleanliness of the officer's and crew's Mess Room with the assistance of the
Messman.

h. Receive provisions, arrange, verify and sign for same before putting up to the Master for his
final signature.

i. Inspect all the provisions in the various rooms everyday and report to the Master, if the
Provisions Room temperatures are not being maintained, or if there are leakages, and/or any
deterioration of the provisions.

j. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

k. To maintain his and the Messman's overtime records.

l. Record the consumptions of various provisions and provide same to the Master.

m. Obtain signatures on meal chits from the guests and the Master, for any extra meals
provided.

n. Familiarize himself with Company's Safety, Quality & Environmental Policy and
contribute towards achieving the Company’s Quality, Safety & Environmental
Policies & Objectives.

o. Any other work assigned to him by the Master.

at all times.

e. To assist in cleaning up of galley and prevent the breeding of pests.

f. To maintain the cleanliness and orderliness of pantries & other storerooms at all times.

g. To assist in fumigating stores, pantry, galley, messrooms and days rooms with the Master's
permission.

h. To wash all the plates, glasses, cups, saucers, etc. after each meal and maintain their
cleanliness & orderliness at all times.

i. To assist the Chief Cook in the cleaning and washing of cooking ware at the end of each
meal.

j. To assist the Chief Cook in arranging provisions in the Provision Rooms.

k. To assist the Chief Cook in compiling the Provisions Inventory List and in preparation of the
Requisitions to the Company.

l. To assist the Chief Cook to receive and store the provisions.

m. To clean alleyways of all the decks and the cabins of all officers/engineers, including making
of beds.

n. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

o. To familiarize himself with the Company's Safety, Quality & Environmental Policy
and contributes towards achieving the Company’s Safety, Quality & Environmental
Policies & Objectives.

p. Any other work assigned to him by the Chief Cook or Chief Officer or the Master.

5.18 PUMPMAN

1. Responsibilities

a. He is accountable to the Chief Officer

b. Inspection and maintenance of the various cargo equipment (pumps, lines, valves, etc.) as
directed by the Chief Officer.

c. Maintenance of tank cleaning/crude oil washing machines, both fixed and portable as directed
by the Chief Officer.

directed by the Chief Officer.

g. Overhauling/maintenance of pressure/vacuum valves for cargo tanks as directed by the Chief


Officer.

h. Inspection and maintenance of packings for cargo tank lids, Butterworth openings, manholes,
watertight doors, ventilators as directed by the Chief Officer.

i. Connection/disconnection of cargo hoses/arms, and preparing cargo manifolds with


appropriate reducers as required at load/discharge port as directed by the Chief Officer.

j. Assisting in setting of cargo lines/valves as required during any cargo operation and other
tanker operations as directed by the chief officer.

k. Draining/cleaning out of save-alls/drip trays after cargo operations.

l. Assist in inerting and gas-freeing operations.

m. To ensure that all identified significant environmental aspects of procedures or processes


under his responsibilities are monitored and measured and operational control are in place to
prevent or reduce the impact to the environment.

e. To assist the Second Engineer with all the engine room maintenance work

f. Assist in overhauling of the main engines and components as directed by the Second Engineer

b. Familiarize himself with the vessel's general arrangement of decks, hatches, cargo holds/tanks
and various stores.

c. His duties include:

- Assist during sandblasting operations & painting.

- standby for stations at arrival and departure port

- Assist during cargo hold cleaning

- Act as additional gangway watch in port if required

- assist in picking up stores, spares and lubes being received by the vessel

d. on tanker, assist in tank cleaning, gas freeing and other tanker operations.

d. To work under Master & Chief Officer guidance.

e. To carry out jobs delegated by the Master or any officer appointed by him.

f. To familiarize himself with the Company’s Safety, Quality & Environmental Policy
and contributes towards achieving the Company’s Safety, Quality & Environmental
Policies & Objectives.

2. Authority

As delegated by the Chief Officer and/or Master.

5.24 ENGINE CADET

1. Responsibilities

a. He is accountable to the Chief Engineer and Second Engineer Officer.

b. To maintain a cadet record book duly endorsed by the Chief Engineer and counter endorsed
by the Master.

c. To understudy the responsibilities of the Fourth Engineer.

d. To work under Chief Engineer and Second Engineer guidance.

e. To carry out jobs delegated by the Chief Engineer or any engineer officer appointed by him.

f. To familiarize himself with the Company’s Safety, Quality & Environmental Policy
and contributes towards achieving the Company’s Safety, Quality & Environmental
Policies & Objectives.

5.25 THE PROTECTION & ENVIRONMENT COMMITTEE (PEC)

1. Introduction
The Company requires that a Protection & Environment Committee be organised onboard all the
Company's managed vessels.

This is to complement the Shipboard Management role in implementing and maintaining the
Company’s Safety & Environmental Policy.

2. Tasks Of The PEC


The Protection and Environment Committee shall act to introduce safe conditions on board and shall
be particularly concerned with:

a matters relating to the internal accident prevention efforts and the employee's health and
welfare

b matters relating to training, instruction and informative activity on board which are of
consequence for the prevention of occupational and health impairment, working hours and
spare time

c the charting of work places and work conditions which represent an accident or health hazard

d seeking the causes of sickness and death which may be linked to the environment on board,
and discussing proposals for preventive measures

e contributing actively towards making safety part of work planning

f ensuring that new employees are given adequate guidance and training in safety

g taking up for discussion, conditions which are of consequence for well-being on board, social
relations, spare time activities, etc.

The Protection and Environment Committee shall examine all reports concerning health injuries, work
injuries and near accidents and ensure that measures are implemented to prevent repetition. The
Protection and Environment Committee shall also review supervisory reports.

The Protection and Environment Committee shall hold at least four meetings a year. In addition, the
Protection and Environment Committee should hold at least as many open meetings for all the
persons working on board.

The entries of the activities of the Protection and Environment Committee shall be made in a record of
minutes which shall be signed by the members.

The Committee can be called together upon request by two members to discuss matters relating to
protection, the environment and safety.
3. Time Requirements For Protection And Environment Work
The Protection Supervisor and the members of the Protection and Environment Committee shall be
given the necessary time to carry out their tasks in a sound manner, generally within ordinary working
hours. If the person concerned has to leave the work place, he must notify his immediate superior.

4. Training
The Protection Supervisors and members of the Protection and Environment Committee shall be given
the training required in order to perform their tasks in a satisfactory manner. The costs of such
training shall be borne by the Company.

Training shall:

a include an introduction to how protection and environment work shall be carried out

b provide knowledge of occupational therapy, noise, lighting, climatic and welfare-related


measures

c provide knowledge of accident prevention, including preventive measures, use of personal


protective equipment etc

d provide an introduction to the structure and role of the shipping administration including its
relationship to the other authorities involved

5. Responsibility For Implementation Of Protection And Environment Work


The Master of the vessel is responsible for the organisation and implementation.

The Master shall ensure that the following is carried out:

a Work is delegated considering age, skills and other qualifications of individual

b The person assigned to direct and inspect the work has the qualifications and knows the risk
involved

c Work is effectively supervised at all times, to ensure safety, not only from point of view of
injury, or death, but also health

d Successive medical checkups of individuals to reduce the risk of injury to health likely to
develop in the long term

e Work is assigned in a manner that ensures sufficient opportunity to take rest

f The Protection Supervisors and the Protection and Environment Committee are informed of
the special risks in connection with the operation of the vessel

g The various activities of the Protection and Environment Committee are co-ordinated

6. Responsibility For Protection And Environment Work In Other Activities On Board


The Leader of other activity on board shall ensure that the activity for which they are responsible
conforms with the vessel's safety guidelines.

If outside contractors are carrying out activities on board, the guidelines 4.3.5 (ii) (a) to (f) shall apply
to the individual leader of the various activities within his area of responsibility.

The various activities of the Protection and Environment Committee are co-ordinated by the Master.

7. Protection Supervisors
They should be elected from different vocational backgrounds and should not comprise of Masters.

The number of Protection Supervisors shall not in any case be less than:

 One Protection Supervisor for a total crew of 8-14

 Two for total crew 15-39

 Three for crew exceeding 40

When outside contractors are also engaged on activities on board, they should have at least one
protection supervisor.

This supervisor shall be in addition to the Shipboard Protection Supervisor.

The Master shall arrange for the election or appointment of the Shipboard Protection Supervisor,
besides the appointment of the supervisors when external groups are working on board, when the
Master shall consult the group leader to appoint the supervisor.

The period of office of the Protection Supervisor will be for a period of 10 months to a year,
depending on the period of employment on board.

8. Tasks Of The Protection Supervisor


The tasks include:

 take care of employees' interests in matters concerning the work environment on board

 work is performed in a manner that due consideration is given to the safety and health of
employees

 propose new protection measures if necessary

The Protection Supervisor shall also see that:

 Machinery, technical devices, chemical agents and work procedures do not expose the
employees to hazards

 Protection, devices and personal accident prevention equipment is in a satisfactory condition


and is used

 Employees are receiving instruction practice and training

 Work is performed/organised in such a manner as to ensure safety and health of the


employee

The Protection Supervisor shall:

 take steps to avert conditions that may lead to dangers, accidents and health impairment

 notify the Master or his representative if he cannot do so

In the event of death and occupational health impairment, the Protection Supervisor shall:

 make a statement of his evaluation of the situation and preventive measures to be taken, to
prevent future occurrences. This will be signed by the Supervisor and Chief Protection
Supervisor before forwarding the copies to the Company.

The Protection Supervisor shall participate:

 in inspections/examinations of environment protection on board

 if participation is impossible, the Master must be notified

The Protection Supervisor shall also perform the following:

a Fill up an Accident Prevention Log and make entries regarding:

 instructions/requests etc which he has made

 reports submitted to the Master of the vessel

 circumstances which require special action

 reasons if Protection Supervisor cannot participate in inspections/examinations of Environment


Protection onboard

b The Accident Prevention Log should be made available at the meetings held by the Protection
and Environment Committee.

9. Protection Advisor
The Protection and Environment Committee on each vessel shall have a Protection Advisor, who
should normally be from the actual Vocational Department

Deck Department - Chief Officer

Engine Department - Chief Engineer

10. Chief Protection Supervisor


The PEC on each vessel shall have a Chief Protection Supervisor who will be elected by the members.

He will co-ordinate the activities of the Protection Advisors/Supervisors and the PEC members.

11. Duty To Co-Operate


The Protection Supervisor, the members of the Protection and Environment Committee and all the
other crew on board shall:

 co-operate to secure a sound and safe working environment on board

 follow orders & accept responsibilities

 show care

 protect life, health and welfare

 use mandatory protection equipment and contribute to prevent accidents and health injury

 arrange for rest periods

 perform their work to the requirements

The crew members shall strive to:

 notice errors and omissions which can cause hazard to life or health

 notify the Protection Supervisors or group leader or other person responsible on board
whenever there are hazards existing with respect to safety and environmental protection.

12. Right To Stop Temporarily Hazardous Work


If the Protection Supervisor considers that a work operation can cause an immediate hazard to the life
or health of an employee and the hazard cannot be averted in any other way, the Protection
Supervisor shall stop the work temporarily. The work shall only be stopped to the extent the
Protection Supervisor considers it necessary to avert the hazard or prevent a more hazardous situation
from arising. The Protection Supervisor shall as soon as possible notify the Master, who shall decide
whether the work operation is to continue.

If a crew member considers that he cannot continue the work without hazard to life or health, he shall
inform the protection supervisor and temporarily suspend the work. The protection supervisor shall
inform the Master. The Master or the person authorized by the Master shall decide whether the work
may continue.

13. Reporting
The Company requires that information, documents and reports are to be submitted to the Company
when required.

The Protection Supervisor and the members of the Protection and Environment Committee shall have
access to the information that they require to be able to accomplish their duties.

Literature on protection work ought to be available to everybody on each vessel.

5.26 CHANGE OF COMMAND

When a change of command occurs, the outgoing Master should ensure that all documents,
certificates, log books, shipboard accounts and files are up-to-date.
The shipboard cash, slop chest articles and the Shipboard Welfare Fund cash must be correctly
accounted for.
A Change of Command statement – sample form in the Quality Document File Manual - should be
prepared by the outgoing Master and both the Masters must sign this statement after verification.
The outgoing Master should also prepare the "hand-over notes" which will describe the condition of
vessel, equipment, immediate and foreseen problems if any and other relevant information. The
relieving Master upon joining the vessel must verify all the above-mentioned are in order.
During handover, an entry in the official logbook should be made and duly signed by both the
Masters. A copy of the Change of Command statement is to be sent to the Company.
A message by e-mail or telex should be sent to the Company, the commercial operators and the
Charterers informing them of the Change of Command.
Upon assuming command, the Master will ensure that before leaving the port the vessel has sufficient
bunkers, fresh water, lub oil, stores, provisions, relevant charts and any other necessary requirements
for the intended voyage.
The Master will at first opportunity familiarise himself with the vessel's operations, Owner's/Charterer's
voyage instructions and the cargo operations.
Reference should be made to the familiarization guidelines in the Ship Operations Manual.
NOTE. The Crew Manager should inform in advance the plans for a change of Master to the charterer,
commercial operators and shipowners if they require.

5.27 HANDOVER OF OFFICERS/ENGINEERS


Officers and Engineers signing-off must prepare the Handover Report for the on-signing officers
and engineers. A sample Handover Report Form for each rank is available in the Quality Document
File Manual.
Both the in-coming and out-going officer and engineer must sign the Handover Report after the in-
coming officer or engineer has satisfied himself that all the items listed in the hand-over report are
available and known to him.
Copies of the Handover Report are to be countersigned and filed by the Master. A copy should be
forwarded to the Company for reference.
Familiarisation of in-coming officers or engineer must be carried out according to procedures listed in
the Ship Operations Manual.
