BACKGROUND
The Seal of Good Local Governance for Barangay (SGLGB) is a progressive
performance assessment and recognition system that aims to give distinction to
barangays with remarkable performance across various governance areas. It also intends
to encourage barangays to continuously progress in delivering efficient, equitable and
quality public services. It puts primacy to integrity and good performance as pillars of
meaningful local autonomy and development.
PURPOSE
This Memorandum Circular prescribes the general guidelines for the implementation of
the 2023 SGLGB.
SCOPE AND COVERAGE
• The National Barangay Operations Office (NBOO) SGLGB National Working Team
(NWT), composed of the Research and Profiling Division (RPD), which shall serve as the
overall lead in the implementation of the program, and representatives from the Community
Capacity Development Division (CCDD) and Citizens’ Affairs and Political Development
Division (CAPDD), as its members;
• The 1,634 cities and municipalities (C/M) which shall lead the assessment of all the
barangays under their area of jurisdiction; and
• The 42,022 barangays nationwide that are enjoined to participate in the rollout of the
SGLGB.

POLICY AND GUIDELINES
For the CY 2023 SGLGB, the principle “3+1” applies, where a barangay needs to pass ALL
of the three (3) Core Areas and at least ONE of the Essential Areas.

CORE AREAS - are the set of indicators that serve as the foundation and primary support in
fulfilling the objective of SGLGB to ensure that good governance is reflected in the
performances of each and every barangay in the country, most especially in providing the
most relevant and critical public service deliveries to its constituents.

ESSENTIAL AREAS - are the set of indicators that plays a vital role in pursuing and
maintaining sustainable development in the barangays nationwide. These indicators are
significant in providing basic social welfare services, promoting business and income-
generating activities in the barangay and protecting the environment.

PEACE AND ORDER
A barangay that demonstrates good performance in terms of
maintaining peace and order in the community with the
implementation of the Katarungang Pambarangay and activities
for the prevention of the proliferation of illegal drugs and
provision of support mechanisms to ensure the protection of
constituents from threats to life and security.
FINANCIAL ADMINISTRATION

A barangay that practices accountability and transparency by


adhering with the accounting and auditing standards and
compliance with the Barangay Full Disclosure Policy (Good
Financial Housekeeping), and sound fiscal management (Financial
Performance)
DISASTER PREPAREDNESS
A barangay that shows proactive stance before, during and after
disaster through actions as creation and mobilization of the
BDRRMC, development and/or implementation of the BDRRM
plan, building the competencies of concerned personnel, and
ensuring operational readiness with the availability of equipage,
supplies and other resources intended for early warning and/or
response
SOCIAL PROTECTION
A barangay that is sensitive to the needs of disadvantaged sectors
like women, children, senior citizens, and persons with disability
(PWDs), among others, with the provision of access to social
welfare services, support to early childhood care and education,
and participation of the CSOs in the BDC and other BBIs
BUSINESS FRIENDLINESS AND
COMPETITIVENESS

A barangay that exerts efforts in encouraging business and


employment through the systems, structures and/or legislation in
place to support the promotion of such in the locality.
ENVIRONMENTAL PROTECTION

A barangay that performs considerably to preserve the integrity of


the environment by complying, at the minimum, with the
provision of the Ecological Solid Waste Management Act of 2000.

PROCESS OF IMPLEMENTATION
THE NBOO SHALL:

1. Issue policy;
2. Coordinate with regional offices;
3. Provide technical assistance and advisory services to regional offices;
4. Advocate the program;
5. Monitor and evaluate the implementation of the program;
6. Maintain and enhance the databases;
7. Communicate the results;
8. Endorse the SGLGB Awardees to the SILG thru USLG; and
9. Manage issues or clarifications concerning program policy or process.
THE DILG REGIONAL OFFICES SHALL:

1. Disseminate and advocate the policy in their respective areas of jurisdiction;


2. Lead in program implementation;
3. Ensure quality control of data and process;
4. Ensure project credibility;
5. Submit the final list of SGLGB passers to the Central Office;
6. Manage issues or clarifications on the assessment results of Barangays within their areas of
jurisdiction;
7. Provide technical assistance and advisory services to the field offices;
8. Monitor the whole regional assessment;
9. Maintain reports, thematic profiling, and list of SGLGB passers; and
10. Create and mobilize the Regional Assessment Team (RAT) for the conduct of onsite
validation.
DILG PROVINCIAL OFFICES SHALL:

1. Lead in program implementation and advocacy within their areas of jurisdiction;


2. Assist the Regional Office in mobilizing the RAT that is in-charge of the validation;
3. Monitor the Provincial Assessment Team (PAT);
4. Ensure project credibility;
5. Identify barangays generated in the SGLGB that passed the initial assessment for
validation by the RAT; and
6. Assist in the conduct of exit conferences.
CITY DIRECTOR/HUC CLUSTER HEAD/C/MLGOO SHALL:

1. ADVOCATE THE PROGRAM;


2. CONDUCT ASSESSMENT;
3. ENCODE THE ASSESSMENT RESULTS IN THE SGLGB INFORMATION SYSTE
4. COORDINATE FOR DATA COLLECTION;
5. COORDINATE WITH THE PROVINCIAL OFFICE ON THE SCHEDULE OF
VALIDATION; AND
6. ASSIST IN THE CONDUCT OF EXIT CONFERENCE.
