EXECUTIVE ORDER NO: 01


Series of 2023

REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC)


AS PROVIDED IN REPUBLIC ACT NO. 7160, OTHERWISE KNOWN AS THE LOCAL
GOVERNMENT CODE OF 1991

WHEREAS, Republic Act No. 7160, otherwise known as the Local Government
Code of 1991 (LGC) provides for the meaningful participation of non-government and
peoples participation and private sectors (NGOs/PO/PS) or the Civil Society
Organization (CSOs) in the pursuit of the local autonomy and furtherance of
development;

WHEREAS, the Code Institutionalizes the participation of NGOs/POs/PS or the


CSOs through the local special bodies like the Barangay Development Council (BDC)
which are primarily created and organized as the advisory and recommendatory bodies
of the barangay;

WHEREAS, there is a need to create and enhance the effectiveness of these


Barangay Development Council through the call of its members and the extension of its
duties and functions down to the barangay level;

NOW, THEREFORE, I, HON. ZENAIDA D. JANDAYAN, Punong Barangay of


Southern Poblacion, Plaridel, Misamis Occidental, by virtue of power vested in me by
law, do hereby order:

Section 1. Organization of the Barangay Development Council (BDC). The Barangay


Development Council (BDC) is hereby organized to constitute as follows:

Section 2. Functions of the Barangay Development Council (BDC).The BDC shall have
the following functions and responsibilities:

1. Formulate long-term, medium-term, and annual socio-economic development plans


and policies;
2. Formulate medium-term and annual public investment program;
3. Evaluate and prioritize socio-economic development programs and projects;
4. Formulate local investment incentives to promote the inflow and direction of private
investment capital;
5. Coordinate, monitor, and evaluate the implementation of development programs and
projects;
6. Perform such other functions as may be provided by law or competent authority.

Section 3. BDC Secretariat. There is hereby a BDC Secretariat which shall be


responsible in providing technical support, documentation of proceedings; preparation
of reports and such other assistance as may be required. The Head Secretariat of the
BDC shall be the Barangay Secretary, with the following composition, viz:

2. Evelyn Dalangpan, BNS
3. Reina dela Cruz, BHW

Section 4. BDC Secretariat Functions. The BDC Secretariat shall have the following
functions:

1. Provide technical support to the BDC;


2. Document of the Council’s proceedings;
3. Prepare the Council’s report; and
4. Other assistance as may be required in the discharge of its functions.
Section 5. Executive Committee (EXECOM). There is hereby created an Executive
Committee as the highest governing body when the Council is not in session. The
Executive Committee of the BDC shall be composed of the Punong Barangay as
Chairman, the Chairman of the Committee on Appropriation of the Sangguniang
Barangay, and a representative of the CSO/PSthat are represented in the BDC, as
members.

Section 6. Functions of the BDC Executive Committee. The BDC ExeCom shall have
the following functions:

1. Ensure that the decision of the council are faithfully carried out and implemented;
2. Act on matters requiring immediate attention or action by the council;
3. Formulate policies, plans and programs based on the general principles laid down by
the council; and
4. Act on other matters that may be authorized by the council.

Section 7. Sectoral Committee. The BDC shall have the SectoralCommittee’s with the
following composition, viz:

a. Social Sector:

3. Rachel Bolingkit - Women’s Rep.
4. Robert Valdehueza - PWD’s Rep.

Members:

1. Fredie Rayos - BFARMC Rep.


2. Elvira Jaime - Vendor Assn. Rep.
3. Marianito Alpas - Business Sector Rep.
4. Lindbergh Arbutante - Farmer’s Sector Rep.
c. Infrastructure Sector:

Members:

1. Ruel Jaime - Transportation Sector Rep.

Section. 8. Functions of the Sectoral Committee. The sectoral committee shall have the
following functions:

1. Assist the BDC in the performance of its functions;


2. Review and endorse matters pertaining to their respective sectors to the BDC;
3. Integrate sectoral plans and programs of the barangay, and facilitate project
preparation; implementation and monitoring within the sector; and
4. Perform such other functions as may be assigned by the BDC.

Section 9. BDC Meetings. The BDC shall meet at least once every six (6) months or as
often as may be necessary. The Executive Committee shall hold its meetings at least
once a month. A special meetings may be called by the Chairman or by a majority of its
Executive Committee members.

Section 10. Effectivity.This Executive Order shall take effect immediately.
