BARANGAY EXECUTIVE ORDER

AN EXECUTIVE ORDER REORGANIZING THE BARANGAY DEVELOPMENT

COUNCIL, EXECUTIVE COMMITTEE, SECRETARIAT, AND SECTORAL AND
FUNCTIONAL COMMITTEES OF BARANGAY SAN LUIS, PAGSANGHAN, SAMAR

WHEREAS, Section 106 of Republic Act No. 7160 otherwise known as the Local
Government Code of 1991 states that each local government unit shall have a
comprehensive multi-sectoral development plan to be initiated by its development
council and approved by its sanggunian;

WHEREAS, the Barangay Development Council is the planning body of the Barangay
Government that assists the Barangay Council in setting the direction for economic and
social development and coordinating development efforts within its territorial jurisdiction;

WHEREAS, Section 5 of Executive Order No. 27 series of 2018 states the formation of
Sectoral or Functional Committees for the BDC;

NOW, THEREFORE, I, HON. EMELIANO G. VENANCIO, Punong Barangay of

Barangay San Luis, Pagsanghan, Samar, by virtue of the powers vested in me by law,
do hereby organize the Barangay Development Council, sectoral, and functional
committees of Barangay San luis, Pagsanghan, Samar, as follows:

Section 1. Composition – The Barangay Development Council (BDC) shall be

composed of the following:

HON. MYLENE M. ANES , SB Member

Section 2. Functions of BDC. The BDC shall have the following functions:

1. Mobilize people's participation in local development efforts;

2. Prepare barangay development plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs and
projects; and
4. Perform such other functions as may be provided by law or competent authority.

Section 3. BDC Executive Committee. The BDC Executive Committee shall likewise
be constituted with the following composition:

Section 4. Functions of the BDC Executive Committee. The BDC Executive

Committee shall have the following functions:

1. Ensure that the decisions of the council are faithfully carried out and
implemented;
2. Act on matters requiring immediate attention or action by the council;
3. Formulate policies, plans, and programs based on the general principles laid
down by the council; and
4. Act on other matters that may be authorized by the council.

Section 5. BDC Secretariat – The BDC Secretariat shall be created, composed of the
following:

Section 6. Functions of the BDC Secretariat. The BDC Secretariat shall have the
following functions:

1. Provide technical support to the BDC;

2. Document of the Council’s proceedings;
3. Prepare of the Council’s reports; and
4. Other assistance as may be required in the discharge of its functions.

Section 7. Composition and Membership of Sectoral or Functional Committees.

The following shall be the Chairperson and Members of each committee:

Section 8. Roles and Responsibilities of the BDC Sectoral/Functional

Committees. The Sectoral/functional Committees have the following responsibilities:

a) Review and endorse programs/ projects of national government agencies and

LGUs in the region to the Council requiring national government financial
exposure which may come in the form of guarantees, national government
budget appropriations or subsidies, among others;

b) Integrate sectoral information and statistics in the preparation of the annual

regional development report;

c) Assist the Council in the translation of national development goals into specific
regional sectoral objectives;

d) Integrate sectoral plans and programs of local government units into regional
sectoral plans and programs and coordinate all sectoral planning and
programming activities of sectoral line agencies in the regions; and

e) Perform other related functions as may be assigned by the Council.

Section 9. Effectivity. This Order shall take effect immediately.
