Functions:
1. Mobilize people’s participation in local development functions efforts;
2. Prepare Barangay Development Plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs
and projects; and
4. Perform such other functions as may be provided by law or competent
authority.
 
Composition:
• Members of the Sangguniang Barangay;
• Representatives of non-governmental organizations operating in the
Barangay, who shall constitute not less than ¼ of the members of the fully
organized council;
• A representative of congressman.

• conduct regular quarterly meetings and special meetings

• conduct capability building programs for all stakeholders on
children
• formulate the following:

Barangay Violence Against Women (VAW) Desk

“there shall be a VAW desk in every barangay to ensure that


violence against women cases are fully addressed in a gender-
responsive manner”

The punong barangay shall:


• designate an area within the barangay hall for the VAW desk
• designate a VAW Desk person who is trained in gender-
sensitive handling of cases; preferably a woman barangay
kagawad or woman barangay tanod
Barangay VAW Desk
Functions:
• respond to gender-based violence cases brought to the
barangay;
• record the number of gender-based violence handled by the
barangay and submit a quarterly report on all cases of VAW to
the DILG City/Municipal Field Office and the City/Municipal
Social Welfare Development Office (C/MSWDO);
•  keep VAW case records confidential and secured, and ensure
that only authorized personnel can access it;
• assist victims of VAW in securing Barangay Protection Order
(BPO) and access necessary services;

Functions:
• develop the barangay’s gender-responsive plan in addressing
gender-based violence, including support services, capacity
building and referral system;
•  coordinate with and refer cases to government agencies, non-
government organizations (NGOs), institutions, and other
service providers as necessary;
• address other forms of abuse committed against women,
especially senior citizens, women with disabilities, and other
marginalized groups;
• lead advocacies on the elimination of VAW in the community;

Functions:
• Convene regular meetings for purposes of planning and coordinating the implementation of
the solid waste management plans;
• Develop the Solid Waste Management Program that will complement the SWM program of
the City/Municiplaity;
• Be responsible in the segregation and collection of solid wastes into biodegradable and
non-biodegradable;
• Construct Materials Recovery Facility within the barangay or in clustered barangays;
• Allocate fund for programs legislated by the Sangguniang barangay that are intended for
SWM
• Organize Core of Area/Street Coordinators by conducting training or info dissemination
about segragation, composting, recycling, livelihood program for residents
• Integrate Ecological Solid Waste Management in the Barangay Development Plan
• Oversee the implementation of the Solid Waste Management Plan;
• Identify other sources of fund aside from the Regular Fund; and
• Submit monthly accomplishment report to the City/municipal SWM Board

Functions:
1. Monitor and coordinate the implementation of Peace and
Order programs and projects at the Barangay level;
2. Serves as an information-gathering mechanism;
3. Monitor and check the nefarious activities of criminal elements;
4. Identify barangay constituents with strong deviant behavior for
referral to appropriate authorities;
5. Maintain continuing dialogue, close coordination and rapport
with the higher levels of peace and order and public safety in
the area of responsibility;

6. Formulate plans and recommend such measures which will
improve or enhance peace and order and public safety in their
area of responsibility;
7. Monitor, coordinate and supervise the operation of all
community based anti-crime movements within the barangay;

report with appropriate recommendations to the higher level
Peace and Order Council; and
9. Perform such other functions which may be assigned by higher
level peace and order councils.

Functions:
• serve as focal point through which various organizations and individual

evaluation of programs on drug abuse prevention;

immediate future;
• provide for a mechanism to obtain funds, volunteer facilities and
technical expertise;
• conduct information and education campaign on the ill-effect of illegal
drugs, monitor and report to proper authorities, drug-pushers and
drug-users in their locality;

Functions:
(1) Approve, monitor and evaluate the implementation of the
LDRRMPs and regularly review and test the plan consistent
with other national and local planning programs;
(2) Ensure the integration of disaster risk reduction and climate
change adaptation into local development plans, programs and
budgets as a strategy in sustainable development and poverty
reduction;
(3) Recommend the implementation of forced or pre-emptive
evacuation of local residents, if necessary; and
(4) Convene the local council once every three (3) months or as
necessary.

Barangay Tanods
Barangay Tanod
(LG Code 1991; MC 2003-042)

“the barangay may provide for the organization of a community


brigade, barangay tanod or community service as may be
necesarry to assist in the peace and order efforts of the LGU.”

Composition
The barangay tanod is a community brigade composed of
civilian volunteers duly appointed by the Punong Barangayupon
recommendation of the BPOC. While the Code provides a
maximum of 20 tanods in each barangay government in
accordance with the needs of public service, subject to the
budgetary limitations of the barangay.
Barangay Tanod
Functions
Under the supervision of the Punong Barangay, the
Barangay Tanod shall:
• assist the barangay officials in the prevention of crime and
the promotion of public safety;
• Conduct patrol/ronda in the barangay;
• report to the concerned barangay officials or through
Hotline 117 the occurrence of any crime, fire, accident,
public disturbance, and environmental degradation
activities and other untoward incident in the barangay;
Barangay Tanod
• monitor the presence and/or activities of suspicious persons,
criminals, and other lawless elements within their jusisdiction
and report the same to the proper authorities or through
Hotline 117;
• assist the police and the Lupong Tagapamayapa in the
execution of warrants and other judicial processes such as
tracking the whereabouts of missing persons, in arresting
escaped prisoners and other fugitives from justice, and in the
recovery of stolen properties;
• coordinate closely with the barangay officials and police/local
authorities in the drive against all forms of crimes such as
Barangay Tanod
terrorism, smuggling, carnapping, drug trafficking, drug
pushing, illegal gambling, child abuse, crime against
women, all forms of vices and syndicated crimes
• assist in the institutionalization of PATROL 117 Program;
• assist in the implementation of Fire Code of the
Philippines;
• detect all forms of fire hazards and other public safety
hazards/violations and to institute corrective measures
within their capability;
• assist in facilitating smooth flow of traffic

Lupong
Tagapamayapa
Lupong Tagapamayapa
(LG Code 1991)
A body created in each barangay, which is composed of the
following:
1. Punong Barangay as Lupon Chairman
2. 10 to 20 lupon members

Who may be appointed as a Lupon member?


• Any person actually residing or working in the barangay, not
otherwise expressly disqualified by law, and possessing
integrity, impartiality, independence of mind, sense of fairness,
and reputation for probity
Constituting the Lupon:
1. A notice to constitute the lupon shall be prepared by the
Punong Barangay within the first 15 days from the start of his
term of office
2. Notice shall be posted in 3 conspicuous places in the barangay
for a period of not less than 3 weeks
3. 10 days thereafter, the Punong Barangay shall appoint as
members those whom he determines to be suitable therefor
Appointments shall be in writing, signed by the Punong
Barangay, and attested to by the Barangay Secretary.
4. The list of appointed members shall be posted in 3 conspicuous
places in the barangay for the entire duration of their term of
office
Functions of the Lupon:
• Exercise administrative supervision over the conciliation
panels
• Meet regularly once a month to provide a forum for
exchange of ideas among its members and the public on
matters relevant to the amicable settlement of disputes,
and to enable various conciliation panel members to share
with one another their observations and experiences in
effecting speedy resolution of disputes
• Exercise such other powers and perform such other duties
and functions as may be prescribed by law or ordinance
