Barangay Based Institutions

COMPOSITION (Sec. 107a, LGC)


• Headed by Punong Barangay
And shall be composed of the following members;
1. Members of the Sanggunian Barangay;
2. Representative of NGOs operating in the barangay,
who shall constitute of not less than one fourth (1/4) of the
members of the fully organized council.
3. Representative of the Congressman

BARANGAY DEVELOPMENT
COUNCIL (BDC)
FUNCTIONS (Sec. 109b, LGC)
• Mobilize peoples’ participation in local
development efforts;
• Prepare barangay development plan based on
local requirements;
• Monitor and evaluate the implementation of
national and local programs and projects;
• Perform such other functions as may be
provided by law.

BARANGAY DEVELOPMENT

• A Public school teacher
• Representative from faith-based organizations/ senior citizen

• At least 3 members existing anti-crime or neighborhood watch
groups or an NGO representative well-known in the community;
• A PNP officer

BARANGAY PEACE AND


ORDER COMMITTEE BPOC)
FUNCTIONS
• Monitor and coordinate the implementation of peace and order programs
and projects at the barangay level;
• Serves as an information-gathering mechanism;
• Monitor and check the nefarious activities of criminal elements;
• Identify barangay constituents with strong deviant behavior for referral to
appropriate authorities;
• Maintain continuing dialogue, close coordination and rapport with the
higher level of the peace and order and public safety councils in the area of
responsibility;
• Monitor, coordinate and supervise the operation of all community-based
anti-crime within the barangay;
• Make periodic assessment of the prevailing peace and order situation in
their respective areas of responsibility and submit report with appropriate
recommendations to the higher level Peace and Order Council;
• Perform such other functions, which may be assigned by the higher level
peace and order councils.

BARANGAY PEACE AND ORDER COMMITTEE


BPOC)
• Secs. 11 and 12 of RA 9003 also known as the
Ecological Solid Waste Management Act of 2000
• Sec. 10 of RA 9003 through the issuance of MC
2001-38 emphasized the vital role of barangay in
the successful implementation of the program,
particularly in the segregation, collection and
recycling of waste at source.

BARANGAY ECOLOGICAL SOLID WASTE


MANAGEMENT COMMITTEE
FUNCTIONS
• Formulate a community solid waste management program consistent with
that of the city/municipalty;
• Be responsible for the segregation and collection of solid waste specifically
for biodegradable, compostable and reusable waste;
• Establish w/in the barangay or cluster of barangays a Materials Recovery
Facility (MRF);
• Allocate barangay funds for ESWM program;
• Integrate ESM Program in Barangay Development Plan and/or Annual
Investment Program;
• Find alternative sources of funds other than regular barangay budget;
• Submit a monthly report to the city/municipality ESWMC on the progress
of the program, copy furnished the local DILG office.

BARANGAY ECOLOGICAL SOLID WASTE


MANAGEMENT COMMITTEE

• A child advocate whose age ranges from 9-14 chosen by the barangay

BARANGAY ANTI-DRUG
ABUSE COUNCIL (BADAC)
FUNCTIONS 
• Plan, strategize, implement and evaluate programs and projects on drug
abuse prevention in the Barangay;
• Equip Barangay Tanod on their roles and functions in the campaign against
street-level illegal drug trade through seminars or trainings;
• Coordinate and collaborate with other institutions’ implementing programs
and projects on drug abuse prevention at the Barangay level;
• Continuously gather and update data on all drug related incidents and its
effect on the peace and order situation in the barangay including listing of
suspected drug users and pushers;
• Submit a Monthly Report to the City/Municipal Anti-Drug Abuse Council
copy furnished the DILG City/Municipal Field Officer; 
• Refer suspected drug users to the C/MADAC and other institutions for
corresponding counseling and/or rehabilitation; 
• Conduct an Information Education Campaign (IEC) on illegal drug demand
reduction;
• Monitor disposition and progress of drug-related cases filed; and 
• Perform other related functions.

BARANGAY DISASTER RISK AND


REDUCTION MANAGEMENT COUNCIL
(BDRRMC)
• Set the direction, development, implementation and coordination of disaster risk
management programs within their territorial jurisdiction.
• Design, program, and coordinate disaster risk reduction and management activities
consistent with the National Council’s standards and guidelines;
• Facilitate and support risk assessments and contingency planning activities at the
barangay level;
• Maintain local disaster risk information which includes naturals hazards, vulnerabilities,
and climate change risks, and maintain a local risk map;
• Organize and conduct training, orientation, and knowledge management activities on
disaster risk reduction and management at the barangay level;
• Operate a multi-hazard early warning system, linked to disaster risk reduction to provide
accurate and timely information to the provincial/city emergency response organizations
and to the general public, through diverse mass media, particularly radio, landline
communications, and technologies for communications within rural communities;

REDUCTION MANAGEMENT COUNCIL
(BDRRMC)
• Formulate and implement a comprehensive and integrated LDRRMP in accordance with the
national, regional, provincial and city framework, and policies on disaster risk reduction in
close coordination with the local development councils (LDCs);
• Prepare and submit to the Sanggunian Barangay through the BDRRMC and the BDC the
annual BDRRMO Plan and budget, the proposed programming of the BDRRMF, other
dedicated disaster risk reduction and management resources, and other regular funding source/s
and budgetary support of the LDRRMO/BDRRMC;
• Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the
LGUs, CSOs, private groups and organized volunteers, to utilize their facilities and resources
for the protection and preservation of life and properties during accordance with existing
policies and procedures;
• Identify, assess and manage the hazards vulnerabilities and risks that may occur in their locality;
• Disseminate information and raise public awareness about those hazards, vulnerabilities and
risks, their nature, effects, early warning signs and counter-measures;
• Indentify and implement cost-effective risk reduction measures/strategies;

REDUCTION MANAGEMENT COUNCIL
(BDRRMC)
• Maintain a database a human resource, equipment, directories, and location of critical
infrastructures and their capacities such as hospitals and evacuation centers;
• Develop, strengthen and operationalize mechanisms for partnership or networking with
the private sector, CSOs, and volunteer groups;
• Take all necessary steps on an continuing basis to maintain, provide or arrange the
provision of or to otherwise make available, suitability-trained and competent personnel
for effective civil defense and disaster risk reduction and management in its area;
• Organize, train, equip, and supervise the local emergency response teams and the ACDVs,
ensuring that humanitarian aid workers are equipped with basic skills to assist mothers to
breastfeed;
• Respond to and manage the adverse effects of emergencies and carry out recovery
activities in the affected area, ensuring that there is an efficient mechanism for immediate
delivery of food, shelter and medical supplies for women and children, endeavor to create
a special place where internally-displaced mothers and children can find help with
breastfeeding, feed and care for their babies and give support to each other;

(BDRRMC)
• Within its area, promote and raise public awareness of and compliance with the Act and legislative
provisions relevant to the purpose of the Act;
• Serve as the secretariat and executive arm of the LDRRMC;
• Coordinate other disaster risk reduction and management activities;
• Establish linkage/network with the other LGUs for disaster risk reduction and emergency response purposes;
• Recommend through the LDRRMC the enactment of local ordinances consistent with the policies and
guidelines laid down in the Act;
• Implement policies, approved plans and programs of the LDRRMC consistent with the policies and
guidelines laid down in the Act;
• Establish a Provincial/City/Municipal/Barangay Disaster Risk Reduction and Management Operations
Center;
• Prepare and submit, through the LDRRMC and the LDC, the report on the utilization of the utilization of the
LDRRMF and other dedicated disaster risk reduction and management resources to the local Commission on
Audit (COA) for provincial/city level and internal audit for municipal and component city level, copy
furnished the regional director of the OCD and the Local Government Operations Officer of the DILG; and
• Act on other matters that may be authorized by the LDRRMC.

PROTECTION OF CHILDREN (BCPC)
FUNCTIONS:

• Foster education for every child


• Take steps to prevent juvenile delinquency and assist paents of children with
behavioral problems;
• Adopt measures for the health of children;
• Condcut capacity building projects to increase knowledge and skills in
handling children’s programs;
• Formulate plans, programs and policies for children that are gender-fair,
culturally relevant and responsive to the needs of diverse groups of children
below 18 years of age;
• Provide coordinate linkages with other agencies and institutions in planning,
monitoring and evaluation of plan for children;
• Establish and maintain database of statistics and programs on children in this
barangay; and
• Perform such other functions as may be required by law.

TEAM (BHRAct)
FUNCTIONS:
• Consolidate human rights reports from both barangay-
based institutions (e.g. Lupong Tagapamayapa, VAW
Desks, BCPC, etc.) and non-governmental entities (e.g.
sectoral CSOs and purok leaders) in the community;
• Submit Semestral Barangay Human Rights Situationer
Reports to MHRAcTs or CHRAcTs; and
• Receive complaints of human rights violations and refer the
same to the nearest CHR Regional Offices and other
appropriate agencies copy furnished the P/C/MHRAcTs
and monitor the status thereof
