Emergency
 unforeseen event that requires an immediate
action from trained personnel ( Fire Brigade,
Medical, Evacuation and Maintenance Crew)

Disaster
 is an extremely serious state of emergency
wherein there is possibility of loss of life, severe
injury or extensive damage to property exists.

 Emergency Response Organizations
Emergency Coordinating Center (ECC)- is a structured group of
whose function is to control an emergency or disaster.

Composed of Senior Personnel

1. Chairman-Chief Executive Officer
2. Alternate- Environment, Health & Safety (EHS) Manager

Functions of ECC
1. Determine courses of actions to take regarding fire,
earthquake, bomb threat civil strife, typhoon etc.
2. Determine if it will be necessary to request for assistance
from outside agencies
3. Decision to terminate or evacuate facility
4. Issue an all clear alarm and return to work signal;
5. Chairman to address the press regarding
emergency

Responsibilities of a Fire Marshal

a. To provide initial evaluation of the situation to

determine extend of fire fighting needs
b. To deploy fire fighting personnel and equipment
c. To advise the Chairman of ECC the need for an
outside help
d. To update the chairman as to the progress of fire
control status; and
e. To clean-up and restore fire protection equipment
and supplies.

2. Evacuation Team

Important Terms:

Evacuation-removal of people and critical materials

from unsafe buildings

Evacuation Plan- procedures whereby persons are

removed from a threatened area.

Fire Exit Drills-rapid evacuation of buildings

Fire Drills-also known as Exit drills, held for fire fighting
practice

*As per provision of the Fire Code of the Philippines or

P.D 1185, “Exit Drills” must be conducted at least
twice a year.

The Evacuation team shall be composed of trained first aiders and shall
be responsible to

a. Locate and rescue missing persons

b. Render essential first aid and life support activities
c. Transfer victims to designated safe locations for medical treatment

3. Chemical Spill Team
-This function is usually performed by operations personnel who are
trained in handling, control and in disposal of hazardous materials

a. Chemical spills should be cleaned only by trained personnel

b. Always read and follow labels carefully
c. Use the proper personnel protective equipment
d. Be aware of the reactivity, flammability and health hazards of
chemical used
e. Know the safe transportation, handling, storage, processing and
disposal procedures; and
f. Be prepared for emergencies

4. Security Team
-This function is usually performed by the Facility Supervisor whose
responsibilities are

a. To ensure integrity of the plant perimeter fence;

b. To provide necessary staffing to control use of the emergency gates;
c. To prevent entry of unauthorized personnel
d. To direct the flow of traffic away from the disaster scene; and
e. To advice the Chairman on security matters.

5. Environmental Team
-This function is usually perform by an assigned pollution or
environmental control officer whose responsibilities include providing
environmental monitoring and spill containment and recovery
procedures to the Chairman of ECC.

6. Medical/First Aid Team
-This function is perform by medical practitioners, nurses and first
aiders who are trained in industrial medicine and basic life support,
Their duties are:
a. To establish an on site emergency medical center
b. To advise the Chairman of the ECC of the number of injured and any
other needs for additional medical assistance from outside
agencies
c. To notify appropriate hospitals and clinics for emergency treatment
of the injured, to include special medical transportation needs, and
d. To keep records of victims and their treatment

4. Bomb Threat

 As soon as a bomb threat is received, the telephone operator should

inform immediately the Safety/Security Manager who in turn will:
a. Inform the CEO and convene the Central Safety Committee CSC
immediately.
b. CEO to decide whether to evacuate the building or not, sound the
evacuation alarm immediately if he decided to evacuate.
c. Convene immediately the responsible Emergency Response Team and
start searching the facility. This could be in a box, dynamite stick, a hand
grenade or the bomb itself
d. If sighting is made, do no not touch, instead endeavor to sandbag the area
to minimize its ill effect should it finally explode
e. Contact immediately the nearest PNP unit in your area
f. Do not allow anyone to return inside the facility until you are sure it is
clean.
