1 OBJECT
Object of this Document (hereinafter also ‘Documentation Criteria’ or ‘Criteria’) is to detail and/or
complete pricing structure, price content, methodology of measurement and methodology of
payment including guidelines for progress payment certification, as applicable, conversantly with
applicable Price Lists (hereinafter also ‘BoQs’) and Measurement Criteria.
Progress Payment Certificates (hereinafter also ‘PPC’) shall include needful details of prices,
quantities and progressed amounts to which the SUBCONTRACTOR considers itself entitled to be
compensated through interim payments. PPC shall come together with supportive IFC (red-marked
documentation and/or As-Built documentation) and supportive Quality Control Documentation (ITPs,
passed NOIs, signed protocols, etc…) which shall reflect the progressed quantities and/or
milestones during the reporting period and for cumulated ones from the very outset of the PPC
submissions.
Unless otherwise stated in the contractual provisions, PPC shall be considered under monthly basis
for a period between the 21st day of the previous reporting period till the cut-off date, i.e. 20th day of
the month corresponding to the reporting period requested for interim payment.
No portion of PPC shall be deemed as acceptable without its needful supporting documentation,
which must be duly endorsed in advance by the relevant CONTRACTOR’s representatives (unless
otherwise agreed by PARTIES, CONTRACTOR’s Construction Superintendent for each discipline
as applicable to the documentation, as well as by the CONTRACTOR’s Quality Control Manager).
2 GENERAL.
Measurements and Breakdowns for Progress Payment shall be taken from contractual prices lists,
measurement criteria and IFC and ITP documentation such as specifications, standards, drawings,
site queries, protocols and/or any other documentation endorsed by CONTRACTOR’s engineering
team or included within ANNEX II to the SUBCONTRACT.
Red-Marked documentation, approved Quality Control Documentation, etc. shall be prepared by
SUBCONTRACTOR as supportive documentation for PPC preparation. Final measurements shall
be settled through “As Built” documentation when its preparation is contractually required to
SUBCONTRACTOR. SUBCONTRACTOR shall endeavor to get signatures onto supportive
documentation in advance, to fulfill with each PPC cut-off date.
Excepting the first PPC, it shall not be acceptable to include within any PPC reporting period
more than one month, or progressed amounts beyond the cut-off date of the reporting period.
CONTRACTOR shall be entitled to cross check at field any of the SUBCONTRACTOR’s
measurements and/or progressed milestones provided onto PPC supportive documentation.
Previously mentioned field cross-checks shall be done jointly with the SUBCONTRACTOR and the
results shall be accepted as valid. CONTRACTOR shall notify aforesaid calls to SUBCONTRACTOR
one day in advance. Failing SUBCONTRACTOR to attend calls for taking field measurements shall
lead to accept CONTRACTOR’s outcomes as valid.

3 PPC PROCEDURE
This procedure complements and develop contractual stipulations concurred by PARTIES for the
WORK Measurement and Evaluation.
SUBCONTRACTOR shall issue his set of documents for PPC for CONTRACTOR’s assessment as
soon as ready by means of official communication, while invoices shall be immediately issued upon
PPC approval by CONTRACTOR respecting contractual deadlines and provisions in force.
Supportive Documentation for PPC purposes shall accomplish with the following minimum
requirements:
• Hard Copies of the IFC documentation which contain progressed amounts, either in red-
marked or As-Built forms, and duly signed by CONTRACTOR’s representatives as settled
above and stamped by SUBCONTRACTOR.
• Approved/Signed supportive Quality Control Documentation (ITPs, NOIs, Tests, Protocols,
etc) which evince that works have been duly performed.
• EXCEL files (soft copies) summarizing the actual executed quantities reflected in the
submitted PPC documentation, for the reporting period and cumulated from the outset of
PPCs submissions.
• Hard Copies (legible printouts) shall be handed over to Subcontracts Department timely
classified in folders, while Soft Copies (including Excel Files and PDF scanned copies) shall
be sent through official communication (typically through transmittal).
• Restricted distribution list as indicated by CONTRACTOR shall be observed to the
submission of this confidential information.

Prior to any PPC official submission (coming along with its supporting documentation),
SUBCONTRACTOR shall have attained due endorsement from CONTRACTOR´s representatives.
For follow-up purposes, SUBCONTRACTOR can decide to submit to CONTRACTOR´s Subcontract
Department a dedicated “PPC Supportive Documentation Follow Up Table”, even in daily basis.
This Table, sorted out by disciplines (Price List wise) shall become helpful for following up the due
traceability of hard copies and unintentional bottlenecks. Sample for signatures follow-up below:

Excerpt below show a typical breakdown on how summarized quantities per discipline or key item
codes must gather by SUBCONTRACTOR before a PPC submission:
One Excel File shall match each of the Price Lists chapters (as shown above) while breakdown for
subchapters or key item codes shall be compiled into the same Excel File in different spreadsheets.
SUBCONTRACTOR’s technical office shall prepare under the guidance of CONTRACTOR all the
needful templates for creating Project soft copies and shall forward them for CONTRACTOR’s
assessment and approval.

Each discipline development shall abide by its own specific rules as described within its
applicable Measurement Criteria chapter.
Typical general samples, not limited to, are shown here in below as due reference to allow Project
specifics development, if any, for the different objects included in the contractual Price Lists.
As a rule of thumb, general samples shall be useful in order to ease the understanding of the
requirements for PPC supportive documentation and the resources (construction engineers,
IT...) that must be involved in SUBCONTRACTOR’s technical office to fulfill with this requirement.
