tables and even drawing. The follow summary presents only essential data for real estate
professionals.

is to reduce the cost of economic and
socialized housing by establishing different
levels of standards and technical requirements
for the development of economic and
socialized housing other than those prescribe
by PD 957/ PD 1216/ PD 1096 and PD 1185
Minimum Design Standards and
Requirements
• Technial Guidelines and Standards for Subdivisions.
A. Site Criteria : Availability of basic needs, Conformity with the Zoning
Ordinances or Land Use Plan of the City/Municipality, Physical Suitability,
Accesibility.
B. Planning Consideration:
-provide for future expansion, integrate with exiting networks, provide
drainage;
-preserve trees 200mm or more, provide ground cove.
-provide easements for NPC, faults identified by PHILVOCs, rigth-of-way
of public companies;
-design road based on hierarchy of functions, minimize critical
intersections.
C. Design Parameters
1. Land Allocation.
*Park and Playgrounds Allocation - mandatory for projects 1 hectares and
above.
-Range: 3.5% ( 150 slots or dwellings per hectare)
-Range: 9% (225 slot or dwelling per hectare )

*Community Facilities Required – mandatory for projects 1 hectares and


above.
-Multi-purpose center : required for 100 lots/dwellings or more
-Convenience store : required for 1,500 lots/dwellings or more
-Elementary school: required for 1,500 lots/dwellings or more
-High School : required for2,000 lots/dwellings or more
-Tricycle terminal : required for 1,500 lots/dwellings or more
Community Facilities Area Allocation:
-1% for density of 150 slot/dwellings per ha.
-1.5% for density of 151 – 225 lots/dwellings per ha.
-2% for those with density above of 225 lots/dwellings per ha.

*Road Right-of-Way:
Major/ Collector/ Minor/ Motor court / Alley /Pathwalk

*Garbage Disposal System: by LGU, individual lot owners or homeowner
association.
*Fire Firefighting: Homeowners Association shall form fire brigade, with
barangay fire brigade.
Building Design Standards and Guidlens
(Economic: 22sqm / Socialized : 18sqm)
A. Single- Family Dwelling
1. Lot Planning: dimension of courts yard min/
2.0m for 1-2 storey buildings,
1.50m for cluster living units.

2. Building Designs Standards


*Provide – living, sleeping, laundry, cooking, eating, bathing, and toilet facilities.
*Ceiling Heigths – minimum headroom 2.0m
*Mezzanine floors- 1.80m clear shall not cover 50% of the floor area below it.
*Doors – one door for occupant less than 10, 2 doors if greater min height 2m
- bathroom and mezzanine door 1.80m
- width of main door 0.80m
- service/bedroom 0.70m
- bathroom 0.60m
*Window – 10% of floor area of habitable room
*Bathroom window – 1/20 of its floor area
*Interior Stairs – min width 0.6m / max. 0.25m/ min. tread 0.20m / min headroom 2.0m
*Landings – equal to stair width, maximum height between landing 3.60m at
least one handrail on one side.
*Winding and Circular Stairways – width required 300mm
*Ladders – allowed provided that the maximum distance between landing shall be
1.80m
*Roofing – impervious to water
*Electrical Requirements – at least one light outlet and one convenience outlet per
activity -area.
*Firewall – masonry at least 150mm or 6 inches thick

B. Multi- Family Dwellings and Condominiums


1. Lot Planning:
Access to the property – vehicular access by mean of an abutting improved public
street.
Access to the dwelling – without trespassing, adjoining properties
Utilities and service facilities - must be independent for each dwelling, sanitary
garbage removal.
Distance between buildings: clearance roof eaves
- not more than 2 storeys 4.0m 1.50m
- 3 to 4 storeys 6.0m 2.0m
-more than 4 stores 10m 6.0m

* Parking Requirements : 1.8 ratio ( perpendicular 2.5x5.0m parallel 2.15x6.0m

2. Building Design Standards


a. Living Units – (Economic: 22sqm / Socialized : 18sqm)
b. Exits, Corridors, Exterior Exit, Balconies and Common Stairways – comply
with the National Building Code of the Philippines and the Fire Code of the
Philippines.
c. Utilities and Services – water, power, drainage, sewage disposal, garbage
disposal, elevator ( 6 storeys plus).

3. General Construction Requirements


- Comply with the Philippines Structural Code, Philippine Electrical Code,
Electric utility provider, Sanitation Code of the Philippines and National
Plumbing Code.
Approval of Subdivision Plans and
Building Designs: ( Approval of Proposed Residential Houses
of Average and Low-Income Earners – Secure DP from LGU thru Sangguniang
Bayan or Sangguniang PangLunsod and permits from city/municipal engineer.

1. All requirement for preliminary subdivision Development permit;
2. Subdivision development plans such as (road, easement, lots, lots, open space,
etc.
3. Civil and Sanitary Works Design (road , storm drainage and sanitary sewer, site
grading plan.
4. Water System design
5. Certified true copy of tax declaration for the year immediately preceeding.
6. Zoning Certification from HLURB regional Office
7. Certified true copy of DAR conversion order
8. Certified true copy of DENR ECC or Certificate of Non Coverage
9. Project Study - project profile , development cost, cash flow, source of fund,
work programs
10. Financial documents – Audited FS last 3 preceding years, ITR last 3 years
11. SEC documents – registration, articles, by laws
12. For new corporation (3 years and below ) – statement of capitalization, cash flow
13. Application for permit to drill from National Water Resources Board (NWREB)
14. Traffic impact assessment for projects 30 hectares and above
15. List of names of duly licensed professional signing, the plans with license
number, PTR, TIN

• Summary of FIRE SAFETY requirements for detached


single and Two Family Dwellings based on the IRR of
the FIRE Code of the Philippines (PD No. 1185 )
-Dwellings with more than 2 rooms at least 2 exits, ladders, folding stairs or trap door
not allowed.
-Exit corridor at least 90mm wide
-Close door latch shall be such that children can open the door from inside the closet
-Bathroom door lock shall permit the opening from the outside in an emergency
-No heating equipment (stove, etc.) shall block escape in case of fire.
Summary of the Rules
Implementing P.D 953 requiring
the Planting of Trees
1. Types of Trees
a. Shades trees – at least 4 meters in height
b. Ornamental trees – maximum height of 3m
c. Garden plants – single woody stem plants no primary branches
2. Places for Trees – required in areas reserved for parks and playgrounds, planting
strips.
3. General Guidelines in Planting of Trees along Planting strips of
Subdivision Projects - Plant shades trees along the road opposite electrical
power lines, spacing 5 meters. Ornamental trees same side as electrical power line,
spacing 3 meters. Clearance to power lines 3 meters. Coconut and other high
growing plants shat not be allowed in all designated planting strips. Recommended
potted planting materials is at least 1 meter in height for higher plant survival. Plant
1 tree saleable lot.
