What is the Voucher Program (VP)?
This program enables Grade 10 completers from public and private Junior High Schools (JHS) to
enroll in (1) private high school (2) private university or college (3) state or local university or college
(4) technical-vocational school, which will offer SHS Program starting school year 2016-2017.

Per DO 11 s. 2015, the SHS VP intends to:


a. Uphold the right to quality basic education and increase access in SHS
b. Increase the diversity of SHS providers beyond the current configuration
c. Provide greater choice to students and their families in deciding the SHS program that caters to
their needs and career goals
SHS Voucher Program Application
Section VI (A) of DepEd Order 66, s. 2016 states that all and only Grade 10 completers of School Year
2017-2018 are eligible to apply for the Senior High School Voucher Program (SHS VP). The same
information is reflected on the online application form when the application period ran on December
2017 to February 2018.

Guided by this provision therefore, the following students cannot apply and qualify to the
SHS VP:
- Grade 11 students in SY 2017-2018
- Incoming Grade 12 students in private schools who took Grade 11 in public schools
- Grade 10 graduates (old curriculum)
- Grade 10 completers of SY 2016-2017 who skipped Grade 11 in SY 2017-2018
- Non-Filipino citizens
Automatically qualified students
• Category A – All Grade 10 completers in Public JHS
• Category B – All Grade 10 completers in SUCs and LUCs
• Category C – All Grade 10 completers in private schools who are ESC grantees

Voucher applicants
• Category D – All Grade 10 completers in private schools who are not ESC grantees but were
approved on their SHS VP application, supported by QVR certificate and did not enroll in any DepED
SHS.
The voucher value will depend on the location of
the SHS the learner will enroll in.

1. Vouchers shall be redeemed within the first semester of the SY
immediately after JHS completion.

2. Vouchers cover only 2 years of schooling, regardless of the


number of years it takes for a recipient to complete SHS.

3. Qualified Voucher Recipients undergo the normal admission


procedures of the non-DepEd SHS and submits the required
documents. Once they are successfully enrolled, they are
considered Voucher Program
Beneficiaries (VPB).
Voucher Subsidy is Transfers
discontinued if a VPB: A VPB may continue to participate in the
SHS VP if he transfers at the end of the SY.
 Drops out in middle of SY
Track/Strand Shifting
 Does not re-enroll in the VPB may shift to another track/strand:
following SY  After the 1st semester of Grade 11
 Is retained at the same grade (within same school)
 After Grade 11
level
Leavers
 Transfer to another SHS Leavers due to medical reasons may
within the SY continue to participate in the SHS VP but
 Transfers to a DepEd SHS should submit the necessary document to
FAPE thru the enrolled SHS provider
