OPLAN “REVITALIZED PULIS SA BARANGAY”

(Barangay Tubaday, Santol, La Union)

II. Situation
- Barangay Tubaday, located in the Municipality of Santol, La Union, has
been identified as a priority area for the Revitalized Pulis sa Barangay
(RPSB) program. The barangay’s remote location, limited access to public
services, and emerging peace and order concerns require focused police
presence and community engagement to ensure safety, development, and
public trust.

A. Area Study
1. Geographic Location & Accessibility
- Upland barangay approximately [insert actual distance] kilometers from
Santol Municipal Hall.
- Accessible via partially cemented and gravel roads; travel time affected
during the rainy season by landslides, muddy roads, and flash floods.
- Classified as a Geographically Isolated and Disadvantaged Area (GIDA).

2. Demographics
- Estimated population: 1,1183 residents, 216 households.
- Predominantly Ilocano-speaking; livelihood includes farming (ginger,
corn, root crops, vegetables) and livestock raising.

3. Key Infrastructure & Facilities


- Barangay Hall, elementary school, small barangay health station with
limited medical capacity.
- Water supply from natural springs.
- Weak mobile network and intermittent internet access.

4. Peace and Order Situation (dagdagan)
- Generally peaceful with low reported crimes but incidents of petty theft, and
illegal logging.
- Possible movement of insurgent elements in the surrounding mountainous
areas.
- Delayed police response due to road and distance constraints.

- Possible entry and exit point of transportation of illegal drugs within neaby
provinces.

B. Needs Analysis
1. Security Needs – Sustained police presence, strengthened BPAT
capacity, enhanced intelligence gathering.
2. Community Engagement – Regular dialogues, peace education, and
youth-oriented anti-crime activities.
3. Service Delivery Support – Facilitation of health, education, and
livelihood programs.
4. Information Campaigns – Anti-drug, anti-illegal logging, disaster
preparedness, and environmental protection advocacy.

III. Mission
To deploy trained, community-oriented PNP personnel in Barangay Tubaday to
maintain peace and order, strengthen partnership with stakeholders, support
local development initiatives, and enhance public trust and safety.

IV. Objectives
 - Establish sustained police presence in Barangay Tubaday.
 - Enhance community partnership for peace and order.
 - Support delivery of basic services and livelihood projects.
 - Gather intelligence to preempt criminal and insurgent activities, proliferations
of illegal drugs particularly Marijuana
V. Concept of Operations
 - A. Pre-Deployment Phase – Conduct area profiling, stakeholder mapping,
coordinate with LGU, prepare personnel and logistics, MOU signing and
courtesy call to local chief executives, Brgy. officials and COP of Santol MPS.
 - B. Deployment Phase – Assign RPSB personnel, establish police desk,
conduct preventive patrols, and implement programs.
 - C. Sustaining Phase – Monitor and evaluate, submit reports, and
recommend adjustments.

VI. Administrative & Logistical Support
