3. Pesticide use in Cambodia
 Since introduction of modern agriculture in early 60s, The use of pesticide also became frequent.
 Pesticide use in Cambodia in 1980 (7%)
 The use of pesticide was sharply increased in 1985-1994 (49%).
 In 2004 , 70% of farmer used pesticide at least one per year.

III. Regulations Development
1. Pesticide Law
 
The Law on the Management of Pesticides and Fertilizers was developed
in 2012. Followed by Prakas on the List pesticide in Cambodia in 2012
also, which list 2 categories of pesticide as
1. List of Banned Pesticides to Use or Register in Cambodia (163)
2. List of Restricted Pesticides in Cambodia (48)

III. Regulations Development
The regulations developed under Management of Pesticides and Fertilizers law are following:
1. Prakas on procedure and standard requirement for pesticide registration, 2012
2. Prakas on procedure of pesticide management in trade, 2012
3. Prakas on Procedure of the primary inspection and the validity for distribution of pesticides and fertilizers, 2015
4. Joint Prakas on the decision to reward the inspectors who participated in suppressing a specific offence, 2015
5. Sub degree on uniform, insignia, and rank sign for inspectors of pesticides and fertilizers, 2017;
6. Prakas on the application of model paper for business of biological control agent, 2017;
7. Final draft of Prakas on guideline for the pesticide label & model of labels;
8. Draft Prakas on guideline for the pesticide containers disposals and some remaining regulations.

On 27 March 2017, MAFF announce the ban to register and use


Tricyclazole pesticide due to new EU regulation (relate to rice)

2. Pesticide import & Export Permit
 The License can be issued for individual or company whose AMs were already
officially registered with MAFF
 The License is valid for 1 year after issuance date
 After obtaining the license the individual or company shall:
 Comply with the standard for container, label or leaflet approved during
registration
 Code the products by system of custom codes
 Comply with safety measurement under the law
 Record all information related to import/export operation
 Inform MAFF to undertake primary inspection during import/export operation
or prior to distribution
 Provide company branches or dealer list who will distribute the imported
products locally

 All individual who wish to retail AMs need to be granted
retail license from Provincial Department of Agriculture
located In their respective province

 Before Nov. 2008 Plant Protection and Phytosanitary Inspection Office (PPPIO) of
Department of Agronomy and Agricultural Land Improvement (DAALI), MAFF (Sub
Decree 15 dated on 13/03/03)
 After Nov. 2008 Plant Protection, Sanitary and Phytosanitary Department
(PPSPSD) of General Directorate of Agriculture (GDA), MAFF (Sub Decree 188
dated on 04/11/08)
7. To be a technical advisor and a service in pest control intervention, in
assessment of chemical substances used to prevent, control, repellant,
grow regulate (and all other pesticide actives) pest and all agent or
biological substances used for the above mentioned purpose and for soil
fertility improvement and in assessment of quality of agricultural
product;

 Bio-efficiency test is conducted by DPPSPS at
Agricultural Crop Station, MAFF
 Bio-efficiency test is followed the international
standardization protocol
 Bio-efficiency test is carried out as following conditions:
 Cropping seasons
 Replication of test
 Type of crops or varieties
 Type of pests
 Location or site of test
 Result of bio-efficiency test is provided within 6 to 12
months.
 Result of other parameter beside bio-efficiency test is
provided within 12 to 24 months.

VI. National Agricultural Laboratory (NAL,GDA)

National Agriculture laboratory (NAL) has established since 1989 namely as Soil, Fertilizer and Plant Laboratory under
supervised by the Department of Agronomy and Agricultural Land Improvement (DAALI).
It’s role is to analyze the nutrients of soil, fertilizer and plant in agriculture.
Since 2008, it is named as NAL by the sub-degree 188 and it’s role is to:
-Prepare policies and plan for capacity development, analysis and evaluation to be used as reference
for other technical departments
- Document the protocol of analysis and provide timely analysis/ evaluation to technical departments
- Provide analysing service to private sector
- Communicate and coordinate with stakeholder to encourage investment
- Participate in any campaign to rescue the crops and to recover the plants as requested by technical
departments.

VI. National Agricultural Laboratory (NAL)
Present capacity of the NAL : able to analyze soil nutrient, fertilizer, pesticide formulations, testing seed
and grain qualities, do tissue culture of banana
Constraint of the NAL: Equipment and chemical uses are not enough for operation, Staff capacity is limited, Can
not analyze pesticide residue and heavy metal in plant produces, Can not analyze GMO in plant and
food

Quality Control Inspection
The officers from DAL and Provincial officers have the power as judicial
police that working on the inspection of pesticide Quality Control Post
Registration .
Inspection Policy is conducted by Three ways:
1. After product import and store in the warehouse (before contribution)
2. Market inspection ( Retailors and wholesalers in the market)
3. Inspect on the transportation in the local country
