EXECUTIVE ORDER
No. 04, Series of 2024

SUBJECT: REORGANIZATION OF THE BARANGAY DEVELOPMENT COUNCIL (BDC)

AND DEFINING ITS FUNCTIONS

WHEREAS, the Barangay Development Council (BDC), this Barangay, was created in
compliance with section 106-113 of Republic Act No. 7160, otherwise known as the Local Government
Code of 1991;

WHEREAS, there is a need to reconstitute and update the membership of the said Council
due to some changes of members and sectoral representatives;

NOW, THEREFORE, I, SOLOMON M. DOMEL-AC JR._, Punong Barangay of Barangay

Lamao, Municipality of Bucloc,by virtue of the powers vested in me by Law, do herby
reorganize/reconstitute the Barangay Development Council (BDC) as follows:

Section 1.Composition. The Barangay Development Council (BDC) shall be composed of

the following, to wit:

Section 2. Functions. The Barangay Development Council shall exercise the following
functions:
1. Mobilize people’s participation in local development efforts;
2. Prepare Barangay development plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs and projects; and
4. Perform such other functions as may be provided by law or competent Authority.

Section 3. Executive Committee. The Executive Committee is hereby created and shall
represent the BDC and act in its behalf when it is not in session. The Committee shall ensure that
the decisions of the BDC are faithfully carried out and implemented; Act on matters requiring
immediate attention or action by the BDC; and formulate policies, plans and programs based on the
general principles laid down by the BDC.

The Executive Committee shall be composed as follows:

Section 4. Secretariat. A secretariat is hereby constituted and shall be responsible for

providing technical support, documentation of proceedings, preparation of reports and such other
assistance as may be required in the discharge of its functions. Through the Secretariat, The BDC
may avail of the services of any NGO, educational, or research institution for this purpose. The said
secretariat shall be composed of the following:

 Section 5. Sectoral or Functional Committees. The Barangay Development Council may
form sectoral or functional committees to assist the BDC in the performance of its functions, such as
the Barangay Disaster Risk Reduction Management Committee (BDRRMC).

Section 6. Meetings. The Barangay Development Council shall meet at least once in every
six months or as often as may be necessary to be set by its Chairman or the majority of its members.

It may call upon any local official concerned or any official of national agencies or offices in
the LGU to assist in the formulation of its development plan and investment programs.

This Executive Order shall take effect immediately.
