 Development is the sustained capacity to achieve
a better life (Sen)
 Better life- the object or end of development
must be longer and of higher quality
 The quality of life involves: the capacity to be
(e.g., to be healthy, etc.) and the capacity to do
(e.g., to bear and rear the desired number of
children, etc)
 Underlying these capacities is freedom of
choice; Development is expanding the range of
choices for all

• The low-lying areas prone to
flooding are Apitong,
Sagkahan, Caibaan,
Calanipawan, Marasbaras, San
Jose, portions of Tigbao, Diit,
Cabalawan, San Isidro,
Tagpuro, Old Kawayan, New
Kawayan and Tacloban City
• Storm surges also cause
flooding. These occur during
strong typhoons and heavy
downpour.
• Areas susceptible to storm
surges are the coastal
barangays of San Jose,
Marasbaras and Tacloban City
proper.
