02-28:
It Effects to Support
the Basic Needs of
Tricycle Drivers
Background of the study

According to (SGD) Bayani F. Fernando (2002), MMDA


Resolution No. 02-28 is authorizing the metropolitan
manila development authority and the local government
units to clear the sidewalks, streets, avenues, alleys,
bridges, parks and other public places in metro manila of

all illegal structures and obstructions.


Excerpt of the resolution:
It has been observed that some of
the city/municipal streets, avenues, alleys,
sidewalks, bridges, parks and other public places
in Metro Manila are not properly utilized by the
road users/public due to malpractices of some
unscrupulous individuals who wantonly utilize…”
Through the resolution, the researchers come
up with the idea of conducting this kind of
research to find out the effects of MMDA
Resolution No. 02-28 to support the basic needs
of tricycle drivers.
Theoretical Framework
Existentialism is a philosophy that emphasizes individual
existence, freedom and choice. It is the view that
humans define their own meaning in life, and try to
make rational decisions despite existing in an irrational
universe. It focuses on the question of human existence,
and the feeling that there is no purpose or explanation at
the core of existence (Albert Camus ,1913 - 1960)

Review of Related Literature
The 1992 DOTC national survey, which found
that tricycle drivers work on an average of 11
hours daily, 6 days a week with an average net
earnings of $3.00 a day. This provided a net
income of about $72 per month. The average
net earnings and cost of living as well as average
daily trips for each tricycle varies per region.
For instance in Metro Manila, tricycles account
for 13% of the total 17.8 million daily trips and
27% of the total 3.6 million daily vehicle trips
according JICA- funded Metro Manila Urban
Transportation Integration Study in 1996.
The majority of tricycle sector (drivers,
constructors, etc.) belongs to the lower income
group and gives employment to an estimated
350,000 persons (NCTS, 2003)
