Mason ESSENTIAL DUTIES: Work under the direction of the Administrative Services Director. Lead, direct, coordinate, and manage all administrative, contractual and operational aspects of the Purchasing Division. Train, motivate, coach, develop, and evaluate assigned professional, technical, and clerical purchasing staff. Use excellent customer service skills, establish and maintain effective working relationships with other employees, public officials, and members of the general public. Lead, manage and coach cross-functional teams through the strategic sourcing process. Facilitate team meetings, prepare supporting documentation, conduct market research, develop market analysis and assist with strategy development. Prepare the Purchasing budget for review by the department head. Administer, control and coordinate budget and expenditures. Approve requisitions, field purchase orders, procurement card expenditures and contracts. Manage and ensure timely completion of projects within the fiscal year and appropriated funding level. Responsible for maintaining the goals, standards, and objectives of the Administrative Services Department and the Purchasing Division.

JOB DUTIES

Advise and assist other City divisions and management in purchasing and contract procedures. Job Description - Purchasing Officer

Direct, advise, and review specifications for projects requiring extensive technical or professional services or for complex construction projects. Manage projects with cross-functional team members, significant challenges with information availability, technical requirements and financial complexity. Develop and facilitate training for city employees in purchasing policies, procedures and computer system. Formulate, obtain, and maintain policies and procedures for authorization by the Administrative Services Director. Serve as lead negotiator for complex technical services, professional services and construction projects. Stay abreast of new processes, technologies, materials, purchasing methods, statutory requirements and market conditions. Communicate with management on any significant factors that could affect City business, raw material cost, utility cost, or the financial impact to the City. Manage large-scale centralized purchasing and contract functions for a multi-unit organization that requires items with unique requirements as to construction, testing, durability, or quality characteristics. Authorize purchase orders which are in conformance with the Procurement Code. Produce written determination for procurement transactions outside the fiduciary levels (i.e., emergencies) for approval by the Administrative Services Director. Review and evaluate competitive solicitations. Make presentation and recommendation to City Council; upon approval, award contract. Review and respond to vendor protests. Research and draft determinations for all involved. Including, but not limited to the vendors, City Council, City Manager, and the Legal Department. Measure vendor performance. Cancel contract, suspend or implement debarment proceedings on vendors not meeting performance requirements. Attendance at work is an essential function of this position. NON-ESSENTIAL DUTIES: Make site visits to measure productivity and progression of contracts throughout the City. Serve as a member of various cooperative and consortium procurement committees. Ensure quality standards are met through administration of purchasing complaints and resolutions provided by the using departments. This position is subject to the City's Drug and Alcohol Free Workplace Program which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing. Graduation from an accredited four year college or university with a degree in contract administration, public administration, business management or a closely related field is strongly preferred. Five to seven years experience in the procurement/contract field is preferred. However, any equivalent combination of education and experience sufficient to perform job duties may be considered. Certified Purchasing Manager (C.P.M.) or Certified Public Purchasing Officer (C.P.P.O.) required, or ability to obtain such within first year of employment. Comprehensive knowledge of State of New Mexico Procurement Code, Uniform Commercial Code, Federal Aviation Administration and Federal Transit Authority and other applicable government regulations is required. Valid New Mexico drivers license with acceptable driving record for the past three years. Working knowledge of New Mexico Environmental Improvement Statute referencing procurement made of recycled material; New Mexico Construction Industries Division Rules and Regulations; Department of Transportation 49 CFR Parts 23 and 26, Minority-Owned Business Program; and other established laws and regulations pertinent to the procurement of tangible goods, equipment, and services. Ability to communicate orally and in writing, using technical terminology. Technical writing skills are required. Comprehensive knowledge of licensing requirements, insurance, and bonding requirements. Ability to maintain organized project tracking system.

Extensive judgment and originality to plan procurement strategies for large scale acquisition programs or systems. Comprehensive knowledge of personal computers and software packages, including specific knowledge of HTE, MS Word, MS Excel, MS Powerpoint, MS Access, electronic document management, imaging and procurement card software. Extensive knowledge of contract law and its application to the purchasing process. Ability to manage and supervise others. Ability to establish and maintain effective working relationships with co-workers, supervisors, other City personnel, and the public. Ability to interact effectively with entities outside the City of Farmington Purchasing Division. Ability to operate tools and equipment listed. TOOLS AND EQUIPMENT USED: Personal computer, including word processing software, typewriter, calculator, copy machine, telephone, and fax machine.
