INTRODUCTION

Collective action - Collective action refers to action taken together by a group of


people whose goal is to enhance their condition and achieve a common objective.

Panchayat(Key issues discussed)
 Electricity connection issue: Volatile electricity(75% household) and no electricity
connection(25% household).
 Reallocating the school far from village and converting current place to Panchayat
office.
 BDO also complained about illegal connections by some residents in the village.

Geeta Rejected Marriage Proposal


The scene depicts a social norm where females are not allowed to
work but Geeta rejected the proposal by taking a stand on
equality.

Discussion between Mohan and Geeta


 Government infrastructure is not capable of coping up with 1/4 th of the existing
problem.
 Only policy and funds will not bring the needed change.
 Implementation at grass root level is required.
 Everyone is a part of the system and so everyone has to work collectively.

Relating Collective action through an example


An example was given by Mohan depicting how few star collect together and form a
plough and in the same way we need to come together to solve any problem through
collective action.
Understanding the problems in Charanpur
Mohan went on to meet with all the communities in the village and find out the following problems:
 The rigid strong hold of the caste system in Charanpur.
 Lack of educational infrastructure.
 Child Marriage.

Meeting with farmer Haridas


Mohan realized about gap in the society.
 Weaver is forced by economic circumstances to become a
peasant which resulted him being outcaste by the
community which is a social sanction.
 During a meet in Dushhera Mohan told villagers about a
wide gap of social and economic progression between India
and America.

Mohan Needs 100 people


Due to high reputation of Kaveri Amma and Dadaji and Mohan himself being upper caste
and scientist was able to get support from 100 people which we can relate to the concept of
trust, reputation and help in achieving critical mass.

Success Achieved through Collective Action


Mohan with the help of local population created an hydro
electric infrastructure which helped them to generate their
own electricity.

Achieving Trust: Mohan wins over Gita
• Gita initially does not see

decides to not cooperate.

Hydroelectricity in Charanpur
• On the occasion of Dussehra, Mohan appeals to the villagers to use
their de Jure political power for collective action.
• He demands de Facto political power and support of Panchayat to
start a project, in the village, using resources from the village.
• He takes the mandate to lead the project to produce hydroelectricity
for the village and bears all the transaction cost and plan the project
himself.
• Role of all the villagers is categorize by their family occupation. Their
participation was voluntary, but they were motivated by the trust
Mohan had developed in the days he spent in the village.
Logic for collective action
• Mohan asked for 100 villagers for
his project, all belonging to
different occupation, to gather
the skills necessary for the
success of the project.
• As it is very visible in the movie,
we can say that the issue of
freeriding has been solved by
Mohan’s leadership and his inner

force that drives him to work for
this cause.
Logic for collective action
• 100 villagers volunteered and
worked hard to make the
project a success and the
outcome was optimal.
• If Mohan had taken all the
responsibility to hire all the
man-power and bear all the
cost, the outcome will be sub-
optimal.
Theory of critical mass
• Mohan explicitly asked assistance
from 100 villagers and manages to
complete the project before Diwali.
• Assuming as the project was
progressing the level of involvement
of villagers from different
occupations decreases, we can say
that the progress can be observed
as decreasing production function,
but initially productivity increased
at increasing rate.
Concept which can be used:
• Social sanction on farmer haridas after he left the weaver
community.
• Project was self sustainable and monitoring cost was low due to high

Conclusion • Reputation and trust of Kaveri amma, dadaji and geeta.
• Commitment issues with people having de jure political power
especially in case of education.
• Geeta focussed on making education a public good which accessible
to all and there is no rivalry.
• Mohan took coalition support from Mela Ram and Postman both
belong to different community to achieve critical mass for education
enrollment.
