Background • 1996, first PA system was introduced

– Rewarding system was in the form of salary increments
and job promotions

Description • Currant PA system was developed in 2009

of the policy – With the enactment of Civil Service Act in 2007, CSC was
formed and mandated with building a career based civil
service.

– To achieve the 5 core values of CSC’s second strategic


plan (integrity, discipline, competence, dedication &
timeliness).

– To improve the quality of service provided by CS
