Minutes—DRAFT

Present: Betsy Brenner, Eric Dahl, Beth Digeser, Paul Spickard (Board); Connie Burns (property
manager); Osnat Ben-Shahar, Sarah Cline, Anita Guerrini, Gail Humphreys, Bruce Kendall, Kate
Metropolis, Ken Pasternak, Jane Rudolph, Nicola Spaldin (members)

Call to Order; Preliminary Business:


• The meeting was called to order at 7:00 pm
• A quorum was established
• Board members officers were elected: Eric Dahl (president); Paul Spickard (Vice-President),
Betsy Brenner (Treasurer), Beth Digeser (Secretary)
• Minutes from the meeting of Directors on 3 November 2004 were approved

Members Forum:
• Having noticed some ice plant near 953, on the perimeter road above the stables, Bruce Kendall
recommended alerting the landscapers to keep it confined; Sarah Cline offered to e-mail the list
of plants approved by the ARB to the board for posting on the website.
• Members aired concerns about a wide variety of leaks, new and old. The board expressed its
hope that the results of the surveys e-mailed on 12 January, together with the efforts of the Leak
Mitigation committee would lead to resolving these issues in the long term. In the short term,
Connie has been working closely with Action Roofing to redress current problems.
• Jane Rudolph recommended that cluster coordinators remind residents not to use water during
power outages because the pump that pumps the WCP sewage to the main sewer line runs on
electricity.

Board Orientation:
• Representing the Long Term Strategic Planning Committee, Anita Guerrini outlined the
resources available to the board besides the LTS committee. These include the area emergency
response committee (made up of representatives from Devereux, Orfalea, the stables, and West
Campus), the cluster coordinators (Connie has the list), the liaison with the roofers (Osnat Ben-
Shahar and Fiona Goodchild), the CC&R reviewers (Gayle Humphreys), and past presidents
(Bruce Kendall, etc.)
• Representing the same committee, Osnat Ben-Shahar briefly reviewed the history of leaky WCP
units, culminating with the efforts of Sarah Cline and Bruce Kendall to negotiate a resolution
with the university
• Connie reviewed the current standing committees and their members:
o Long Range Planning (Osnat Ben-Shahar, Tess Cruz, Fiona Goodchild, Anita Guerrini,
Gail Humphreys, Ken Pasternak)
o Landscape (Cristina Cavota, John Cruz, Jane Rudolph)
o ARB representatives (Leslie Bruckner, Tess Cruz)
o CC&R (Tess, Cruz, Gail Humphreys, Kate Metropolis, Ken Pasternak, Jane Rudolph)
o Leak Resolution (Sarah Cline, Gail Humphreys, Bruce Kendall, Tom Sideris)
Eric Dahl moved to authorize the committees; Beth Digeser seconded the motion, which passed.
Committee Reports:
Leak Mitigation
• Bruce Kendall described the progress that he and Sarah had to date with the university. Donna
Carpenter, he reported, is now the acting Vice Chancellor for Administrative Services; future
negotiations will go through her. The issue appears to be before the general council in Oakland.
Bruce will continue as our contact person
• Eric Dahl reported that there were 36 responses to date to the questionnaire about current leaky
conditions sent to all WCP homeowners on 12 January.
• Connie Burns and Ken Pasternak cautioned homeowners against attempting to repair leaks or
blocked gutters themselves. Instead, Connie should be contacted and either Fiona or Osnat can
work with the roofer to ensure that leaks are properly repaired.
• Connie advised that deck drains should be cleaned by homeowners, but the roofs are presently
scheduled for cleaning twice/year. Downspouts will be checked in the near future.
• Bruce Kendall also recommended that homeowners should check their downspout drains
during the next downpour to ascertain whether their roofs are draining properly (water should
be gushing out).
Landscape
• A meeting of the landscape committee planned for 7:00 pm on 26 January at Paul Spickard’s
house (922). We will discuss tree trimming, replacement trees, and planning, together with
irrigation repairs/replacements at that time.
Financial
• Connie presented the Financial Report for December 2004, including the balance sheet (accrual),
the budget comparison cash flow (accrual), the cash flow 12 (accrual), the expense register, the
aged receivables summary, the financial compliance checklist, and the bank statements for our
reserve accounts.
• Connie and Betsy made plans were authorized to to discuss about moving funds out of maturing
CD accounts nearing $100 K (Los Padres), to acclunts bearing higher interest.and certificates
approaching expiry.
• Connie recommended that someone from the board attend the 27 January meeting of the South
Coast HOA. The topics will be legal issues affecting homeowners associations.
Document revisions: Gail Humphreys reported that the CC&R committee is very close to making
recommendations for revisions; she expects their report in February or March
Management
• Connie reviewed the proposed maintenance plan and projects list for 2005; major expenses will
include: replacing whatever solar tanks fail, repairing pool equipment (long overdue), and
changing the lock to the pool and issuing new keys (in order to ensure access is only to WCP
homeowners and their guests)
• She also reported that one lamp came down during the storm and will be replaced; an electrician
had capped it off and ensured that it presented no danger shortly after it happened.

Old Business:
Tiles bid from Doug Watt: Directors reviewed and approved the bid from Doug Watts to repair tiles
at the front gates of 7 units
Insurance: Connie reported that our premiums have increased with the recent increase in structural
and earthquake coverage our policy renewal.
