1.INTRODUCTION
Hawasa Cluster 3 has a total of 19 sites. The drive test is conducted to
check the 3G data service(HSDPA) performance of Cluster 3 and give
solution to areas where the throughput is low.

As shown above 94.3% of the routes have good quality but 5.7% have bad quality(EcNo less than -13dB) which resulted
from overshooting cells and pilot pollution.

The overall throughput of Hawasa Cluster three is good with 67.7 % of the samples having DL application throughput
greater than 1Mbps and 19.8% have fair throughput between 384Kbps and 1Mbps but 12.5% have bad throughput of less
than 384Kbps.We should optimize these bad performing areas.

LOW HSDPA THROUGHPUT ANALYSIS(Area one)

Problem Identified
DL Power Congestion at 2079 S3,2082 all
sectors, 2084 S2 & S3 and 2085 S2.
2085 SC 256 Overshoots in the direction of
2082.
Max Number of Eul & Hsdpa Users is set
below capacity at 2084 which contributed to
high RAB congestion.
The area with bad data throughput is mostly
served by 222084 S2 which is congested and
relatively far.It should be served by the
nearby site 222079 where there is no
congestion.
Countermeasures
Adjust pwrAdm threshold from 75% to 85%
Hawasa CL3-App_Throughput_DL (kbps) for 2079 S3,2082 all sectors, 2084 S2 &

The low throughput area circled above is resulted mainly from lack of dominant cell, congestion at 2097 & 2093 and quality
problem. Details presented in the next slide.

Problem Identified
DL Power Congestion at 2087 S2 & S3,2090 S1 & S3,2097 S1 & S3 and 2093 S2 & S3.
The areas covered by 2104 SC 146 exceeds the planned scope which resulted in cross coverage.
Adjustment is already recommended in Cluster two Analysis.
Lack of dominant cell

Countermeasures
Adjust pwrAdm threshold from 75% to 85% for 2087 S2 & S3,2090 S1 & S3,2097 S1 & S3 and 2093
S2 & S3
Since 2097 S3 is congested and relatively far, it is better if 2090 S3 which is less congested is made
dominant in the area by adjusting azimuth direction from 280 to 310 and up-tilting ET from 6 to 5.
In addition down tilt 2097 S3 ET from 5 to 6.

RRC and RAB congestion is observed in almost all sites the prominent reasons being shortage of UL and DL Channel Element. In
addition, there is DL power limitation in most sites. License expansion is required for CE especially in the DL.

o As it can be seen above the purchased amount of CE is only a small proportion of the total hardware capacity especially in
downlink which resulted in overutilization of Channel Elements in most sites. This resulted in severe DL CE congestion.
Additional hardware activation code must be purchased from Ericsson to resolve the congestion and hence to get most
out of the network.
