Maria Gloria Macaraeg Macapagal Arroyo
CYC (born April 5, 1947) is a Filipino
professor and politician who was the 14th
President of the Philippines from 2001 until
2010, as the 10th Vice President of the
Philippines from 1998 to 2001, as the deputy
speaker of the 17th Congress from 2016 to
2017, and a member of the House of
Representatives representing the 2nd District
of Pampanga since 2010.

Arroyo is also the first duly elected female


Vice President of the Philippines. She
currently serves as Speaker of the House of
Representatives of the Philippines, making
her the first woman to hold the position.

The “Alay Pasasalamat,” organized by the National
Academy of Science and Technology, is a tribute to the
President by the Filipino scientists, science scholars,
COMMUNITY members of the science community and the academe,
technology adoptors, and officials and staff of the
FETES Department of Science and Technology.

presentation on the accomplishments of the science

President during her nine-year tenure, and testimonials
from beneficiaries.

With regard to S&T education, the challenge is to provide the
environment for the youth to learn and hone their skills to become

Under the K to 12 program, the science and math curriculum for junior high school follows the
spiral progression approach instead of the K to 10's discipline-based approach.

Using the science subject as an example, he explained: "Why is Biology for 14-year-olds, and
why is Chemistry for 15-year-olds, and why is Physics for 16-year-olds? There are concepts in
Biology which are easy, there are concepts in Biology which are very difficult.“

With the spiral progression approach, students learn General Science, Biology, Chemistry, and
Physics on a per-quarter basis. Basic competencies are taught in Grade 7, and the lessons get
more complicated in Grades 8, 9, and 10. This approach also applies for the math subject.

"It follows the cognitive development and maturity of our learners," Uy added.

century, there is a growing world-wide consensus that the 21st century is the century of Biology

countries like the Philippines. Unlike research in many fields of the basic sciences which often
requires substantial outlays in equipment and laboratories, the instrumentation requirements in
genetic engineering are not as expensive. What we need is an enlightened investment plan in human
resources, which we have plenty of, and sustained support from government and private industry to
enhance our capacity to innovate.
It is therefore in our national interest to develop our indigenous capabilities to ride the crest of this
modern wave of technological progress. We should persevere in supporting our nascent R&D
capability in biotechnology to keep pace with the rest of the developed world.

It should be noted that the Diwata-1 satellite, which was launched in 2016
and finally put the country’s flag in space, was made by Filipino scientists
that were sent to Japan by the DOST. The Diwata-2, which will be
launched in 2018, has improved capabilities to better monitor the country.
It is being made by another batch of Filipino scientists and engineers,
creating a pool for this industry.
