THE PPRO LENS ON

LOOKING AT PLANNING,
PLAN EXECUTION AND
RESULTS MANAGEMENT
PRESENTED DURING THE 2019 MID-YEAR FORMATIVE ASSESSMENT CONFERENCE
HELD IN CLARK, PAMPANGA ON 22 – 26 JULY 2019
GUIDING PRINCIPLE

• ARBs and their welfare as the common

denominator between and among the sectoral
LTSP program plans and monitoring systems
• ARBs and their welfare as the focus of
interventions with the land as the means to

ARBs improve their way of living and uplift them from

the bondage of poverty
AJDP ARBDSP
• Transform landless tillers into landowners with
capability to sustain productive use of awarded
lands
• ARBs as development partners, not mere clients
CLASSIFICATION/MAPPING OF BENEFICIARY

• New ARBs – beneficiaries of newly-acquired agricultural landholdings thru the Land

Acquisition and Distribution component of the LTSP;
• Replacement ARBs – newly-identified beneficiaries of previously-awarded lands arising
from cases of inclusion/exclusion and disqualifications due to prohibited acts and other
similar cases;
• Existing ARBs – beneficiaries of previously-awarded lands whose security of tenure have
been upheld by decisions rendered on cases arising from post-distribution disputes,
• Potential ARBs – prospective beneficiaries under the initial stages (throughputs) of LAD
who may require social preparation activities under the LTI-PBD integration framework.

SAMPLE SHIFT TO ARB-DRIVEN REPORTING
APPROACH

• “ A total no. of ________ ARBs have been transformed from

being landless tillers to new landowners covering an aggregate
area of ____________ hectares. The average size of awarded
lands stands at ________ hectares/sq. mts. per ARB.”

With emphasis on the size of economically-

viable farms in relation to the package of
needed support services interventions
CHALLENGE OF DATA MINING
“Data is the blood that brings life to planning and results management”

• Burden of working backwards after 3 decades of CARP implementation

(killer assumption that determines viability of initiative)
• Establish interoperability of sectoral planning and monitoring systems
deriving common link to an ARB database
• As a test case, can we successfully apply this principle to the 1st sem LAD
accomplishment ?????!!!!!!
THOUGHTS TO PONDER

• “There are times when justice is shackled by the law itself and
even the Courts cannot break the chains.”
- Former SC Justice Isagani Cruz -
