Background
 EIA is an environmental decision support tool.
 EIA in Bangladesh before 1995
- agencies such as CARE Bangladesh, USAID, the World
Development Bank, Asia Development Bank (ADB) contributed in evolving
EIA in BD
-Water Pollution Control Act, the Bangladesh Wildlife (Preservation)
Act, The Environmental Pollution Control Ordinance.
 EIA was introduced in Bangladesh through the Environmental
Conservation Act 1995 and Rule 1997.
Objective
 Achieving sustainable development.
 Identify credit & evaluate the economic, environmental & social
impact of development activities.
 Predicting and providing information on the environmental
consequences for decision making.
 Provide solutions & alternatives which mitigates environmental
consequences.
 Building the capability of the DOE staff in impact prediction and
IEE/EIA review and to establish a strong enforcement practice.
Methodology
 Qualitative analysis:
Mostly based on qualitative analysis from the case study of
“Evaluation and Environmental impact assessment procedures and
practice in Bangladesh” by Rafique Ahammed and Nick Harvey.
Results

Recommendation
 There is a need for clear guidelines spelling out the procedures and
steps of EIA legislation.
 Stronger legislation and better monitoring.
 Capacity building at various levels both within and outside the
Government must be a priority. DOE should be adequately equipped
with both human and physical resources.
 All line agencies should have environmental guidelines, including EIA
matters, especially for their planning units.
 The MOEF/DOE should establish formal linkages with universities,
research organizations, and NGOs within the country to share expertise.
 The implementation of the plan should be processed more carefully.
 The drafts should be understandable and well organized.
Conclusion
 Bangladesh is prone to environmental vulnerability.
 The current case studies did not examine regional impact
assessment issues.
 Anybody could facilitate the EIAs prepared by independent
consultants ensuring proper decision making process.
 The coordination between public and private organizations are
very weak.
 Weak legislative structure of EIA that lead improper
implementation of environment assessment.
