INTRODUCTION

EIA is a process of evaluating, predicting, identifying possible


impacts of a development project-positive or negative and coming up
with mitigating/preventing measures of negative impacts.
BACKGROUND

Bangladesh addressed Environmental Impact Assessment(EIA)


guidelines in 1992 for water sector development.

Bangladesh enacted legislative bases for EIA in 1995 and 1997 as


Environmental Conservation Act 1995 and Environmental
Conservation Rules 1997 under the Ministry of Forest and
Environment of Bangladesh Government.
CATEGORIES AND STAGE
OF EIA
Industrial projects have been divided into four categoriesGreen, Amber A,
Amber B and Red according to the environmental significance and location of
proposed industry.
The important stages in the development of a EIA study according to EIA
Guidelines for Industries prepared by DOE (DOE, 1997) are:
Screening/scoping.
Identification of significant environmental issues and how these will be
resolved.
Adequacy of mitigating measures and the Environmental Management Plan.
PRESENT EIA REQUIREMENTS
IN BANGLADESH

Section 12 of Environmental conservation Act 1995 mentions


that no industrial unit or project shall be established or undertaken
without obtaining environmental clearance from the government.

Section 20 of ECA 1995 requires that rules and procedures be


established for evaluation and approval of EIA for various projects.
