Introduction
Development controls:
Development controls have been defined as the mechanism through which entire process
of urban development is regulated to achieve the objective of planned development. It
includes guiding the development and use of land, curbing misuse of land and promoting
rational and orderly development of built environment.
Floor Area Ratio (FAR)/ Floor Space Index (FSI) is the ratio of a building's total floor area
(gross floor area) to the size of the piece of land upon which it is built.
As a formula: Floor area ratio = (total covered area on all floors of all buildings on a
plot) / (area of the plot)

Need of the Study
AAI have the authority to approve the building plans of all the new buildings that are to
be constructed at IGI Airport and DIAL needs to submit the plans to AAI for their
approval.
As per the “Guidelines for Construction at AAI Airports” issued by AAI in October 2010,
the maximum permissible FAR/FSI on entire Airport land shall be ONE i.e. ‘Global
FSI/FAR ONE’ for permitting constructions at AAI land”.
Recently, AAI has requested DIAL to submit the Global FSI already utilized on Demised
Premise land area at IGI Airport and also the total Global FSI permissible, to enable them
to take a suitable decision while approving the building plans in future.

Scope of Work
• Preparation of list of buildings and base map of IGI Airport land parcels.
• Calculation of global FSI based on two data sources:
• As-Built drawings available with DIAL (Area approximately 12 lakhs sq.mt.)
o The statement of FAR & Non-FAR areas shall be prepared in a tabular form
o To capture & plot the buildings on the base map.
• In case, as-built drawings are not available the FAR of existing buildings shall be captured
by primary survey. (Area approximately 5 lakhs sq.mt.)
Survey work shall include followings tasks:
o Preparation of all floor plan of each building including basement & terrace plan
showing all necessary dimensions & text.
o Building & floor wise FAR & Non-FAR areas details captured by primary survey in a
tabular form.
o Cross section of buildings for height calculations.
o To capture & plot the buildings on the base map.

The following areas are not included in covered area for FAR:
50% of staircases meant for fire escape on ground & upper floors
Lift wells
Shafts
Refuge areas
Fire control rooms

FAR of the utility buildings is not countable in FAR however area of the
following utility buildings shall be shown separately:
Sub-stations
Fire stations
Pump rooms
Security buildings
