Inclusive Growth in XIth Plan
• Inclusive growth means reducing the
number of poor persons with economic
growth.
• India is a nation of over 300 million poor
people, a number that has not shown any
signs of decline over the last two decades
of development.
• Reducing poverty is a primary goal of
government policy and the primary
objective of the 11th Five Year Plan.

• It is therefore the Eleventh Five Year Plan has
addressed the task of reducing the numbers of
the poor frontally by adopting inclusive growth
approach which means benefit to the poor
disproportionately from economic growth.
• So Economic growth is treated on par as a
policy objective with human capital formation
and programmes that directly target poverty
reduction – so that a synergy emerges between
these objectives.

• The Eleventh Five Year Plan stresses on
(i) rapid employment expansion than
hitherto,
(ii) greater investment in health, education,
water/sanitation and child nutrition than so
far, and
(iii) directly targeted poverty-reduction
programmes.

Measuring the Poor in India :

1- Head Count Ratio


The Head Count Ratio method uses the
consumption expenditure on food and non-food
items, based on a basket that was determined in
1973-74 (National Sample Survey ) which has
since remained constant.
India has been successfully reduced the share of
the poor in the population by 27.3 percentage
points from 54.8 in 1973 to 27.5 in 2004
