Approves the Technical Quality Regulations and the


Compliance Assessment Requirements for
Luminaires for Road - Consolidated Street Lighting.

The PRESIDENT OF THE NATIONAL INSTITUTE OF METROLOGY, QUALITY AND TECHNOLOGY -


INMETRO, in the exercise of the competence granted to him by Articles 4, § 2, of Law No. 5,966 of
December 11, 1973, and 3, items I and IV, of Law No. 9,933 of December 20, 1999, combined with the
provisions of Articles 18, annex I to Decree No. 6,275 of 28 November 2007, and 105, item V, of the
Annex to Ordinance No. 2 of January 4, 2017, of the then Ministry of Industry, Foreign Trade and
Services, considering what determines Decree No. 10,139 of November 28, 2019, and what is contained
in SEI Case No. 0052600.007361/2021-54, Solves:
Object and scope from application
Art. 1º The Consolidated Regulation for Luminaires for Road Public Lighting is approved, in the
form of the Technical Quality Regulations, the Conformity Assessment Requirements and the
Specifications for the Conformity Identification Seal, set, respectively, in Annexes I, II and III of this
Ordinance.
Art. 2 - The Technical Quality Regulations, set out in Annex I, determine the requirements of
compliance with obligatory Related the performance safety Electric
and electromagnetic compatibility of the product.
Article 3 º Suppliers of luminaires for road street lighting shall fully comply with the provisions of
this Regulation.
Art. 4º The luminaires for road street lighting, object of these Regulations, should be
manufactured, imported, distributed and marketed, so as not to offer risks that compromise the safety
of the user, regardless of the full compliance with the requirements published herein.
§ 1 - This Regulation applies to luminaires for road street lighting, which operate with alternating
current (AC) or continuous (DC) power, with independent or inline control system, comprising:
I – luminaires for road lighting, with discharge lamps up to 600 W; and II - luminaires
for road street lighting, with LED technology.
§ 2 - The following are excluded from compliance with the provisions of these Regulations: I
- fixed general purpose luminaires;
II - built-in luminaires;
III - portable luminaires commonly used;
IV – luminaires with integrated transformers for tungsten filament lamps; V - portable
luminaires for use in the garden;

/2022 VI – lamps for stage lighting studios, television and cinema (indoor and outdoor);
VII - luminaires for swimming pools and similar
applications; VIII - luminaires for emergency
lighting;
IX - luminaires with extra low voltage lighting systems for filament lamps; X – luminaires for
use in clinical areas of hospitals and health buildings; or
XI – luminaires coupled to photovoltaic systems and other independent types of power, integrated
or not.
Art. 5 º The production chain of luminaires for road street lighting is subject to the following
obligations and responsibilities:
I – the national manufacturer shall manufacture and make available, free of charge or for
consideration, luminaires for road street lighting in accordance with the provisions of these Regulations;
II – the importer shall import and make available, free of charge or for consideration, luminaires for
road street lighting in accordance with the provisions of these Regulations;
III – the other entities of the production chain and supply of luminaires for road street lighting,
including trade in physical or virtual establishments, must maintain the integrity of the product, its
mandatory markings, preserving compliance with the requirements of these Regulations.
Single paragraph. If a person has more than one function in the production and supply chain,
among those listed above, their responsibilities are accumulated.
Art. 6 º The trade in luminaires for road street lighting, in physical or virtual establishments, is also
subject to the following obligations:
§ 1 - The products shall, at the point of sale, bear ENCE, in a clearly visible way to the consumer,
without their visualization being obstructed by any other information attached by the suppliers.
§ 2 - In virtual commerce, it is the responsibility of the site administrator to make ENCE available
or, alternatively, the information contained therein in text format, on all pages where there is an offer or
display of the product, in an ostentatious, clear and univocal way in the image or identification of the
product model.
§ 3 - In sales catalogues and in physical or virtual advertising material, ENCE or, alternatively, the
information contained therein in text format, must be available clearly and univocally in the image or
identification of the product model.
Requirements Pre-Market
Art. 7 º Luminaires for road street lighting manufactured, imported, distributed and marketed in
national territory, free of charge or for consideration, must be compulsorily submitted to conformity
assessment, through the certification mechanism, in compliance with the terms of these Regulations.
§ 1 - The Conformity Assessment Requirements for Luminaires for Road Public Lighting are set out
in Annex II of this Ordinance.
§ 2 - Certification does not exclude the supplier from exclusive responsibility for the safety of the
product.

Art. 8 º After certification, the luminaires for road street lighting manufactured, imported,
distributed and marketed in national territory, free of charge or for consideration, must be registered in
Inmetro, considering Inmetro Ordinance No. 258, of August 6, 2020, or substitute.
§ 1 - Obtaining the registration is conditional on the authorization of the use of the Conformity
Identification Seal on certified products and for its availability in the national market.
§ 2ºThe modelofConformity Identification Seal applicable for luminairesfor road lighting, is found
in Annex III of this Ordinance.
Art. 9 º The luminaires for road street lighting, covered by the Regulation here in force, are subject
to the non-automatic import licensing regime, and the importer must obtain approval in Inmetro,
considering Inmetro Ordinance No. 18, of January 14, 2016, or substitute.
Vigilance from Market
Art. 10. The luminaires for road street lighting, objects of these Regulations, are subject,
throughout the national territory, to market surveillance actions performed by Inmetro and public law
entities linked to it by delegation agreement.
Art. 11. It constitutes an infringement of the action or omission contrary to the provisions of this
Ordinance, and may result in the penalties provided for in Law No. 9,933 of 1999.
Art. 12. The supplier, when subjected to market surveillance actions, must provide Inmetro, when
requested, with the information required within a maximum period of 15 days.
Deadlines and provisions Transitional
Art. 13. The publication of this Ordinance does not imply the need for a new certification process
to be initiated based on the requirements now consolidated.
Single paragraph. Certificates already issued should be reviewed, for reference to the Ordinance
published herein, in the next evaluation stage.
Clause from repeal
Art. 14. The Inmetro Ordinances are revoked on the effective date of this Ordinance:
I – No. 20 of 15 February 2017, published in the Official Gazette of February 17, 2017, section 1,
page 257;
II – No. 404 of 23 August 2018, published in the Official Gazette of 24 August 2018, section 1, page
44;
III – No. 239 of 17 May 2019, published in the Official Gazette of 21 May 2019, section 1, page 34;
and
IV – No. 308 of 24 June 2019, published in the Official Gazette of 26 June 2019, section 1, page 78.
Duration
Art. 15. This Ordinance enters into force on March 3, 2022, pursuant to Article 4 of Decree No.
10,139, 2019.

ATTACHMENT I - REGULATION TECHNICIAN OF QUALITY


TOWARDS FIXTURES TOWARDS The LIGHTING PUBLIC
ROAD

1. GOAL
Establish the technical requirements that must be met by the luminaires for road street lighting, aiming
at energy efficiency and safety in its use.

2. DEFINITIONS
For the purposes of this RTQ, the following definitions
are adopted. 2.1 Control from distribution Light
Obtained by the ratio, in percentage, of the highest light intensity at or between the predetermined
angles by the sum of the luminous flux of the lamp(s).
2.2 Current from Escape
Current that can occur between each power supply connection and the luminaire body during normal
operation.
2.3 Device from Control electronic CC or CA towards Modules from LED - Controller
Unit inserted between the power supply and one or more LED modules, which serves to power by
voltage or current the LED module(s). The unit can consist of one or more separate components and
may include means for dimerization, power factor correction and radio interference suppression. It may
or may not be lodged in the body of the luminaire.
2.4 Efficiency Energy
Ratio between the measured quantities of the luminaire's luminous flux (lm) and the total power
consumed (W). 2.5 Index from Reproduction from Colour – IRC
Set of calculations that provides the measure of how much the perceived colors of the object
illuminated by this font approach those of the same object illuminated by a standard font (reference
illuminating). Quantification is given by the general color reproduction index (Ra), which ranges from 0
to 100. Only in the case of daylight sources, the meaning of Ra is a measure of how much the
reproduction of colors by this source approaches that by natural light. The higher the Ra value, the
better the color reproduction.
2.6 LED
LED, known as the English-language ABbreviation LED (Light Emiting Diode), are solid-state
semiconductors that convert electrical energy directly into light.
2.7 Fixtures Coupled the Systems Photovoltaic and other Types Independent from feeding Integrated

Luminaires exclusively fed outside the electrical network, and the "non-integrated" luminaire is the one
that has the photovoltaic module or other independent type of power separate from the luminaire, and
"integrated luminaire" is the one where the photovoltaic module or other independent type of power is
coupled to the luminaire body, making the assembly, solar panel and luminaire is a single equipment
and cannot be separated without the use of tools.

62/2022 2.8 Fixtures with Technology LED

Complete lighting unit, that is, light source with its respective control and power systems along with the
parts that distribute the light, and those that position and protect the light source. A luminaire with LED
technology contains one or more LED, optical system for light distribution, electronic system for power
and devices for control and installation.
2.9 Maintenance of the Flow Bright
Remaining luminous flux (usually expressed as a percentage of the initial luminous flux) over any
selected operating time. The maintenance of the luminous flux is a complement to the depreciation of
the flow, that is, the sum of the two is always 1, or 100%.
2.10 Part hooray
Conductive part that may cause electric shock in normal use. The neutral conductor, however, is
considered a living part.
2.11 Power nominal
Power of the appliance declared by the manufacturer expressed in
Watts (W). 2.12 Life nominal Of maintenance of the flow bright - LP
Operating time in hours when the luminaire with LED technology will reach the percentage "p" of the
initial luminous flux. The declaration of the maintenance of the luminous flux can be defined according
to the categories presented below:
L80 (h): time for the luminaire to reach 80% of the initial luminous
flux; L70 (h): time for the luminaire to reach 70% of the initial
luminous flux.

3. REQUIREMENTS TECHNICAL TOWARDS FIXTURES THAN USE LAMPS FROM


DISCHARGE 3.1 Requirements from safety Electric
3.1.1 The body of the door lamps should be porcelain; the conductive parts must be nickel-plated brass
with Threads E-27/27 or E-40/40, central contact, with spring effect and wetting device; the terminals
and screws for fixing the conductors must be nickel-nickel-nickeled brass, according to ABNT NBR IEC
60238:2005 (Edison Screw Lamp Holder).
3.1.2 The lamp holder or adjustable optical parts must contain the appropriate reference marks,
according to ABNT NBR IEC 60238:2005 (Edison Screw Lamp Holder).
3.1.3 The luminaire must be provided with adequate anchorage, so that the conductors of the power
cables are relieved of mechanical request at the points where they are connected to the terminals,
when, without the anchorage, the weight of the power cables would exert a request on the
connections.
3.1.3.1 The luminaire must already have the internal wiring necessary for its connection, identifying the
cable corresponding to the central contact of the lamp.
3.1.4 The photoelectric circuit socket (where applicable) must be electrically insulating material and its
contacts must be tinned brass and suitable to support rated current of 10 A.
3.1.5 The luminaire enclosure shall ensure the degree of protection against the penetration of dust,
solid objects and moisture, according to the classification of the luminaire and the IP code marked on
the luminaire.
3.1.5.1 Luminaires must have the following minimum degrees of protection, according to ABNT NBR IEC
60598-1:2010 (Luminaires - Part 1: General requirements and tests):

62/2022 - IP-65 for optical compartment;

- IP-44 to reactor compartment.


3.1.6 The insulation resistance and dielectric stiffness must be adequate, so that the luminaire is free of
electrical insulation failures so that, at the operating temperature, the leakage current of the appliance
is not excessive.
3.1.7 Filters should be provided for the suppression of electromagnetic interference and radio
frequency.
3.1.7.1 Electromagnetic reactors for discharge lamps must meet the requirements according to the
current Inmetro Ordinance.
3.1.8 The voltage increase of the reference sodium vapor lamp, when installed in the luminaire fed at
the rated voltage, shall not exceed the maximum values specified in Table 1 below.

3.1.9 Luminaires must have resistance to the external mechanical impacts to which they are subject ed
in the conditions of use.
3.1.9.1 Luminaires must have at least the degree of protection IK08, according to ABNT NBR IEC
62262:2015 (Degrees of protection ensured by electrical equipment enclosures against external
mechanical impacts (IK Code).
3.2 Requirements from performance
3.2.1 The luminaires must meet the minimum energy efficiency (EE) of 70 lm/W, as well as be classified
in the Energy Efficiency classes of Table 2.

3.2.1.1 The measured energy efficiency may not be lower than the acceptable minimum values defined
in Table 2, nor less than 90% of the declared energy efficiency value.
3.2.2 The luminaire should be classified according to the distributions of transverse and longitudinal
iluminous intensity, according to the categories listed in Table 3.

3.2.3 The luminaire should be classified as light distribution control (CDL) for each elevation angle
declared as possible for installation (0°, 5°, 10°, 15°), in the categories specified in Table 4.

3.2.4 The luminaire must have the following resistances to ultraviolet radiation:
(a) thermoplastic or polymeric components subject to time exposure shall not present premature
degradation that compromises the operational performance of luminaires;
(b) the transparency of polymer lenses and refractors shall not be less than 90% of the initial value; and
(c) Refractors shall be designed against UV rays and with uniformthickness in order to avoid distortions
in the photometric curve.
3.2.5 The luminaire must not become unsafe or have premature failure under cyclic cooling and cooling
conditions in service.
3.2.6 In conditions that represent abnormal operating conditions, parts of the luminaire and its
mounting surface cannot reach excessive temperatures and wiring inside the luminaire cannot become
unsafe.

4. REQUIREMENTS TECHNICAL TOWARDS FIXTURES WITH


TECHNOLOGY LED 4.1 Requirements from safety Electric
4.1.1 Luminaires must be designed to work under the following conditions of use: a) altitude not
exceeding 1,500 m;
(b) average ambient air temperature over a period of 24 h, not exceeding + 35 °C; c)
ambient air temperature between - 5 °C and + 50 °C; and
d) Relative humidity up to 100%.
Note: Conditions of use outside the limits specified in 4.1.1 shall be defined on a case-by-case basis,
depending on the region or application.
4.1.2 Luminaires must be individually packed in packages suitable for the type of transport (where
applied) and the normal loading, unloading, handling and storage operations.
4.1.3 The luminaire must be provided with adequate anchorage, so that the conductors of the power
cables are relieved of mechanical request at the points where they are connected to the terminals.
4.1.4 The photoelectric circuit socket (where applicable) must have insulation resistance, dielectric
stiffness, the ability to conduct currents of the appropriate contacts and mechanical fixation of the
appropriate conductors, in order to avoid the risk of electric shock, overheating and undue unlocking of
pins and cables.

4.1.5 The luminaire enclosure shall ensure the degree of protection against the penetration of dust,
solid objects and moisture, according to the classification of the luminaire and the IP code marked on
the luminaire.
4.1.5.1 The housings of vital parts (LED, secondary optical system and controller) must have at least ip-
66 protection, according to ABNT NBR IEC 60598-1:2010 (Luminaires - Part 1: General requirements and
tests).
4.1.5.2 If the controller is IP-65 or higher, the controller housing on the luminaire must be at least IP-44.
4.1.6 The insulation resistance and dielectric stiffness must be adequate, so that the luminaire is free of
electrical insulation failures so that, at the operating temperature, the leakage current of the appliance
is not excessive.
4.1.7 Leakage current that may occur during normal use of the luminaire may not cause a risk of electric
shock
4.1.8 Luminaires must be constructed in such a way that their living parts are not accessible when the
luminaire is electrically installed and connected for normal use.
4.1.9 Filters should be provided on the controller (driver) for suppression of electromagnetic
interference and radio frequency.
4.1.10 Luminaires must have a resistance to external mechanical impacts to which they are subject
under the conditions of use.
4.1.10.1 Luminaires must have at least the degree of protection IK08, according to ABNT NBR IEC
62262:2015 (Degrees of protection ensured by electrical equipment enclosures against external
mechanical impacts (IK Code).
4.1.11 The screws used in the luminaires and connections intended for the installation of the luminaires
shall not show any deformation during tightening and untightening or causing deformation or breakage
of the luminaire.
4.1.12 Luminaires must be resistant to the force of the wind to which they are subject when in normal
use.
4.1.13 Luminaires must continue to function in vibration situations to which they are subject when in
normal use, and may not present any electrical or mechanical failures such as cracks, breaks, warps,
opening of the fasteners and others that may compromise their performance.
4.2 Requirements from performance
4.2.1 The total power of the circuit, at the rated voltage, shall not exceed 110% of the declared value.
4.2.2 The power factor of the luminaires must meet the following requirements.
4.2.2.1The measured power factor of the circuit cannot be lower than the value declared by more than
0.05, when the luminaire is fed with nominal voltage and frequency.
4.2.2.2The power factor must be equal to or greater than 0.92.
4.2.3 The voltage and output current conditions of the control device during operation must be as
follows.
4.2.3.1For control devices with unstabilized output voltage, when powered with the rated voltage, the
output voltage may not differ more than ± 10% from the rated voltage of the LED modules.

4.2.3.2For control devices with a stabilized output voltage, when powered at any voltage between 92%
and 106% of the rated voltage, the output voltage may not differ more than ± 10% from the rated
voltage of the LED modules.
4.2.3.3For control devices with unstabilized output current, when powered with the rated voltage, the
output current may not differ more than ± 10% from the rated current of the LED modules.
4.2.3.4 For control devices with stabilized output current, when fed at any voltage between 92% and
106% of the rated voltage, the output current may not present superfluous variation to ± 10% of the
rated current of the LED modules.
4.2.3.5 The LUMINaire with LED technology must have a voltage surge protection device.
4.2.4 The power current, in the rated voltage, may not differ by more than 10% from the declared value
in the control device or in the supplier's literature.
4.2.4.1The harmonics of the power supply current must comply with IEC 61000-3-2:2014
((Electromagnetic compatibility (EMC) - Limits Is harmonic Current emissions (equipment input

4.2.5 The luminaires must meet the minimum energy efficiency (EE) of 68 lm/W, as well as be classified
in the Energy Efficiency classes of Table 5.

4.2.5.1 The average measured energy efficiency may not be lower than the minimum acceptable values
defined in Table 5, nor less than 90% of the declared energy efficiency value.
4.2.6 The nominal color temperature (CBT) of a lamp should be between 2,700 K and 6,500 K,
following the variations established in Table 6.

4.2.7 The luminaire must be able to properly reproduce the actual colors of an object or surface when
compared to natural light.
4.2.7.1 The General Color Reproduction Index (Ra), which characterizes the Color Reproduction Index
(IRC), must be greater than or equal to 70 (Ra ≥ 70).

62/2022 4.2.8 The minimum life expectancy for maintaining the luminous flux of 70% (L70) is 50,000

hours.
4.2.9 The built-in control device must have durability compatible with the rated life of the lamp.
4.2.10 The luminaire should be classified according to the distributions of transverse and longitudinal
iluminous intensity, according to the categories listed in Table 7, for an installation with an elevation
angle of 0°).

4.2.11 The luminaire should be classified as for the control of light distribution (CDL), for an installation
with an elevation angle of 0°, in the categories specified in Table 8.

4.2.12 The luminaire must have the following resistances to ultraviolet radiation:
(a) lenses and polymer refractors subject to time exposure shall not have premature degradation that
compromises the operational performance of luminaires;
(b) the transparency of polymer lenses and refractors shall not be less than 90% of the initial value; and
(c) Refractors shall be designed against UV rays and with uniformthickness in order to avoid distortions
in the photometric curve.

5. REQUIREMENTS FROM MARKINGS And INSTRUCTIONS


5.1 Markings must be indicated legibly and indelible on the luminaire, by means of adhesive, engraving
or other method that guarantees readability and indelebility. Additionally, the luminaires must present
the following information, in addition to those established in the abnt nbr 15129:2012 standard
(Lighting Fixtures - Particular Requirements):
(a) number of luminaire manufacturing serials;
and b) Luminaire model.
5.2 The instruction leaflet must provide the following information, in addition to those set out in ABNT
NBR 15129:2012 (Lighting Fixtures - Particular Requirements):
a) name and or brand of the
supplier; b) supplier model or code;
c) photometric classification, with indication of the corresponding elevation angle;
d) rated power, in watts;
e) rated voltage range, in volts; f)
nominal frequency, in hertz;

62/2022 (g) the country of origin of the product;

h) instructions to the user regarding electrical installation, handling and recommended


care; (i) information on the importer or distributor;
j) product warranty, from the date of the note of sale to the consumer, being at least 60 months; k)
expiration date for storage: undetermined;
l) type of protection against electric shock; and
m) guidelines for obtaining the IES file of photometry.
5.3 For led-tech luminaires, the following additional marking requirements apply:
(a) The instruction leaflet shall also contain information on the controller (make, model, power, rated
electric current) and life expectancy (h) corresponding to the maintenance of the luminous flux of 70 %
(L70) or 80 % (L80).
b) The controller must be marked according to ABNT NBR IEC 61347-2-13:2012 (Lamp Control Device -
Part 2-13: Particular electronic control requirements fed in c.c. or c.a. for LED modules) and ABNT NBR
16026:2012 (Electronic control device c.c. or c.a. for LED modules - Performance requirements).
(c) Packaging shall be identified externally with the following minimum information, marked legibly and

1. GOAL
Establish the criteria and procedures for conformity assessment for luminaires for road street lighting,
through the certification mechanism, aiming at energy efficiency, electrical safety and electromagnetic
compatibility.
1.1 GROUPING TOWARDS EFFECT FROM CERTIFICATION
For the certification of the object of these Regulations, the concept of family applies, according to sub-
items 4.1 and 4.2 of this RAC.

4. DEFINITIONS
For the purposes of this RAC, the following definitions are adopted, complemented by the definitions
contained in the documents mentioned in item 3 of this RAC.
4.1 Family from Fixtures with technology LED
Grouping of models, from the same manufacturer and manufacturing unit, whose functional and
mechanical and electrical construction principles are similar, and may differ by the nominal power
values. Models from the same family must present all the following elements in common:
- Brand and model of the LED used;
- IP of the luminaire; and
- Nominal life.
4.2 Family from Fixtures with Lamps from discharge
Grouping of models, from the same manufacturer and manufacturing unit, whose functional and
mechanical and electrical construction principles are similar, and may differ by the nominal power
values. Models from the same family must present all the following elements in common:
- Type of lamp;
- Type of refractor and
diffuser; - IP of the
luminaire;

5. MECHANISM FROM EVALUATION OF COMPLIANCE


The Conformity Assessment mechanism used by these Regulations is certification.

6. STEPS OF EVALUATION OF COMPLIANCE


This RAC establishes two (2) distinct certification models, and it is up to the certification applicant to
choose one of the following specified models:
a) Certification Model 5 - Initial evaluation consisting of tests on samples taken from the manufacturer,
including audit of the Quality Management System, followed by periodic maintenance evaluation
through sample collection of the product in the trade, to carry out the activities of conformity
assessment, and audit of the QMS;
b) Certification Model 1b - Batch test. 6.1
Model from Certification 5
6.1.1 Evaluation Initial
6.1.1.1 Request from Certification
The certified vendor must submit a formal request to the OCP, along with the documentation described
in the RGCP, plus the following items:
a) Descriptive memorial, referencing functional technical descriptionof each model that composes the
family, according to Annex A of this RAC;
Note: Technical information should be sent with all models that are classified in the family, where the
product code, rated power (W), correlated color temperature (TCC), Operating voltage (V), color
reproduction index (IRC) must be included, as specified in rtq;
b) External and internal photos of the object, as well as of the packaging;
Note: For luminaires with LED lamp, photos should include body, LED and control device; for luminaires
with discharge lamps, photos should include body, lamp and ballast.
c) Report of the test of the LEDs used in the luminaires according to the method of IESNA LM-80-08 and
Annex B of this RAC, if requested by the supplier requesting the certification option 01 of the test of
maintenance of the luminous flux and definition of the nominal life.
Note: It is up to the OCP to request proof that the IESNA LM-80-08 report is in fact the LED model being
used in the luminaires in question. This proof must be by means of proving the purchase of the indicated
LED and by the manufacturer's statement that it is using the LED mentioned in each of the models of
lamps submitted to the analysis.
d) Reports of tests of luminaires according to the method of IESNA LM-79-08 and calculation of the
maintenance of luminous flux designed according to TM-21, if requested by the supplier requesting
certification option 01 of the test of maintenance of the luminous flux and definition of the nominal life.
e) Test report, if the supplier already has, to prove the conformity of the product to internal and external
wiring (item 3.1.3 and 4.1.3 of the RTQ), issued by laboratory accredited in ABNT NBR 15129:2012.

Note: If the supplier does not have such proof, the tests shall be conducted within the certification
process itself.
(f) for luminaires with a discharge lamp, characteristics of the refractor and diffuser.

6.1.1.2 Analysis Of Request and Of Compliance Of Documentation

the RGCP.

6.1.1.4.1.3 In the dielectric stiffness test, the applied stress values should follow Table 1 of Annex E.
6.1.1.4.1.3.1 For luminaires that have voltage surge protection devices (DPS) connected to the power
supply and the luminaire body, they must be disconnected to perform this dielectric stiffness test.
6.1.1.4.1.4 The insulation strength and dielectric stiffness test shall use as reference the minimum
resistance values in Table 2 of Annex E.
6.1.1.4.1.4.1 Coatings and barriers shall be tested only if the distance between living parts and
accessible metal parts, without the coating or barrier, is less than those laid down in ABNT NBR IEC
60598-1.
6.1.1.4.1.4.2 Insulation of bushings, cord anchors, guides or wire claws shall be tested in accordance
with Table 2 of Annex E and, during the test, the cord or cord shall be covered with a sheet of metal or
shall be replaced by a metal tarugo of the same diameter.
6.1.1.4.1.5 In the Power, Power current and Electromagnetic interference and radiofrequency tests, in
luminaires with voltage ranges, the tests must be conducted at the rated voltage of 220 V.
6.1.1.4.1.6 In the Power Factor assay, the power factor must be measured without including the line
filter of the measuring instrument. Filters to eliminate high frequency noise must be inside the luminaire
driver, so that when powering the luminaire the electrical network, high frequency noise is not
conducted to the mains.
6.1.1.4.1.7 The test for classification of the light distribution and CDL and the luminous flux of the
luminaires must be carried out according to the following criteria:
(a) At least the horizontal and vertical angles set out below shall be used:

(b) The assembly of the luminaire for photometry shall correspond to the horizontal or vertical support
assembly, according to the type of the luminaire, with a slope of 0°. indicated by the manufacturer,
which shall be included in the test report.
(c) In luminaires with discharge lamps, symmetry shall be applied to the luminous distribution in relation
to the vertical plane transverse to the track before classifications are carried out, provided that the
condition of sub-item "d" below is met, and the test reports shall present the results considering the
application of symmetry.
(d) In luminaires with discharge lamps, light distributions shall be considered to be disproved where the
light intensity on the side of the vertical plane transverse to the track in which the maximum light
intensity is not at the maximum light intensity does not reach 80% of the maximum intensity value. In
this case, symmetry cannot be applied to the distribution and no classifications are made.
6.1.1.4.1.8 In the durability test on luminaires using discharge lamps, the luminaire with the lamp must
be tested for 168 h, following 7 cycles of 24 h, being fed with a network voltage of 242 V, being 21 h on
and 3 h off, according to item 13 of ABNT NBR 15129.
6.1.1.4.1.8.1 It is considered non-conformity if, after the 7 cycles, the luminaire deteriorates or sings in
any of its components and does not meet the temperature conditions for the lamp holder specified in
Table 3 of Annex E.
6.1.1.4.1.9 The thermal test (normal operation) on luminaires using discharge lamps should also use
Table 3 of Annex E as a reference for the maximum temperature values.
6.1.1.4.1.10 Polymer lenses and refractors subject to time exposure must be subjected to artificial
weathering testing, according to ASTM G154, following the indications of the standard for cycle 3, in the
UV chamber, with an exposure time of 2,016 hours.
6.1.1.4.1.11 The vibration resistance test must be carried out with the luminaire fully assembled with all
components.
6.1.1.4.2. Definition Of Sampling
6.1.1.4.2.1 The criteria for sampling must follow the requirements described in the RGCP.
6.1.1.4.2.2 For group 1 trials set out in Tables 1 and 3, the sampling rule shall be as follows:
a) For every five (5) models of the family, 1 (one) must be tested in such a way that in families with up to
five (5) models, 1 (one) luminaire model will be tested; for families that have from 6 (six) to 10 (ten)
models, 2 (two) different luminaires models will be tested, and so on for number of models greater than
10 (ten).
(b) For luminaires using discharge lamps, three (3) units of each model that make up the family sample
shall be collected, considering that, for destructive testing, the units tested cannot be used for other
tests. The number of units to be used for each test and the classification of the test as destructive or
non-destructive are defined in Table 1.
c) For luminaires using LED technology, 4 (four) specimens of each model that make up the family sample
should be collected, considering that, for destructive testing, the units

may not be used for other tests. The number of specimens to be used for each test and the classification
of the test as destructive or non-destructive are defined in Table 3.
(d) The higher power model should always be part of the sample.
6.1.1.4.2.3 For group 2 trials, set out in Tables 2 and 4, the sampling rule shall be as follows:
(a) Energy efficiency tests shall be carried out on all models of the family.
Note: In the specific case of luminaires with LED technology, energy efficiency tests are divided into:
Power, Power Factor, Luminous Flux and Energy Efficiency.
b) For the other tests, in addition to those mentioned in item "a", every five (5) family models, 1 (one)
must be tested in such a way that in families with up to five (5) models, 1 (one) luminaire model will be
tested; for families that have from 6 (six) to 10 (ten) models, 2 (two) different luminaires models will be
tested, and so on for number of models greater than 10 (ten).
c) For luminaires that use discharge lamps, simply collect 1 (one) specimen for each model that makes up
the family sample, as described in Table 2.
d) For luminaires that use LED technology, 3 (three) specimens of each model that make up the family
sample must be collected. The number of specimens to be used for each test and the classification of the
test as destructive or non-destructive are defined in Table 4.
e)For luminaires using LED technology, in energy efficiency tests carried out with 3 (three) specimens,
the following acceptance criteria should be used:
- The arithmetic mean obtained between the three (3) specimens tested, where relevant, must be in
accordance with the limits established by the RTQ or normative basis.
- The classification of the distribution and control of the luminous distribution must correspond to the
category obtained by most units.
6.1.1.4.2.4 Sampling shall be carried out in triplicate, for the purposes of proof, evidence and control, in
the form defined in the RGCP, and the samples shall be contraprova and witness to be submitted to the
tests which generated non-conformities in the test sample.
6.1.1.4.2.5The values declared in ence for the model must correspond to the results of the tests. These
values must be recorded in the test report issued by the laboratory.
6.1.1.4.2.6 If there is a model(s) within the family whose characteristics of one of the critical
components (e.g., body material, etc.) are different from the tested model(s), it is necessary that this
model be tested to verify compliance regarding safety and performance.
6.1.1.4.3 Definition of the Laboratory
The lab definition must follow the conditions described in the RGCP.
6.1.1.5 Treatment from No Conformities in stage from Evaluation Initial
The criteria for handling non-conformities in the initial evaluation stage should follow the one described
in the RGCP.
6.1.1.6 Emission of the Certificate from Compliance
6.1.1.6.1 The criteria for issuing the Certificate of Conformity must follow the conditions described in the
RGCP.
6.1.1.6.2 The Certificate of Conformity is valid for 4 (four) years.

6.1.2 Evaluation from Maintenance


Maintenance evaluation criteria are described in the RGCP.
6.1.2.1 Audit from Maintenance
The criteria for maintenance auditing must follow the requirements set out in the RGCP. The
Maintenance Audit must be completed 1 (once) every 12 (twelve) month period from the date of
issuance of the Certificate of Conformity.
6.1.2.2 Plan from Tests from Maintenance
The criteria for the maintenance test plan must follow the requirements set out in the RGCP.
Maintenance tests shall be completed1 (one) once each 12(twelve) month period, counted from the
date of issue of the Certificate of Conformity. In addition, maintenance tests should be carried out
whenever there are facts that recommend their performance before this period.

6.1.2.2.2 Definition Of Sampling from Maintenance


6.1.2.2.2.1 The criteria for sampling must follow the requirements described in the RGCP.
6.1.2.2.2.2 For every five (5) models of the family, 1 (one) must be tested, in such a way that in families
with up to five (five) models, 1 (one) luminaire model will be tested; for families that have from 6 (six) to
10 (ten) models, 2 (two) different luminaires models will be tested, and so on for number of models
greater than 10 (ten).
6.1.2.2.2.3 Of each model selected to make up the sample, the OCP shall request the amount of
specimens necessary for the equipment to pass all the tests provided for, considering that for
destructive tests the samples cannot be used for other tests, as set out in Tables 1 to 4.
6.1.2.2.2.4 For luminaires using LED technology, in energy efficiency tests carried out with 3 (three)
specimens, the following acceptance criteria should be used:
- The arithmetic mean obtained between the three (3) specimens tested, where relevant, must be in
accordance with the limits established by the RTQ or normative basis.
- The classification of the distribution and control of the luminous distribution must correspond to the
category obtained by most units.
6.1.2.2.2.5 Sampling shall be carried out in triplicate for the purposes of proof, evidence and control,
and the samples must be contraprova and witness to be submitted to the tests that generated non-
conformities in the test sample and those tests which, under the ocp criteria, are correlated with them.
6.1.2.2.3 Definition of the laboratory
The lab definition must follow the conditions described in the RGCP.

This procedure is based on the DesignLights Consortium – Manufacturer's Guide, from 10 September
2013, and can be accessed through the website: http://www.designlights.org/
1. The complete IESNA LM-80-08 (LM-80) test shall include the relative luminous flux over time, at least
6,000 h of continuous operation for three different temperatures, measured in the TMP (55°C, 85°C and
another specified by the manufacturer, according to IESNA LM-80-08). Figure 1 shows an example of the
temperature measurement point information.

2. The temperature measuring test report In fashion Situ (ISTMT) should indicate the temperature
measured in TMP of the highest temperature LED of the luminaire, according to Annex C of this RAC.
2.1 The luminaire must have been tested according to the test conditions of the ANSI/ULe the report
shall indicate the same luminaire model as part of the conformity assessment. In addition, a current
photograph documenting the location of the temperature measurement should be part of the report.

EXEMPLIFYING DO'S PROCESS FROM VERIFICATION OF COMPLIANCE


The following is an example of conformity assessment of a 150 W POWER LED luminum, with emphasis
on completing the TM-21 spreadsheet and interpreting the results.
Through the LM-80 report for the LED model used in the luminaire, light flux variations are obtained for
three different temperatures, two of which are specified by lm-80 (55°C and 85°C) and the third one
defined by the LED manufacturer (for example 120°C). For the LM-80 report, the LED manufacturer
typically displays flow depreciation for different LED power currents.
Table data should be used indicating the current of the LEDs with the value immediately higher than that
measured in the luminaire. As an example, if the measurement of currents in the LEDs for the luminaire
was 500 mA, the data from the LM-80 table should be used for a current value just above the measured
value of 500 mA. In this case, the value would be 700 mA as indicated in Table 1.

ATTACHMENT C - METHOD FROM MEASUREMENT OF TEMPERATURE IN FASHION


SITU (ISTMT)

1. METHOD FROM MEASUREMENT OF TEMPERATURE IN FASHION SITU (ISTMT)


IESNA LM-80-08 defines light flow maintenance tests for encapsulated LEDs as well as modules and dies.
Since LEDs are incorporated into luminaires, with heat sinks, optical elements, power supplies, etc. and
so, operating in a variety of environments, the LM-80-08 standard alone is not an indicator of
maintaining the light flow of luminaires. To relate the results of the LM-80-08 test and the luminaire, it is
necessary to check the temperature of the LED in environments that simulate applications in the real
world (In fashion Situ), with tests that measure the temperature in the LED that presents the highest
temperature in the luminaire, in operation regime and in thermal equilibrium.
The procedure is called In fashion Situ Temperature Measurement Test (ISTMT) or in Portuguese "test
from measurement of temperatureinsitu ", which follows the ANSI / UL standard 1993-1999 -
Stantardfor Self-Ballasted Lamps And Lamps Adapters. It includes the addition of a thermocouple
attached to the encapsulated LEDs, modules or matrices used in the luminaire. The ISTMT must be
carried out with the luminaire installed in its application conditions, as defined under the normal
operating conditions.
1.1 Point from Measurement from Temperature (TMP)
Manufacturers of encapsulated LEDs, modules or matrices, specify in their specific local products that
they act as alternative points for measuring the junction temperature (T Led junction).
Typically, these locations are referred to as Temperature measurement points (TMP) or Portuguese,
temperature measurement points, for the purpose of temperature measurement in the test. Knowing
the thermal path between the LED junction and the external point of the LED encapsulation, modules or
dies, allows manufacturers to accurately estimate the temperature of the LED junction (TLed junction).
Measured temperatures and measurement locations vary from manufacturer to manufacturer. Some
manufacturers use the temperatures measured at the welding joint (Ts) at the plate attachment site;
some use the temperature of the encapsulation itself (Tc); and others use the temperature of the
module plate (Tb). Respectively, these sites serve the same function: correlating the external
temperature with the temperature of the LED junction that is critical for determining the maintenance
of the luminous flux.
For purposes of this document, the TMPs measurements are Ts, Tc,
and Tb. 1.2 Conditions from Use
1.2.1 The TMP used during ISTMT should be the same as that used during LM-80 testing.
1.2.2 A photo clearly illustrating the positioning of the thermocouple during ISTMT should be included,
as well as a schematic diagram illustrating the TMP indicated by the LED manufacturer.
1.2.3 The temperature measurement point (TMP) of the LED, module or matrix shall be accessible to
allow the temporary fixation of a thermocouple for the measurement of the operating temperature in
situ.
1.2.3.1 Access through a temporary hole in the luminaire (not larger than 9.5 mm (0.375") in diameter
is allowed) that must be closed closely during testing.
1.2.3.2 The size and location of the access hole should be documented in the presentation for
repeatability purposes.
1.2.3.3 THE ISTMT follows ul 1993, with the addition of a thermocouple connected to the LED/module
or

1.3 Orientation towards fixation from thermocouples


1.3.1 Suppliers must select and designate the highest temperature LED/module or matrix in the
luminaire. In most cases, the individual LED in the middle of symmetrical arrangements should be the
hottest. A well-designed thermal management solution will minimize the temperature gradient through
the LEDs.
1.3.1.1 For square /rectangular/circular matrices, the individual LED closer to the center.
1.3.1.2 For other configurations, it is recommended that the manufacturer test several LEDs to find the
one with the highest temperature inside the luminaire.
1.3.2 The temperature probes must be in contact and permanently adhered to the TMP. Permanent
adhesion consists of high temperature welding, conductive adhesives (e.g., UV or epoxy
accelerator/activation), or its tip must be fused into plastic or other product approved by the probe
manufacturer. Tapes by themselves are not accepted to provide good thermal contact in the connection
between the thermocouple and the TMP.
The tolerance of thermocouples must comply with ASTM E230 Table 1 "Special Limits" (≤ 1.1°C or 0.4%,
whichis greater).

1. MAINTENANCE DO'S FLOW BRIGHT OF LAMP


The estimated lifetime for LED products is usually given in terms of the expectation of operating hours
until the luminaire's luminous flux decreases to 70 % of its initial value (denoted L70). There are two
options to demonstrate compliance with luminaire light flow maintenance, option 1: Component
Performance, or Option 2: Luminaire Performance.
1.1 Option 1: Performance of the Component LED
1.1.1 The LED component performance option allows the manufacturer to demonstrate compliance with
the maintenance requirements of the luminous flux by providing the ISTMT (as described in Annex C of
the RAC), the report on the maintenance tests of luminous flux according to the LM-80 for the LED used
in the luminaire and the calculation of the light flow maintenance designed according to TM-21.
1.1.2 To assess compliance by the performance of the LED component, the following conditions must be
met:
a) The highest temperature measured in istmt should be below the highest component temperature
value measured in LM-80.
(b) The location of the temperature measurement point (TMP) is defined by the manufacturer for both
lm-80 and ISTM tests.
(c) The current on the LED provided by the LED controller on the luminaire must be less than or equal to
the current on the LED measured for the LM-80 report.
d) The maintenance of the luminous flux in time (t), estimated according to TM-21, must be greater than
or equal to the percentage of flow maintenance corresponding to the projected endpoint, listed in Table
1. The time (t) corresponds to the maximum value allowed by the extrapolation of TM-21, i.e., 6 times
the value of the test time of the LM-80 data.

1.2 Option 2: Performance Of Lamp


1.2.1 In cases where Option 1: Component Performance cannot be applied, such as products using
secondary optics with remote phosphorus or when LM-80 data is not available, suppliers can
demonstrate the maintenance compliance of the luminous flux through the luminaire performance
requirements.
1.2.1.1 The conformity of the luminaire performance for the maintenance of the luminous flux is verified
by subjecting the complete luminaire to the photometric tests of the LM-79, comparing the initial
luminous flux (time = 0 h) with the luminous flux after 6,000 h of operation (time ≥ 6,000 h).

2.1 The electronic control device for LEDs, independent or embedded type, must be tested in the
application situation (inside the luminaire, if designated for this) under nominal operating conditions
(nominal voltage and ambient temperature), measuring the housing temperature of the controller at the
indicated point (tc). For the test, the luminaire must operate at an ambient temperature of 35°C.
2.2 The conformity of this item is checked if the measured temperature of (tc) is less than or equal to
the guaranteed temperature value and specified by the manufacturer of the LED controller that
guarantees a minimum life expectancy of 50,000 h.
2.3 For conformity verification, the supplier shall make available the diagram/figure of the location of
(tc), if not marked on the controller housing, with an arrow indicating the point for fixing the
thermocouple.

ATTACHMENT III – STAMP FROM IDENTIFICATION OF COMPLIANCE

1. The Conformity Identification Seal, in the form of the National Energy Conservation Label ( ENCE),
must have the format and dimensions described in Figure 1, according to the editable file made available
by Inmetro through the channel selos.dconf@inmetro.gov.br.
2. The label must be placed on the packaging in such a way that it is fully visible to the consumer.
Note: The object registration number in "REG Inmetro XXXXXX/YEAR" must be inserted into the product
identification label, or identification.
3. The size of the National Energy Conservation Label - ENCE for luminaires for road lighting is 130 mm x
95 mm.
4. The label should be printed on a white background. The graphics and efficiency bands are colored,
obeying the CMYK standard (cyan, magenta, yellow, and black).
