• Drafted the Tax Increment Financing (TIF) agreement in collaboration with the County of
Northampton.
• Will prepare a risk-based assessment on the property that will deliver the property with
no limitations or restrictions (caps). The assessment will confirm that the site is devoid of
contaminants and environmentally safe with no requirement to provide notice to future
tenants of past environmental issues.
• Supervised the sampling of PCBs and provided oversight services for the offsite removal
of all hazardous materials.
• Will furnish all results, data, and clearances in compliance with Act 2 cleanup plan and
standards set by the EPA.
• Geotechnical Engineering services for testing soil, rock, and groundwater conditions of
the property.
• Ownership retains 75% of historic tax credit funds and pays 2% preferred return on these
funds for five years to the historic tax credit investor.
• The principal of Econ Partners was formerly in charge of the grant process and worked
closely with the previous Governor.
• Preparation of study including site visit, market demand analysis and absorption
schedule.
